They want to go to france, they want to go to germany, they want to go to these countries where they came from. That is their home. The u. S. Is not their home. It is not fair we are holding these people and that other countries are not taking them because we are bearing the cost. I think nato should be expanded and we should include the middle east, absolutely. We paper a big percent of nato. We pay for a big percent of nato. If you speak to the secretarygeneral, who is doing a terrific job, he will tell you i raised 130 billion more. It was going down from past administrations every single year. It was down to a low number. I came in and said you have to pay, we are protecting you, we are a part of this. We do not want to be the fools like we have been. We raised 130 million. We had a meeting with the countries. I said you have to pay. I can imagine they do not like me as much as obama and other people. More. E 130 billion my biggest fan in the world is secretarygeneral stoltenberg because he cannot believe it. Now he Just Announced 530 billion under my watch. We are in great shape with that situation. I think nato should be helping us with the middle east. Having an flavor is good. Plus we have a deal signed with many of the countries. The economic deal with iran. I have said that i think the scope of nato should be increased and they should be looking for isis. We will help. Right now the burden is on us and that has not been fair. We have done a great job with isis. Three years ago isis was all over the place. It was a disaster. Now isis 100 of the caliphate is gone. 100 . We have tens of thousands of prisoners in prison. They should be taken and europe should be helping with that burden. I like the idea of nato expanding their views. Since the environment is something we are talking about today, what is your position on Global Warming . You think it is a hoax . Pres. Trump nothing is a hoax about that. I want clean air and clean water. The environment is very important to me. Somebody wrote a book that i am an inventor i am an environmentalist. I would like to get it. I have it in the other office. I will bring it to my next News Conference. I am sure you will be thrilled. I am sure you will report all about it. I am a big believer in that word, the environment. I want clean air and clean water. I also want jobs. I do not want to close our industry because somebody said you have to go with wind or you have to go with Something Else that is not going to have the capacity to do what we have to do. We have the best employment numbers we have ever had, we have the best on employment numbers we have ever had. That is important. One more. What has the impact been on your reelection . Pres. Trump i have not thought about it. I spent a lot on the first one. That came out to be successful. I have not thought about it. Because of the impeachment hoax, we are taking in numbers nobody ever expected. You saw the kind of numbers we are reporting. We are blowing everybody away. Nobody has ever taken in the money we are taking from the public. It is good because that is an investment. They are making an investment. It is better than the big donors. We are taking in numbers nobody has seen before, frankly. It is a great thing. You are saying you would not take donor money pres. The president saying those sanctions have already been implemented and treasury secretary mnuchin will announce them sometime in the next 24 hours. The president saying those sanctions are coupled with sanctions already in place. He mentioned nato. The president praising the head of nate no of nato as a relates to him trying to build an International Coalition to help take some of the geopolitical pressure off the United States and spread it around the u. S. Allies in nato, including european allies, worst update department where a Top State Department official is headed. The president making comments regarding the u. K. In flight that was shot down according to cbs news by tehran. The president speculating openly about how he feels that flight has gone down. He says it was flying in a dangerous neighborhood. It is further adding to the intrigue about that particular flight. He didthe president said not believe it was not mechanical failure. He did not want to go into why. It is quite a turnaround with stoltenberg. The president had some things to say which i think will be controversial, saying that the speaker of the house has defended general soleimani. I suspect that will not go down well. Kevin i do not think so either. When ive been talking about democrats, i have not found one democrat who suggested soleimani was a good actor. At utah senator mike lee, a member of his own party. Mike lee joining rand paul, both of them have been critical of the president in terms of how he has bypassed congress for his military approach. The president saying the information those senators wanted is up to the military to release. He also suggested that maybe he would be willing or the military might be willing to share that information oneonone with those lawmakers. I was struck by President Trump saying i have never seen him like this, referring to senator mike lee. Ive never heard to the president referred to a key ally in that regard. This legislation is making its way through the house and senate is not going to ever become law because of the republicancontrolled senate. David on the other site, senator mike lee saying he had never seen a briefing like that great he thought it was ridiculous. He was very outspoken. Now we go to shawn donnan in washington on trade issues. The president also talked about trade, the phase i deal that is supposed to be signed next week. Also saying phase two negotiations should start immediately. What are we looking forward to . Finallyhe chinese confirming what the president tweeted last week that they will be here in washington january 15 to sign that agreement. The vice premier coming