And his step son wounded after being shot during a suspected robbery outside a five star hotel in buenos aires. Around 2,000 properties are still without water in and around Leighton Linslade in bedfordshire after supplies failed on friday night. Sport stars from around the world gather in aberdeen for this years Sports Personality of the year. Good evening. Welcome to bbc news. Labours leader, Jeremy Corbyn, and the shadow chancellor, john mcdonnell, have apologised for the partys defeat in the general election, which saw them lose 59 seats. Mr corbyn said he was sorry they came up short. Speaking to the bbcs andrew marr, mr mcdonnell said it was unfortunate the party hadnt been able to articulate its message more effectively. He also blamed the medias portrayal ofJeremy Corbyn, insisting that hed been demonised for four years solid. 0ur Political Correspondent nick eardley reports. TheJeremy Corbyn era is coming to an end. But what will that mean for labour . How much does the party need to change after its disastrous election . This morning, mr corbyn said he took his share of responsibility. His right hand man went further. Its on me, its on me, lets take it on the chin. I own this disaster, so i apologise. I apologise to all those wonderful labour mps who have lost their seats who worked so hard. I apologise to all our campaigners. But that apology only goes so far. The outgoing leadership say they made mistakes but they blame brexit, believe they were demonised by the media, and insist their radical policy agenda was popular. If there was one criticism, this is a self criticism, it is not having a narrative that convinced people about how this all fitted together. The battle for the labour leadership is likely to be bruising, because there are vastly different interpretations of what went wrong. Some want a leader who will continue with mr corbyns message, butjust find a better way of selling it. Others want a leader who will drag the party back to the political centre. Others still want a leader who can appeal to the north, who can say to those labour voters who abandoned the party for the conservatives over brexit, we understand you. The wigan mp, lisa nandy, says shes thinking about running. Weve just had the most shattering defeat where you really felt in towns like mine that the earth was quaking and weve watched the entire labour base just crumble beneath our feet. We have to think seriously about how we rebuild that coalition that has propelled us into power three times in the last 100 years. The lewishams and the leighs and how you how you speak for both. Cheering there are other big ramifications from thursdays vote too. Independence has shot up the agenda after the snps victory in scotland. The uk government says the last independence vote should be respected. Nicola sturgeon says she has a mandate for a new one. You cannot hold scotland in the union against its will. You cannotjust lock us in a cupboard and turn the key and hope that everything goes away. If the union, if the United Kingdom is to continue, then it can only be by consent. Borisjohnsons government, meanwhile, prepares to get down to business. On thursday, there will be a queens speech with a focus on the nhs and, yes, delivering brexit next month. Our intention is to bring the withdrawal bill, the legislation, back to parliament before christmas. This week . Ideally before christmas. As soon as possible would be perfect. New mps will start to arrive here tomorrow to a very different political landscape. Some questions like, will brexit happen have been answered. Others, like the future of labour, and perhaps the uk, are being asked as loudly as ever. Well, labours general secretary says Party Officials will likely meet in early january to agree the timetable for replacing Jeremy Corbyn as leader. Heres nick eardley with more on that. Jennie formby, the labour general secretary has written to the executive tonight saying thatJeremy Corbyn wants a swift process to allow a new leader to be in place by the end of march. How would that work . On the 6th ofjanuary, the end of march. How would that work . On the 6th of january, the idea, the provisional date has been set for the full National Executive to meet and discuss the process, thatis to meet and discuss the process, that is things like the rules and the exact timetable for mr corbyns replacement. The process would begin the following day on the 7th of january. It does give, potentially, mr corbyn and his allies a few more weeks to try to figure out who they wa nt to weeks to try to figure out who they want to replace mr corbyn. Some in the party are adamant he has to go right away but the truth is, even if he went right away, there is no deputy leader, there would be a big hole in the party and it is not clear who, if anyone, would want to fill it. Plenty of time to reflect that he said he was going to do. What is happening this week was mike mps will start to arrive in westminster tomorrow, some of them