He cannot say how many Circuit Breakers he thinks will be necessary, he cannot say how long they would go on, he cannot say how much damage they would do to the uk economy and to peoples mental health, mr speaker. We on the other hand want to go on with our common sensical approach. That approach has not always been easy. The governments policy of local restrictions was designed to allow for Rapid Intervention to make sure that local leaders were on board, both to share expertise and responsibility. But, in truth, many of the talks have proved slow and the situation in Greater Manchester shows that local support cannot be taken for granted. Getting local leaders and political opponents on the same page has not always been easy. This phase of the pandemic, is proving a lot less consensual. You would think the last thing you would need in the midst of a pandemic would be political squabbling. It is increasing not decreasing. At a National Level we have heard two different views of how we should be approaching this crisis, wasjohnson with a regional approach, keir starmer asking for a mini lockdown, a circuit breaker, to be instituted as early as friday across england. There is also a big divide between central and local government increasingly, add a few things that didnt quite come up in that report at pmqs but did come up over the session itself, one was a fight over a bailout for transport for london, and borisjohnson called the labour mayor sadiq khan bankrupt. Sadiq khan then responded and said borisjohnson was vindictive. We have heard about the sheffield deal as well. Well, interestingly at nine oclock this morning it seemed it was all sweetness and light between the government and the Sheffield City region mayor dan jarvis, the labour mayor. However, it would appear a few hours later that there is a lot more descent, and the leader of Rotherham Council for example saying there were only offered a take it or leave it deal, the government wasnt listening or it would have got more money. The former leader of Sheffield Council, now an mp, clive betts saying much the same thing and accusing the government of not listening. And then because of this regional approach of this regional approach, there tends to be a confusion about what some of the measures are. Again, the labour mp was asking a government Health Minister whether people could go on holiday from tier three and got three contradictory answers during one virtual zoom session. So that is a consequence of doing things on a regional basis but the argument the government has made consistently as it is simply wrong to lockdown places with a low prevalence of the virus, to close down their economies, and what it is doing is having a targeted approach, but the difficulty is that that obviously inevitably involves protracted negotiations and some rancour. Coronavirus restrictions in scotland, which saw the closure of pubs and restaurants in the central belt area and a 6pm indoor hospitality curfew elsewhere are to be extended until the 2nd of november. Therell then be a tier system introduced. Lorna gordon sent us this update from glasgow. Those restrictions, which were due to expire on monday, have been extended for another week. There will be Financial Support offered to businesses affected, but the industry body, the scottish licensed trade association, has commented. They say theyre extremely disappointed by the extension of these restrictions and that they think the damage could be irreparable. Scotlands first minister, Nicola Sturgeon, acknowledged those worries in her comments at her daily briefing. She said she knew the restrictions are very unwelcome, harsh for businesses, harsh emotionally. None, she said, are being taken lightly, but it is all about trying to save lives. In the last 24 hours, as you say, theres been some extremely sobering figures coming out. 28 people have died whove tested positive for the virus. Thats the highest number of deaths since the 21st may. Nicola sturgeon said that those relate, of course, to people who were probably infected two or three weeks ago. She also said, although its still very early days, she does believe the restrictions, coupled with earlier restrictions on household gatherings indoors, seem to be making a difference. I can confirm that we have decided to extend these measures for a further week. This is first and foremost a Public Health decision. Although we have grounds for cautious optimism that the restrictions are having an effect, the clinical advice to cabinet is that it would not be safe to lift them as early as monday. Secondly, the extension allows us to transition more smoothly to the new levels system that we hope will be introduced on 2nd november. So, the current restrictions being rolled over until 2nd november, when a new strategic framework, a traffic light system, will be introduced here in scotland and we know that there are discussions about potentially that being a five tier system. It is uncalled for. The protests in nigeria began earlier this month. Young people demanding the abolition of a Notorious Police unit. The special anti robbery squad, seen here in footage posted on youtube, is accused of torture, extortion and even extrajudicial killings. It has been disbanded, but the anger over Police Brutality here has not gone away. And what happened in lagos last night is likely to only fuel the Anti Government fury. An eyewitness who was there last nght has described seeing the dead bodies of people who had been shot, and what he says were paid actors stirring up trouble amongst the protests. I saw over three dead bodies died on the spot after they had been shot last night. I saw them, so it was really, really terrible. And these people were not holding any form of weapons. They were only holding the nigerian flag. There were thugs that were being paid to start up trouble so that they can say that they are part of the protests. Those people were not part of the protest. That was another strategy they were trying to employ and when they realised that, the protesters refused to fight back and everyone was holding their flag. They refused to fight back because they were using thugs and that strategy paid them, that was why they brought out the military, and for them to say that, that is a total lie. The latest figures show the government borrowed £36. 1 billion in september. The figure is £28. 4 billion more than in the same period last year. The office for National Statistics said it was the third highest figure for any month since records began, in 1993. New figures also show the uks inflation rate, which tracks the prices of goods and services, climbed to nought point five percent in september, from 0. 