In lausanne, where earlier the International Olympic committee announced that it was banning russia from competing in the 2018 Winter Olympics. Some russian athletes who can prove they are clean will be allowed to compete in south korea under a neutralflag. It follows an investigation into allegations of state sponsored doping at the 2014 games hosted by russia in sochi. The president of the International Olympic committee, thomas bach, delivered the decision. The russian Olympic Committee is suspended with immediate effect individual clean russian athletes will be able to participate under strict conditions at the olympic winter games pyeongchang 2018. These invited athletes will participate, be it in individual or team competitions, under the name olympic athlete from russia with the acronym oar. They will compete with the uniform bearing this name and under the olympic flag. The olympic and some will be played in any ceremony. No official of the Russian Ministry of sport will be accredited for the olympic winter games pyeongchang 2018. Our correspondent paul adams joins us from seoul. Paul, what has been the reaction from the head of the pyongyang organising committee . Pyeongchang. I dont think anyone was surprised, everyone knew the ioc was surprised, everyone knew the ioc was poised to take this unprecedented step and so the reaction here has been pretty measured. The head of the committee here said it was the second best alternative, a reference to the fact russian athletes deemed to be clean will be able to attend, lee hee beom welcomed the decision and there was a statement from the organising committee, we accept the decision of the ioc and we will work with the ioc and other relevant stakeholders accordingly to ensure all athletes and officials attending are given the best possible experience. I dont think anyone here was blindsided by this, they could see it coming and they are very keen to emphasise these games go ahead regardless. Are they concerned that russias absence would affect ticket sales or Television Ratings . Obviously russia has been a big olympic nation and thats bound to have some kind of impact. The head of the organising Committee Said he wasnt particularly worried about the impact on ticket sales, he said he felt those were going reasonably well. There are always concerns in the run up to olympic events about how quickly the tickets are selling. It seems for some of them is they are going very well, in others not so are going very well, in others not so well. Russia is strong in some areas and not so strong in others. Its not a big downhill skiing nation for example. But it is a near neighbour. The South Koreans must have been expecting significant numbers of russian fans to show up and thats obviously not going to happen. The pyeongchang winter games opens on the 29th of february. Thanks very much, paul adams in seoul. Lets take a look at some of the days other news. President trump has announced he intends to move the us embassy in israel from tel aviv to jerusalem. He did so in a number of calls to leaders in the region. This is hugely significant. It could be a step towards recognising jerusalem as israels capital, no country has gone that far since israels creation in 1948. King abdullah ofjordan told mr trump this could have dangerous repercussions for the stability and security of the region. A spokesman for the palestinian president Mahmoud Abbas said he has urged russia, france and the pope, to intervene to prevent it from happening. And heres the reaction of turkish president , recep tayyip erdogan. Translation i would like to reiterate my sadness over the reports the United States is getting ready to recognise jerusalem as israels capital. Mr trump, jerusalem is the red line for muslims. We will continue our fight until the last minute. This can go as far as cutting diplomatic ties with israel. Also making news today, the United NationsPolitical Affairs chief is on a rare four day visit to pyongyang. The trip byjeffrey feltman is the first by a senior un official in six years. It comes after last weeks launch of what north korea called its most powerful inter continental ballistic missile, claiming it could hit the us. The uns human rights chief has issued a powerful indictment of myanmars treatment of Ethnic Rohingya muslims. Zeid Raad Al Hussein detailed reports of what he called acts of appalling brutality, including the murder of children and the deliberate burning to death of people in their homes. The bomber who attacked the Manchester Arena killing 22 people had been a subject of interest to the British Security services, and opportunities to stop him were missed. Thats the conclusion of an official review. It says its conceivable the attack by salman abedi could have been avoided. After the Manchester Bombing and three terror attacks in london this year, uk Counter Terror police and Security Services conducted their own reviews, as our correspondent Gordon Corera reports. Four terror attacks in three months, with some of those responsible known to the authorities, raising questions as to whether they could have been prevented. Today, a review said that the bombing at Manchester Arena, which killed 22 in may, was the only one that might have been stopped. The bomber, salman abedi, had been known to the authorities in the past but was not under active investigation. However, Data Analysis of 20,000 former suspects flagged him as one of a few dozen people for further investigation. But nine days before a meeting about this, he carried out his attack. And in the months leading up to that, new intelligence came in, which, if assessed differently, might have made him a priority. In hindsight, its quite obvious that having received that intelligence, m15 should have opened an investigation and who knows what that investigation would have found. Fact is, they didnt interpret the intelligence that way. The opportunity was missed. 15 year old Olivia Campbell hardy was killed in manchester. Her grandfather today said he wasnt blaming the Security Services. Theyre going to do the best they can with the information theyve got and they gather. Assess theirselves, assess the situation, make decisions and act on it. I will not fault anybody for doing theirjob. On the other attacks, in the case of london bridge, ring leader khuram butt was under active investigation, but there were no signs of what he was planning. In westminster bridge, Khalid Masood was a former subject of interest, but there were no warning signs. In finsbury park, there was no intelligence on the man charged. This years attacks were a shock to the Security Service m15, and todays report makes clear there do need some changes. There are 126 recommendations in all. Perhaps the most important, that information from here needs to be shared more freely with local police and other partners. The home secretary responded today by saying that police would have the money they needed. We will shortly be announcing the budgets for policing for 2017 18. I am clear that we must ensure Counter Terrorism policing has the resources needed to deal with the threats that we face. As well as these four attacks, nine more plots have been stopped in the last year, and officials warn the threat remains unprecedented. Gordon corera, bbc news. Britains National Health service is one of the largest Healthcare Providers of its kind. It aims to provide free healthcare to all regardless of how wealthy or poor the patients may be. But the Health Service is facing an unprecedented staffing crisis thats become even more serious because of brexit. Thats why hospitals in the uk are looking to countries like india to fill vacancies and boost numbers, but is that as straightforward as it sounds . Rahuljoglekar reports. Getting ready for a shift in the accident and emergency ward of Northwick Park hospital in north west london. Doctor lakshay chanana is one of 12 doctors who are part of an india specific recruitment programme. After a skype interview and a three month induction, doctor chanana is now seeing patients. But why did he leave delhi to come and work here in london . I understand the opportunities to grow and for further training are much more in the uk, so thats why many of the doctors look up to these programmes, look for hospitals and a lot of the recruitment agencies to find jobs and move here. But why has the hospital targeted india . Standards of english and proficiency in education are very high standards, so they fit in really well. About 86,000 jobs where vacant in the first three months of this year, up from 78,000 during the same time last year. Theres been a drastic fall of 96 in the number of nurses from the European Union working in the uk over the last year, mainly because of brexit. With brexit were very very worried that 150,000 people from the eu could leave our nhs and our social care system, and if that happens our nhs could collapse, so these are big issues for us. Brexit has accentuated the recruitment crisis in the National Health service. According to some reports, thousands of medical professionals are leaving theirjobs, which means many more vacancies to fill, and thats why hospitals are looking to recruit from further afield, countries like india. But india also needs its doctors, and indian doctors need extensive training before they can treat patients in the uk. Thats why an Indian Doctors Association based here in the uk has proposed the idea of a fellowship scheme for young indian doctors to come and train in british hospitals. Indian doctors need training and british hospitals need people to work here. So we get indian doctors to work here but at the same time train them and then send them back. A winning formula for both for both countries if the scheme succeeds. Rahuljoglekar, bbc news. Youre watching newsday on the bbc. By far, these are people who are not able to support themselves, meaning people with limited physical abilities, people who are not able to work and to, umm, help to provide for themselves due to physical limitations.
