And britain s schindler commemorated with his own street. Nicolas winton is the hero who Rescued Hundreds Ofjewish children from the nazis we speak to one of welcome to the World Today an hour of international news from The Bbc. The french authorities say that at least 12 people have died, after a Boat Carrying Dozens of migrants capsized in the english channel. About 50 were rescued in an operation involving boats and helicopters. Its been confirmed the last hour a pregnant woman was one who lost their lives. The french coastguard says the boat got into difficulty off Cap Gris Nez at around 6am and everyone on board ended up in the water. An emergency medical Care Centre has been set up at Boulogne Sur Mer. French Rescue Helicopters busy once again today bringing casualties from the sea to the shore. This the scene this afternoon at a harbour in the big Port City of bologna, bodies of strictures, many survivors already taken to hospital for emergency care. This is nothing that this incident in the channel since November 2021 win 27 people died. Todays incident happened in choppy seas halfway between two french cities near a Headland Thatjuts Out towards dover. It appears the flimsy boat simply tore apart. Earlier this morning, other small boats made it across the channel. People landing here in dover, both illegal under british law and increasingly dangerous. Five people died early this year and when overcrowded book including one girl trampled to death. So far this year, over 20,000 immigrants have reached the uk and small boats, slightly coming in near the same point last year, last week the french and british governments promised tougher and better coordinated action to break up the smuggling gangs. The french authorities have warned that their forces patrolling the beaches are facing growing violence and charities say a more nuanced approach is needed. Charities say a more nuanced approach is needed. Admits a much more approach is needed. Admits a much more multipronged approach is needed. Admits a much more multipronged approach that includes policing and smashing the gangs, but critically also includes safe ways for people to reach the uk or to have their case heard before they have to take a Dangerous Crossing. The death of this year Dangerous Crossing. The death of this year is Dangerous Crossing. The death of this year is arty Dangerous Crossing. The death of this year is arty double of this year is arty double than last, a grim trend, but not enough to stop 10,000 people from attempting to cross the channel. The french Interior Minister Gerald darmanin said European Union should bring about a Migration Treaty with the uk to stop these kinds of tragedy in the future. We will hear from him we will hearfrom him in a moment but we have a development on that story. The prosecutor there said six miners in ten women were among the victims of the Boat Tragedy there. The prosecutor said, during a Press Conference, currently, based on the information that we have, we believe these individuals are of african origin, they are primarily of eritrean origin, we do not have consolidated details which would allow us to specify the exact nationality. Saying six miners and ten women among the victims. That would push the Death Toll to 16 so far. According to this latest statement that we have added from the authorities there. I asked our correspondent in Boulogne Sur Mer Andrew Harding if Theres Anything more we now know, and what the reaction has been. So the Rescue Operation here at the quayside in bologna is just wrapped up. The Interior Minister of france was here just a few minutes ago and gave a short Press Conference alongside the mayor of the city and a prosecutor who is leading the investigation. What came out of that was the fact that 51 people were rescued successfully from the waters just off the coast, a little further north from bologna this afternoon and this morning, in an operation that was praised for the speediness with which the Emergency Services reacted, a lot more people could have died. But the Interior Minister said that 12 people were dead and amongst them six were children. We dont know their ages and also a pregnant woman. Its not clear all the nationalities of those who were on board this very fragile vessel that seems to have essentially fallen apart in the early hours of this morning, but were told that most, if not all of them were from africa, many possibly from the East African country of eritrea. We had some political reaction here in the uk to the events, the Home Secretary Yvette Cooper branding The Incident as home were flying and deeply tragic as she went on to say vital efforts to dismantle dangerous and criminal smuggler gangs and to boost Border Security must proceed at pace horrifying. Lets speak to our political correspondent harry farley. The issue of people crossing the channel on small boats has become a big political one here in the uk, dominating much of the election campaign. Of course we now have a new government, we had some reaction from Yvette Cooper, but what more are they saying and what more are they doing . I and what more are they doing . 