After he withdrew his challenges, the members of the county election board who act as both the Chester County Elections Commission and the Board of Canvassers certified 16 ballots that had been challenged by Chester City Council candidate Ken Lebbon.
The board met on Thursday to hear evidence on why those ballots should be disqualified, as well as a challenge by Chester City Councilmember elect Robbie King against the ballot of candidate Dana Peay. The statute required that the burden of proof as to whether the electors on the challenged ballots are qualified falls on the challenger.
Lebbon read a statement to the board regarding his challenges.
