Thejustice secretary david gauke admitted he shares the concerns of worboys victims, but that it would not be appropriate to seekjudicial review of the parole boards ruling to free him. Two of his victims are mounting their own challenge to try to keep worboys behind bars. Our Home Affairs Correspondent june kelly has more. He is one of the countrys most notorious serial sex offenders. In his black cab, john worboys cruised for victims, not fares. He was convicted of drugging and sexually assaulting 12 women, one of them he raped. But its feared he may have attacked more than 100 in total. The decision to release him after less than a decade in prison provoked astonishment, including at the top of government. At the start of this week, it emerged that the justice secretary was looking to challenge the decision in the courts. As the week draws to a close, he announced that, after taking legal advice, he wont be going down that route. But he tried to offer reassurance to worboyss victims. Let me be absolutely clear, worboys will not be released until their representations have been properly considered and his licence conditions are in place. Last week, i asked for assurances that the views of victims were taken into account, and that robust licensing conditions would be put in place to manage his risk. But, as one politician withdraws from the court arena, another, sadiq khan, labour mayor of london, says he is now investigating whether can bring a legal challenge. Worboys is currently being held at wakefield prison in west yorkshire. A lawyer for some of his victims is questioning why he is being freed from what is a top securityjail and, in a letter to the parole board, which approved his release, there is detail on why they are pressing ahead with the victims legal challenge to try keep worboys behind bars. We presently dont know the reasons why he has been granted a release. But we do know is the nature and scope and extent of his offending. We know that, up until very recently, he was denying responsibility for the offence. He may still be. We know that the parole board, only the previous year, refused to move him to an open prison because they considered he was still a risk. What has changed over that time . The women whojohn worboys picked up and then drugged and assaulted have spoken of how they fear for their safety if he is freed. They say he knows their addresses, and they are calling for him to be banned from the entire Greater London area. His victims are set to launch their legal challenge next week. While that is going on, the black cab rapist, as he is known, will remain in prison. June kelly, bbc news. Researchers in america tested a new method on a thousand patients to see if it could detect eight types of the disease. The cancer seek test as its known, had a success rate of 70 and the team say their goal is to now develop an annual test for everyone, designed to catch cancer early and save lives. Our Health CorrespondentJames Gallagher reports. More than 1a Million People find out they have cancer each year worldwide. The sooner theyre diagnosed, the more likely they are to survive. The test, called cancerseek, is a new approach that looks for mutated dna and proteins that tumours release into the bloodstream. It was tested on eight common types of cancer, including ovarian, pancreatic and lung. In the study, on more than 1,000 patients known to have cancer, the test correctly diagnosed seven in 10 patients. The researchers say more work is needed and are starting trials to see if the test can find cancers in seemingly Healthy People. They say such tests could have an enormous impact on cancer mortality. Experts in the uk said the approach had massive potential. This research is really interesting because it suggests that in the future something as simple as a blood test could be used to help doctors diagnose cancer at an earlier stage alongside traditional diagnostic tests, and thats really important because the earlier a cancer is diagnosed, the more likely treatment is to be successful so we could potentially help to save more lives. But some experts say it is still early days. This study has been conducted in patients have already been diagnosed with cancer, so what we need in the next very large studies is to know, can they diagnose people with cancer who are asymptomatic, who are well, who we otherwise would not be able to pick up . And if the blood tests can do that, that is when i think we can be really excited about it. Cancerseek is now being trialled in Healthy People with no signs of cancer. Experts said it has potential and testing for more mutated dna and proteins would allow for a greater range of cancers to be detected. Im joined now by dr Cristian Tomasetti from Johns HopkinsUniversity School of medicine, he is one of the team leaders behind the research on the cancer seeker blood test. We can speak to him via webcam from baltimore. Thank you very much. So many people who have described this as the holy grail in cancer detection. Why is it so grail in cancer detection. Why is it so difficult to formulate such a test . Simply because the signal is very small. It can be one handsome molecule out of 10,000. It is very difficult. However, it is important that we solve it. What do you focus on . How does it work . The test considers a mix of dna which is circulating in our blood and proteins. It combines these approaches to decide whether that patient has cancer or not. Those that are determined to have cancer there is a second