Towards the south east, it probably stays dry and bright for london for most of the day, 70 degrees and on the mild side. This afternoon and evening for the rush hour in western scotland, we could see problems here. 20 50 millimetres of rain over the hills over the next 2a hours, bringing the risk of localised flooding here. And further southwards overnight, we start to see the next weather system, bringing more rain back into wales and across parts of england. The breeze picking up so quite a windy and blustery night and a mild night. Temperatures between nine and a0 degrees. Tomorrow, the focus of heavy rain is because the high ground in wales. The peaks and the pennines. Around 50 70 millimetres of rain, that is quite a lot of rain and the ground is saturated so we could see localised impacts from that. The rain with us for much of the afternoon across a good chunk of england, and it is milder to the south, temperature 17 degrees towards east anglia and south east anglia. England. Further north, cooler and fresher, ii iad. For most of us, and saturday, a reasonable start to the weekend, sunny spells and passing heavy showers. 0n sunday, generally cloudy weather with the risk of hairy heavy rain. There could be rain across south east england for much of the day on saturday and that is a possibility. Further north and west, heavy showers in western scotland, brighter weather from time to time and a bit of sunshine in central uk. But afresh a day for most of us and the mildest air across the channel ireland with highs of 17 degrees. Into sunday, quite cloudy and potentially quite wet. An area of low pressure deepens as it spins into the north sea and if that deepening process happen sooner, we could have strong winds for a time across eastern england. And may be that rain lingering for a time. Temperatures lower across the north of the uk, and turning cooler come highs of ii celsius. So, quite a bit of rain to come over the next few days. The problems come because the weather has been so wet recently, we could see localised surface water flooding across parts of scotland and the hills of england and wales tomorrow. Thank you. The world cup organisers said they did not take the decision to cancel the match lightly, but they had to ensure the safety of both the players and the supporters. From a rugby perspective this does not affect england or france because both had already qualified for the knockout stage. Ministers should ban eating on public transport and phase out all adverts for unhealthy food and drink at major public venues, according to englands former chief medical officer. In her final report to government, Dame Sally Davies says we are nowhere near achieving government targets to halve Childhood Obesity by 2030, and calls on ministers to take radical action. The health secretary, matt hancock, said they have already taken strong action in this area, but they will study the report closely and act on the evidence. My colleague Annita Mcveigh spoke to professorjacqueline blissett, a specialist in childhood eating behaviour at Aston University. I think this report is absolutely vital. We are really struggling to tackle the problem of Childhood Obesity, and the report recommends a whole host of changes that we really need to make urgently. Actually, the recommendation suggesting a ban on eating on public transport is just one of those. It might not be the easiest to implement, and it might make very small changes to peoples habits, but that is the whole idea. We need to be changing our food environments so that it makes it easierfor all of us, notjust children, to make healthy choices. In the work that you are doing you say there are multiple factors that can influence whether someone will become obese. For one person a small change like reducing Portion Sizes might be enough to make the difference, for others it will require multiple changes. Tell us more about the studies you have been undertaking where there are particular high rates of Childhood Obesity in the birmingham area. Indeed, in birmingham we have a particularly significant problem with Childhood Obesity and this is concentrated in the areas with highest poverty. This is a pattern that we see right across the nation. Just to give you an example, in one of our poorest areas in birmingham we have around 75 of children who are overweight or who have obesity. 75 . 