1 was in downing street, home and what more are they doing . I was in downing street, home of the Prime Minister earlier today for a briefing with journalists, i asked today for a briefing with journalists, iasked keir starmer s spokesperson about this and he sat, the Prime Minister thought this incident was truly horrific and set his thoughts are with all those affected and you have been giving some details of those who have lost their lives. He said in that he placed the blame was very much on the gangs and smuggling people, describing them as callous and ruthless in describing that trend we talked a bit about as seeing more and more people crammed into individual boats. Downing street saying it was a worrying trend. As you say, it has become a political priority, notjust for the neighbouring Labour Government but the last conservative government as well, this government focusing on what they are saying is cracking down on the criminal gangs, but for their part the opposition, conservatives here in the uk, the shadow Home Secretary James Cleverly saying this incident illustrates the need to go back to what the Conservatives Policy was was to threaten, to have a determine, that anyone coming across the uk in small boats would be sent to rwanda and James Cleverly arguing the government needs to be ascent reinstate that the turn. For that part, the government not going anywhere near that saying that as a gimmick and focusing on their plan to set up with a claim for the securities command, a Commences D that would enable them to try and crackdown on this criminal gangs that are this industry. I gangs that are this industry. I suppose many people will ask what will any of these deterrents be effective, many of his people who make that very Dangerous Crossing are fleeing for their own safety. Exactly. Weve heard arguments from others that this incident shows what is actually needed is safe and legal routes. The archbishop of canterbury saying it illustrates the urgent need to build and Asylum System based on safety, dignity and compassion. The idea from him and others both in sight political parties and outside that there needs to be a way that there needs to be a way that people can claim asylum and come to uk safely without having to make that perilous journey. Fortheir having to make that perilous journey. For their part the government is not talking about that, they are very much focused on their plan to crack down on those criminal gangs. I suppose the words of condolence, words of empathy, but no Real Change in policy either from the government or main opposition in westminster this evening. Main opposition in westminster this evening to ukraine where russia has carried out one of the deadliest strikes in months. At least 51 people have been killed, ukraines Defence Ministry says, with 219 injured. It happened in poltava a city in the east of the country. Many people are believed to be trapped under the rubble. These images verified by The Bbc show the aftermath of that attack. The countrys Defence Ministry says people were hit as they headed to bomb shelters. Emergency workers are trying to rescue survivors from the rubble. President zelensky vowed to hold those responsible to account for the attack. 0ur Correspondent in poltava is nick beake. Wevejust arrived here, and this is as far as we can get. This is where the cordon begins. And that is because the sensitivity of this site, obviously, this was a military training centre. And you can see behind us the Emergency Services are continuing to work, even though weve lost the light in the last half an hour or so. This is a devastating day for ukraine, a devastating day for this particular city because it is far from the front line, but clearly it is not out of reach of the russian missiles. Weve heard today from President Zelenskyy and others that these missiles, ballistic missiles came in and people really had very little time to try and seek shelter. And Weve Seen Dozens of people killed today. Russian military bloggers and others have been saying that lots of cadets were killed. Now, that has not been confirmed, but the ukrainian military has said tonight that soldiers are among the dead. So they have been talking about this, but they are really keeping a lot of details to themselves because of the sensitivity of this site. Inna sovsun is a member of the Ukrainian Parliament for the holos party. She told me about the mood following the latest russian attack. Everybody is shocked. Everybody is terrified to learn the numbers of the people who are being killed. The News Feed is constantly updated with newly found bodies of those killed in that attack. But the other part of the truth is that this is the daily reality for us. The day before that, it was a Massive Attack in kharkiv, which which that was very emotional day for me because it hit the area where i grew up myself, very close to, to to the home where i grew up in kharkiv. And there were people killed there. That is unfortunately every Day Something that is happening every day, smaller numbers of people being killed. But its in one strike. But there are multiple daily strikes that are taking lives every day. And, yeah, unfortunately