The General Assembly has before it a draft resolution issued as 0 l22. Nt a 3s 1 i now give the floor to the things represented of yemen to introduced draft resolution a es 10 l22. Translator we give our sincere appreciation to you for holding the 10th Emergency Special session of the United Nations General Assembly in light of the sensitive circumstances that our region is experiencing and would constitute a threat to International Peace and security. In accordance with resolution , the Arab League Session inraordinary cairo on the ninth of december, 2017. And the extraordinary in istanbulsession on december 2017. Sincere gratitude to all the supporthere for their for holding this emergency session, which is aligned with the position on the question of palestine. Mr. President , we express our regret over the fact that the United States of america exercised the veto against the draft resolution submitted by the egyptian arab republic at the Security Council on behalf that was aimed to protect the city of jerusalem should it attempt to change any of its legal and historical position that is entrenched. Also the approach adopted by the United States to confront and to run counter to 14 votes in the Security Council which are representative of international concessions and then mostly concessions unanimously on the principles of International Law and the resolution government. The position taken by the United States is considered null and void and has no legal consequence that would change the status of occupied jerusalem, which is considered a latent pilot of the rights of the Palestinian People and the arab nation and all muslims and christians of the world. A dangerousered violation in breach of International Law, which stipulates an inadmissibility of forceful annexation of land and is a serious threat to the security of the region and the world, not to mention the fact that it undermines any chance for a resolution of the solut situation. Muchl continues to be occupied of the land that how signed, and palestine does not have the right to exercise its sovereignty, including East Jerusalem. Including all states, the United States of america, to not recognize any measures and any steps that run counter to that, and we ask that they refrain from the establishment of in the holy city pursuant to Security Council resolutions that have been endorsed by the u. S. Representative on this question, which has remained over many decades. We condemn all policies all israeli policies that are illegal in the aim to end next annex East Jerusalem and change its arab identity construction. We reject all attempts to change its historic and legal status of islamic and christian holy sites, including and we appreciate the role that is being played by the kingdom of protectionffering and the confronting all of these illegal attempts and of the garden in of the holy sites in the city. The that is being made by the committee which is led by the kingdom. We also salute the of the Palestinian People whose people will defend their land and their culture in the face of oppression and of aggression, and in case of anyone trying to deny there exist theyre great to exist in a holy arab system, mr. President , the only annexation of arab territories including Palestinian Land is the source of all tension in the region. No securitye without finding solutions that would do justice to the palestinians and will give them their rights and freedom and dignity and independence of a palestinian state that would have East Jerusalem as its capital on the basis of a solution that was attempted at peace, which included a Peace Initiative that continues to stand since 2002 that stands for the just asus of a solution that has been agreed on by the International Community, including the Security Council. And as chair of the air group this month, and in partnership with turkey, as the chair of the islamic side, present the General Assembly with a draft resolution on the status of the city of jerusalem under the tight it united title united for peace. This draft estimates that any decisions and actions which purport to alter the character of the holy city of jerusalem has no legal effect and is null and void completely and must the rescinded in compliance with her resolutions with the resolutions of the Security Council. Regard, call on all states to refrain from the status front of injures, pursuant to resolution number 478 of 1980. Moreover, it demands that all states that comply with the resolution regarding the holy city of jerusalem and not recognize any measures contrary to these resolutions. It reiterates its call for the reversal of the negative trends on the ground that are in solutionhat twostate and for the intensification and acceleration of efforts and support aimed at achieving without delay a comprehensive, just, and lasting peace in the middle east. On the basis of the relevant United Nations resolutions, including the principle of land for peace, the initiatives, and a quartet roadmap, and that ends with the Israeli Occupation that began in 1967. Mr. President , i would like to take this opportunity to express our sincere gratitude for the initiated by the republic of egypt in its delegation the arab to the Security Council and tabling the resolution of the council as well as bolstering support for Member States that have voted in favor of the draft resolution, and we celebrate their positions. We would like to express our thanks to the delegations have joined in the sponsorship of the draft resolution for supporting the principles, which is a reflection of their positions on the rule of law and the just cause of how sign. We call upon on all peaceloving up for theo stand rule of law. We ask them to support