over. The president today saying that was a significant percentage of the overall deal. This is a deal that leaves out a lot of the harder issues that the administration initially was hoping to tackle in this negotiation with china. It does include a lot of farm purchases and other purchases of american exports. What is interesting about what the president said about phase two is that while he said negotiations would not start right away, he did not think of phase two deal would come until after the november election, as recently as a few weeks ago he was saying he thought he might be heading on a plane to china later this year to close of phase two. A lot of questions about what comes next. David on the one hand, expect this to start right away. At the same time, we still do not know what is in the 86 pages of the phase one, do we . Then we know administration has briefed out the outlines. We know there are commitments on intellectual property. There will be lines on currency. We know there is a big commitment on purchases. The administration is starting to we are told folks on capitol hill are starting to have a look at it in secure areas. We should see it released a week from now after the signing. We will all be diving into that to see how much substance there is. Willmportant point is china live up to its promises will they ever have a phase two agreement . Two big questions. I have served in a war where a lot of missiles were fired at people. It is too soon to say. We need to collect evidence and let us do our homework and find out what happened. We are hearing some senators saying it is high time you get going. People saying lets send them over. Do you think it is time for her to send them over . Sen. Carper the framers of our constitution came up with an impeachment process that mirrors what goes on in criminal proceedings outside of washington, d. C. The way criminal justice worked, you have an attorney general and a prosecutor who gathers evidence, who leads a grand jury , the grand jury indicts or they do not indict. The congress has a very similar situation. The grand jury is the house of representatives. The impeachment indictment in the grand jury, then we have a jury trial. The idea to say the house can gather information from witnesses, in some cases under oath, but then when there is actually a jury trial, we cannot have any more information. That is crazy. God bless nancy pelosi. She has held to her guns. Until we have the ability to call relevant witnesses, were just asking for four people that have relevant information. President trump was talking about revisions to National Environmental policy act. Give us your take on those revisions. Are they prudent because i understand it would make it possible to move forward more quickly on certain infrastructure projects. Sen. Carper i am the senior democrat on the committee that works on roads and bridges. About every five year we passed Major Service transportation legislation. The past decade we have passed 60 provisions designed to and make itement easier to build roads, highways, and bridges. Most of those provisions have not been implemented, have not been funded, and are not being done. Changing thearound bedrock environmental law in our country, we need to be careful. David i saw some good news. Reports Greenhouse Gas emissions in the United States declined 2. 1 last year, largely because of the removal of coal as a source of electricity. Are we making progress . Sen. Carper the good news is with respect to property missions from coal plants, coal plants are greatly diminished. Down almost 20 . That is why the overall emission picture is down 2 . Mostly attribute it to call fire utility plants going away to coal fire utility plants going away. The biggest question to Carbon Emissions are the vehicles we drive. We need a 50 state deal that ratchets back the omissions beginning in 2021 through 2025. Not in a way that cripples the auto companies, but in a thoughtful, reasonable way. Unfortunately this administration is not interested in going there. If we are going to make serious progress, we need to make a lot more progress in the near term. We heard President Trump at the News Conference a few minutes ago before the story broke, saying he had his doubts about the theory it could not really. Have been a mechanical failure. He pointed out that it was in a rough neighborhood. On the night the plane went down, for whatever reason, that was some of the most heavily watched airspace anywhere in the world given the attack and the u. S. Technology to detect it. It would be an enormous coincidence if on the night of a strike like that, a plane happened to go down for mechanical failure. We are looking for more reporting on this but that seems to be the belief among u. S. Officials. David as i understand, there were surface to surface missiles fired at two bases in iraq. They were not serviced to air missiles, so is it a surface missal that could take down an aircraft accidentally . Bill the thinking so far is it would be a surface to air missile and that the Iranian Defense mechanisms wouldve been turned on in case the u. S. Somehow launched a response to the iranian attack on the Airbase Center in iraq. This presumably would have been a precautionary measure by the iranians that could have misfired. This is a lot of speculation. All we know at this point is a lot of u. S. Officials think a missal was more likely explanation. David a lot more than nine you, thank you, bill faries. Lets turn from iran to trade as we get more details on a u. S. China trade deal signing. That announced earlier they would travel to washington to sign an agreement next week to read President Trump said in the past hour that negotiations on phase two of the deal will start right away. Here with more and what to expect is Libby Cantrill, head of policy at pimco. A lot going on but lets start with phase one. It appears they will not sign it the way they said they would. How much do we know . I am overly obsessed with the pages and what is in the pages. Libby presumably we will get more details next week. What we do know, and a big focus for the president were agricultural purchases which make up to 40 billion dollars of purchases to the United States to benefit a big constituency for him, the farmers. The math will be hard. David they have never hit that level. Libby our commodity trader say the same thing. That is worth watching. In exchange, we are providing a little relief on tariffs from the 15 rate on 110 billion of goods to 7. 