The fact that early high school starts seriously undermine the health, safety and success of teens is well documented..

Because our nation's schools are controlled locally, start-time solutions need to come from the districts themselves, but too few are acting on their own accord.
Recognizing that reality, the Maryland Department of Health and Mental Hygiene and the Department of Education wrote in a 2014 joint report: .