this just resolution to vote for rights come to vote for peace, to vote for stability in the middle east and the entire world. I thank you. I think the representative of yemen. I now give the floor to the observer of the state of palestine, minister for Foreign Affairs. Translator mr. President of the General Assembly, your excellencies, ladies and gentlemen, we have asked we have called for holding this 10th Emergency Special session of the General Assembly in order to make heard the voice of the International Community, which has been am by the eye the reactions of peac people throughout the world. The obvious majority was experienced in the Security Council where a vote was conducted on a draft resolution that confirmed the legal and political and historical status of and the fact that any attempts to change the status would be novel, but to thank the arab group and the Member States for calling for this emergency session after the use obstructed the Security Council and made it impossible for it to do its 14y, despite the fact that Member States of the council supported the draft resolution tabled by egypt and which we thank is for. Has theral assembly now right to undertake the and thisty and session comes after decisions made by the arab council in guardian the it is also pursuant to the session of the oic in istanbul. [indiscernible] the dangerousness of the u. S. Decision for peace and security in the region and on an international level. Anyeet today not because of animosity towards the United States of america, but because of this decision which on theutes an aggression general and natural rights of the Palestinian People to the nation and the arab and all the muslims and christians of the world. An aggression on the status of jerusalem, its religious and humanitarian will not impact the status and position of the holy city in any way whatsoever. Rather, it naturally affects the status of the United States as a mediator of peace. Failed in the theft of jerusalem despite our warning and the warnings of the entire world not to take the steps seriously and our warnings of the danger of taking any position and 80 decisions that would inflame and contribute towards transferring this solution, a political solution that can be solved, to a religious war that has no boundaries. Serve . Es this decision the Israeli Government in implementing its colonial plan. It serves the powers of extremism and terrorism in the world. Who could imagine that there would be any credibility to any peace plan where jerusalem is excluded . Is there any voice that supports encourages an ability that has supported this decision . Has this decision been described not to mention the christian and Islamic Religious establishments and authorities throughout the world . Does not the United States wonder why it stands isolated in this position, which is being rejected by everyone near and our closest, even ally could not turn a blind eye to this decision . The answer is clear. Of it is the path of the prophet, it is the gateway to heaven, is the third of the holy it cannot be misrepresented. It cannot be fortified. It will not fault any domination. It is a key to war. In thehe key to peace middle east and the entire world. Therefore, International Law reaches a consensus. All states careful respecting the special status of jerusalem and the historic status of the holy sites, including today, the United States once again misses an opportunity to go back an illegal and provocative decision. It is an opportunity to join the International Community. However, its decision to ignore the dangerous custom and and the call of the International Community, to respect the laws of which govern our world and which prevent the escalation of a conflict has offered a framework of reference for a just, peaceful solution. Mr. President , the state of palestine respects the sovereignty of states so long as this sovereignty is in line with International Law. However, we refuse to have this used as an excuse to violate International Law and trespass on the rights of our Palestinian People, which are inalienable,. We stand here today with the countries of the world, all of the world united for freedom, for justice, for peace. The veto will not stop us. He will not be threatened. We will not be threatened. We are confronting these challenges, and we rely on International Law in doing this, and we seek its judgment. We do not seek what a piece would be, religious advice that is being used in order to justify colonialism and justified the forceful annexation of land. We wonder how israel, the occupying authority, has not yet realized the countries here represent people that just for many decades have suffered from colonialism, aggression, and that they know very well the difference between colonialism and others and will refuse any kind of justification for these crimes. Specifications that have been exposed by the experience and the struggles of people, and these countries and their people are loyal, and palestine will not forget the support that it has received from them until they have achieved and redeemed their freedom. These states recognize and understand the rationale for which this organization was formed over 70 years ago in the aftermath of world war ii. It is based on justice, collective will come and which is will, and which is embodied in the charter of the United Nations. This is now an unprecedented test with palestine being its headline. All International Frameworks have agreed on the rights of the justice of our palestinian cause. This includes the General Assembly, Security Council, the International Court of justice, thethe conference o of Geneva Convention to. Today we trust the state invoking would rely on this