Lets start with your district and its relationship, if any, to the stimulus we keep hearing about. How important is it to your constituents . Rep. Houlahan i think it is remarkably important to our constituents. I am just west of the city of philadelphia and we are not dissimilar from the rest of the commonwealth and the country and that weve been struggling under the weight of covid come in proverbial saying is true winter is coming. Our community is very concerned and very much needs our government to get along and respond with another round of stimulus now. Guy we talk david we talked to nancy pelosi, and she was surprisingly positive. It is not done yet, but she was quite hopeful. Are you . Hopefullahan i am also of the indications and signals i see out of washington through both leadership of the house and the senate and the administration. Certainly we have a lot of time left before the weekend, which seems to be the next deadline. I am very hopeful that cooler heads will prevail and we will get to an agreement. David one of the things we have heard from people in pennsylvania is how important the suburbs are, in particular around philadelphia. You are west of philadelphia. You have some of the suburbs. Four years ago they helped President Trump eke out a victory in pennsylvania. Rep. Houlahan exactly. Women, white women in particular did vote for President Trump our area. Now it is looking like in our area and other parts of the country that voting block, as well as all women, are swinging towards joe biden. That i believe is largely because we are exhausted. We have had four years of been erratic presidency and we have gotten as a result we are hunkered down in our homes with covid. Primarily women have been energized since 2016 and it to remain energized throughout the last four years and we continue to be participating in the democracy, and i am hopeful in another 13 days we will have a different result in a different administration. David i am sure there is a range of issues that drives people. Lets pick up on one you just identified. How the covid19 crisis has been handled. What is the consensus in your district about how President Trump has handled it and how i President Biden might differ . Rep. Houlahan our area is a pretty sophisticated voter. We are very well educated and fairly wellinformed and we believe in science, and this administration has not led by that and has not led with the science. We need to be addressing this disease. That is the first line of attack , because none of us will feel safe going back into our schools or businesses or being customers until that. That hasbeen something been absent from this administration, and i very much believe a Joe Biden Administration will lead from that first, following the science and making sure we have a National Testing strategy and the National Response plan to this disease, so the other things like covid stimulus are not as necessary. David President Trump became president largely on an economic message, we will have growth, we will add jobs. The economy was doing well for the first three years of his administration. He now says that is the only thing that threw him off. Did your constituents feel the economy was doing well before the pandemic hit . Rep. Houlahan largely our community was doing well superficial sleigh. We had a very low unemployment rate, but that, as you can see with the covid response, was just superficial. Many of us did not have deep savings. Many of us did not have savings in the stock market. Although we were well employed, we were not necessarily secure. I think one of the most important things government can do in this administration can do is take care of citizenry. A strongt caveat economy by saying except for the pandemic that killed us all. That is the narrative this president is trying to get us to buy into. David part of the narrative is i did it once, i can do it again. Are people in your district, did they tend to accept that, do they trust President Trump more than vice President Biden with the economy . Rep. Houlahan i do not believe so. I believe the data says our community is split equally on the issue of the economy. Certainly we had to put our trust in this administration, and although they delivered an economy that was useful for some , it was not as we mentioned useful for everyone. Some of this administration has not done anything on living wage or raising the minimum wage or equal pay for equal work, or any of those kinds of things that will allow all of us to be successful in the economy and not just the most successful among us. David i want to ask you about the military because you serve on the House Armed Forces committee. Theres been some backandforth about what President Trumps relationship is with the military. Some say he has problems with the top but not the rankandfile. Part of your oversight is the military. What is your impression . Rep. Houlahan i am also a veteran and my dad and my grandfather served for careers in the military. I have several activeduty cousins. Categorize all activeduty members or veterans, but i can say the joe biden platform, the joe biden approach is much more aligned with how i and my family perceive the role of the military and our leadership, which is to be gashed to put country over party, to put country over self, and i believe this administration and this leader, does not domp that. He has maligned goldstar families. He has called us foolish and stupid for having served. He did not serve. That is not the example we would like