Borisjohnson good evening and welcome to bbc news. Boris johnson has overwhelmingly won the first round of votes to be the next conservative leader and the next Prime Minister. The former foreign secretary now seems almost certain to make it into the final two, after picking up the support of 114 of his conservative colleagues. Ten candidates were in the running. Boris johnson colleagues. Ten candidates were in the running. Borisjohnson was out in front followed byjeremy hunt and michael gove. Three candidates, andrea ledson, mark harper and esther mcvey, didnt get enough support and were eliminated from the race, leaving seven mps to face more votes next week. Laura kuenssberg reports. Who was it to be . Mps voted behind the gates of the commons. I shall be voting for boris. I will be voting for boris. Borisjohnson. The person who might be boris is boris himself. Get used to seeing this room where the Tory Committee announces results. Jeremy hunt, a3. And by a clear margin. Borisjohnson, 114. Murmurs of surprise at the numbers. Boris johnson way ahead, with 114 votes, almost certain to be in the final two. The foreign secretaryjeremy hunt a clear second, only just ahead of michael gove. Ten votes behind, brexiteer dominic raab. The home secretary and Health Secretary both tucked in after him. A fifth member of the cabinet, rory stewart, just makes the cut, but three others are knocked out. Will you top the ballot today, mrjohnson . So the numbers proved. Borisjohnson, whose reputation has sunk and risen like the sun, really is the frontrunner in this frenzy. This is a very strong result for boris and i think it really shows how he has united our party, bringing people together from all different sections our party, both remain, leave, but also people with different ideas as well. With no other break out candidate, despite the smile, the contest now is not about catching up with mrjohnson but grabbing the other spot in the final two. Jeremys style is much more about trying to build consensus. He is tough in his negotiations, he is going to be with the european union, but he is also very clear that he will do it in a way that doesnt menace or threaten. Right now, none of the middle of the pack are giving up on the race. Morning even if they are huffing and puffing to keep up. We are going to succeed as a country. Whether former remainers in cabinet. And we have a dog called bailey that you might have seen recently on twitter. Or brexiteers who quit, they are all hoping to pick up votes from those who dropped out. We have a strong base and we are looking forward to the next rounds. This is round one, so we are off and running, and looking forward to building on that support, particularly given the way the votes fell. The outsider candidate who just made the cut says he believes anything could happen. Are you, at this moment, really in a position where you, rory stewart, can see yourself moving into number ten at the end ofjuly . Im much closer to it than i was four weeks ago, im closer than i was two weeks ago. We shall see. Politics can be a lonely old game. Those who lost out today put themselves on the line, but its the contest to be all of our Prime Minister, notjust some tory family business. I think its a fine result and lets see what happens on the next round. Have you spoken to your son . No, i havejust sent him something called a whatsapp, do you know about whatsapps . Havent heard of it, actually. No, it is a very modern thing. Theres a Long Distance to go, though. Plenty, plenty more chances still for missteps. The foreign secretaryjeremy hunt came second in todays ballot, getting 43 votes, and earlier this evening he gave his reaction to the result. Boris did well today, but what the result shows is that when it comes to the members stage im the one to take him on. The argument ill be making is a very simple one, that if you choose miele be the first Prime Minister who has a background as an entrepreneur, i can negotiate a deal with the european union, that is a better way forward than an approach which will make the crisis even worse and could lead to an election and Jeremy Corbyn in downing street. Will have more on this story in a few minutes, when well be speaking to two conservative mps, and later well find out how this story is covered in tomorrows front pages, at 10 1i0pm and ii 30 pm, our guests the guardian columnist and dawn foster and lucy fisher, defence correspondent at the times. In the past hour the United States has blamed iran for the attacks on two oil tankers in the gulf of oman, one of the wells busiest oil shipping routes. The us secretary of state mike pompeo said that assessment was based on intelligence and the kind of weapons used. The us has accused iran of carrying out similar attacks last month. News of the blasts sparked a rise in oil prices. James robbins reports. An Oil Tanker Ablaze in the gulf of oman this morning. Its owners say the fire was the result of an explosion as yet unexplained. The video was filmed by the iranian navy. Iran says its forces rescued all crewmembers from this norwegian owned tanker, and this second vessel, which was also hit by an explosion at much the same time. The United States with its carrier Abraham Lincoln in the area, already suspects iran of being behind todays events, and the damage to four tankers last month, but the iranians deny it, and suggest someone else is trying to provoke trouble. The rising tension is not in doubt. President trump tightened americas sanctions on iran in may, accusing the country of using its forces and arming others to destabilise the entire middle east. But its