that has become part of our daily reality. But, even beside that, the strike in poltava is is terrifying. And do we know any more about those who were killed . Theres been some speculation that some of those could have been cadets and soldiers given the target. Uh, that would be a possibility. I think we will have to learn who exactly was killed. Whether, uh, maybe the soldiers who were there. Maybe they they managed to get into the shelter. We dont know that for sure. They could have been there. Uh, which, of course, still doesnt justify the attack of that size. With the weapons being used, killing so many people altogether. Five children, three of them just 12 years, old have been arrested on suspicion of murder following the death of an 80 year Old Man after he was attacked in leicester while walking his dog. Bhim kohli was in a Park Close to his home at around 6. 30 on Sunday Evening when he was assaulted by a group of young people. Leicestershire police launched the Murder Investigation Today after he died of his injureis in hospital. Danny savage reports. A small park in a residential area in leicester, now cordoned off and the scene of a murder investigation. An 80 year Old Man was assaulted here on Sunday Evening, and has since died. The victim was bhim kohli, who lived close by and was walking his dog when he was attacked. Neighbours say he was well liked, well known, and often seen on his nearby allotment. What is of particular concern, though, is the age of those who have now been detained. Five children have been arrested. They are a boy and a girl aged 1a, and two girls and a boy, aged just 12. All were arrested on suspicion of murder. Many people in the area are aware of what has happened. They are shocked by the attack and astonished about the age of those allegedly involved. It is quiet and you always see old people going around, and they have just told me it is like an 80 year old guy. It was a 12 year old, some girls and. Yeah, its bad. Yeah, im a localaround here, ive lived here all me life. Crime is getting worse, i must admit, but nothing like that. Yeah, i think its i terrible, it really is. What the family must be going through is awful. I everyones talking about it. Itsjust awful. A large Police Presence remains in the area. Police say they want to hear from anyone who saw those involved before the attack. Still to come on the World Today with little more than two months to go before Polling Day in the us, we gauge the mood in both camps democratic and republican. And remembering sir Nicholas Winton the british man who saved hundreds of children from the holocaust as a street in prague is named after him. Around the world and across the uk. This is the World Today on Bbc News. The Uk Governments been defending its decision to stop some Arms Sales to israel after israels prime Minister Benjamin Netanyahu called the move shameful. The defence secretary, john healey, says the uk remains a staunch ally of israel, but says it is following the law. Around 30 licences out of 350 are being stopped, because ministers say there is a clear risk the weapons could be used to violate international humanitarian law. Heres our political editor chris mason. The us national Security Adviserjohn Kirby in the last few minutes was asked about this by reporters. It was not drawn on the uks decision but he said that he has been no determination by the united states that israel has violated international humanitarian law. Lets bring you live to tel aviv. You can see there at the moment, we will bring you those shots of air, there are large scale protests and what we understand there are protesters rallying in the centre of tel aviv, some protesters blocking a police car, some, we understand according to reports we are getting in, have been detained. In some tussles we saw earlier, it looks calm there now. These are people who are that Benjamin Netanyahu agrees to a Cease Fire Deal which would see the release of hostages currently held In Gaza and of course allowing much needed humanitarian aid into the territory as well. Just arriving to the right of the frame, a lot of frustration from Hostage Families for months now, with the israeli government and that pressure has ramped up in the last few days. As we have seen days of protests and as you can see there they continue on. As we were talking about earlier as well, the uk has suspended some of its Arms Sales to israel. Lets have a look at that story. Heres our political editor the decision announced here is a signal that this government is acting differently from its predecessor. It is worth keeping a sense of proportion. Around 10 of the uks Arms Export licences have been suspended to israel. The uk is not a big Arms Exporter to israel. But a small percentage of a small amount can still provoke a big reaction, at home and abroad. Israels prime Minister Benjamin Netanyahu said, this shameful decision will not change Israels Determination to defeat hamas. Britains Misguided Decision will only embolden hamas. We are a staunch ally of israel and we will remain a staunch ally of israel. We have made this legal judgment as a result of a process we are required to follow. 