Young football fan who touched the hearts of the nation is celebrated any Charity Match goodison park. Good evening and welcome to bbc news. The United Nations Security Council will meet in emergency session next to discuss north koreas latest nuclear test. Pyongyang fired a Hydrogen Bomb which it says is capable of being loaded onto an intercontinental missile. Its the most powerful test of its Nuclear Weapons programme to date, and has been condemned by the us, south korea, britain and china, north koreas only major ally. President trump is meeting his National Security team today to discuss the situation. The test took place at a site in the north east of the country. From seoul, in south korea, Yogita Limaye sent this report. North korea announcing another nuclear test. A perfect success. The newsreader said. Pyongyang claims to have detonated a Hydrogen Bomb. The world was alerted when tremors were detected at a known testing site in the north east of the country. Earlier, photos were released of the north Korean Leader kim jong un inspecting what was said to be a nuclear device. The state claims it could be fitted to an intercontinental ballistic missile. If confirmed, it means pyongyang can arm these long range missiles weapons that put the us mainland within range. To this latest incident, President Trump responded on twitter, writing north koreas words and actions continue to be very dangerous to the United States. And he went on south koreas talk of appeasement with north korea will not work. They only understand one thing. Later, leaving church, the president was asked about military action. Mr president , will you attack north korea 7 he said, well see. For months now, south koreas president said talking to north korea was a solution. Today he expressed outrage and disappointment. Translation north korea has made an absurd tactical mistake, by committing a series of provocations, such as launching icbm missiles, and conducting a nuclear test, which has heightened tensions on the peninsula and is threatening world peace. It will isolate them further. The latest act from north korea comes just days after the regime fired this missile which flew overjapan. In response, america and south korean jets conducted bombing drills, with more military measures planned. But it is hard to see what action can be taken. It is certainly our view that none of the military options are good. The distance between north korea and seoul is very very small. They could basically vaporise large part of the south korean population, even with conventional weapons. Here in seoul, a city that is home to tens of millions of people, we are only about 50 kilometres from the border with north korea, and at any given time a mass of weapons is pointed in this direction. That is why the International Community has been trying to put economic pressure on pyongyang rather than taking the military route. But that isnt working either. It has been less than a month since strict sanctions were imposed on north korea. Nothing appears to deter kim jong un. Yogita limaye, bbc news, seoul. After the latest and most powerful evidence of the extent of north Koreas Nuclear programme, what are the options for the International Community . Our Diplomatic Correspondent James Robbins has been assessing the possible consequences. Kim jong un and his regime are simply refusing to bow to the outside world. Why . Well, partly because the regime is convinced its survival depends on having the ultimate weapon, as insurance against outside attack. But already the North Koreans have such an array of conventional weapons they could kill hundreds of thousands of people, and maybe that is why they have ignored Donald Trumps warning to them last month. North korea best not make any more threats to the United States. They will be met with fire and fury, like the world has never seen. But the fact is north korea has not been stopped by that fiery rhetoric and has now made a new threat which raises the question, can the west stop the North Koreans . The us does have the means, the fire and fury. They could almost certainly destroy the regime eventually, but not before retaliation sparked appalling consequences for south korea, japan and the wider region. So could the world live with a Nuclear Armed north korea . Arguably, it may have to and that would then mean relying on kimjong un to be rational, and north korea to accept the old cold war restraint that any use of Nuclear Weapons guarantees mutually assured destruction. No wonder north koreas immediate neighbour china is pushing hard for international talks with the regime to find some other way forward. As most options, other option,s are fraught with very severe possible consequences, i think in the end one does come down to the line that this has got to be solved, unless you want catastrophe, by negotiation. But to some leading republicans an American Military response to all this looks inevitable. This was senator Lindsey Graham speaking hours before north koreas latest test. I am 100 certain that if kim jong un continues to develop Missile Technology that can hit america, if diplomacy fails to stop him, there will be an attack by the United States against his weapons systems. The stakes with north korea have never been higher. The ultimate decision rests with President Trump, as americas commander in chief. James robbins, bbc news. We are going to continue discussing this later, hopefullyjoined by mark fitzpatrick, the executive director of the American Office at the institute for a strategy studies. And well find out how this story and many others are covered in tomorrows front pages at 10 30 and 11 30pm this evening in the papers our guests joining me tonight are the parliamentaryjournalist, tony grew and the entertainment journalist, caroline frost. Here, the brexit secretary, david davis, has said that the European Commission is making itself look silly by saying that talks with britain arent making progress. The eus chief negotiator, Michel Barnier, says he doesnt want to punish or blackmail the uk, but the british people need to understand the extremely serious consequences of leaving. This week, theresa may faces a parliamentary battle with the first commons vote on brexit legislation. 