Thats according to authorities who released more information today about 29 year old Sayfullo Saipov who moved to america from uzbekiztan on a us Visa Programme seven years ago. Yesterdays attack happened just a few blocks from where the twin towers once stood and is the deadliest act of terrorism in the city since 9 11. The bbcs nick bryant starts our coverage. This is a scene that new yorkers have dreaded for years, one that brings back the trauma of 9 11, one that shows how this city is vulnerable to new forms of terror. A rented pick up truck that became weaponised. A mode of attack that is common in europe. Now it has been used to deadly effect on american soil, and just yards from ground zero, the site of the september 11 attacks. The antenna on the new World Trade Center bathed in red, white and blue, to honour the eight people killed. This is the suspected attacker, Sayfullo Saipov, a 29 year old who reportedly shouted allahu akbar, god is great, as he left his truck. He was brandishing fake weapons, and was shot by the police and taken into custody. Moments earlier, he had driven at high speed along a riverside bypass, targeting cyclists and pedestrians. This was an attack on the United States and an attack on new york city, an attack on our people, and it was the definition of terrorism. An effort to take away peoples hope and spirit, and to make them change, and what new yorkers showed already is we will not change. Saipov is an uzbek immigrant who came to the United States in 2010. He is believed to have been radicalised in america, and told the police he was very pleased with the success of the attack. One of the early clues investigators found at the scene were hand written notes in arabic pledging allegiance to the Group Calling itself Islamic State. But there is no evidence yet of a direct link to that group. You got kids in there . Hold on. His attack came to an end when he crashed into a school bus. Oh my god. 0k. I need an ambulance right here. That was an accident, the suspect has reportedly told investigators, because he wanted to continue down the road. Police found knives if his vehicle. Oh my god. Based on the investigation overnight it appears that mr saipov had been planning this for a number of weeks. He did this in the name of isis, and along with the other items, recovered at the scene, was some notes that further indicate that. He appears to have followed, almost exactly to a t, the instructions that isis has put out in its social Media Channels before, with instructions to their followers on how to carry out such an attack. Among those killed, five friends from argentina. Men in their late 40s, in new york to celebrate the 30th anniversary of their graduation from college. Two americans and a belgian were victims. President trump has demanded tough justice and tighter immigration measures. We need quick justice and we need strong justice. Much quicker and much stronger than we have right now. Because what we have right now is a joke, and it is a laughing stock, and no wonder so much of this stuff take place. In his home town, this tower was erected in defiance of terror, a symbol of a resurgent city that refused after 9 11 to be cowed, and at the ground level this morning that spirit was very much in evidence. We dont know much more at this point, but it does appear that Sayfullo Saipov had been planning this attack for a significant amount of time, and that halloween was a date he had specifically targeted. What more are you learning about his personality and his lifestyle from the community there . If you look at. Nick was talking about him arriving from uzbekistan in 2010. He seems to have bounced around quite a lot. In 2013 he was in ohio. He then moved to florida. He moved here earlier this year. Police will be going through his possessions to try to figure out who else he knew and what connections he had in the community. Knocking on doors, talking to neighbours, they werent able to shed much light. They were surprised and worried about what this would mean for their community here. Broadly speaking, they were not able to shed much light on him. Some here describe someone they had known for a while and they had no foresight on this, that this action was something he was capable of. We are hearing how new york its self is getting back to normal, but how is the community there reacting to this . As i say, this area where i am standing, there is a mosquejust over there. They have been used to questions being raised about the community here. Donald trump has talked about it in the past, so there is concern, the idea that someone there is concern, the idea that someone who is claiming isis as inspiration for their attack, what will that mean for them . Will there be any sort of fallout on this community . Thats something people here will be rushing to try to dispel and systems themselves from. They are watching with curiosity but waiting to see how this plays out. Sayfullo saipov remains under arrest in hospital after being shot by police. The 29 year old arrived in america legally seven years ago on a us Visa Programme. The Authorities Say they believe he was radicalised after his arrival. He lived for a while in florida from where Rajini Vaidyanathan has sent this report. A man police say showed no remorse. Sayfullo saipov was said to have bragged about what he did for so called Islamic State. Found in the truck he used as a weapon were papers saying, is will endure. Officials say he became radicalised in america. The 29 year old arrived here from uzbekistan through a green card lottery in 2010. Settling in cincinnati in the state of ohio, where he got married. One man who knew him then believes he was exposed to extremist ideology online. He always looked as a liberal muslim, Something Like that, you know. He always like, saying, you