Good afternoon and welcome to the bbc news at one. Temperatures across the world in september were the warmest on record, breaking the previous high by a huge margin, according to the eu climate service. The heat is being driven by ongoing emissions of gases warming the atmosphere, as well as the Weather Event known as el nino. They say 2023 is now on track to be the warmest on record. Our climate editor, justin rowlatt, is here. This sounds very sobering . It is sobering. September was 0. 93 celsius warmer than the average global temperature for the month, so almost a whole degrees celsius, huge margin when you remember it is an average across the whole globe. Normally we would expect variations of a small fraction of a degree between years and it comes after, as you said, the hottest Northern Hemisphere summer on record. July we saw the hottest day, then the hottest week, then the hottest month ever recorded with scientist saying they thought it was almost certainly they thought it was almost certainly the hottest months 420,000 years, so since before the last ice age and as you said, experts think this is on track to be the hottest year on record, so as you say it is a very sobering finding. We have to be clear that what we are seeing with the steady| what we are seeing with the steady rise in Global Temperatures we have seen over decades that our activities as human beings are beginning to fundamentally claim change the climate in profound ways so we need to take heed of that. But there is an additional factor this year which is whether fluctuation called el nino, something happens in the Pacific Ocean and delivers a blast of additional heat to the atmosphere, a small blast. That said, the El Nino Hasjust started and is beginning to deliver heat and it will deliver more next year Scientists Say and i have to say next it is probably going to be even hotter than this year. And as you pointed out, the key issue is Carbon Dioxide and the bad news is Carbon Dioxide and the bad news is Carbon Dioxide and the bad news is Carbon Dioxide emissions are still increasing, but last months the international agency, a kind of Global Energy watchdog, it said it thinks emissions from fossil fuels, the key source of Carbon Dioxide, coal, oiland the key source of Carbon Dioxide, coal, oil and gas will peak by 2030. So that is too late to avoid some more climate change, but it would mean, if it happens, that the world is at last moving in the right direction. Is at last moving in the right direction Rishi Sunak Has called his proposal to phase out the sale of cigarettes and tobacco in england the biggest Public Health intervention in a generation. His plan is to raise the legal age of smoking every year by a year, so that eventually no one can buy tobacco. The Prime Minister also said there would be a consultation on reducing the appeal and availability of vapes to children. Heres our political correspondent, hannah miller. We know that the former Prime Minister liz truss, she has said that she is against it and would vote against it. Weve also heard from Philip Davies who described it as anti freedom, anti personal responsibility and a silly idea and completely unenforceable. But the labour party are known to back similar proposals to this, so that isnt going to worry rishi sunak too much because he probably thinks that he can get this through the house of commons. We should say that these measures apply to england only, but the welsh and scottish governments have implied that they will move in a similar direction, so what we could be looking at here, of all the things that we heard yesterday, this is probably the one that is most likely to make a real difference in the sense that rishi sunak potentially could get this done before a general election. The Prime Minister also confirmed in his speech yesterday the High Speed Train link hs2 between birmingham and manchester. We will have more reaction to the news later in the programme. Voting is taking place in the by election in rutherglen and hamilton west. The seat was vacated when the former snp mp, margaret ferrier, was ousted in a recall petition. Monthly rents in britain excluding london have reached another record high, according to the property website rightmove. It says the average monthly rent in the Third Quarter of this year was £1,278. Thats10 higher than last year. And as our Cost Of Living correspondent Kevin Peachey reports, the number of people competing for every property has also jumped. As the late summer shadows lengthen, so too does the queue to view each available Rental Property. Peter felt he had to go to extremes to get to the front. I was advised that the way i could set myself apart was to offer a year upfront rent. Now, thats a considerable sum of money which i didnt have. Fortunately i was able to call upon a very good friend and they lent me a years rent upfront so im effectively now paying them back rather than the landlord. High Mortgage Rates means some people have put off plans to buy a home and are renting for longer. Landlords, facing rising costs of their own, are selling or choosing not to expand their network of properties. This mismatch between demand and supply means Competition Among tenants is getting even more intense. In pre pandemic 2019, rightmove says there were typically six applications to view an available Rental Property in britain. Earlier this year the bbc revealed how in four years that queue had lengthened to an average of 20. Now, just a few months later, fresh data shows 25 applicants are chasing each property. Agents say thats led to packed Viewing Sessions and bidding wars to secure a home to rent. It is a crazy situation at the moment because were turning people away and they are desperate, they want properties, and its heartbreaking because theres not enough properties to be able to rent out to people, and its crazy because im constantly putting properties on the market and theyre renting within 24 hours, theyre gone. The government says there are Tax Allowances for landlords but their trade body says its no wonder supply in the sector is shrinking. Its become much, much harder to be a landlord over the last few years and as a result of that lots of landlords are leaving the market. In fact, far more are leaving than are buying property and thats a result of major changes to the way landlords are taxed, the fact that Interest Rates mean they are taking home an awful lot less than they were a few years ago and that actually Profit Margins have been squeezed to be practically non existent for private landlords. Tenants are advised to have paperwork such as references and payslips ready, act quickly, but also be prepared to widen their search. Even if they do find somewhere, prices are rising. Rightmove says rents on new lets have risen by 12 in london in a year and by 10 elsewhere in britain. While there are signs of supply picking up and there are reforms that are supposed to be working their way through parliament, experts say it will be a while before renting becomes any cheaper or easier. The bank, which was set up in 2010 and has around 2. 