5 . Still, phase one will still be on 365 billion of imports. That is important from an economic and markets perspective to remember. This is by no means a settlement. This is a reprieve. Arguably, a fragile one. David which phrases of the question in my mind. The president said he will negotiate phase two right away, but it may be after the election before it is done. Do we have to wait for the rest of the tariffs to be relieved until after the final deal or could this be ratcheted back in the meantime . Libby i think that is what the chinese want. I think the chinese certainly are hoping the white house will provide some more tariff relief as the negotiations continue. Im not sure if we are optimistic about that. I think the timing around phase two, just given these u. S. Government and chinese officials have been working on this for two years now, so i think morale is relatively low. I think they are exhausted, and we are not optimistic to see a phase deal before the election, if ever. Phase two will presumably address the big structural sticking points that the chinese have been reluctant to concede on. Im not sure the calculus around those have changed. David lets talk about the other trade deal mentioned in remarks today that is apparently being held up because of the impeachment in the senate, which puts pressure on nancy pelosi. Nancy pelosi came out today and said she is going to send them over soon. This is what she said. Not holdingm indefinitely. When imnd them over ready, and that will probably be soon. We want to see what theyre willing to do and the manner in which they are going to do it. David so when im ready, and fairly soon and she wants to see what they will do. Mitch mcconnell says we will wait until we start the trial and then decide. Libby sort of clear as mud, right . She is getting pressure from Senate Democrats to expedite the process because, as you know, in five of the 14 remaining Democratic Candidates running for the democratic nomination are in the senate and they want to be in iowa, new hampshire, and South Carolina campaigning. They do not want to be sitting in the senate for a trial for the president , which presumably would leave to acquittal lead to acquittal. I think democrats want to see this through. David lets spend a minute on the Democratic Candidates because of pull out of ohio said it was a three way tie. It is apoll says four way tie. And meanwhile, they are raking in money like i cant believe. Libby their q4 preliminary numbers look really good. For anyone who has counted Bernie Sanders out after his heart attack in october, that was misplaced. The thing that is interesting, nerd, and from a policy perspective, this is exciting because this increases the chances we may not actually know the front runner. We may not have a front runner by the time we go to the convention in july. They said that before in previous elections. Because this is a fourway tie and because candidates are raising so much money and because bloomberg has indefinite resources, presumably this could last a while. Interestingly, by march 17, from a markets perspective, 70 of the pledged delegates will be allocated. So we dont have a clear if we dont have a clear frontrunner by then. David does this make it difficult for joe biden because his plan is to get out in front, stay in front, and be the favorite and it looks like it might not happen now . Credit, he has been more durable than people thought, especially after lackluster appearances and performances in the debates. Sure, is this against his plan . But you have to look at the point that he has been the lead frontrunner consistently, and it does not look like it is changing. David i was great to have you. Give us a sense of a reaction to the news because initially when the airliner crashed, iran said it was a chemical failure but now it appears to be perhaps Iranian Defense missiles that shot it down, so it is that due to the resume int tehran . Kailey it could be damaged dr. Leverett it could be damaging. There was an airliner shot down and that was seen as significant in the iranian narrative of it suffering, so if they have now shot down a civilian airliner, it would be damaging and particular to talk to their people about the suffering and their history, but i would not rush to judgment here. There is a lot going on and it shows incredibly the high nature of risk in the region that is not about by the high u. S. Iran tension. David what is the process by which we might find out the answer to the question . As i understood it, the united state said maybe they could not provide assistance because of sanctions, so who will provide the answer . Dr. Leverett iran has a sophisticated apparatus that deals with Airline Safety and they have had to build up one indigenously because of u. S. Sanctions and the United States airlinentially blocked and in working directly with the United States. Iranians will try to work on this themselves and they will elicit support and cooperation of not only ukraine but other countries nearby and probably even the russians for they turned to the United States. Dr. Leverett there is a third part david there was a third party involved and that is canada because canada had a lot of citizens on the plane and they may have something to say about who will look at this. Dr. Leverett