the immediate Economic Impact of today Cosmic Explosions which will worry much of the outside world. These tanker fires happened. They are close to the strait of hormuz which is vital to world trade and the significance of the stretch of water cant be exaggerated. On one side there are arab states including key us allies and on the other side is iran. At its narrowest point the strait is just 21 miles wide. There are two lanes for tankers to pass in opposite directions. A fifth of the wells oil exports, almost 19 Million Barrels of oil a day, have to move through here, so its a choke point. Attacks on tankers threatened oil supplies and drive up prices. But if the iranians were involved what might be the motive . They have highlighted that western states, the gulf states, cant protect shipping through that straight and therefore if there is a conflict they can inflict massive damage on the global economy. There is nothing we can do to stop that, even if ultimately we were to prevail in that engagement. And therefore what they do is they show that thats really not a credible option for us. This latest incident has already led to an increase in oil prices, something which could help iran as a major Oil Producing country, although it is suffering under intense sanctions. American Officials Say they will be able to recover enough debris from the attacks to trace their source. There is a warning that a link to iran could lead to american retaliation. James robbins, bbc news. Metropolitan police say they are assessing whether a comment by the comedianjo assessing whether a comment by the comedian jo brand, joking assessing whether a comment by the comedianjo brand, joking about throwing battery acid at politicians, amounts to an incitement to violence. The comedian made the remarks during a broadcast of radio fours satirical show heresy on tuesday night. Downing street suggested it should not have been broadcast. The bbc has responded to the strong reaction to the remark made byjo brand. In a statement to the bbc said. Im joined by our media and arts correspondent david sillitoe, lets backtrack a bit for people who are catching up with this. Where did it start . Heresy, bbc radio four comedy programme. Its all about airing provocative views in a comic fashion. They are wanting to have gasps and laughs at the same time. So that is the setting of this. Three comedians. They were discussing is brexit dividing the nation. Now, jo brand was actually arguing against the idea of throwing milkshakes as a form of protest over politicians, and then as an aside said, why bother with a milkshake when you can get some battery acid. There was a big laugh for the studio audience and she immediately qualified it saying, look, im not actually saying or condoning this, its just a fantasy, it was just a comic aside in her comic shtick about brexit. Now, the response, nigel farage said it was clearly aimed at him, he is furious. The Prime Minister is said to be wanting an explanation and the police are investigating. This evening the bbc has said all along, look, this is a comedy programme, they were not condoning violence and it had been checked before it went out. It was a pre recorded programme. But they have added tonight that following the strong reaction it will be cut, this particularjoke, from any further broadcasts, so when it goes out as a on bbc sounds or rebroadcast on radio four, and they regret any offence caused. Its a complicated mix of comedy, taste and decency, and what the law says. Absolutely. There are complaints every day of the week about jokes absolutely. There are complaints every day of the week aboutjokes on the bbc. They are always pushing the boundaries and many debates and discussions. It appears this is one of the shows that actually makes a virtue of saying we are going to be pushing the boundaries here of what you can talk about and challenging received opinion, but it appears that the idea of comments or even comic fantasies about violence against politicians is now pretty much one of those firm boundaries. David, thank you very much, david sillito. More on one of our main stories. In the past hour the United States has blamed iran for the attacks on two oil tankers in the gulf of oman, one of the wells busiest oil shipping routes. Our state Department CorrespondentBarbara Plett usherjoins us from washington. What has the secretary of state mike pompeo been saying . Well, hes been very clear that the United States has assessed that iran is responsible for this attack on these two oil tankers. Its only the United States saying this so definitively at the moment, but he said it was based on their intelligence, on the type of weapons used, the type of expertise needed, previous attacks carried out in the region, said all pointed very strongly to iran and he called these unprovoked attacks that were a threat to International Peace and security. You remember recently the americans said there had been iranians threats towards us interests and therefore they increased military deployment to the gulf, but mr pompeo did not talk about a military response to this. He talked about a diplomatic and economic one, lets hear what he had to say. Find bobbing today, ive instructed our un ambassador Jonathan Cohen to raise the attacks in the Un Security Council meeting later this afternoon, our policy remains an economic and diplomatic effort to bring iran back to the negotiating table, to encourage a comprehensive deal that addresses the broad range of threats, threats today apparent for all the world to see, to peace and security. Iran should meet diplomacy with