It accuses Cladding Manufacturers of Systematic Dishonesty. Here is our correspondent graham satchell. The inquiry says its makers knew it was, stubble, and were engaged in what it calls Systematic Dishonesty. The inquiry found faults with the companies that produced the insulation used in the refurbishment, saying both made misleading claims about their products. The web of companies and organisations that oversaw the refurbishment are also criticised, the architects, contractors and subcontractors all share responsibility, it says, in what the inquiry because an unedifying Merry Go Round of buckpassing. There had been previous warnings that cladding used on high rise blocks was dangerous. A fire in South London in 2009 killed six people. A decade earlier a fire swept through a Tower Block in north ayrshire. The inquiry says there were many opportunities to take action. When the Coalition Government came in, in 2010, ministers were told to cut Red Tape to free up business. The inquiry says this dominated thinking to such an extent that even matters affecting safety of life were ignored, delayed or disregarded. And so, lots of companies find themselves accused this morning, or this afternoon, in this report. The main one that i think well get a lot of Chatter And Discussion is the company that made the cladding used for the outside of the building, it was the main source of the fire spreading. They still deny this lunchtime that they sold an unsafe product. They say that what made it unsafe was the way it was used in the refurbishment at grenfell and other projects. The company which made the insulation also has a similar position, saying that decisions about the design, Construction And Selection of materials were made by Construction Industry professionals. Kingspan, which made a small amount of the insulation on the Grenfell Tower, said that it had made all sorts of changes to its business because of historical failings changes to its business because of historicalfailings in changes to its business because of historical failings in the changes to its business because of historicalfailings in the past. We have had a response from the London Fibre gay, who say that they have revamped their procedures over the years since grenfell and that that has saved hundreds of lives. And the police, as graham said in his report, there will not be prosecutions in this case for some time, that is because the police took a decision at the beginning of this case to delay prosecutions while the inquiry did its work. It is a highly complicated process, there is lots of detailed evidence that comes out of it, and the police say, we need 12 18 months from Now to consider what we do next. But the police say, we will be as thorough and diligent in our investigation, while moving as swiftly as possible. This will lead to the strongest possible evidence being presented to the crown prosecution service, the police say, we own it to those that died and all of those affected by the tragedy. I have been talking to many of the people who have been directly affected by this fire. They say, this is what we expected. We have sat through those hearings, we have sat through those hearings, we have heard this evidence, we kNow a lot of what is in this report. But they are pleased, i think, they feel it is hard hitting, they Now wait forjustice, that has always been the thing that they wanted most of all. Just a final thought about The Tower itself, there is a Memorial Commission which is looking at what the future of that building and that piece of land might be. Ben, among the litany of criticism that you were just hearing Tom Talk about, there is some really significant and considerable criticism of how successive governments failed in their duties when it came to fire safety. The report talks about, from the mid 90s, missed opportunities to identify risks and to act on them, significant criticism in particular of what used to be the department for communities and local government, saying it was badly run, that its attitude was complacent and defensive, in particular, there was also criticism of the Coalition Government under david cameron, for its deregulation agenda. It saw, this report says, Red Tape as a bad thing, and that dominated thinking, to the extent that safety was sometimes disregarded. The Prime Minister this lunchtime has been speaking to mps about the report, about what the government will do next, saying that he was promising the victims of the grenfell fire justice, and issuing this apology. It should never have happened. The country it should never have happened. The country failed to discharge its most fundamental duty, to protect you and your loved fundamental duty, to protect you and your Loved Ones. The people that we are here your Loved Ones. When Doctor Raymond was asked byjeremy Kyles Barrister why he hadnt included in the letter the fact Steve Dymond had a long history of depression, he taken at least four drug overdoses, been suicidal a few weeks earlier, Doctor Raymond said he accepted what Steve Dymond had told him that he was no longer depressed, not taking any medication, and he was happy because he was back with his partner. The inquiry found that the manufacturers of the cladding products were the by far the largest contributor to the fire, and that they had engaged in Systematic Dishonesty over safety. Successive governments missed opportunities to address the risks posed by Flammable Cladding culminating in Decades Of Failure. The London Fire brigade lacked training and a strategy to evacuate the building. What do you think should happen to The TowerNow . Well, i think it should stay up. It needs to be a symbol. It needs to be a symbol of hope. It needs to be an educational element to it. And i think if you knock it down, its out of sight, out of mind. And all those organisations that were involved will be getting away with it. Seven years on very tired, very worn out. I wouldnt say im coping. Im fighting, struggling. I lost my mother, my sister, my Brother In Law and three nieces. Six members of my family. Erm. Nabil was living in East London when the fire broke out. He met his brother at the base of Grenfell Tower as the horror unfolded. We were going round and round, trying to look for ways of rescuing our families. Theyre some of the regrets that you have to live with. Shortly after the fire, nabil co founded the Grenfell Tower trust. We set this up to have the voices of the next of kin, Bereaved Familiesm heard because it wasnt being heard. Helping other families dealing with their problems is easier than having to deal with my problems and my family problems. What do you think should happen to The TowerNow . The say. The number of people complaining about financial scams has hit a record high this year. New rules offering better protectiOn And quicker Compensation Payments are due to be introduced. Ben boulos has the details. Right Now, if you fall victim to a scam, you could get almost all your money reimbursed, or almost none of it, depending on who you bank with. So the regulators introducing New Rules to make things more consistent. And figures just released show how common financial fraud scams have become. The financial services ombudsman, which settles disputes between firms and customers, received a Record Number of complaints about such scams. More than 8,700 were made between april and june. Thats 2,500 more than a year earlier, and its the highest number in any three month period. The watchdog says its receiving and resolving around 500 scam cases every week. More than half of the complaints were from people whod fallen foul of so called authorised Push Payment or app scams. Thats where people are tricked into making an online payment to a fraudster pretending to be a business, for example. The ombudsman says its disappointing to see complaints increasing, while the body representing Uk Banks says they are doing what they can to help customers. There are lots of different ways in which these frauds take place. I would say its really important that we all treat our personal information in the way that we would our keys to our house and afford them that level of protection. Theres quite a lot of advice that we give to people through our take five to stop fraud campaign, and id encourage everybody to look at that, which contains good advice about keeping yourself safe. But it really comes down to buying yourself some time to stop and think. And as i say, protecting your personal information in the way that you would protect your house keys. New rules come into force next month on how much and how quickly financial firms have to compensate fraud victims. So if you end up falling for a scam, you should be less likely to be left out of pocket. And this low pressure is whats kNown as a Cut Off low, sitting across the South West and linger for quite some time, so thursday, friday, possibly into the weekend. We will see heavy bursts of rain moving up from that Year Continent from time to time in some areas as much is that inch in an hour. A north easterly Breeze Driving and more cloud across eastern england, so west will certainly be best, so Western Scotland, Northern Ireland, sunny spells and pleasant. Temperatures will be a few degrees up. Likely to see highs into the low 20s potentially, but underneath the cloud and the rain and with that brisk north easterly wind, it will feel a little bit more autumnal, around 16 18. That rain still there as we go through friday. Interestingly enough, the Wind Direction comes from the east and drags in some warm air. There will be a lot of sunshine anywhere north of the Weather Front and it will turn increasingly humid so temperatures are going to start to respond anywhere from the midlands, north wales and up into scotland and Northern Ireland, we could see temperatures in Western Scotland peaking at 25 on friday.