to see in our leadership. The democratic platform is also something that talks about putting country over self and leaving no man behind, and this is certainly where we need to be right now, particularly in this pandemic situation. Our adversaries are not letting down, and neither are we. We are keeping our forces ready, we are keeping them rotating in europe just as they have been, and we are training, we are doing our mission in afghanistan and iraq, and we are not letting up one bit. David i am glad you raised that , because some of us lose track of it. What is the nato role in afghanistan and iraq right now . Amb. Hutchison let me say, in afghanistan, this is in response to our 9 11 attack. Nato, for the first and only time, has invoked article five, which says if one of us is attacked, we are all attacked. Our nato allies are with us in afghanistan to keep terrorism from building up and being exported to our countries ever again. There, we are supporting the Afghan People who are now meeting with the taliban to try to come to terms for a Peace Agreement that would make a stable government in afghanistan, that would be supported by the people, that would protect the human rights and the rights of women, that would be able to settle afghanistan and assure terrorist groups cannot build again, and that is the nato mission along with the United States right now in afghanistan. We are supporting the afghan Peace Process in the hopes that at some point we will be able to leave afghanistan and they will be able to fully function on their own. As you talk about the response to the pandemic operations, all of this costs money. Tells about the budget for nato and the contributions of the various parties. That has been a hot issue in the United States and nato for a wild. For a while. Amb. Hutchison all of us are trying to hold up the commitment we have made to spent 2 of our Gross Domestic Product on defense. 10 of our countries have stepped up and are meeting the 2 goal, and we are going in the right direction to increase that as we move forward. We cannot be a legitimate deterrent alliance for any adversary that might think they can attack or take over sovereign territory or any of our allies. Security,nding up for not to let down on defense spending because we do not want to let our adversaries think we are lessening our resolve on the defense and security side. Our Defense Budgets are continuing to increase because let me make a second point about that. We are holding our defenses for deterrent capabilities. The other thing we are doing in defense spending it has been so helpful in this covid crisis, it is the military management that has come to the fore to help in this domestic crisis. The military training, setting up hospitals, delivering goods, setting up capabilities for help for the medical community that is fighting so hard to beat this virus and all the people who are affected, our military spending has been an asset for our domestic needs. We are continuing to push our allies to increase the spending on defense and that is also being used for our joint efforts to help our allies that are suffering from a second wave of covid. David as the nato defense ministers meet, there is a hotspot. Not in nato but adjoining it. I wonder how that will be addressed at this meeting. You have the conflict between azerbaijan and armenia that turkey has become involved in. Nato conflicts within between france and turkey the president of armenia is asking to address the nato defense ministers. How will you address that sensitive issue . Amb. Hutchison it is sensitive, just as you said. Get involved in other conflicts or draw hasntion with other allies certainly become something we have tried to avoid. I will say in the situation between armenia and azerbaijan, it has been very difficult because they are both partners of nato. As you know we have 30 allies, but we have 40 partners that speak with one voice with us for security measures. Azerbaijan ared partners with nato. We do not want to take sides. We are urging both sides to have thease fire and to go to minsk group to settle the underlying issues. The reason the fight is happening is because of a 30 year dispute about the borders of azerbaijan, within which is a very large armenian population. War happened after the cold and the breakup of the soviet drawn,and the lines were and it has been a simmering conflict for a long time. If we can settle the issues of sovereign rights and dealing with this very large armenian population within azerbaijans territory, that is what will settle these tensions. What we are trying to do at nato is say this conflict cannot be settled with conflict like war, or arms, or killing people. It is going to have to be settled with the minsk group. The minsk group is cochaired by the u. S. , russia, and france. We are calling on both armenia and azerbaijan to come to the table and top with these three cochairs or add new cochairs if they want. Tom Governor Newsom made the determination that for us to get the robust the robust recovery we want, we have to get the virus under control. There are protocols and rules about all the different businesses and industries in terms of when you get to open a restaurant and when you get to open a gymnasium and when you get to open a school and when you get to open a theme park . Governor newsom has stuck to his guns and insisted that we keep californians safe, and those numbers are very much reflected in the health and safety of californians and how we have protected them.
