Members talked about the need to extend government funding and why congress failed to reach an agreement on a shortterm bill before fridays deadline. Here is a portion of yesterdays debate. All activeduty military personnel will come to work, but they cannot be paid. Critical Maintenance Operations and training not related to Ongoing Military Operations are forced to stop. All because of the schumer shutdown. Mr. Speaker, the government funding bill also includes six years of funding for the childrens of Insurance Program, known to all kids in alabama, but pelosi said the efforts to fund the government and fund chip [booing] house will be in order. The gentleman deserves to be heard. Gentlemen, gentleman may resume. The gentleman may resume with one minute pelosi with one minute remaining. [indiscernible] while there have been some debate issues on the house floor this afternoon, this is the second instance where a democratic member has asked that the words of a republican member be taken down. Congressman byrne from alabama was finishing up his comments, and keep in mind, democrats had objected to the chart the congressman byrne was using on the floor. The chair ruled that it was it order, and after a vote, they proceeded on, but democrats were objecting loudly from the floor a number of times. Steve womack, the speaker pro tem had to gavel down the proceedings. On this occasion, congressman byrne was finishing his speech on the floor, talking about words that leader pelosi had used to describe the negotiations, the process. And congressman lewis, john lewis, from georgia, asked that the words be taken down. What is happening now is that the clerks are transcribing the words, reviewing the words. The speaker pro tem will make the decision here shortly on whether they will be allowed. If the words are ruled out of order, that member is not allowed to speak on the house floor for the remainder of that legislative day. The legislative business in the house this afternoon concerns the continuing resolution, and it will do what allow the house to take up legislation, likely that cr, or some sort of cr, anytime between now and monday, january 29. Take it up on the same day that it is introduced, but they have not gotten their yet. They have done general debate, and it has wrapped up, but as of now, no vote on that will just yet. This is just the third instance this is the third instance of a claim of violation of rules on the house floor. The house will be in order. Realize thatr, i this is a very difficult time for all of us. But we all need to be a little more human, a little more patient, and in order to have stability to have civility among all of us, i withdraw my selection. Let me say at the outset, on the sanctimonious side, both anothere choosing one of closing down the government. Mr. Speaker, you voted to closed on the government. And then you voted against opening it up. Accused theave other of doing what they have done. Now, the fact of the matter is, ladies and gentlemen, we are here because we have not succeeded in passing the Appropriations Bills and sending them to the president. That is why you need a continuing resolution. My republican friends are in charge of the house, and my republican friends are in charge of the senate. And they are in charge of the white house. We have not passed a single appropriation bill. My view is we have not done so because we have been unwilling to compromise. That is what this is about. Republicans being unwilling, and our opinion, to Work Together to get to an agreement. We dont want this shutdown. Arerepublican friends saying they dont want the shutdown. And we have said from the beginning that we are willing to work across the aisle to prevent it. In fact, republicans have had four opportunities. Voted fore democrats a 90 day cr to give us time to get to an agreement on Appropriations Bills. And a level of funding, mr. Speaker, you know that. We have not come to agreement. Therefore, we find ourselves notwithstanding the fact that we agree on a lot. We have asked to it here parity, mr. Speaker, as you know. That you process agreed with senator murray that we have followed for the last four years. All we are asking is, lets follow it again. That is why we are here. Because we have not been able to get such an agreement. We have also asked that we be able to protect at the request of the president of the united states, dreamers. Put something on the floor, as he said, and send it to him, and he would sign it. Chipnt to reauthorize the program and the Community Health centers and other health programs. We agree on that. The American Public has got to be so distressed that they see this going on on this floor of the house. We want to provide Disaster Relief to those in texas, florida, puerto rico, Virgin Islands, and yes, those who have been subjected to fires in the west. One, i will give you one and a half. Mr. Speaker, at this time, i would like to yield three minutes to the distinguished gentleman from the Energy Commerce committee, mr. Walden. The gentleman from oregon is recognized for three minutes. My colleagues, lets set the record straight about Childrens Health Insurance Program, funding for Community Health centers, stopping the cuts on a low income hospitals, extending the special Diabetes Program for native americans. As chairman