7596. It is a significant challenge for us, but the problem of obesity is multifactorial, it is extremely complex, it is not remedied with a quick fix. We have been carrying out work at Aston University to work with computer modellers to try and get computer models of the complexity of the influences on eating behaviour, particularly in children, to try and identify some of the most effective changes that we can make to the obeseogenic society in which we live, to try and have effective behaviour changes for individuals, but also for us as a society. Reading through what you have been doing, i think you have said to date the focus on individual responsibility for weight control leads to stigma, to blame, and rather than focusing on that, because you argue that children cannot be expected to do that themselves, we have got to look at systemwide changes. Does that link through to what dame sally has been talking about, and the idea of a ban on eating and drinking on public transport . That is absolutely right. So the whole premise of sally davies report is really about changing the opportunities that are around us in ourfood environment, for making healthy choices. Again the ban on eating on public transport is just one of those, but changes to the Food Industry regulations, changes to advertising of food, particularly to children and particularly of those high energy dense foods, those are the things that we need to change at a system level that will make it easier for individuals to make healthy choices. Its 30 years since the tumultuous events of 1989, when the berlin wall fell, the iron curtain lifted, and the soviet empire began to crumble. Our moscow correspondent, steve rosenberg, has been looking at how russia views 1989. Steve travelled to hungary to witness russias attempts to restore influence in eastern europe. A momentous event can change a country, but change never stops. Hungary has been changing since the iron curtain fell. This was budapest 30 years ago, a giant crowd. There were moving speeches. This activist spoke out against moscow. He has changed quite a lot. That activist was vikor orban, he is hungarys Prime Minister now and he has become russias best friend in europe. He praises vladimir putin, he criticises eu sanctions on russia, but why . He obviously regards russia as a model country in terms of if you want to govern for a long time, you have to reduce the independence of the media and the prosecutors office, you have to reduce the independence of the opposition parties and so on. There is Something Else fuelling closer ties between hungary and russia, and it is to do with energy. Around two thirds of all the oil refined here comes from russia. Hungary is heavily dependent on Russian Energy imports, oil and gas. Although there is talk about the need to diversify, the need for alternative sources right now, this reliance on russian, fossil fuels is a factor in shaping relations between budapest and moscow. The government says dont mistake economic pragmatism for putinism. Accusing hungary of any kind of pro moscow sentiment is ridiculous. Accusing hungary and the Prime Minister of any kind of pro moscow sentiment is ridiculous. We cannot have a more specialised relationship with russia than any other european country because they are cconfined by the rules of the European Union. But moscow does spot opportunities here. This is a diplomat with connections at the heart of russian government. He heads a Development Bank that has just relocated from moscow to budapest. Critics of your bank call it Vladimir Putins trojan horse. It is a tool for moscow to spread spies and agents across europe. Is there any truth in it . Absolutely not. It is all allegations and even though they are repeated hundreds of times already, they have nothing to do with reality. Can you understand where this suspicion comes from . You yourself are from a family of soviet spies. Which anyone can see. Your father was the head of the kgb in budapest. In budapest. That is why i started to like the city many years ago. Your mother was a famous soviet agent. That is exaggeration. My mother worked in the department of the kgb, but she retired back in 1953. When the iron curtain was torn down, hungary turned away from moscow. But relationships are being rebuilt. It is not a repeat of the past, but it does give russia an ally and influence in the centre of europe. Steve rosenberg, bbc news, hungary. The headlines on bbc news. Today is Mental Health awareness day a day which aims to educate, inform and break the stigma surrounding Mental Health. Prince harry, ed sheeran and more have been encouraging people to reach out to those around them in an effort to reach those who might be suffering in silence. Sophie corlett from the Mental Health charity mind told annita mcvey this morning people are better at talking about Mental Health than ever before, but we still have further to go weve seen a huge change over recent years, which is phenomenally encouraging, but obviously weve quite a long way to go. We have a,500 suicides a year in england, and each one is one too many, so whatever can be done to encourage people to feel that its ok to talk, its ok to raise those issues if they are feeling that things are too much, and also actually to encourage people to ask others and say, you know, are you ok . Ask twice, we always say, because people say im fine the first time. But its a sort of automatic response, isnt it . It doesnt necessarily mean that they are fine. And you want people to think about their Mental Health in the way they think about their physical health. I mean, you might have a minor ailment. You might have a paper cut which is annoying you or you might have something seriously wrong with your physical health. In the same way, people have Mental Health issues as well. Thats right. Mental health