Hello and welcome. We start in ukraine, where president Volodymyr Zelensky says a russian guided bomb has hit a Blood Transfusion Centre in the north east, causing casualties. He says rescuers are at the scene in the town of kupiansk 7 where there are quote dead and wounded. The reported strike came shortly after kyiv said missiles had hit a facility which manufactures engines for aircraft and helicopters in the country s west. In a tweet, president zelensky said this war crime alone says everything about russian aggression. Beasts that destroy everything that simply allows to live. Defeating terrorists is a matter of honour for everyone who values life. So far, theres been no comment from russia. Heres our ukraine correspondentjames waterhouse. If there is accuracy to president zelensky s claim, it appears once again a medical building has come in harms way. Weve seen it before with a Maternity Hospital in the besieged city of Mariupol Last year. Weve seen it in a Mental Health hospital in dnipro just a few months ago. This is a war that is synonymous with civilian areas, with cities being directly targeted. Now, in president zelensky s tweet, he says, this war crime alone says everything about russian aggression. He says defeating terrorists is a matter of honour for everyone who values life. Now, this is typical rhetoric you get from president zelensky as he tries to boost his countrys morale under this sustained kind of attack. Were told there are dead and wounded, but we dont know much outside of president zelensky s tweet. We can speak now to radek sikorski, polands former defence secretary and former foreign minister. People who were wrongly convicted of crimes will no longer be charged living costs for the time they spent in prison. The Ministry Forjustice is scrapping the rule with immediate effect, following an outcry over the case of a man who spent 17 years in jail for a crime he didnt commit. Joe inwood has the details. There are many shocking things about the case of Andy Malkinson. Ajury misled. Dna evidence suppressed. 17 years in prison for a crime he did not commit. But for many, it was the revelation that Andy Malkinson would have to pay back some of his compensation to cover board and lodgings that was most shocking. The very idea of paying, once youve cleared your name, your captors, is really repugnant. The guilty dont pay. Why should the innocent . Thats ridiculous. But from today, that will change. Wrongly convicted prisoners like andy will no longer have to pay towards the cost of their own imprisonment. Yeah, thats very welcome. Very welcome, yeah. Good. Its a step in the right direction but much more needs to be changing, too. You know, you dont want to putjust a sticking plaster on something thats, you know, mortally wounded. It needs much more. Theres been a real problem. Sentiments echoed by sir bob neill. He chairs thejustice select committee and had called for this change. When the state makes an error, its right and proper that the state accepts that as swiftly as possible and, secondly, that the state then doesnt try and put needless obstacles in the way of somebody seeking recompense. Key among those obstacles is a new test, introduced in 201a, that means that victims of Miscarriages Ofjustice need to prove their innocence beyond reasonable doubt. That is an extremely difficult hurdle to meet and that is why hardly anyone is now Getting Compensation any more. Even very serious cases where people have been in prison for murder or rape for years, for cases which were accepted as Miscarriages Ofjustice, are not meeting this test because its so brutal. Its cruel. And it needs to change. For now, andy is surviving on benefits. He says Getting Compensation could take two years and will be kept. They should be making sure that im compensated speedily and also, even the amount is kind of insulting because theyve capped it at ten years. How is that possible, you know . The more time that youve been tortured and held captive wrongfully, the more you should get. They didnt cap my imprisonment but theyll cap the money that theyre obliged to pay in compensation. Cheering and applause. When Andy Malkinson left the court of appeal, his name was finally cleared. His Fight Forjustice has been a long and difficult one. Even with todays announcement, it is not yet over. Joe inwood, bbc news. Two men in their 30s have been bailed by police in connection with the death of a baby in lancashire. The baby boy was taken to Blackpool Victoria Hospital in an unresponsive state on the 27th ofjuly, and was later pronounced dead. More than 50 supporters of the former pakistani Prime Minister, imran khan, have been detained across the country for protesting against his three Year Prison Sentence for corruption. Arrests were made in cities including peshawar, lahore and karachi but the demonstrations were more muted than the massive unrest that broke out after mr khans previous detention in may. Mr khan was found guilty of not declaring money earned from selling gifts he received while in office. This is attock prison, where the former Prime Minister has begun serving his sentence. The verdict means he is not allowed to hold Public Office for five years with pakistan just months away from a