of the energy of Commerce Committee, i can tell you we did our work. We held hearings, we held markups, we bought a package to the floor we brought a package to the floor and approved it on november 2. Only a dozen or so democrats voted for that package at that time. It was fully funded. The community outset is wood at two years of funding. The Childrens Health Insurance Program, five years, and the largest Funding Amount ever recorded to chip. Special Diabetes Program, funded. We care about these programs. And yet, it was a partisan divide, tragically. And it went to the senate, where they cannot find the votes to pass it. So we have come back consistently thereafter to approve Childrens Health care. The Childrens Health Insurance Program provides Insurance Coverage for 9 million American Children and pregnant women. We all support that as a congress. We have had to emergency extend the funding in various continuing resolutions. Ont of which my colleagues the democratic side have opposed. Today, we find ourselves with seven states about to run out of money, and cancellation notices going out to about 2 Million People. Unnecessary, unconscionable, and it should not happen, but it is. That is why the Childrens Health Insurance Program now can be funded for six years in the cr we all voted on, nearly every democrat voted against, but we could do six years of funding for chip, and with the changes and other laws and the tax code, we did not have to identify ways to pay for it that is already taken care of. That is why it is troubling to me to hear the remarks of some of my colleagues, who say, they are all for this, they want to vote for this, when we have given the entire house this opportunity on numerous occasions to fund Childrens Health insurance, to Fund Committee Health Centers, to fund the special Diabetes Programs. We did not have to be here. And you sure as heck didnt have to shut down the government. Our choice yesterday was to vote to fund the government or not. Vote to fund Childrens Health insurance for 9 million children, and by the way, states like mine, that also includes daca kids. So when you voted against that yesterday, you voted not to provide insurance to children and pregnant women in our state. That is wrong. We are here to govern. We are governing as republicans and we will get his government up and running, and we will take care of those children. Your chairman, i yield back. Mr. Chairman, i yield back. That themind you reason democrats voted against it was because you took the money for Childrens Health out of Childrens Health. You decreased the Prevention Trust fund by some 6 billion, which had in part, an occupation for children against disease. We thought robbing from peter to pay paul was not a good policy to pursue. Thank you, mr. Chairman. I am happy to have this discussion because the Prevention Fund, was the gym and from maryland referenced, is a really Important Fund to do what . Provide Preventative Health care. 20 you think Childrens Health insurance is about . Providing health care. Fund,en, the prevention so you dont think providing insurance for pregnant women and children is about good health . Holy smokes, no wonder you voted no. [laughter] no wonder you voted no. And you have used the Prevention Fund in the past, mr. Chairman, those on the other chairman, i guess i was staring a little to the left. Both parties have used the Prevention Fund. Thought it was important. I cannot think of anything more important to use a portion of a fund that gets replenished by 2 billion every year, which the appropriators that which the appropriators decide on how to get appropriated every year. There was still going to be an enormous amount of money left to be appropriated. We also thought that people on yearare, making 500,000 a , good pay 137 a more for their medicare so we could take care of pregnant women and children, and keep ourselves and keep our Health Centers open. That was one of the pay first. We were open to negotiating because we knew we would have to with the senate. But the long and short of it is, why are they getting one group of kids why of a bidding one group of kids against another . He supports what we did yesterday. Governor Charlie Baker massachusetts, i talked to him yesterday. He wants the chip bill funded. Cant we put the politics behind us, take care of American Children . I yield back. The gentleman from oregon does not know what the health and Prevention Fund is all about. It is more than Childrens Health. Insulin, lead, paint protection programs. This is the majority that has spent the better part of the year decimating the Affordable Care act, and not carrying about children and their health care. We do not fund Community Health centers. And children who are eligible for chip will not be able to get the help they need is a cant go to a Community Health care center. And if you are really concerned about the children and their health care, bring a clean chit bill to this floor, and thats make it permanent and lets make it permanent. Dont hide the hundred children of this country the gentleman from texas. Mr. Speaker, we know who voted yes and who voted no. Mr. Speaker, i would like to yield two minutes to the gentleman to defend the republican position, gentleman walden. Speaker, i appreciate my colleague from connecticuts