These are the first pictures of north koreas latest and most provocative Missile Launch. As expected, kim jong un was on hand to give his personal guidance. The north korean dictator gazes skywards as the missile flies towards japan. And along with the pictures came this statement from north koreas state media. North koreas statement shows the ultimate target of yesterdays test was not here injapan, but the us Pacific Island of guam, with its huge military bases, and that north korea intends more such tests. So, what can be done to stop it . Last night in new york, the Un Security Council members, including china, were unanimous in condemning north korea. Today, the cracks have already begun to appear. From President Trump came this tweet, ruling out any prospect of talks. Here injapan, Prime Minister theresa may said china must now do something. We want to work with International Partners to see what further pressure can be brought on north korea. And of course particularly look at what china can do. In beijing, Chinas Foreign Ministry spokeswoman had this rather caustic response. Translation some countries dash forward when it comes to imposing sanctions but hide away when it comes to asking for peace talks. This is not the attitude of a responsible nation. There is growing suspicion that north korea could not have developed this new missile so fast by itself. There is also agreement that it must be stopped. But there is none on how to do it. You can see the flooding, you can see how the homes and the cars are submerged and you may even be able to see some of the rescue boats that have been going out all day. The situation right here in this part of houston where i am is they have experienced water levels still rising but thats because of controlled flooding thats been carried out by the authorities. Theyve been opening the dams of the reservoir outside houston to stop it overflowing. That means people here have seen more flooding, the good news about that, if there can be good news, is authorities have said it can now control the water flow but east of where im talking to you from is there have been more devastating floods in port arthur to the louisiana border and the storm itself is moving inland to louisiana, bringing yet more flooding and even threatening tennessee. The worry here now is that there will still be waters rising as the water runs off inland and the rivers break their banks yet again. Are people there, laura, getting the support they need . Well, its an emergency situation. The people who are carrying out the boat rescues ive been witnessing all day, most of them are private citizens. Ive been speaking to people who have brought their boats 400 miles from southern texas because they heard the appeal for boats and they answered the call. I spoke to one man whos rescued 60 people in his boat since yesterday. Theres a limit to the number of boats, the authorities have said, that are suitable for this terrain as there is only a couple of inches of water, so its a crisis situation and the authorities are doing everything they can to keep up but the demand is huge. Theres more than 70,000 people in shelters in houston, 33,000 in texas, and the authorities are warning it could take years to recover from this. As we reported yesterday severe flooding has hit the indian city of mumbai, where monsoon rains have killed at least five people, including two toddlers. Its the latest place to be hit by floods in south asia during the monsoon season, which has affected millions of people across india, nepal and bangladesh. Over 1,200 people are estimated to have died. Ben rich from bbc weather explains whats going on. Rain does not fall continuously and uniformly across south asia all through the monsoon season. Instead it comes and goes. There are drier periods and then there are wetter periods. Get too many wet spells and thats when we get some significant flooding. Notice there is another area of cloud moving into North Eastern india, bangladesh and nepal, that could exacerbate the flooding situation and we also have an area of wet weather now sliding into pakistan, there could be flash flooding for places like karachi but all the while mumbai will be drying out after an exceptionally wet last few days. Conversely it has been a little bit drier over the last few days across bangladesh and nepal but the flooding has been so significant over recent weeks that a couple of drier days will not sort out the problem. And remember, that big lump of cloud working in from the east, actually the remnants of an old Tropical Storm, that will be enhancing the rainfall in eastern india, bangladesh and nepal once again as we go through the next few days, so there is the risk of some further flooding. These are the skills to connect, communicate, network, lead and influence. So i had a Long Term Plan to learn the skills. The skills, obviously, empowered you, particularly public speaking. What advice could you give to people who are afraid to speak publicly . 0k, to be honest, i was totally nervous to speak when i started. That was maybe until about 2009 when i started speaking. Before that, i would avoid the opportunity to speak. Maybe if i had to do a presentation. But it is the number one skill you have to have. The reason is most people cant do public speaking. Once you learn the skill, or you become one of the very few people in the world who can do this. Initially i thought they couldnt do it. But the reason you need to do this is because it raises your confidence, and you believe more in yourself. Lets talk about cupids bow, because your speech was about that and the string. How does influence relationships more broadly . It goes beyond the family relationship. I had the opportunity to speak to the world for seven minutes. My one message was to come on together, be mature, compromise, dont escalate the situation, de escalate. But i use my marriage is an example because it gave me some Credible Authority for my main message, which was to come together. Because there was a lot of cloud, there was some rain around, and temperatures across some southeastern areas only got up to 13 degrees. But further north and west, the day brought brighter skies and some spells of sunshine. Just a few showers. And thats the sort of weather that we will take with us into thursday. The cloud has now been chased away to the east. Weve got some clear skies following on behind, with just a few shower clouds. And during the day ahead, we are going to see a mixture of sunshine and showers. The showers heavy from the word go in western areas. Then extending eastwards as the day goes on. But then some bright or sunny spells between the downpours. So, lets take a closer look at a 00pm in the afternoon. Across the west of england, quite a few showers in places, with some sunny spells in between. Temperatures 16 or 17 degrees. Some showers stretching across the southeastern into east anglia. But a big improvement in temperatures here. 20 degrees in london, 19 for ipswich. Some heavy showers across the midlands up into North Eastern england. Some of the showers could contain the odd rumble of thunder. Scotland, said spells and showers. 1a degrees in aberdeen, 17 in glasgow. For northern ireland, some decent sunny breaks between the showers. I think some places will avoid the showers and stay dry all day long. And a similar story for wales. Sunny spells, the odd downpour coming along, here and there. Some showers will be heavy, but they will then tend to fade away as we go through the evening. Through the night and into the early hours of friday, we will see some fog around, and a chilly night. Towns and cities 9 12, but in rural areas, one, two, three, four degrees. Quite a cool start if youre out and about friday morning. But the prospects of friday are fairly promising. Still the chance of a shower, particular to the east, but many will stay dry. As we go through the weekend, it is not bad news, especially if you like dry weather. This area of High Pressure will give us a fine start to the weekend. Weather systems, youll notice, out west, they wont make much progress into eastern parts, so even on sunday, eastern areas of scotland, Eastern England should stay dry, with some spells of sunshine.