general election. His lawyers said they try to see imran khan yesterday but were not able to do that and we heard from the head of atock who said they were not told the lawyers would need to have access to imran khan on that day outside visiting our so clearly already some Tension Building between the legal team of imran khan and the prison authorities. We know his legal team say they are planning to appeal, that has been their intention all along and imran khan has said for many months he expected he would be arrested but the big question is whether or not his lawyers will be able to find any form of relief for him, will they be able to get bail, to appeal this case, to overturn it . Do not know what the very imran khan has been able to operate in pakistan has dramatically changed since the 9th of may when he was arrested last time and you can see that in the reaction to his arrest, the second arrest during the course of this year. Very different experiences on the 9th of may, we saw protests across the country that were quite dramatic and in some cases violent, particularly with military buildings seeming to be targeted. We had a Court Commanders house, the highest Military Official in lahore, we had the Army Headquarters in rawalpindi next to a slimmer bad also had a march on it and in the hours since imran khan was arrested for the second time we have seen nothing on that scale. We have seen people arrested, we have heard from someone who wanted to remain anonymous but within the Punjab Police that there are around 100 people that had been arrested, pti supporters inside the Punjab Province alone. We have heard reports of other arrests around the rest of the country as well but really quite a small scale and it is a very different atmosphere. Imran khan s party has had a significant crackdown on the course of the last few months and that is clearly having a real impact on the reactions we are seeing. Caroline, thank ou reactions we are seeing. Caroline, thank you so reactions we are seeing. Caroline, thank you so much. This weekend marks six months since a huge Earthquake Hit Turkey and syria, killing over 50,000 people and leaving many more homeless. But amongst the tragedy there were stories of hope such as baby afraa, who was born beneath the rubble of her collapsed home. The bbc has caught up with her and challenges her new family is facing six months on. Hanan razek reports. It was seen as a miracle, a moment of hope following februarys devastating earthquake in syria and turkey. Baby afraa was rescued after being born beneath the rubble of a collapsed building. All of her close family, including her mother, were killed. But now, afraa has a new life, adopted by her uncle the man who pulled her from the rubble. Translation i started to dig with my hands in the rubble. L then, i could hear a voice, so carried on and, thank god, afraa came up in my hands. She was still attached to her mother by her Umbilical Cord when i found her. The video of afraas rescue in the syrian Town Ofjindayris went viral around the world. The attention was intense and offers to adopted herflooded in. Her relatives were worried about her safety, even in hospital. With the help from the police, we managed to get extra security to protect her. The doctors at the hospital didnt seem to believe that i was her relative. I felt that he didnt want to give her to me. After a dna test proved the family are related to afraa, they were able to leave with her. Since then, they turned down offers to live abroad in the uk and the united arab emirates. The reason is i was scared they would take afraa away from me. I was also scared they would take my children away from me. That was what i feared the most. As the family feel they cant move abroad, they are searching for a permanent place to live in syria. Khalil s home was destroyed in the earthquake, so for two months following the disaster, he moved to this camp with afraa, his wife and their seven children. Thanks to help from well wishers, they have been able to rent this house but they say its very expensive and they dont know how much longer they will be able to stay here. I lost everything. It was like going back to square one. I cant even afford sending my kids to school. But there are People Living in worse conditions injindayris. The road ahead might be difficult but the family are grateful for the chance for a new start following a disaster which killed a,000 people in North Western syria alone. Hanan razek, bbc news. Live now to dr ubeyd sakin, human appeal s country director for turkey and syria. Thank you forjoining us on bbc news. I do not know if you were able to hear and follow that story, it was very personal, but wider afield, how are people recovering and cupping from the earthquake . The situation in cupping from the earthquake . Tue situation in Turkey Cupping from the earthquake . Tta situation in turkey and cupping from the earthquake . Tt2 situation in turkey and syria, cupping from the earthquake . Tt2 situation in turkey and syria, i would like to start with turkey, the immediate issues related were served relatively quickly taking into account resources and International Aid although the Financial Impact of the earthquake in turkey is felt by everyone