has no respect with individuals. You know, it can hit somebody who is doing well or somebody whose life is less obviously doing well. It can hit you if you are rich or poor, young or old. So we all need to be aware that Mental Health problems can be something that affects us, and we might need to seek support for it. And ellie a case in point. On the surface, successful, young, pretty, but you were saying that, with sportspeople in particular, they can have big challenges to their Mental Health because theyve got to cope with the successes, failures, the pressure. The huge pressure on sportspeople, i think, particularly elite athletes, and particularly when they are doing well, the pressure to maintain that performance, because you are in the public eye and every little change in your performances is scrutinised. So all of that is a huge pressure, and weve been working with uk sport and the English Football League and Sport England to look at how elite athletes are supported and to work with coaches around how elite and everyday sportspeople are supported, and how people can look out for each others Mental Health. I think for sportspeople it can be quite a risky thing, to talk about your Mental Health, because of that huge public pressure and expectation. So your message is, just to recap, ask how someone is doing, ask them again, listen. Yes. Any other ways that people can access help, if they need it . Yes, if people are feeling absolutely on the edge, you know, call 999, call the samaritans, dont leave it. Dont leave it. As we heard earlier in the programme, borisjohnson is meeting his irish couterpart, leo varadkar, this afternoon to try to revive the stalled brexit negotiations. As things stand, the chances of a deal look bleak. So what would a no deal brexit mean for everyday products that the uk imports, like Fresh Flowers . Our correspondent, jim connolly, has been to europes largest flower auction in the netherlands to follow a shipment on its journey to the uk. If theres a no deal, weve got to work in a different way. Chris is a flower importer. She supplies florists across kent, for weddings and other special occasions. Shes worried that a no deal brexit could mean more paperwork and delays in the main port of dover. Do we know a week before the 1st of november that, actually, its a no deal . And that informations key for you . It is, because then youve got a week to sort yourself out. Like most wholesalers in the uk, she buys them from the netherlands. Just look how busy this place is. It is absolutely unbelievable. Its been described to me as being a bit like an ant city, and you can see why. The uk buys around £700 million worth of flowers from here every year, so the chances are if youve brought some back home recently, they came through here. This is europes biggest flower auction. From the auction, the flowers travel on conveyor belts to chriss supplier. He, too, has concerns. Were worried, er, about delays at border control. Extra paperwork we have to do, er, which will, in effect, affect the transport time. Some of these on order. Back in the uk, and newsbeats been speaking to traders at the uks largest wholesale flower market, and this is a common message. So, everyones still in the dark. We dont know whats happening three weeks away from the dates. We still dont know if were leaving then or not, which is a bit stupid really. However, some people weve spoken to see brexit as an opportunity for british Flower Growers to pick up some of the slack. In exeter, weve met one Small Business arranging flowers for wedding and corporate events. I think we need to open our eyes a little bit in britain and just see what is being produced locally, you know, around britain. The flowers that ive got in today, theyre all grown in cornwall. And these ones, actually, are grown in the scilly isles. Some veterans of the industry say that may be so, but it could take years to establish. The British Government says its committed to getting a deal with the European Union and the eu now needs to engage at pace with the uks proposals. However, many in the industry say a lack of clarity around brexit makes their future uncertain. Jim connolly, bbc news. Rebekah vardy, the wife of england strikerjamie vardy, has told the bbc her lawyers are calling in forensic it experts to look into who had access to her instagram account. Thats after fellow wag Coleen Rooney, who is married to wayne rooney, said shed discovered that someone using that account had leaked stories about her to the sun. She revealed her detective work in an explosive tweet that went viral yesterday. Rebekah vardy denies the allegation. Earlier, i spoke to the entertainment journalist caroline frost. It has caught the imagination, i think probably the nation as a whole is just desperate for any story other than political chaos and some of the more serious things we are seeing happening. However, on the surface it looks like a glorious mud fight between two alpha females, the like of which we have not seen since crystal carrington and alexa colby. Since crystal carrington and alexis colby. But there are