new to the building, getting their inductions, being shown around. The labour postmortem will begin in earnest on tuesday. The Parliamentary Labour Party is meeting on tuesday night. Jeremy corbyn has been invited to attend andi corbyn has been invited to attend and i assume if he does so it will bea and i assume if he does so it will be a bruising encounter because there are very different interpretations of what went wrong, different factions vying for control of the party. Parliament will feel like a different place when we all start tuning in again on wednesday, thursday, and potentially friday as well. The queens speech will be the big political event of the week and we noted borisjohnson now has a lot more power to do the things he wants to do. We do not know exactly what they are because the manifesto he set out was far from being a programme for government for the next few years. In some places it was quite thin, but i would expect thursday to be along similar lines that we have heard mrjohnson talking about since he became Prime Minister. Brexit will be the priority, as will be the multi billion annual settlement for the nhs, things like crime and education, too. Joining me now from wimbledon, is iain anderson, executive chairman of the Public Relations and lobbying firm cicero group. He has also worked for a range of politicians, including the right honourable Kenneth Clarke mp on leadership bids. Thanks very much forjoining us. How much pomp and ceremony are we likely to see this week, do you think . Not a lot. Having waited three years for a lot. Having waited three years for a queens speech, we got one just before parliament was prorogued. We will get another onejust before parliament was prorogued. We will get another one just before christmas, and what we are expecting isa christmas, and what we are expecting is a very slim down ceremonial affair. The queen, prince charles, they will absolutely be there, the queen will deliver the queens speech, but i think we will not expect the full fanfare and pomp that we saw just a few weeks ago. Expect the full fanfare and pomp that we sawjust a few weeks ago. We obviously saw the conservative ma nifesto obviously saw the conservative manifesto which a few people thought was rather thin on detail but what are you expecting or perhaps even hoping for in the queens speech . Firstly, the whole mantra of the ad done, the withdrawal bill that was introduced before parliament was prorogued for the election, that will be reintroduced. Get brexit done. Literally within 2a hours i expected to start its legislative passage in the house of commons before friday this week. There is some talk of potential mps sitting over the weekend, but borisjohnson has a massive majority now, he has got the time injanuary to be able to pass the legislation, and because it was in his manifesto, the convention is that the house of lords cannot block this one, unlike what happened for theresa may who did not get a clear majority. Firstly it is the withdrawal bill, secondly, a massive commitment to the National Health service. Written in legislation, and over £30 billion commitment by the end of this parliament. He wants to outfox labour on that issue and then a massive amount of other spending on infrastructure, particularly infrastructure, particularly infrastructure in those redwall seats, the seats that turn for the conservatives for first time. You mention pushing back against some of labours intentions. Where else might we see some of that because although labour did badly and they are looking for a new leader, some of the ideas in their manifesto were popular . Yes, that is right, if you particularly look at some of labours policy is right, if you particularly look at some of labours policies around me rationalising around renationalising the railways and energy. Youre not going to see a conservative government taking industries into public ownership, but you will see commitments for passengers and consumers, so that they get a fairer deal. If you like, intervention and a market economy, andi intervention and a market economy, and i think that will be a real clue as to how borisjohnson wants to operate this government, having won this brand new coalition of voters that he talked about on friday. He is not going to forget them, and he is not going to forget them, and he is going to understand that some of the things labour talked about were really popular, theyjust had the wrong leader to talk about them. Where and how might we see the hand of dominic cummings, the special adviser who has been working very closely with Boris Johnson, adviser who has been working very closely with borisjohnson, in this queens speech . It may not, in the queens speech . It may not, in the queens speech, but we are all a fairly radical reform of how whitehall operates. Dominic cummings believes that part of the problem is the way in which government is set up. It is not set up to be able to work for ordinary people, it is certainly