in the region. The government estimated the impact of earthquake is more than 100 billion. And this relates to infrastructure and housing due to the earthquake. Within the chagos again the government promised 680,000 houses will be built for those who are living in more than half a million families living in containers and another million receiving Cash Assistance from the government. This caused many numbers of additional tax is introduced by the turkish government coupled with the turkish government coupled with the population struggle, the economy was already facing. This is to some unbearable at this stage however again as the estimates show, the situation will not be better or stabilised until 2025. This affects the north west of syria which is dependent even for most essential goods and commodities on turkey. Doctor, i am so sorry we have run out of time. We are approaching the half hour but thank you so much for Painting Part of picture for us. We thank you. This is bbc news, stay with us, more coming up. Hello. It is a much quieter day than yesterday. We started this morning with sunny spells and we continue with sunny spells and we continue with those into the afternoon with just some showers developing. That must be seen earlier in somerset, the Cumulus Cloud starting to build and we see the show developing mainly across scotland and northern ireland, through western england and wales, they could be happy and perhaps thundery. Still fairly breezy around north sea coast but that wind will ease and maximum temperatures reaching 17 19 perhaps 20 degrees. Warmer than it was yesterday with more sunshine around this afternoon. This evening and tonight to shower slowly fade, were looking at clear skies to take us into the early part of monday. Temperatures in countryside could dip below but typically 7 10 or 11 degrees first thing monday. Throughout monday it is a dry day, this area of High Pressure dry to nudgein this area of High Pressure dry to nudge in but one little Weather System to the west will slowly push it later in the day bringing an increase in cloud but for most of us its dry on monday the sunshine. Some scattered showers mainly in the north of the uk and as i said later more cloud and parts of south west wales, south west england, temperatures into the high teens to the low 20s. That little Weather System towards the west will move further east as we go through tuesday so there will be more cloud around, maybe some spots of rain likely across england and wales, the best of the sunshine in scotland, northern ireland, the fat north of england, sunshine later in the day and maximum temperatures on tuesday, high teens low 20s. If you are looking for something warmer may start to see that later in the week. By start to see that later in the week. By wednesday a wedge of High Pressure building from the south west, bringing settled weather and with that, a southerly wind. As we go through Late Wednesday into thursday, we see the temperature is increasing, the air being drawn in from the near continent so by thursday, temperatures will get up into the mid to high 20s, only temporary because by friday we see a Weather Front moving through an temperatures will start to drop again. That is it from me. Goodbye. Have a great sunday. Again. That is it from me. Goodbye. Not much, although they are a good thing but vladimir i they are a good thing but Vladimir Putin will only make a deal when he fears losing and he is not at that point yet. The russian elite would have to decide the war was a mistake and the expense of the war does not justify any possible gain. They are not at that point, partly because we have not given ukraine enough and partly because the counteroffensive against reinforced russian lines is not proceeding as fast as some of us would have hoped. I might you said that mr putin does not fear losing, what is his achilles heel . There must be dissatisfaction within as elite as evidenced by wagner at the loss of revenue and Economic Opportunities and a sense he is selling ctrl to china and the war. One of the initiators of this war has been arrested because he criticises the leadership. And also the morale of russian soldiers. There are instances of russian soldiers not fulfilling crazy orders and if that were to spread it would have a real problem. The latest developments in ukraine come as saudi arabia has been hosting talks, aimed at finding a solution to the war in ukraine. Senior officials from some a0 countries including the us, china and india have gathered there to try to find a peaceful settlement, though russia has not been invited to take part. Live now to our correspondent Sameer Hashmi whos covering the story from dubai for us. I think the talks started on saturday and continue on day two but the real objective is not to find solution but to build a consensus around the ten part Ukraine Formula presented by president zelensky. A positive thing for them is this meeting is being attended even by those countries that have up till now adopted a neutral stance on this war and have close ties to russia. Countries like saudi arabia, india, turkey and china. What ukrainian officials hope is by the end of the meeting that will be some consensus where all parties will