strong words. Here is the deal. The democrats have used money out of the Prevention Fund to fund tax cuts over time. That is a true statement. You have used it for all kinds of things. Of it is,ng and short we brought you two clean chit bills. One fully funded Community Health centers and the special Diabetes Program, and Teaching Hospitals that stopped. You asked me to to we turned off the cuts ditch hospitals. That is a requirement under the existing obamacare law. You said you have to turn off these customer hospitals that serve the low income people. We said, you are right. Most of what we did was bipartisan. We all agreed on. When you did not like that, and then 15 democrats voted for that whole package, they are all for Community Health centers, special Diabetes Programs, turning off the dish cuts and offer chip until they have an opportunity to vote for it. And then they voted no. And then we brought a clean ship built to the floor as part of keeping the federal government open. And they did not like that. They refer a fiveyear chip bill until they wanted 10. We give them six and they cant figure out how to vote yes. The vote no. What is it we have to do here, ladies and gentlemen, to get this done . To get you on board . You know this. You are on appropriations. This is important work. Seven states, including my own, are on the cusp of running out of funds. About to americans are get notices from insurers that this cannot be extended because the money is running out. I respect my colleagues from oregon, but you have done nothing over the last year but sabotage the Affordable Care act. Sabotage health care in this country. The fact of the matter is the only reason you are willing to bring up the chip bill as part of the cr is that you put in the tax plan to eliminate the mandate for help insurance, which means 13 Million People are not going to have Health Insurance in this country over the next few years, and the money that to help and the money to help subsidize their premium, does not have to be paid. All of a sudden, you say, ok, we will put a six year check the lumbar floor. It was not only from the but says ifund, somebody did not pay their Health Insurance within 30 days, they were going to lose their Health Insurance. They said another 500,000 people would lose her Health Insurance. Everything that this majority has done since day one of this session has been to sabotage the aca. Not allow people to even know that they can buy insurance through the exchange. Taking away their cost area subsidies. The list is endless. For you to come here and suggest that somehow you care about the kids and you are going to have the chip program continue for the next six years, where of those kids going to go . You have not done anything about Community Health centers. 40 to 50 have to use Community Health centers because people wont take chip. You havent done anything about the hospitals that many of them have to go to. That is not addressed in this legislation. So the only reason you have brought this bill and put it on the cr is because you sabotaged Health Insurance for millions of americans. So dont stand up here and tell me that somehow the Republican Party cares about the kids. They dont, you also know that this was not going to pass. You know that it wasnt going to pass. You are not trying to act in a bipartisan way. You know that this is going nowhere. You are responsible for the shutdown. Gentleman, your time has expired. It is part of the responsibility that you have created today. So dont go on and on about how the Republican Party cares about the kids. The Republican Party does not. I would like to yield three minutes to the distinguished chairman of the subcommittee on health and energy, and the rules committee from louisville, texas. Thank you, speaker. , 1996, a bipartisan , bill clinton, republican speaker of the house, newt gingrich, as part of welfare reform, we will move people from welfare to work, but what do we do about the children . As those parents are moved into employment, they are going to lose their medicaid and their children will be lost at sea, so as a program to give maximum flexibility to the state. When the Affordable Care act pass, chip was authorized for 10 years, funded for five, but authorized for 10. We are finishing up that 10th year of authorization with this bill. I actually voted for a twoyear bill and compromised. Bill s wanted a five a fiveyear bill. We gave you a fiveyear bill and funded Community Health centers. We delayed the dish cuts that were part of the Affordable Care act that are hospitals back home were saying, we cannot manage. Remember, everyone was supposed to be able to lay down in the fields of obamacare, but they are not. So hospitals are cast with taking care of underinsured and uninsured patients. We need to delay those dish cuts. But here is the thing that really strikes me. We passed a fiveyear bill through this house, then the Congressional Budget Office between them and the end of the year, said with a repeal of the individual mandate, a got a lot less expensive. If you brought in it out to a six year window, you can return money to a federal treasury. Can and the states can do it cheaper. We brought it back to you on the floor and the two dozen of you that said, we liked it before when it cost more, did not like it when