0ur Determination to stand with israel, to be part of the collective defence if they come under direct attack again as they have done before, remains resolute and absolute. So what is the process that governments follow . Uk law sets out that goods that could be used for Military Purpose or even potentially for a Military Purpose cannot be exported if they could be used in a violation of international humanitarian law. The government has concluded that in this instance, they might, by israel In Gaza. We havent seen the legal advice that led them to that conclusion, and nor have we seen the legal advice that led to the previous conservative government to the opposite conclusion. Having read the governments memorandum, it is not clear precisely what has changed which would justify an Arms Embargo against israel. Could you have done the same thing . Should you have done the same thing . Well, all governments must follow the rule of law. We dont publish the legal advice. But if the advice was, as it was when we were in government i dont think that would havejustified an Arms Embargo. The Governments Decision provoked this protest outside the Foreign Office today, but far from thinking ministers have gone too far, some left wing mps think they have not gone far enough. So on the one hand, the government is saying that they are stopping arms that might be used In Gaza, except 5 35 fighterjets, and it is a bit like saying you have given up gambling except you are placing bets each way at cheltenham. For much of the last year since the hamas atrocities in israel and the killing of so many In Gaza, labour has felt political pressure from some who have argued that it has been too supportive of israel. We saw the consequence of that in some places at the general election. Ministers insist this decision is about upholding Uk Law and International Law, but the political danger for labour is that this pleases very few, whatever their view. Since the start of the israel hamas war In Gaza in october, jewish settlers have increased the rate at which they have been setting up illegal outposts in the other palestinian territory, the West Bank. According to the un, in that time over 1,500 palestinians have been displaced from their homes. For over six months, Bbc Eye investigations has been following the activities of settlers living in illegal outposts and can reveal new details about support they have received from an israeli state linked organisation. Emir nader reports. Here in the occupied West Bank ayesha and her Husband Nabeel say theyre being forced from their home. This is the man shes accusing a settler named Moshe Sharvit. This is the man shes accusing a settler named Moshe Sharvit. But Moshe Sharvit paints a different picture of his presence here. He lives in an unauthorised settlement in the West Bank. Its whats known as an outpost, illegal under both israeli and International Law, and outposts like moshes, which are often farms, give Settlers Access to huge areas of land. Its outposts like these that are rapidly expanding since the beginning of the war In Gaza, and are increasingly linked to violence and the Mass Expulsion of palestinian families, while pushing israeli settlements deeper into the West Bank and taking control over vast swathes of land. Bbc Eye Investigations has analysed data and verified the location of 196 outposts across the West Bank. Almost half were set up in the last five years. We join Ayesha And Nabeel again as they return home, two months after they were forced to leave. Moshe sharvit, the settler who they say forced them out, appears again. Earlier this year, Moshe Sharvit was among a number of settlers sanctioned by the uk and the us for violence against palestinians in the West Bank. Weve discovered how an israeli government funded division of the World Zionist Organisation has dealt with some of these settlers. Documents obtained by an Israeli Ngo show how the wzo has allocated large areas of the occupied West Bank to settlers. They forbid the building of any structures. But we found a pattern of settlers who have established their outposts on these lands. Its a body which runs very, very, very big part of a land which had been expropriated by the israeli authorities in the West Bank to defend israeli settlements or settlers. Neither the World Zionist 0rganisation nor the israeli government responded to our questions. Nor did Moshe Sharvit. So we went directly to his outpost. Weve spoken to a palestinian woman who says you put a gun to her head. No, it was. It was you, Moshe Sharvit, who sanctioned internationally. Will you let the palestinian families return to this area . Despite international sanctions on settlers like Moshe Sharvit, they remain undeterred and increasingly powerful. Emir nader, Bbc News. Dr husam zomlot, head of the palestinian mission to the uk, told me his views on the partial Uk Arms suspension. Its a step in the right direction. Its partial. We wanted it to be comprehensive, in line with the Uk Government obligations and responsibilities under International Law and domestic law, which meant a full Arms Embargo. However, they took in a good step in the right