agree and then president zelensky hopes to host World Leaders later this year and at this point it can be discussed further. So this is a step towards arriving at some consensus or solution but i dont think anyone expects there will be a solution coming out of these talks instantly. We hear the word consensus a lot which means agreement which means bringing on the likes of china. How likely is that to happen . I think from the Point Of View of Ukraine Fight China has decided to pass participate in these talks is a factor. In the talks last year 15 participated and most were allies of ukraine and this time there are a0 countries and the idea is they cannot convince chinas delegates to agree to all the points but they can agree to all the points but they can agree on which role of troops in ensuring security of food and energy. These are some of the points where officials and western allies are confident a lot of neutral countries might also agree and i think the second thing to underline as these talks are hosted by saudi arabia who have adopted a neutral stance in the war but also have a Close Partnership with russia especially with Oil Production and are key members of Opec Plus Which controls a0 of global oil supplies. The fact that there are so many diverse parties in the meeting i think ukraine is taking positively. Here in the uk, social Media Companies are set to crack down on People Smugglers posts that encourage Asylum Seekers to cross the english channel. The plans will see platforms like facebook, instagram and twitter work with the National Crime agency to take down posts that lure people into paying People Smugglers to make the dangerous journey in small boats. Downing street says theyll target content such as offers of fake documents and false claims of safe passage from france. Our Political Correspondent Georgia Roberts has more on this. Georgia, how will this work . This is a voluntary partnership number ten is already successfully used by big tech firms such as on promoting harmful content on extremism or eating disorders where people are diverted away and presented with alternative messages to reboot or undermine the damaging content they have searched for. Rishi sunak says he wants to see these posts suspended or removed, posts on Group Discounts on small boats and free spaces for children and offers of false documents. We have had quite a strong statement come from Suella Braverman to labour. What are labour saying . They say she has totally lost any grip on the 15,000 attempts to cross the channel this year and we heard this morning from Stephen Kinnock basically dismissing policies such as those Suella Braverman in the government are chasing today as gimmicks and headlines. He also spoke of what labour see as the extent of the backlog they would have to tackle when coming to power at the next election that they would have no choice but to use existing infrastructure the government has two hose people coming in. Such is the barge in Dorset Set A Hose Run 500 Asylum Seekers. Set two hose about 500 Asylum Seekers. To house. The reality is that weve got Tens Of Thousands of people in hotels, we need to get them out of hotels and went to get them off the barges and out of the military camps, too. But because of the complete and utter chaos and shambles of the tory asylum crisis, were going to have to continue in a very short term period to use the infrastructure thats there, including the barges and hotels, but as i say, with hard graft and common sense and quiet diplomacy we will get on top of that backlog, we will clean it, we will get people out of hotels, currently costing the taxpayer £6 million a day, and we will get on top of the crisis. Unfortunately, we have a government that is obsessed with chasing headlines and gimmicks and madcap bills and Rwanda Schemes which simply arent working and actually make it more difficult to clear the backlog. This is most of a week of announcements we will hear from the government. This is the first. One of the key five priorities for the Prime Minister is to stop the boats so Downing Street looking to take control of the narrative and looking to talk more to the public about this this week. Lets just return to niger and the deadline set by west african countries for the leaders of a coup to reinstate the president. With the borders closed between nigeria and niger. Our correspondent, chris ewoker has travelled to sokoto in northwestern nigeria to speak to people cut off from theirfamilies. They are bracing for the worst. Many of them were born here in nigeria but they have never been cut off from their roots in niger. The coup has caught them unawares. And lets turn to the Women S World Cup where the netherlands have won 2 0 against south africa they set up a Quarter Final with spain theyve also made it through after thrashing switzerland 5 1. Japan have qualified, taking down norway 3 . 