0ur political correspondent, chris mason reports. The uk and eu, david davis and Michel Barnier still some way apart after three rounds of talks. A huge Sticking Point is money. Today mr davis insisted the uk would not be pressured into paying more than its fair share. We are basically going through this very systematically, a very british way, a very pragmatic way of doing it. And of course hes finding it difficult, which is why he is putting pressure on us, which is why the stance this week in the press conference. Bluntly, i think it looked a bit silly, because the plainly were things that we have achieved. And, yes, there were spiky exchanges between the two men at last weeks news conference. Mr barnier has since spent the weekend here, at a conference on the banks of lake como in italy. He said he does not want to blackmail the uk, but added meanwhile the rows about leaving the eu return here this week. The planned new law thats needed to make it happen will be discussed in the commons and remember, the Prime Ministers parliamentary predicament is precarious. She nurses a tiny majority. And thats why debates on repealing this, the act that took us into the eu, matter so much. Labour says it will vote against the law as planned, which will eventually be stored here, unless substantial changes are made, including protecting workers writes. I flagged these point it at the beginning of the summer, i flagged these points up at the beginning of the summer, and said, if you dont address them we will be voting against it. Now, we havent reached that stage yet, but ive been very very clear. Whilst we accept the result of the referendum, we are not giving a blank cheque to the government to do it whichever way it wants, because its not the public interest. Means any rebellion from just a handful of conservative mps would leave the Prime Minister in real trouble. Discussions on delivering brexit are getting rather blustery. Chris mason, bbc news, at westminster. The United Nations Refugee Agency says 73,000 Rohingya Muslims have now fled to bangladesh from myanmar since the army there began a campaign against militants less than two weeks ago. More are fleeing all the time. Sanjoy majumder is at the border. It is now a massive influx, the sheer number of Rohingya Refugees coming into bangladesh from myanmar. The border is just a short distance that way. They are coming from every direction, men, women, children. Some very young and some incredibly old and finding it difficult to walk. Earlier today we saw plumes of smoke from inside rakhine state, presumably villages that were burning there. Refugees we have spoken to have come with dramatic testimony of how they were allegedly driven out of their homes. Some have seen People Killed at close range. They are all heading now towards one of several temporary refugee camps which are set up on this side but already these camps are teeming with people and agencies are really concerned about the sheer numbers of people they have to take care of with supplies running incredibly low. Hospital managers in england have called for an emergency financial bail out, saying they are bracing themselves for the worst winter in recent years. Nhs providers which represents the vast majority of health trusts says at least £200 million of extra funding is needed to pay for more staff and beds. But the department of health says the nhs is better prepared for winter this year than ever before. Angus crawford reports. Winter puts hospitals under pressure. Each year there is an increase in demand, more patients needing a wider range of treatments in an already stretched service. After Serious Problems last winter theres last winter theres been intensive planning to deal with this one. But nhs providers representing 90 of nhs trusts says more money is needed for this year may be worse than last. Current performance in a e departments at the moment is no better than it was last year despite huge amounts of effort being put in to improve the performance, its staying stubbornly stuck, quite a long way below the official target and we know therefore that there is a real risk that Patient Safety could be put at even greater risk this coming winter than it was last winter. The organisation says the Service Needs £200 e350 million extra now. Nhs england rejects criticism and in a statement says it estimates that more than 3000 extra beds will be available. The government has put a billion more into social care funding to free up beds and 100 million to relieve the pressure on a e. But will all this be enough . Over the coming months, patients will find out. Angus crawford, bbc news. Mark fitzpatrick is executive director of the Americas Office at the International