basis and this Firm Foundation which are also based on the logic that is in line with mr. President , history records names, it remembers names. The name of those who stand by what is right and the names of those who speak falsehoods. Of today we are seekers rights and peace, despite the oppression and the injustice that has the following our women, theldren, elderly, who have been affected to the cap pastor the 70 catastrophe 70 years ago. March on theur century, ain for over a we have not wavered in our will to achieve peace whenever we were given the chance. Colonialism and peace do not meet, and those who choose peace must rescind colonialism, and those who choose colonialism are the enemy of peace. Israel does not hide its intentions. The mediator has decided to take side andnd its ignore what is right. This request the coordination of International Mechanism in the framework of reference of the Peace Process that was embodied and to achieve a just and lasting peace that was a chore, that will guarantee security and peace to all the peoples in the region. ThePeace Process is not exclusive property of one party, and palestine is the responsibility of the International Community, to arrive at a just solution that would guarantee a right to the Palestinian People and in a manner that cannot be limited and tied to the good intentions of the International Community and the occupational power. These states cannot use the excuse of supporting to manipulate and maneuver out of their responsibilities and duty to International Law and not recognize the legitimate status that israel has created a not century did to the created. And not including recognizing the Palestinian States within the 1967 borders. And our desire to achieve that freedom and dignity as our hope to achieve security and welfare to our people and our future generations is renewed every day. The barbarism of the Israeli Occupation is taking away the dreams and future of the Palestinian People. It is enough to mention what we have seen in todays where a in two days where a person was shot by a sniper in his wheelchair. A child was shot in the face. An entire battalion of soldiers surrounded and on armed man, a kidnapping. Where will this end . When will we achieve our peace and live in dignity and peace and security in our land and the land of our predecessors and ancestors . The world is celebrating the birth of crisis over the next two days, but the lights will not be lit in the land of crisis come in jerusalem, in bethlehem, as response to attempts to eliminate the palestinianarab identity of the city and in affirmation of the unity of the Palestinian People around their cause. History has taken its position on colonialism, apartheid, and palestine cannot remain hostage to the tragedies of historical phases that humanity has rejected. That housing people continue to stand fast in East Jerusalem and its streets and alleys as an organic relationship exists between them they cannot be dismembered, and we would not like to hear that the Palestinian People are standing here to defend. I call on the Palestinian People to vote in favor of the draft resolution to make its voice andd that cannot be denied in order to stick a fair position in history and recognize International Law and your own reservations in order to compact temps at fraud and reject attempts at blackmail and intimidating. Those must vote for peace today. I thank you. I think the observer of the state of palestine, the minister for Foreign Affairs. I now give the floor to the representative of turkey, minister for Foreign Affairs. Translator mr. President , thank you for convening this historic u. N. General assembly meeting. I would also like to welcome his excellency, the minister of Foreign Affairs of palestine. Times, iends, for so many we came here and said that the palestinians had the right to live like the rest of us. They have the right to be free and secure. They have the right to be prosperous. And they have the right to enjoy what is their own. Our world cannot make a change. The illegal occupation continues, and palestinians cannot enjoy their basic rights. Generations of palestinians are subject to systemic violence and discrimination. Todays world, it is important to remind us that palestinians are not alone. This shows the importance that the palestinian cause is still our cause. Therefore, today, we will speak up for justice and peace. East, we will speak for jerusalem, the city of three faiths. We will show that different ethnicities and religions can coexist in peace in palestine. Friends, the dear palestinians have the right to their own state based on the 1967 borders with East Jerusalem as its capital. Parameter andin only hope for a just and lasting peace in the region. The recent decision of our u. N. Member states to recognize jerusalem as the capital of israel violates the intention alone, including all relevant u. N. Resolutions. This decision is an outrageous assault to all universal values. An organization of convened in istanbul in december, as the worlds secondlargest intergovernmental body, it rejected the decision as null and void consistent with the u. N. Security resolution 476, with says in the strongest terms a similar decision taken by the Israeli Parliament in 1980. It also recognized East Jerusalem as the state of palestine. Mr. President , excellencies, jerusalem is a holy city for all three religions. It is the responsibly of the entire humanity per to preserve this. And making a decision on its status that undermines prospects for a lasting peace in the region and the solution. The Security Council fails to deliver on its responsibility once again through the use of veto power. Now the duty falls upon the uns General