know, youre doing not right this one, doing this one like islam does. That was very minor signs of radicalising. From ohio, he moved to florida, living at this apartment complex in tampa. Neighbours say they remember seeing him by the pool with his wife and children, but that he wasnt particularly friendly. Although he was a practising muslim, Sayfullo Saipov wasnt seen at mosques in the area. This lawyer who speaks for the Islamic Community in tampa says there may be a reason why. Weve worked with the fbi on a number of cases of trying to protect youth from being targeted by groups like is, and the first tactic is does is try to get them away from the mosques, because they know the messaging of the mosques undermine the deviant extremist heretical message of groups like isis. 0ne resident says Sayfullo Saipov and his family packed up from here earlier this year, and that before he left, he gave her his computer and printer, which she donated to charity. She also said he told her he was moving to newjersey. And it was in paterson, a city with a large muslim community, that he worked as an uber driver. Close to here he rented the truck he used in the attack. Sayfullo saipov is still in hospital. The focus for authorities is how did an immigrant who wasnt on their radar commit a deadly terror attack in the country he made his home . And for more on the suspect and countering extremist ideologies i am joined now by eric rosand who formerly served as a senor official in the Us State Department working on counterterrorism. I started by asking him just hide challenging it is to spot a potential terrorist under these circumstances. History shows it is quite difficult, but it becomes even more difficult if a country doesnt have the layers of defences in place to assist with identification. Unlike in the uk, where you have a very robust prevent programme which reaches down from london into communities across the uk, here we really just rely on communities across the uk, here we reallyjust rely on Law Enforcement. We dont have enough investment, enough resources of Community Members themselves beyond the Law Enforcement realm. That hinders us following each of these unfortunate incidents. Too often, it is simply the police involved. Too often it is Community Members not knowing enough, not knowing what to spot, or who to turn to other than the police, and often they are reluctant to go to the police because of trust issues. What about the tactics used . They have been seen in europe. Why have they taken so long for them to be used here . Its taken quite a bit of time for them to be successfully used hair. We are hearing there was no direct link to so called Islamic State, that he was self radicalised. How do you stop somebody like this gaining that Information Online . I think we will still see the continuing effort to press social Media Companies to remove the kind of contend that provides instructions for this kind of attack from websites and such, but the reality is, as long as theyre right but the reality is, as long as they re right individuals but the reality is, as long as theyre right individuals who feel theyre right individuals who feel the need to commit this kind of violence, whether it is on facebook, twitter or what have you, they will find a way to do that. The issue has to be as much taking content off line, removing it, but addressing the grievances, what is driving these people to go online and look for instructions on how to drive a truck down the street to mow down eight people. Hes already been in St Petersberg and moscow. Tonight he reports from yekaterinburg, and the Russian Orthodox church on the blood, where the last tsar, and the russian imperial romanov family, were brutalised and killed following their downfall. If there is one place where heaven meets hell, its here. This is known as the church on the blood. Murder was committed here, the victims now elevated to saints. Tsar nicholas ii and his family. This church marks the spot where they and their servants were executed by the bolsheviks. They were shot and bayoneted. A bloody and brutal end to russias last tsar. Having murdered the tsar, the bolsheviks tried to bury all memory of the monarchy. They failed. It took many years, but eventually a discovery was made here near ekaterinburg. The remains of nicholas ii and his family. In 1988, the russian government confirmed their authenticity. Nicholas ii, his wife alexandra, and their three daughters were laid to rest. Later, more bones were found in the same forest, believed to be the tsars two missing children. The church has not recognised the remains, but that may change. There are new investigations, using more advanced methods. The church participates in these investigations. There is a strong chance that the church will recognise the remains as the bones of the royal family. Nicholas ii was a flawed leader an inflexible autocrat with poorjudgment. Communists painted him as a bloody tyrant. Todays Russia Strikes a different note. Back at the church they have a rose tinted view of saint nicholas. I always compare him with captain of a big ship called russia, and he was on this ship to the end. And it is from tsarist russia that this ekaterinburg school draws its inspiration. This cloud with a few spots of rain on it will slip away and things calm down overnight. Some areas of mist, fog and low cloud across central parts of the uk, and chilly enough in scotland to see temperatures close to freezing. Into friday, we are in between weather systems. This system of low pressure joins the weather front coming in from the north west. Not much rain on that on friday. A few showers beginning to break out as cloud increases through these western coastal areas. Temperatures could get as high as 1a in the south east if we do get some sunshine.