Institute for strategic studies and head of their nonproliferation and Nuclear Policy programme. Hejoins me on webcam from washington. Thank you forjoining us mr fitzpatrick, we have heard about the diplomatic route, we have heard about sanctions, nothing is working. No, nothing has worked to date. All manner of diplomacy and sanctions but i dont think either has been pursued to the extent necessary. Sanctions will kick in much harder, there will be an effort to cut north korea completely off from the International Financial system, this will require china to cut off oil. I think china might be willing to do so think china might be willing to do so if it can persuade the United States to seek a diplomatic track simultaneously. Thats whats needed. But china is not going to do thatisit . Needed. But china is not going to do that is it . China is north koreas ally going back to the korean war. Its not going to allow north korea to be economically isolated, it wa nts to be economically isolated, it wants the reverse, it wants to bring it in from the cold. It does but it does not want the kind of war that otherwise may be looking for the at. The situation has got to the point in washington there is more consideration being given to a preventive strike. That could start a war. In south korea there is consideration to reintroducing american tactical Nuclear Weapons, these are things china does not want. Faced with alternatives i think it may cut off the oil. I figured already told north korea that if it tested again the oil flow would stop. We are hearing more in the last few hours about some form of military option coming back onto the table, lets play out that scenario. The us, and we presume it is the us who will take the first step, how sure can we be that it will escalate the situation, so how can we be sure that kim jong un will ta ke can we be sure that kim jong un will take a measured form of retaliation, is he that rational . Your question is he that rational . Your question is very good, we certainly cannot anticipate that he would respond in anticipate that he would respond in a measured way. I think he would respond by lashing out, i think he would see even a very limited strike by the United States as the prelude to an invasion to topple his regime so to an invasion to topple his regime soi to an invasion to topple his regime so i expect he would lash out. I am not advocating military action. I am saying it is being talked about in washington to the point where its a possibility and china will be hearing that as well and i think china will have to make very tough decisions now. Better to avoid such possibility of war by putting the kind of pressure that might cause north korea to stop its illegal weapons programme. Thank you very much forjoining us mr fitzpatrick. The headlines on bbc news north korea has claimed to successfully have tested a Hydrogen Bomb and John International condemnation. David davis says the eu is making itself look silly by hospital chiefs warn that unless the nhs in england receives an emergency bailout it will face its worst winter in recent history. Lets have a listen. We have many military options and the president wa nted military options and the president wanted to be briefed on each one. We made clear we have the ability to defend ourselves and our allies, south korea and japan, from any attack. And our commitments among the allies are iron clad. Any threat to the United States or its territories including guam or our allies will be met with the massive military response, a response both effective and overwhelming. Kim jong un should take heed of the United Nations Security Council unified voice, all members unanimously agreed on the threat north korea poses and they remain unanimous in their commitment to the demutualisation of the korean peninsula. We are not looking for the total annihilation of a country, namely north korea. But as i said we have many options to do so. Thank you very much. That was general james mattis talking outside the white house, i think that following just one of the meetings which are being held in the United States with President Trumps team. To remind you there is a un Security Council meeting being held tomorrow morning, we understand at 10am local time. The co founder of the American Band steely dan guitarist Walter Becker has died at the age of 67. Steely dan had string of hits in the 1970s including fm, reelin in the years and rikki dont lose that number. Together with donald fagan, becker created a brand ofjazz influenced rock that became a defining sound of west coast america in the 70s selling more than 40 million albums worldwide. Well a little earlier the broadcaster, paul gambaccini, told us about his memories of the band members from steely dan, donald fagan, and of course, Walter Becker. They did new albums in six consecutive years. Thats why they have such a great catalogue from a short period of being together. You mention some of the songs. Walter was so talented that he did something that you dont even know, even though you know the piece, and that is, East St Louis toodle 0o, which Annie Nightingale used to use as a signature song on radio 1, he is singing what sounds like a horn solo, but its actually his vocal, treated through a synthesiser box. They were both men of music. As donald said, unfortunately, habits got the best of him at the end of the 1970s, but what a great catalogue of material. Six albums, some of them in the rock and roll hall of fame