not set up to be able to work for some of those red wall seats in the north, in other parts of the country, way beyond london and the south east in the pub. We are going to see a significant reframing, there is talk of the ministry for immigration, talk of a crunching together of several other departments to make government leaner, more efficient, and able to deliver for leaner, more efficient, and able to deliverfor some of the leaner, more efficient, and able to deliver for some of the priorities that the conservatives have pointed to. Policies in the queens speech, bills and the queens speech, but when we get to the new year, a radical reform of the way whitehall actually operates. Which will obviously alarm a few people, no doubt. How long can the Prime Minister resisted pressure for a second referendum Scottish Independence . I see this as being very, very similar to what happened in the 1980s and the 1990s. There was lots of pressure at the time to create a scottish parliament. I think borisjohnson create a scottish parliament. I think Boris Johnson is create a scottish parliament. I think borisjohnson is going to say, really, really simply, scotland voted in 2014 to resist independence, to stay as part of the uk. That was a once in a lifetime opportunity. He has got to hold the line on that idea. Britain voted as one in 2016 for brexit, britain voted as one in the selection. The snp, nicola sturgeon, will this week, just as borisjohnson is doing his queens speech, she will unleash the call for a second independence referendum but i think that will be resisted, certainly up until the Scottish Government elections, the Holyrood Elections in 2021. What borisjohnson has to hope is that the Scottish National is content of the Scottish National is content of the foot continue to have difficulties in terms of Public Service delivery and the economy continues to improve. Nicola sturgeon has to hope that Boris Johnson remains an unpopularfigure in scotland. It is all to play for over the next 18 months, two years. Good to talk to you tonight. Thank you very much. Thanks. And well find out how this story and many others are covered in tomorrows front pages at 10. 30 and 11. 30 this and well find out how this story and many others are covered in tomorrows front pages at 10. 30 and 11. 30 this evening in the papers. The un climate talks in madrid have ended with delegates agreeing that all countries will put new, tougher carbon cutting plans on the table in time for another major conference in glasgow next year. The deal is being seen as a compromise. Negotiators spent an extra two days and nights in talks, trying to resolve differences. 0ur science editor David Shukman has the details. We are starting to get a little lost. We are kind of lost. 0k. Confusion and fatigue after the longest session of climate negotiations on record. We are a little confused about what documents are being discussed. The hope had been to speed up the fight against rising temperatures. Instead, the talks limped to a compromise that left many unhappy. Especially the island nations that fear for their futures. Im exhausted. Ifeel like much, much more could have been done. And im thinking about how im going to go home and explain that this was a really, really challenging process, especially for the island states and other developing nations. The gasses driving up temperatures are being blasted out in ever greater quantities. And the most Vulnerable Countries were banking on getting new promises to cut these emissions. Their worry is that a hotter world will see more melting of the ice caps and a higher sea level threatening coastlines around the world. The whole point of these talks over the last quarter of a century has been to try to stop Global Temperatures from rising to dangerous levels. The world has already warmed byjust over one celsius over the last 150 yea rs. And a rise of up to 1. 5 degrees is regarded as the maximum safe limit. But even with all the pledges that countries have made on climate change, we are still heading for an increase of at least three degrees despite all these conferences. So, what happens now . The worlds biggest polluter china is still using coal, the dirtiest kind of fuel, and has plans to burn a lot more of it. But there are hints that next year we will see a greener chinese policy emerge. Applause. That would help the uk. The former minister clare 0neil is now in the chair of the un process. Shell need plenty of support ahead of the next summit due in glasgow next november. One of the things at this moment which made it more difficult for the uk is the fact they have a much tighter set of negotiating items they will have to deal with next year but the actual lift in terms of delivering more action was always going to be a big lift and they cant do it on their own. And all the time, reminders of the threat. Australia is enduring unprecedented bushfires and the coming days there could also see record heat. David shukman, bbc news.