some more serious things we can talk about. Clearly, the advent of the wag is unprecedented. They have taken centre stage in a way that i guess this story has really shown for us for the first time. They are just wives and girlfriends of sports stars and football players, but they do have a currency, they have huge followings on social media, they matter to an enormous number of people. Already we are seeing people divide into team vardy and team rooney. But underneath, if she has been hacked, what does it mean . How do you hack into a social media account . At what point can you say your social media account is your own . If she paid people, i dont know who she has had on her team using her social media for her, at what point do you claim responsibility for that . It lifts a veil into a world where we normally see glamour and friendship and clearly that is not always the case. People like Coleen Rooney and Rebekah Vardy will have people, you alluded to it, help them manage their social presence. The next logical step is to call in these forensic it experts to see who else potentially could have been using her account or gaining access to her account. Yes, and it must be a mortifying week for Rebekah Vardy either way. She is a sort of new kid on the block. Coleen rooney is almost the queen of the wags because of her longevity and her connection with wayne rooney, one of the leading lights of the england football team. But Rebekah Vardy turns up, she is always in the papers, people say she is not afraid of publicity. However, this is not the kind of publicity she would want. That old adage of no publicity is bad publicity, but you would not argue that in this case. No, as she said. They really are putting their washing on the line, she said, not being funny, i dont need the money. But this is not about the money. This happens, apparently, i hear in political circles as well where people leak stories to newspapers. But really it is about access, developing relationships with the press, getting the press, the media and the magazines on side. One way of doing that is to share intimate access to stories, that is the stuff that sells. However, she will be mortified if she has been doing it and it is horrifying if she has not and somebody has done it in her name. Either way it is a bad week for her. Caroline frost. Now its time for a look at the weather with chris fawkes. Hello. Weve got heavy rain to come over the next 2a hours or so, which could cause a few issues, given how wet the weather has been lately. Initially, the heaviest rain will be across scotland, but as you go into tomorrow well see heavy rain working in across the hills of wales and Northern England as well. This on top of what has been a wet spell of weather could bring the risk of some localised flooding and certainly some tricky travelling conditions expected out and about on the roads. Back to todays weather then, and well see the rain spreading into western scotland and turning progressively heavier here through the afternoon. It should be dry and bright for south east england, where its going to be relatively mild, with highs of 17. But it looks like its going to be quite a wet rush hour this afternoon and evening time, and across some of the high ground in scotland, Western Areas could pick up as much as 50 millimetres of rain over the next 2a hours, bringing a risk of some flooding issues. The rain continues to pour down here overnight, and further southwards we start to see some rain moving in across england and wales. Some of that could be quite heavy by the end of the night as well. Looking at fridays forecast, the weather front becomes very slow moving, bringing some particularly heavy rain across the high ground of wales and Northern England, where we could be looking at around 50 to 70 millimetres of rain. Thats enough again to cause some localised flooding issues, some tricky travelling conditions out and about on the roads. That rain will be with us for much of the day. To the south east of our weather front, some quite mild temperatures of 17, but further northwards and westwards its a little bit cooler, with temperatures generally around 11 to 1a. As far as the weekend goes, saturday probably the better of the two days. There will be some sunny spells around, but some heavy showers as well, whereas sunday looks like generally being a little bit cloudier and for some there will be some wet weather around as well. Saturday then, sunshine and showers for many areas. The heaviest showers for western scotland. The best of the sunshine and drier weather across probably eastern england, eastern areas of scotland, and maybe some rain working into southern counties of england. A fresher feel to the weather across england and wales. Temperatures a little bit down, 1a or 15 degrees the high, and then for sunday a cloudy start with outbreaks of rain, pushing northwards and eastwards. There is the potentialfor some brisk winds to develop across eastern areas through the afternoon, and its going to start to turn colder across the north of the uk, with highs of around 11 degrees sunday afternoon.