1. As you can see much to the delight of fans who travelled to new zealand to watch the game. Within the next half hour, sweden take on the United States for a spot in the last eight of the competition. We can nowjoin correspondent Shaimaa Khalil in sydney for more reaction from the world cup. The next match pits the usa against sweden. We can expect many nervous fans. The United States, the defending champions going for a record third World Championship havejust about champions going for a record third World Championship have just about a script buy into this Knockout Stage and they nearly got knocked out and it feels like we are talking about a different team. The squad has dominated International Womens football for years and have had a fearsome reputation and go in with a confidence and swagger and we have seen none of that so far. In the last game with norway, norway almost knocked them out with a shot that hit the post and many have said it was the post that saved the United States. Thats how unconvincing the wear. Our legendary former player said this was disappointing and uninspiring and they played as individuals are not as a team and i think they do when with the heft of that criticism and i have spoken to many fans who have shown up but are very nervous and they have not given them enough to be confident about this game but i also think it shows how unpredictable this world cup is. We talk a lot about newcomers and underdogs and new favourites but with germany, the world number two knocked out and debutants morocco coming in and the United States facing sweden and looking so unconvincing and beatable nothing can be taken for granted, not even a United States when at this point. That match starts in about ten minutes. We have talked about the excitement of it all. Our standard moment in the newsroom has been used scoring a goal of the world cup. What have been yours . You scoring a goal. I know the guys will tell me to stop talking soon but i have been so many. There was the moment where norway, sorry, portugal, nearly chained the story with the United States and that shot hit the goal post and you could see the collective intake of breath and you never thought the United States could be in that situation but i think morocco when they find out they were making it to the Knockout Stages. They were in a huddle and had just beaten costa rica and then the huddle burst into cheers and the players look to the sky and find god knowing they had done their part and one that made me really emotional as whenjamaica, who are just absolute when jamaica, who are just absolute legends to get this far, they are in the Knockout Stages under a team that had to fund themselves to get here and they knocked out brazil by Levelling Nil nil and there was a moment where the Legendary Brazilian Player Marta having played her last game was standing and the jamaican player was saying how much she meant to her and all the players in the caribbean and marta said when she was playing she had no female idols but no people stop and say i want my daughter to be like you and you think this is the legacy and how far the womens game is come regardless of results so i think this world cup keeps delivering these amazing moments. School holidays are a chance to spend more time with the kids but as many parents know keeping them fed all day can be an extra financial strain. He gave an off the cuff address to catholic followers. Stay with us. Hello. It is a much quieter day than yesterday. Many of us started this morning with sunny spells and we continue with those into the afternoon with just some showers developing. That was the scene earlier in somerset, the Cumulus Cloud starting to build and we see the show developing mainly across scotland and northern ireland, through western england and wales, they could be heavy and perhaps thundery. Still fairly breezy around north sea coast but that wind will ease and maximum temperatures reaching 17 19 perhaps 20 degrees. Warmer than it was yesterday with more sunshine around this afternoon. This evening and tonight those showers slowly fade, were looking at clear skies to take us into the early part of monday. Temperatures in the countryside could dip below but typically 7 10 or 11 degrees first thing monday. Throughout monday it is a dry day, this area of High Pressure trying to nudge in but one little Weather System to the west will slowly push it later in the day bringing an increase in cloud but for most of us its dry on monday the sunshine. Some scattered showers mainly in the north of the uk and as i said later more cloud and parts of south west wales, south west england, temperatures into the high teens to the low 20s. That little Weather System towards the west will move further east as we go through tuesday so there will be more cloud around, maybe some spots of rain likely across england and wales, the best of the sunshine in scotland, northern ireland, the far north of england, sunshine later in the day and maximum temperatures on tuesday, high teens low 20s. If you are looking for something warmer we may start to see that later in the week. By wednesday a wedge of High Pressure building from the south west, bringing settled weather and with that, a southerly wind. As we go through Late Wednesday into thursday, we see the temperatures increasing, the air being drawn in from the near continent so by thursday temperatures will get up into the mid to high 20s, only temporary because by friday we see a Weather Front moving through an temperatures will start to drop again. That is it from me. Goodbye. Live from london.