Assembly to bring justice. Excellencies, dear friends, before this meeting our u. N. All the other members. We were all asked to vote no or face the consequences. Some are even threatened such an attitude is unacceptable. This is bullying, and this council will not fall to do that. It is unethical to think that the dignity of Member States are for sale. Let me put it in this way. We will not be intimidated. You can be strong, but if this does not make you right. Excellencies, ladies and gentlemen, difference, this is a critical moment in history. A vote in favor of the Palestinian People today will place us on the right side of history. We did this before when we actted palestines status in 2000 back in 2010. This will pave the way for muchneeds peace in the middle east. Turkey is the cochair of the and we summit, requested that the president of the General Assembly to convene this Emergency Special session. I would like to conclude on behalf of the entire turkish nation that turkey will never down. The Palestinian People will never be left alone. Thank you, mr. President. The distinct representative of turkey, the minister for Foreign Affairs. I now give the floor to the representative of the United States. Haley thank you, mr. President. To its shame, the United Nations has long been a hostile place for the state of israel. Both the current and the previous secretarygenerals have objected to the uns disproportionate focus on israel. Its a wrong that undermines the credibility of this institution, and that in turn is harmful for the entire world. Ive often wondered why, in the face of such hostility, israel has chosen to remain a member of this body. And then i remember that israel has chosen to remain in this institution because its important to stand up for yourself. Israel must stand up for its own survival as a nation, but it also stands up for the ideals of freedom and Human Dignity that the United Nations is supposed to be about. Standing here today, being forced to defend sovereignty and the integrity of my country, the United States of america, many of the same thoughts have come to mind. The United States is by far the single largest contributor to the United Nations and its agencies. We do this, in part, in order to advance our values and our interests. When that happens, our participation in the un produces great good for the world. Together we feed, clothe, and educate desperate people. We nurture and sustain fragile peace in conflict areas throughout the world. And we hold outlaw regimes accountable. We do this because it represents who we are. It is our american way. But well be honest with you. When we make generous contributions to the un, we also have a legitimate expectation that our good will is recognized and respected. When a nation is singled out for attack in this organization, that nation is disrespected. Whats more, that nation is asked to pay for the privilege of being disrespected. In the case of the United States, we are asked to pay more than anyone else for that dubious privilege. Unlike in some un member countries, the United States government is answerable to its people. As such, we have an obligation to acknowledge when our political and Financial Capital is being poorly spent. We have an obligation to demand more for our investment. And if our investment fails, we have an obligation to spend our resources in more productive ways. Those are the thoughts that come to mind when we consider the resolution before us today. The arguments about the president s decision to move the American Embassy to jerusalem have already been made. They are by now well known. The decision was in accordance to u. S. Law dating back to 1995, and its position has been repeatedly endorsed by the American People ever since. The decision does not prejudge any final status issues, including jerusalems boundaries. The decision does not preclude a twostate solution, if the parties agree to that. The decision does nothing to harm peace efforts. Rather, the president s decision reflects the will of the American People and our right as a nation to choose the location of our embassy. There is no need to describe it further. Instead, there is a larger point to make. The United States will remember this day in which it was singled out for attack in the General Assembly for the very act of exercising our right as a sovereign nation. We will remember it when we are called upon to once again make the Worlds Largest contribution to the United Nations. And we will remember it when so many countries come calling on us, as they so often do, to pay even more and to use our influence for their benefit. America will put our embassy in jerusalem. That is what the American People want us to do, and it is the right thing to do. No vote in the United Nations will make any difference on that. But this vote will make a difference on how americans look at the un and on how we look at countries who disrespect us in the un. And this vote will be remembered. Thank you. I thank the representative of United States. I give the floor to the representative of israel. Thank you, mr. President. It is shameful for the United States that i must stand for the United Nations that i must stand before you today. It is shameful that this meeting is taking place. Jerusalem is the holiest place on earth for the jewish people. It is the capital of the state of israel, period. It is a fact that simply cannot be disputed. King david declared jerusalem the city of the jewish people 3000 years ago. The jewish bible mentions jerusalem 660 times. Recall jerusalems holy name over and over again, as our first Prime Minister is an jerusalem inseparable part of the history of israel, of the face of israel. I am holding an an