it returned. I dont know how we can do it. We gave you a good bill. It was part of a three or four we continuing resolution. It is not that hard. Lets pass it into the right thing for americas children, our military, and federal workers across this country. I yield back. [applause] gentlelady from new york. I have Great Respect for the intellectual abilities of everybody in this body. That theou all know American People blame all of us for this dysfunction and for the federal government closing. Theourse, they blame president and republicans, and yes, they also blame democrats as well. Yet, here we are continuing to play into the worst fears and partisanship of the American People, rather than talking about the passport. But i think the all know, with the issues are that separate us. And they are not that great. Of course we want to fund the Childrens Health Insurance Program. We have heard that from both sides must figure out a plan to do it. We want to 50 further action if the president has canceled we want to defer we want to further deferred action. I understand republicans want to spend more on the military than Many Democrats do. And i have been a conscious supporter of trying to find resources that we dont need in our defense and direct them other ways. Lets compromise, but lets not do it when the government is closed. Lets find a way to do a 2, 3, or four day extension. And lets solve these issues, which wont go away. That is why you find a hesitancy of many of us to wait three or four weeks and hash out the same exact issues that we have our opinions on today. Causes that much more uncertainty for the military, the American People and people who rely on basic government services. It is time to Work Together in good faith, to rise to the responsibility of the office of the American People placed the center find a commonsense way forward. To respect our values as an institution, and make sure that people are proud of democrats, republicans, and yes, i dare to say, proud of the president of the united states, and solving these pressing issues that face us right here. I appreciate the opportunity and want to point out that the position we are in, we hear that republicans and democrats in the senate cant come together because democrats are holding up this bill in the senate. Well, lets examine that for a moment. Why is it that leader mcconnell cant even get a simple majority in the senate for the legislation that this body sent over there with five democratic votes . It is because the legislation that was passed here was not constituted of a majority position who support daca, who support helping those dreamers. Not constituted of a majority of this body want to see not only Community Health centers funded, but also see the chip program continued. That one of the pension protection come to this floor. I believe that there is a majority in this body that is not constituted of just 218 republicans that can come together around these issues, and as long as the leadership continues to not seek a majority that could deliver legislation through this body, but also has a chance to gain support in the senate, we are going to continue to find ourselves unable to govern. The failure President Trump and the Republicancontrolled Congress to do their work on time and in good faith has serious consequences for our country and our national security. Longtermn budget certainty that they need to keep our country safe. President trump, secretary of defense, has warned of severe harm operating under continuing resolutions and the harm that it is done for military readiness. It is time for the president and for republicans to end this chaos and work with us on a longterm budget deal every opens our government, adequately funds are military, and upholds our commitments here at home. Sally, the Government Shutdown that began at midnight means that hundreds of thousands of Government Employees who serve in critical roles keeping us safe when i be forced to work without pay. And we all thank them for their service. As the president himself has acknowledged, the republicaninflicted shutdown means are active military will not get paid, causing serious repercussions for their families. I grew up in a military family. And i understand the sacrifices that our Service Members and their families make. All of us as democrats and republicans agree, it is wrong to ask our Service Women and men in uniform to put their lives on the line without pay. And that is why weve introduced the pay our military act of 2018. This bill provides for both pay and death benefits for our servicemen and women during this Government Shutdown. It includes pay and support for the army, navy, marines, air force, and the coast guard. This bill ensures that our military is able to perform their duties during any shutdown this fiscal year without worrying about the Financial Security of their families. Should one of our service men or women make the ultimate sacrifice, this bill ensures their family will be taken care of by our country, and that is the least we can do. Strong precedent for this bill and passed legislation unanimously during the last Government Shutdown in 2013, and this morning, President Trump tweeted that our country needs to do even better by our military. There was nothing you were against. I heard you talk about the