diplomacy, not with terror, bloodshed and extortion. The vessels involved were not american registered, so why is mike pompeo getting involved in this . Because even though the vessels were not american registered, the conflict is between iran and the United States. The United States pulled out of this nuclear deal, the deal that limits Irans Nuclear programme, and re imposed sanctions on iran, saying it had to do much more to show the world and the us that it wasnt a threat and those sanctions are extremely crippling. So this is seen asa extremely crippling. So this is seen as a possible response from the iranians, that they are lashing out because of it. Something they have denied, but still, it is this tension between the us and iran and one of the things that iran could do to fight back against these sanctions is to attack in the strait of hormuz, the strategic channel next to the iranian coast where the Oil Shipments happen because these attacks have been happening there the american state clearly the iranians are to blame, so it would be against vessels that transmit through this area but it would be pa rt through this area but it would be part of this wider conflict, or this wide attention, between the United States and iran. It shows how easy it is to disrupt the flow of oil and how easy it is to increase oil prices, so thats something the americans have to be mindful of if they are going to continue this very ha rd they are going to continue this very hard line approach to trying to get iran to change its behaviour. With us in the week ofjuly the 22nd. With us is conservative mp for mid derbyshire pauline latham, she was a supporter of esther mcvey. And we are alsojoined by supporter of esther mcvey. And we are also joined by conservative mp for daventry, Chris Heaton Harris, who backs andrea ledson. Ill come to you both, thank you very much for joining us. Pauline latham, why do you think esther mcvey didnt get through to the next round . |j you think esther mcvey didnt get through to the next round . I dont know and im very disappointed that she actually came last because i thought her campaign was very good. I thought her presentations to mps we re very i thought her presentations to mps were very positive and i felt she got a lot of warmth in the audience, so im at a loss really to know why she got the lowest score. Chris Heaton Harris, Andrea Leadsom has beenin Heaton Harris, Andrea Leadsom has been in the running for this position before. Why do you think she failed to muster enough support to get her any further . Well, andrea was staying at the cabinet to try and deliver brexit and then when we started, when theresa may said she was giving up and andrea started her campaign, we found that the field had been fairly well populated with candidates previously and theyd also taken up a huge number of pledges from conservative mps, is we started late and yeah, it was very ha rd started late and yeah, it was very hard work to get anybody to join to start with because everyone was committed to other people. How problematic is it that there are now no women in the running . problematic is it that there are now no women in the running . I think its a great shame. The Parliamentary Conservative Party is full of very, very talented women and we had two in this round of voting, but theyve both been eliminated and actually weve got another one on tv now with you but i would have liked to have seen a woman go all the way through to the final. I think andrea would have been good to do that, esther equally but its one of those things. We are, as pauline will tell you, we are, as pauline will tell you, we are the conservative mps and we say we are a sophisticated electorate and people are looking for someone who will deliver brexit, who will deliver a domestic agenda beyond brexit, that is very positive and good for the economy, and actually someone who will be Jeremy Corbyn in the long run too. Pauline latham, who are you going to back now . This is where im having difficulty. Im rather conflicted. I obviously am a brexiteer and i would like two brexiteers to be in the running but i want somebody with charisma, i wa nt i want somebody with charisma, i want someone who is a communicator, i want someone who has a very good domestic agenda because brexit i hope is only a temporary situation until the end of october so i am looking for more than just the brexiteer. Im looking for much more than that. I want someone who can win an election and i really cant make my mind up. Boris is so far ahead he doesnt need my vote at this stage, but im looking at who the second person might be, and its got to be someone who can win an election. What about you, Chris Heaton Harris . Who has piqued your interest . Well, ive been running andrea, Andrea Leadsoms campaign, so when you are doing that you are completely committed to a campaign, so when i get home im going to have a nice glass of wine, tomorrow i have a constituency day, then ill turn off my phone for the weekend, read the papers, see whos doing well in hustings and look at everyones agendas for the future and im going to make up my mind on monday, i think. I didnt and im going to make up my mind on monday, ithink. I didnt think either of you would give me a name, but you cant blame me for trying it was a good try if i had one, i would have given it. Pauline latham has described the kind of person she is looking for. What are the qualities or the policy is that you will be most interested in . Well, obviously i want someone who, i want a leader more than a manager, i want to have someone who is committed as all conservatives should