original coin, from 67 a. D. Its a in hebrew and i quote look in the envelope in front of you. You will see a replica of the court. Time clear evidence in the of our second temple. It proves the ancient connections of jews to jerusalem. Our bond to jerusalem is unbreakable. Declaration, no empty speeches, no General Assembly resolution will ever drive us from jerusalem. This bodythe facts does not want to hear. These are the facts this body uses to ignore. So today, i will tell you about another unbreakable bond. Ist unbreakable bond hypocrisy between the palestinians and United Nations. Some have cautioned the United States decision is onesided and harmful to peace. The opposite is true. It is a onesided step of the palestinians and the u. N. That have pushed away us for years, with every antiisraeli resolution. The u. N. Has perfected the established standard. We are now sitting in an open session of emergency the General Assembly. Been openon has since 1997. We live in a world that is full of conflict and war, but only ,hen it comes to israel regarding democracy in the middle east, does this assembly remain in constant open session. How many times has israel reached its hand in peace since 1997 . How many times have we offered the palestinians to join us in dialogue . These callses have for peace been rejected . All of us, all of us have lost count. When Prime Minister barak offered the palestinians a state in 2000, we were met with and on bomber on buses our streets. Everye minister removed single israeli home. You will not find any settlements, any occupation in gaza anymore. Since then, we have been attacked again and again with rockets and missiles aimed at our civilians. Yet this body was silent. United states simply stated a fact. They officially declared what has always been true. Jerusalem has been and always will be the capital of the state of israel. Todayso support resolution are like puppets. Europe puppets pulled by the strings of your palestinian puppet masters. Youre like marionettes forced to dance by the palestinian while the palestinian leadership looks on with glee. You are blind to the light, unaware of the manipulation surrounding you, just like a puppet. This vote, if nothing more, is a performance of dilution. Know thisinians resolution is a fraud. Resolutionhat this does nothing for the lives of the Palestinian People. They know it will not create jobs for their people. They know it will not provide Better Health care for the people of ramallah or gaza. No, this resolution is nothing more than a distraction. All it will do is tear the palestinians tell the palestinians they can continue rejecting peace, and if you are voting for its, you are sanctioning that view. I thank those brave countries that do not support this resolution. You have not fallen prey to the puppetshow before us show before us. You are the defenders of real peace. You are the leaders that showed u. N. Nd resolution can rewrite history. In reality it designates the presence of the jewish people as illegal. Mr. President , for thousands of years, jews had only partial access or were even banned completely from the western wall. Other nations, kingdoms, and powers that occupied israel over the centuries had no respect for the freedom of religion. Was founded,el we established a strong democracy based on individual freedoms. One of those freedoms is the freedom of religion. In all these years later, our democracy and our commitment to those freedoms continue to thrive. Sacred torusalem is billions around the world. Israel respects all religions and encourages everyone to visit and pray in the holy city. President , there is a particular irony in todays resolution. Countries that sponsor todays resolution accused the United States and israel of violating International Law. Countries like yemen, where terr the irony continues. In every other scenario, this body preaches human rights and peace, but not when it comes to. Srael in fact, you completely ignore the horrific acts of terror that threaten its very citizens. This past two weeks alone have rocketbert attacks attacks by hamas and to israel. We have heard nothing from the un. No Security Council meeting, no Emergency Assembly of the general counsel, nothing. After days of violence and days of rage, the u. N. Has no condemnation. Mr. President , let me be clear violence and terror must never be tolerated. If this body were really united for peace, it would pass a resolution condemning palestinian violence. Encouragestion only more violence and instability. It encourages the palestinian leadership to continue on this dangerous path. You will permit them to pursue violence in the name of jerusalem, the city of peace. Israel is an, optimistic country. Afterurn home thousands of years in exile. The desert bloom and defend our country from thousands of attacks. Hottie ando, this the General Assembly, this body passed a shameful resolution. Racism. Ed long yearsng for that hit full resolution to be revoked. Ive no doubt that todays resolution will also end up in the trashcan of history. Ive no doubt that the day will come when the entire International Community will finally come to recognize jerusalem as the eternal capital of the state of israel. Thank you. Thanks to distinguish representative from israel. The debate on the item has concluded. As such, statements will therefore be limited to explanation of the vote. Rule 88 ofce with the rules of procedure of the General Assembly, the proposal is not permitted to explain about on their own proposal. The assembly will now take a decision on draft resolution l 22, entitled status of jerusalem. Draft resolution has close for sponsorship. I now give the floor to the representative of the secretary.