they will certainly want to have something to say, but this is where the iranians get very defensive. They want to have control over decisions taken in and about their own territory, so i think they will first and foremost try to reach out to those who be seen as more aligned with iranian interest, and particularly the russians who have experience in the area. David yesterday, we heard President Trump say that he believes iran is standing down, their term he used, and do you read it the same way . If so, how do they do that . Dr. Leverett i dont read it the same way. I think it is wishful thinking. For right now, i think President Trump has gotten lucky and he should enjoy this time. I negotiated with the iranian since 9 11 and i came to know the current iranian crime minister Prime Minister well during the negotiation. For the past nearly 20 years in various track two diplomatic efforts to resolve differences between the u. S. And iran. This is the most acrimonious time i have seen in more than 20 years. Even someone like this foreign minister would look for a diplomatic path forward and always looks to negotiate but he is not doing that now. He faces the possibility of real negotiations with the United States have all but collapsed. We are in for the next six months if not year until the elections in the United States of a slow boil of tension between the u. S. And iran that could implode in some unpredictable way. That . Can iran afford what is going on with the sanctions in place and their economy . Dr. Leverett in part, because of that, they cannot afford the status quo. That is what many people dont understand. The sanctions have been debilitating in iran. Since may 2018, when trump pulled the United States out of the Iranian Nuclear deal, iranians across the political board have coalesced around the idea that the status quo is not sustainable. So we have seen an increased range of provocations from iran. This was not the first one that culminated with the killing of general soleimani. Likely behindould the september 14 attack on the saudi oil overland infrastructure in saudi arabia. The iranians were responsible for shooting down the american drone at the end of june, so it has been seen as unsustainable and i think iranians will continue to try and push until they achieve their goal, which is the explosion of u. S. Troops from the region and perhaps even bringing down President Trump as they brought down president carter in 1980. David that is bringing down President Trump but what about iran . Gime in before the attack on general soleimani, there were demonstrations, ports and iran that may be thousands were killed, so how solid is the at . Dr. Leverett the killing of general soleimani has brought about political consolidation within iran and even in the region of iran, there were not only divisions within iran but iraq. There were antiiran sentiments exploding into the headlines in iraq but today it is consolidated. There was a rally around the fact that we have seen millions turning out in iran to commemorate or mourn the death of general soleimani and in iraq, as well, to not only mourn the death of general soleimani but the iraqi fighters killed in the hit. We are seeing political consolidation backfire in terms of what president wanted with more support for the government in iran and inside iraq, as well. David Hillary Mann Leverett will be staying with us. President trump today he still wants negotiations but we will talk to dr. Leverett if that is really possible. Iranians now do not trust the words of President Trump or the u. S. Government. It is not even so much the killing of general soleimani but trumps aggregation of the Iran Nuclear Deal negotiated by president obama. If trump could not a prior agreement to the u. S. Government, why should iran trust President Trump . The only way i potentially see forward is if there was action and not just words but action. The two areas that iranians are looking for are the lifting of u. S. Sanctions and the second is the removal of u. S. Troops from the region. Very far off,m there are potentially two doors that could open slightly in each area. Theis over the crash of ukrainian airliner. If the United States to lift sanctions enough to allow boeing to go in to work with iran to deal with this crash and even to expand that relationship a bit, that is possibly a small door that could go forward. The other seems a bit unlikely, but it has been opened by President Trump, is the removal of u. S. Troops. President trump has long wanted to remove u. S. Troops from the middle east and campaigned on it in 2016, and it looked like it would be a major talking point this year and his campaign. What he is saying today is he would rather nato troops be in the middle east and u. S. Troops. Iran is not so interested in nato troops, but if they could get the president to move from the idea of removing u. S. Troops and replacing them with nato troops could just removing u. S. Troops, at least there is a path. While both seem unlikely and a bit odd, i have dealt with iranians for nearly 20 years and there foreign minister. He has a phd in International Law from an american university. He understands the american dynamic, the politic, the rhetoric and vernacular here, and perhaps he can see a way to work. With that it is work with that. That is the only way i see. David dr. Hillary Mann Leverett of stratega. One of the options President Trump talked about is jcpoa 2. 0 and get iran back to the negotiating table to have a new approach to uncover things he is concerned about im perhaps get a relief of sanctions that way. Brookings institute said about this idea. There is the prospect in syria but im not sure the Trump Administration can be the one to do it because they lost credibility as a multilateral player on this issue. David what about it, maybe the United States not taking the lead but could we get germany or u. K.