be to growing our economy, delivering on brexit, but there is a huge agenda out there for what we do for young people, the sort of offer that we as a party need to make to them to bring more young voters on side, and indeed we need to learn the lessons from mistakes of the past, our 2017 manifesto, so the candidates who moved forward, have all got impressive domestic agendas, its just the argument so far in public has been kind of smothered almost by brexit, so i want to dig beneath that and find out what these policies are for each of the individual candidates. Pauline latham, you say borisjohnson has a huge amount of votes already and you say he doesnt need yours. But how problematic is the criticism thats been levelled at him about the way hes conducted himself in Public Office . The fact to a lot of peoples 90 he was not a successful mayor of london or a foreign secretary . I would say he was a successful mayor of london, he won two elections in what is known to be a labour city and he won them well and changed a lot of things. Theres and changed a lot of things. Theres a lot of things that are deteriorating now, like rough sleeping in london, there is far more rough sleepers now than ive seen for a very long time. So he is successful. I think he can deliver for us. What i really want to see is somebody who is going out there to win the next general election, because the last thing i want is Jeremy Corbyn in number ten. Does that mean, Chris Heaton Harris, it is inevitably going to be a Boris Johnson as Prime Minister . is inevitably going to be a Boris Johnson as Prime Minister . I think its inevitable that borisjohnson is going to be in the final of this contest for conservative members to choose between the two. Id like to think whoever wins that contest, well, they definitely will become Prime Minister, and yeah, i mean its a tough and sophisticated electorate, both the members of the party and the members of parliament and the hustings will be very tough ones over the course of the next month for anybody so they all come out ready to fight anything. Chris Heaton Harris and pauline latham, thank you both for your time this evening. Next tuesday, bbc one will be hosting a live election hustings between the candidates for conservative leader, their debate will be shaped by your questions. Daniel sandford, bbc news. The World Health Organization will decide tomorrow whether the Ebola Outbreak in Central Africa should be deemed a Global Health emergency. Two people have now died in uganda, after the virus spread from the democratic republic of congo where over two thousand people have already died since the outbreak began there last august. The Ugandan Health minister said there were no longer any confirmed ebola patients in the country, but said three suspected cases remained. Dearjeanne sent this update from ugandas capital, kampala. An estimated 5000 people passed through this border point between uganda and the democratic republic of the congo daily. As uganda and listened to contain an outbreak of ebola that has claimed two lives, the screening of persons here and other border points in the country is at priority. Translation me personally i fear ebola a lot because it has finished us here at the border, we as motor taxi are asking to receive help elect protective gear so we can drive safely and we feared ebola a lot, its crossed from congo uganda. Today, the ugandan government and moved to repatriate five people to the democratic republic of the congo, including the pirates and a five year old boy, it was the first to be confirmed with ebola on tuesday and his five year two year old brother who is also infected. It is infected devotedly came into contact with an ailing grandfather. On the streets of the capital, news of the outbreak of ebola in the border district is next. Tomorrow government will begin and end by the vaccination exercise targeting those who are anti get contact with the suspected victims. Meanwhile theres a meeting to discuss whether the Ebola Outbreak, which has spread to uganda should be declared a Public Health emergency at international concern. Currently, 22 districts in uganda are considered at risk of an Ebola Outbreak. The whl has warned previously the virus can spread from the republic of congo to uganda, burgundy, south sudan and rwanda. Lets speak to Nicole Fassina she is the regional ebola Operations Coordinator for the International Red cross covering the drc and uganda. Nicole has just got back from north kivu a region in the drc on the border with uganda. Thank you very much forjoining us. How are you keeping track of the cases in this region . Thanks so much for having me. And i would like to say the situation is really disheartening, we have been working at this operation for ten months now, and to see the spread in uganda, we can Say Something we were not expecting, and not preparing for. And its important that we are all partnering and getting a high attention at whats important and critical is that as you say, we monitor the situation and this is by taking the Lessons Learned from the bic and having a Community Level approach, its only by having the communities at the centre of what we are doing and bic and neighbouring countries that we and the outbreak. How willing are people willing to report cases because of course it could mean they are in isolation for a long time, and it must create fear and the places they live in. So, what we can speak to is our work and drc, so what we size at the beginning of the outbreak of my small number of the reports for example, were coming from the community. And after working in