2 in august. The European Unions chief negotiator, michel barnier, has insisted that a trade deal with the uk is still possible and says the eu will work right up until the last day to secure a satisfactory outcome. Mr barnier told the European Parliament that the eus door was open for future negotiations but preparations must also be made for a no deal scenario. Downing street has said it will only resume negotiations when the eu fundamentally changes its position. Bacca what you said was you said it is now incumbent on the government more than ever to support the Simple Yet Effective Solutions for the children in our society. I thank you for reminding me of that because thatis you for reminding me of that because that is exactly the principle i have applied to the governments position now, and the two things the government is doing, the principle here is do we think that the poorest families in society require extra support, and the answer on which we com pletely support, and the answer on which we completely agree with labour is yes. The only difference is how we operate the leaders of the welfare state to achieve that and what the government is doing at a sort of National Level is it has topped up universal credit by £1000 for every recipient. That began on 6th of april but the most significant thing, which i wasnt satisfied was working well enough in summer but i know from talking to my own local council is, is the government emergency money it has made available through hardship funds to local councils. When i speak to my counsel, they are very confident they have access to those vulnerable families, notjust they have access to those vulnerable families, not just actually supporting them with food, but with rent, council tax, if supporting them with food, but with rent, counciltax, if they supporting them with food, but with rent, council tax, if they need replacement white goods. They have got a really structured plan. So it is not that i dont think those families dont need support, it is not that i am turning a blind eye. Perhaps it is different in newbury but certainly in other parts of the country people have been through the worst year in their lives. They are struggling, many of them have been on furlough, of course that ends, has just on furlough, of course that ends, hasjust come to on furlough, of course that ends, has just come to an end, many people have lost their jobs. Has just come to an end, many people have lost theirjobs. You dont have to ask too many people before you ask stories where people are really struggling to feed their children. Things have got far worse than they we re things have got far worse than they were before. The government was pushed into a u turn back then, a u turn that you welcome, im just wondering why you are prepared to vote with them against this policy now . Well, i think your analysis is correct, but one of the things you havent sort of cover at all is for example those who have moved on to universal credit because they have lost theirjob, say, and you are right to point that out, are now receiving £1000 a year more than they would have done over the previous universal credit scheme. You are not reflecting the fact that local authorities have another 63 million in recognition of the fact that there will be families in particular times of hardship, and that money has been allocated for that money has been allocated for that purpose. I have to say, i havent heard any of this from the labour opposition so it is almost for example in the context of universal credit, it is almost like that extra £1000 didnt happen because nobody is prepared to offer an analysis of whether helps or does not help families who are out of work. Respectfully i would say it does make a significant difference and it is absolutely right that government makes a decision. But the fa ct government makes a decision. But the fact it is not simply going to the free School Voucher system doesnt mean it is not providing supplementary funding for those families, and in recognition of the points that you just made, and that are true, which is that a lot of families are going through hardship. 0ne families are going through hardship. I think he also went on to say that wasnt a desirable state of affairs but i think the point that he was making is the extension of Free School Meals through the holiday period is something that no government of any stripe, whether it was the Labour Government between 97 and 2000 or the conservative government weather in coalition or beyond, it hasnt been an established government policy to pay for lunch. But shouldnt it be . The very reason there was a u turn in the government suggested that some of your collea g u es suggested that some of your colleagues realise that perhaps it should be. You have touched on a very good point and it wasnt actually just the summer very good point and it wasnt actuallyjust the Summer Holiday where Free School Meals were provided, they were also provided through the summer half term and the easter holidays, but you will recall that has because that moment in time the schools were closed, so that was an Emergency Response to an emergency situation. Never in my lifetime have children been required to remain at home and do all of their learning from the home environment, and we know that would have been a hugely variable experience and particularly hard on the children who were at the lowest end. So that was that sort of package of Emergency Support but the reality is that all the schools are open now, i think 99 of schools across the country are open. We are digressing a bit because what labour are saying, and the point about this is child hunger, lets be specific about this, labour says 900,000 children in coded hotspots will go hungry unless there is an extension to the food scheme. Is that figure nonsense . I dont disagree with the way the figures are being presented, what i am simply saying is the manner to support those families is available and when i look to my own local council, it is the revenue benefits team who keeps them connected to those families. Forgive me, i dont want to interrupt but what you are saying, the suggestion would be the money is there, if children are going hungry it is because their parents are spending it on Something Else. But i now know that the time that has elapsed has allowed local authorities to get that extra funding in place and targeted and available, and as i say, it is notjust about hunger, it is about heating and rent and council tax and the provision of white goods. If a struggling familys washing machine breaks, the local authorities now have emergency funds to replace those in those circumstances. So in fact it is a holistic approach to poverty, and ive done quite a bit of work scrutinising the figures in the breakdown and the allocation mechanisms with my own local authority before i make my decision on this vote and in relation to what the government was saying, so i feel like i have tested it quite thoroughly before reaching this view.
