Born Harriet Walsh on April 12, 1916 in Brooklyn, New York, she and her husband, William, and their two sons, William and Frederick, moved to High Falls in 1946.Their two daughters, Harriet (Jeri) and Caroline were born later in Kingston Hospital..

In 1958, Harriet called for an ambulance for her mother.
She was shocked when, instead of an ambulance, a hearse arrived to take them to the hospital.

That moment changed emergency medical service in Marbletown and Ulster County forever as Harriet vowed to remedy the situation.
In 1961, Harriet was instrumental in the formation of Rondout Valley First Aid and Rescue Squad, which later became the Marbletown First Aid Unit, where she held many offices including President..

Harriet became one of Ulster County's first certified Medical Emergency Technicians (MET – now known as EMT Emergency Medical Technician) and became the first New York State MET instructor in Ulster County.
She went on to become an instructor for the American Red Cross's Advanced First Aid and Emergency Care course in addition to Cardio-pulmonary resuscitation.

In 1966, the Ulster County Ambulance Association was established to promote emergency medical services in Ulster County.
Harriet has served as its President for the past 31 years.
Throughout her many years of service Harriet constantly worked to improve her level of training and continuously dedicated hours toward improving Emergency Medical Services.
In 1967 Harriet attended Dutchess Community College where she took a 40-hour course Care of the Sick and Injured.
In 1971 Harriet attended CW Post College in Long Island, N.Y.
to become a New York State Department of Health Instructor Coordinator..

Through Harriet's efforts Ulster County became involved in the Hudson Valley Regional Emergency Medical Services Council of which she became a charter member in 1968.As a member, Harriet has served as Disaster Coordinator, Chairman of the Basic EMT Protocol Committee, Public Relations Chairman, Chairman of the Training Committee and President.
She additionally served as a delegate to the Ulster County Medical Advisory Committee and the Hudson Valley Regional EMS Council representing Ulster County.
Harriet served as the delegate to the NYS Emergency Medical Services Council and served as an alternate up until her death.
She was past President, Treasurer, and a charter member for Horizon's Critical Incident Stress Debriefing Team and Ulster County EMS Coordinator..

Harriet’s failing sight forced her to retire from physically participating in rescue activity.
She made her last ambulance run with the Marbletown First Aid Unit in 1995, having administered care on well over 2000 ambulance calls.
Being almost totally blind for the last four years has barely slowed her down.
Her presence has been felt in Ulster County, the Hudson Valley and in the state Capital.
