Leasehold is when a homeowner leases their property from a freeholder or landlord. But in recent years, a groundswell of complaints have emerged that some developers and freeholders are doubling ground rents and imposing high or unclear Service Charges and one off bills. Now a group lobbying to abolish leasehold homes in england and wales says its having a negative impact on Peoples Mental Health and wellbeing. Together with silence on suicide, the National Leasehold Campaign have told this programme that 72 of leaseholders say they feel very anxious and worried about theirfuture, while more than two thirds said they have feelings of worthlessness. The flat she bought in 2007 is being repossessed, and shes found the experience traumatic, so doesnt want to be identified. In 2013, all 21 flats in lisas block were served an invoice for major works, initially totalling just short of £100,000 between them. But she says damp problems appeared and progressively got worse once the works began. I was in the process of actually selling my flat. I had a buyer. I exchanged. And november 2013, the same week i exchanged, they sent another letter, an invoice about works, and from £100,000, it went up to roughly 600,000. My buyers, you know, they didnt want it any more, and i couldnt afford to go to court for that, because i was already in an emotional state. Lisas portion of the £600,000 came to around 50,000. By law, leaseholders must be consulted on Service Charges before any works are carried out. But the freeholder of lisas block took them to tribunal. They won the case, which allowed them to do away with the consultation and enforce the works due to the condition of the building. So we lost the case, unfortunately. And then what happened was, my Mortgage Company paid them. You know, my mortgage went up another about £600. Theres no equity to the flat because the flat is not even fixed yet. So how long can i do this for . I couldnt even be in that flat any more because its depressed me so much. In the meantime im struggling. Im on antidepressants. Im going to a therapist. Everythings just drowning me. And im still trying to avoid losing the flat. It came to a point where i, you know, i did want to commit suicide, and my anxiety went completely off the rail. And if i didnt have the support of my friends, i think i would have done it. The National Leasehold Campaign is a group lobbying to abolish leasehold homes in england and wales. Together with silence of suicide, they surveyed more than 1,150 people about the impact Leasehold Ownership is having on their mental health. I used to own a managing agent and the numberof times used to own a managing agent and the number of times people would send a Service Charge demand outward replied saying im sorry, you dont understand, i bought my flat, i dont have to pay these charges and its awful to have to tell them, im sorry, you signed this lease and you have to find two or £3000 every year to pay. To us, many leases are different, all leases are different but a lot of you dont allow you to collect reserve funds so what would be sensible, if the government to change that and it should be part of every building, sensible reserve fund is set by an independent party so fund is set by an independent party soa fund is set by an independent party so a Surveyor Fund is set by an independent party so a surveyor would come in, look over the building and give you a plan that every seven years you have to re decorate the outside, thats 28,000, every five years according to the lease you have to do the interior thats 5000, the lift will la st interior thats 5000, the lift will last you and so on. There are so many unfair unjustified Service Charges that people experience, everything falls on the leaseholder lap and in terms of where they needed, people will dispute these works are needed but you dont have a relationship with your managing agent because the managing agent works for the freeholder, there is no requirement to have a freeholder if you have a common whole system so you know, they are there but on the point of the charges that are being put to leaseholders. Nigel saying effectively, if someone is going to be responsible about it, the charges will not be very low at the beginning because its about building up reserve funds. In the end, if there are repairs, they need to be done. You are not expecting to get money for nothing but theres so many rogue, the industry has just gone rogue and there is far too many people that are getting away with far too many things for far too long and the ultimate bill lies with the leaseholder all the time. They talk about it written within the lease, yes, and weve got evidence that they have written very cleverly worded leases to maximise what they can claim back of the leaseholder, you know. We arent legal experts and we were never told any of this and we were never told any of this and nigel was correct in that people should be more open and transparent about it right from the very start. But lets come up we are in the situation now, people are trapped and we cant get out of it. Nigel, these are companies doing it to make money. What about the idea that katie likes which is about commonhold for flats which is that residents decide, the residents in control and theres absolutely no marginfor control and theres absolutely no margin for profiteering in that situation. Well, we have similar to commonhold at the moment because people cant fall form rtm claim, they can buy the freehold out but what we talk about, the major works, that lift is going to die after 15 years whether its a commonhold, freehold or an rmc, its the physical thing for the building. What you do get is if you are in control of your own destiny for example, you have more say over the contractors but again, under the section 20 process you have that so its a bit difficult to see how you can avoid the charges of an ageing building. Security is absolutely paramount. What about a danger to you . They are wild animals. There is always a danger if anything, like dogs and things like that. We handle them with caution. It is not a thing we had to handle them. That way they had been brought up, they have been brought up as if i were their mother that they see me in that way. You have to be vigilant and aware at all times. It comes with training and experience, so you know what to do. Are they noisy . No they are not. The puma does not make any noise. Some villagers did not wa nt any noise. Some villagers did not want it that many did. We got a huge petition together. They are not noisy and they do not smell. We are very on top of the waste.