things you were in favor of. Those are the same things we had in the bill the other day, but you voted against it. We are now in the middle of a schumer shut down, not because of what the house did not do, but because with the senate refuses to do. Dates have importance. We knew the government would shut down if we did not find it yesterday. We know that daca has until march 5 to be addressed. But yet, we come here with this phony argument that somehow, we are on the same page and are trying to do the same things, but you know what . We just cannot vote a way to get there. America is watching, and they are understanding right now, that this is the schumer shut down. Let there be no question about who it is that has failed the American People. B no question that when it comes let there be no question that when it comes to chip, and you are saying, not quite good enough for me to vote on. When you talk about a military and how much you admire the 1 to protect the 99 , and stand appearance a, i would have voted for it, except for one thing, it doesnt include daca. There is no legislation for daca right now. It was never in jeopardy. We have until march 5 to get it straightened out. The we dont have any more time to sit here and not open up his government. My friends, please, abandon the group or affect and tell the truth and no that america is watching and america understands this shutdown is based on mr. Schumers inability to get his people on board. People who are necessarily needing to be involved. We know we cannot do it with 51 votes, we need 60 votes. Please look in your civics book and find out how it works. No one has heard one word about those who are suffering with housing that still looks like this. For those houses that are underwater. Maybe you dont know that the children who need Childrens Health insurance, need to clinics that you gutted. And so, i would ask you, if you really have any kind of commentsn, read the that indicated as a former chair of the rnc, those who are at fault for shutting down the government is the republican president , the republican house. Speaker, repeatedly while our colleagues on the other side of the aisle claimed they believe in providing funding for the Childrens Health insurance plan, yet devoted against it. We wash our colleagues on the other side of the aisle go down the list of all of the damage team done by the shutdown. But they wont end the shutdown. We agreed the shutdown is absolutely unconscionable in the circumstances, and every time a member on the other side of the aisle, who failed to vote for all 12 of those Appropriations Bills that we put on the floor ,nd passed through the house needs to look in the mirror, mr. Speaker, because we have done our job. And when it comes to the defense of this nation, we have no higher obligation, or sacred duty, or responsibility in this house than to provide funding for our men and women in uniform. Mr. With all due respect, speaker, when i hear my colleagues say things like our military will be fined under the shutdown. I will remind him that we have young men and women in uniform on the front lines right now who are putting their lives on the line for all of us, and they are not getting paid because Chuck Schumer and the democrats in the senate are refusing to be in a position where they will let this government reopen. I am sure that our colleagues dont want us to remember and remind the American People what they have done, or what their leaders have said, but we will do it every time until it is absolutely unconscionable, complete dereliction of our duty stops. There is a Government Shutdown because the selfproclaimed great dealmaker breaks more deals than he makes. Americans were going to pay for the wall he said mexico would pay for, ask the citizens who took in the deal he asked for. Mr. Speaker, when you break more deals than you make, you are not a great deal maker, you are a great deal breaker. We have a great deal breaker in the white house. That is why we have a shutdown. The gentleman from connecticut is recognized for one minute. If he is here. Mr. Speaker, he seems to not be on the floor but i am more than pleased to the yield to the minority leader, ms. Pelosi, the gentlelady from california. California is recognized for one minute. I think the gentlelady for yielding and also members of the rules committee for the time they put in bringing legislation to the floor, bringing rules to the floor that relate to an array of legislation that we deal with here. Today we are talking about martial law so that we will be prepared to take up something that will open up government and meet the needs of the American People. It is interesting to see the enthusiasm on both sides on these subjects because we have a long history on some of these issues. We have a long history and chip, when we brought it to the floor when i was speaker, when we first had a democratic president who would sign the bill, 144 republicans voted against that bill. That is then, this is now. I think that now we are closer than the debate here would indicate. I think there is a path forward. I think that is how we have to be thinking about what is next. Reputations for where we have been on certain votes about chip and shutting down government. Lets put that aside. The challenge we have right now is what is that path.