5 million customers, has refused to comment, saying its considering How Best To Optimise its capital resources. A 23 fall in the share price is not great, but there are reasons behind it. There have been reports that the company is planning to raise up to £600 million in new capital, some from borrowing and some potentially from issuing new shares. What people in the Investment Sector are telling me is that a lot of this concern is that the company doesnt have as much money to, its finances arent as robust as they thought they were which could potentially affect its growth plans, so the company wont be able to grow so quickly and also the fact it is raising money, that dilutes existing shareholdings which makes it a worse investment from a shareholder perspective. So all of this shows that metro bank is under pressure. Its a small bank and it wants to grow to take on the big boys. It may have its plans cut a little bit, buti boys. The Cricket World Cup gets under way in india with a replay of that dramatic final from four years ago defending champions england taking on new zealand. Its been just over two weeks since azerbaijan launched a lightning Military Operation that drove Ethnic Armenians out of the disputed Western Region of Nagorno Karabakh. Almost the entire armenian population of 120,000 fled across the border to armenia, as the azeri military quickly overwhelmed separatist forces. And this morning azerbaijani authorities announced the arrest of the former president of the breakaway region for suspected war crimes. 0ur Diplomatic Correspondent paul adams has spent the last few days in Nagorno KarabakhOn A Press Tour Organised by the Azeri Authorities. The stillness after the storm. In a region torn apart by decades of conflict, has peace finally come and at what cost . Two weeks after azerbaijans lightning operation, were taken to bunkers and trenches abandoned by armenian rebels. The visit is heavily controlled. Were only seeing what the Azeri Authorities want us to see. The armenians left in a hurry. There are signs of haste here, but not fighting. The logbook records activity until ten days before azerbaijan struck. So for three years this was the front line with the armenian rebels holding this ridge line overlooking their city of stepanakert down there in the valley, and the azeri military in control in shusha, just up there on the hill, but in a matter of 24 hours all of that changed. These front lines simply vanished and now everything is silent. We move on down the road used by armenian civilians as they fled in panic. Glimpses here of a terrifying exodus, driven out by months of blockade and sudden fear. As their would be state collapsed around them, the armenians didnt wait for their enemies to arrive. This, azerbaijan says, was their choice. Indeed we do regret that, the Civilian Population has decided, many of them, to leave, and of course in this case and we respect Freedom Of Choice and freedom of movement. And also majority of the population on the ground, they also have an ethnic hatred against azerbaijanis. They said again, i cannot live under the flag of azerbaijan. Is this the kind of end of this whole 30 year story, in your view . We do hope that, really, finally, we are coming to the final conclusion of this 200 years old conflict between armenia and azerbaijan. Azerbaijan wants peace. Azerbaijan feels that history is on its side. Theres a real sense of pride here, but acute sensitivity too. This was as close as we were allowed to get to the abandoned armenian city at the centre of this whole story stepanakert, which azerbaijan calls khankendi. A theatre in norfolk is claiming to have discovered a stage on which William Shakespeare performed as an actor. This would be the only known example in existence. St georges guildhall in kings lynn found the floorboards during renovations and believe they have the proof that shakespeare did indeed tread these boards. 0ur Entertainment CorrespondentColin Paterson has been for a look. The boards of the bard. We know that these were definitely here in 1592, and in 1592, we think shakespeare is performing in kings lynn. So this is likely to be the surface that shakespeare was walking on. The actual Floorboards Shakespeare performed on. The actual Floorboards Shakespeare performed on Drjonathan Clark was researching st georges guildhall in kings lynn as part of a council backed renovation project, when a discovery was made. We wanted to open up an area just to check, just to see if there was an earlier floor surviving here. And lo and behold, we found this. Quite a thought that shakespeare could have stood right here. It is, isnt it . And its the only upper floor that weve got which is still in something of its original state, where he could have been walking, he could have been performing. A combination of scientific analysis, a study of the structure and Historical Documents was used to confirm the age of the floor. The nature of oak confirm the age of the floor. The nature of oak is confirm the age of the floor. Ti2 nature of oak is such is it so hard after its been used in a building after its been used in a building after 700 years, its like steel. Can i have a go . Its pretty solid. Very solid. The guildhall is the oldest Working Theatre in the uk with performances dating back to 1445. Were standing amongst the seats. What kind of set up would it have been back in shakespeares time . Well, this would have just been a level floor all the way back up the hall there. And in fact, at that end of the hall, that is where the privileged people, the wealthy, would have sat and they would have been watching what was going on down at this end of the hall. So if there was a performance going on, it would have been in this area. So shakespeare, if he was performing here, would have been on this spot. And when it comes to stages, of course, its a Subject Shakespeare famously wrote about. All the worlds a stage and all the men and women merely players. But as for the proof that shakespeare stood on this one. Weve got the borough account books from 1592 93, which prove that shakespeares company was paid to play here in this venue. We know that shakespeare was on stage in 1592 due. To what was essentially a bad review by a man called robert greene, also from norfolk, who wrote that shakespeare was an upstart crow.