direction to begin the process of the full implementation of International Law. The law is very clear. Israel is in breach of the very basic provision of International Law, and therefore all third parties, as per the ruling of the international court ofjustice, must seize immediately any substantial or even partial help in the arena of military, financial, political or legal. Otherwise, all these third parties would be complicit. So we will be working with the british government to build on this step towards a full Arms Embargo, towards sanctioning the illegal settlement and all institutions implicated in the illegal occupation. And we will build on this. So you said youre going to be working with the Uk Government. How will you be working with them to try and encourage them to suspend more Arms Sales . Through direct conversations. This morning i had a lengthy, productive conversation with the Foreign Minister for the middle east. And every day we have engagements, but also through the parliament, through the civil society, the various components of the british public. And you may have followed how much support we have now in the british Public Opinion that is manifested in the demonstrations and in the actions all over the country, hundreds of thousands of people, that has been consistent over the months, demanding an immediate and permanent ceasefire, demanding Arms Embargo, demanding sanctions and demanding recognition of the state of palestine. So we have the british people, now we need to translate that into the Decision Making Process with the government. Let me ask you this. I mean, the concern for you, of course, is the safety of palestinians In Gaza. Israel has said that this Arms Suspension will only embolden hamas. Well, israel says whatever it wants to say, but the fact is this arms partial embargo is 76 years overdue. Had we employed such measures long ago, israel would not have gone all the way to a genocidal aggression on gaza. And this is not what i say, only this is what the internationaljudicial system is saying now. And therefore. What we heard from Benjamin Netanyahu certainly antagonised him. He said its the uks decision is shameful and misguided. I guess the question is, does this make the idea of a ceasefire even harder to reach . In fact, if any hope we have is to create a leverage with netanyahu, because yesterday he stood there and he demolished any hope for a ceasefire, for exchange of hostages, for anything. He just stood there in a very delusional manner and gave all the red lines, which means he wants an open ended aggression. Therefore, the only way to rein in this unhinged netanyahu and what his army and settlers are doing right now in the West Bank, as per the report we just saw, the only way is sanctions. The only way is to stop giving him the tools that he commits all these War Crimes with. The only way is to make sure that he has the full force of International Law and international actors. Stay and international actors. With us here on Bbc News hello. Today has been a very mixed Affair Weather wise across the uk. Weve seen some spells of warm sunshine in place, but also some sharp showers. High pressure, this big area of High Pressure tantalisingly close to us in the atlantic, but not quite close enough to kill off these various frontal systems, these old weather fronts, if you like, just bringing Bands Of Clouds and bits and pieces of showery rain, some clear spells in between. Itll be quite misty and murky in places. Not as muggy as last night across the southeast Corner 1a in london, maybe dropping all the way to four in the highlands. So, as we head on into tomorrow, we will still have those old weather fronts bringing areas of cloud, some showers which will break out through the day, some heavy ones across eastern england. This cluster of heavy showers drifting southwards across scotland, but there will be one or two showers elsewhere, some spells of sunshine, too, and it will be quite a cool, fresh day compared with some weve had recently. 14 20 degrees covers things for most of us. Now, into thursday, this little Weather System here drops its way southwards and tends to combine with this broad area of low Pressure Spinning over continental europe, and that is going to bring some rain. In fact, could be quite a lot of rain that affects southern england, wales, the midlands as we go through the day on thursday. Further north, perhaps quite a lot of Cloud Feeding in, especially across eastern parts. Some spells of sunshine, particularly for Western Scotland and for northern ireland. Breezy, in fact quite blustery in the south, lighter winds further north and it will start to feel a bit more humid. That will continue into friday. Our low still swirling to the south, still bringing some outbreaks of rain, particularly across southern parts. But with the winds coming from the near continent where it has been very warm of late, it is going to feel really quite warm and humid as we end the week. So, friday looks like this outbreaks of rain, particularly across parts of southern england, the midlands, into wales further north. Areas of cloud, yes, but some spells of sunshine