the communities and informing them of listening to that in responding to their needs, weve actually seen that that percentage went from 21 up that that percentage went from 21 up to 81 . Electric coming from those communities themselves. And he speaks to exactly the point of having a community response, if a trust the responders and understand why its important to report this to seek treatment, this is how we contain the outbreak. How well resourced are the authorities there who are trying to contain it . What we have seen is that this approach and outbreak needs to stay and it sustained approaches and resources, andi sustained approaches and resources, and i can speak to having recently seen the red cross volunteers responding and risking their lives each day to respond to this outbreak, they had not given up hope and we are also hoping the donors and we are also hoping the donors and those supporters will not give up and those supporters will not give up hope on the situation as well. Neck called from the International Red cross, thank you for talking to us. red cross, thank you for talking to us. Nicole. She escaped from the family home on the 13th floor, moments after being woken up by her dad. At first, i was kind of annoyed at him for calling me out, because it was such a small fire, but then we realised how big it was getting when it started reaching six floors above it, and then just carried on going up and up. Ines made headlines for achieving an a grade in her chemistry gcse, an exam she took hours after the fire. But, two years on, studying for her a levels has been difficult, and shes now re taking a year. The trauma, it doesnt actually. It only creeps up on you when. Like, for example, id sit my exams and it would trigger something. Emotionally, a year on was a lot worse than two years on. Two years on, i kind of know what to expect. I can see how my emotions can flood my wellbeing, and im glad that i know how to cope with it now, so its been going not well, but doable. We used to be a family and. Ines parents are also coming to terms with their new life and new home. Were surviving. That is maybe the word i should use because, as a survivor, and we are surviving because theres a lot of small things that we have to pass through. Since the fire, i have always been constant in pain my legs, my back and my tummy. I need to cry for the things ive lost and i havent done this yet. You havent been able to cry . I cant, because i think im selfish if im crying for material things, when so many people lost their life. The whole family, including their 22 year old son tiago, are having regular counselling to help cope with the emotional trauma. You now live close to the tower. Is that challenging . Is it comforting . My anxiety was never around being close to the tower. Quite the opposite, because being close to the tower is being close to the community that supported me after the fire. That is still there as a reminder. Initially, it may have been painful, but now i see it as hope. Its almost like you use the symbol that oppresses you to be able to push forward and move forward into a different state of mind. That was Adina Campbell speaking to some of the survivors of the Grenfell Tower fire. Last year nearly three quarters of nhs services in england failed the headlines on bbc news. Daniel says he was treated promptly at maidstone, in Tunbridge Wells, in kent but figures show many patients and england and wales are not beginning treatment within the two month target. 62 days is a long time to wait for treatment or diagnosis for cancer. Its emotionally distressing for yourself and your family. It causes huge upset and stress that is overwhelming, especially at a time when you are being diagnosed with something as awful as cancer. When a gp makes an urgent referral nhs guidelines say 85 of Cancer Patients should start treatment within 62 days but almost 32,500 patients across england werent seen in that time in the past year. Bbc Analysis Shows that maidstone and Tunbridge Wells nhs trust was the worst performing, just 61 of patients treated in the target time. It is followed by wolverhampton, weston area health, southend, and bradford. Kingston hospital nhs trust in london topped the list, seeing 96 of patients within the timeframe. Frimley health, bolton, bid cheshire and gloucester also performed well. Its a really difficult experience for people to go through and really the longer that people have to wait to get that diagnosis and get treatment the more its going to impact on them, their health and well being, and just getting through that experience. Latest figures indicate a similar level of failings in other areas of the uk. Maidstone and Tunbridge Wells nhs trust says it experienced a surge in referrals last year and has since hired more staff and hopes to be on target by the summer. In a statement an nhs england spokesperson said, cancer survival is at an all time high, 2 Million People were tested last year, up 15 , and almost 130,000 patients were treated within two months. Our education editor, bra nwen jeffreys reports. Starting life as a student is a big leap. Leaving home, managing time and money, for some, anxiety or depression come calling. So when did sam feel overwhelmed . Straightaway, yeah, straightaway. As soon as your parents leave its, ok, its just me. What do i do . And itsjust, its getting to know people and just finding. But the Rail Services between boston and scott napton had been affected, suspended for the road after the flood water reached the tracks and they may not run again until the weekend and there is more rain on the way.