step. This is the localisation which decides makes a guess where this cancer is coming from. It can tell you where the cancer is located. Why did you focus on these particular eight cancers when there are so many people suffer from . These eight cancers include about 60 of mortality due to cancer in the United States. Ill all the major cancers with the exclusion of prostrate, and we wanted to focus on screening. Thats why we focus on these ones. Now of course this test may include more cancer types. The other side is also to do with cost of course. The mock cancer, the more complicated programme, the more variables you need to include and things you need analyse. What is a next step to develop the test further . We will now try the patience that were diagnosed with cancer the next step is the trial. These are healthy, normal people to the best of our knowledge we want to see how the test performs among them. Just do clarify an important point, it is chew we expect the test to perform not as well because the cancer may be smaller and not been detected. 0n the other side, we are able to detect a0 to 50 even in patients at stage one of the disease so we are patients at stage one of the disease so we are excited because we think that. David and Louise Turpin were arrested on sunday after one of their children escaped and raised the alarm. Police say the children were fed very little, allowed to showerjust once a year and chained for weeks or months at a time. The couple deny the charges against them. Given the crimes for which he has been convicted, on a personal level, candidly i share those concerns. I have taken a close personal interest in this case since assuming office as the secretary of state for justice. I assuming office as the secretary of state forjustice. I believe it is important that all of the victims have clarity as soon as possible which is why im before the house today. I can reassure the house and the public that worboys will not be released until his license conditions have been finalised. I understand that contact and meetings with victims, who have chosen to receive the services of the probation victim contact scheme have taken place this week and further meetings about his release will take place next week the justice secretary. Labours shadowjustice secretary Richard Burgon said he understood the governments decision, but called for an independent review of the case. This case raises so many questions that what we demand in Parliament Today and what weve demanded for some time is an end to end review, independent review right from the reporting of an attack to the police, right through to the parole Board Hearing. Because the concerns of victims and the wider public arent just limited to of victims and the wider public arentjust limited to the parole Board Hearing on the parole board decision and anything less than that end to end review we feel would let down victims and the wider public. I was disappointed that the secretary of state for justice was disappointed that the secretary of state forjustice missed the opportunity again to agree to that request today. I do hope he can rethink that and agree to it. It would be in the victims interests and in the wider Public Interest as well meanwhile, two ofjohn worboys victims are seeking a private judicial review into his release. We should remember that a judicial review isnt an appeal of whether a decision is right or wrong. Its simplya decision is right or wrong. Its simply a review of whether the process of making the decision was lawful or not. If a court finds that the process was unlawful, they can send the decision back in this case to the parole board to go through it all over again. Now its unprecedented for victims to try and judicially review the parole board. Theyll have to lodge an urgent application seeking permission eric two stage process. Worboys doesnt have to appear at that. A judge will consider the grounds. If permission to give a judicial review is granted, then there will be an injunction to stop john granted, then there will be an injunction to stopjohn worboys release at that stage. Now, then there will be a full hearing, that is some weeks away. Its at that point that we get the disclosure of what this decision amounted to, the detail of it, if theres medical evidence, there could be confidence halt issues. That would mean that a final hearing might not be fully public. If the court finds this process was unlawful, they send it back to the parole board. They will have to go through it all over again. So, no, this isnt over yet. We know now that the government has said in the commons today that judicial review will not be sought. My dad lost his hearing when i was younger, and he actually lived the last two years of his life profoundly deaf. And i saw then just how hard that was on a family, and i started to learn sign language. She made the film to draw attention to the fact that more than three quarters of deaf children in the uk attend Mainstream School without any specialist help. Deafness isnt a learning difficulty. With the right support a deaf child can do exactly the same as a hearing child. That was the big message. All mouse wanted to find out the star of the film, maisie sly, is six and profoundly deaf. Her family moved from plymouth to swindon especially so she could attend a Mainstream School, which does offer support. Shed never acted before. Interpreter i wanted to show hearing people that deaf children can do anything. How was it making the film .
