Mr. Cooper i ask unanimous consent to address the house for one minute. The speaker pro tempore without objection the speaker without objection, the gentleman is recognized for one minute. Mr. Cooper madam speaker, very early this morning, my hometown of nashville, tennessee, was terribly hard hit by tornado. At least 19 lives have been lost, buildings were destroyed, many, many homes were destroyed, and countless lives have been disrupted. At least 34,000 people lost electricity. Ive been in contact with our governor, our mayor, our entire congressional delegation, including my good friend, john rose, to do all we can to bring emergency relief to the area as fast as possible. This is a genuine tragedy and we need to praise our neighbors, our friends, our residents, first responders, our firefighters, police, e. M. T. s, who worked through the night despite fierce rains to provide first aid. Nashville is strong. We recovered so well after the terrible 2010 flood that many parts of america didnt know wed been suffering. Now is the time to beat this disaster. Thank you, i yield back the balance of my time. The speaker for what purpose does the gentleman from tennessee seek recognition . I ask unanimous consent to address the house for one minute and revise and extend my remarks. The speaker without objection, the gentleman is recognized for one minute. Today i rise with my colleague from tennessee, mr. Cooper, as he has already indicated earlier today, a devastating tornadoer to through middle tennessee, including much of the area i represent and call home. While rescue workers are skilled in the critical phase still in the critical phase of sorting thru debrew and accounting for those who are still missing, we know already that many lives have been lost and dozens of people were rushed to emergency rooms. Mr. Rose i and countless tennesseans are lifting those up in prayer and hope that you will join us. I am working diligently alongside my fellow representative the administration, governor lee, senators alexander and blackburn, and emergency officials to get must haveneeded federal aid to the affected areas. Homes, schools, businesses, churches, farms, and other buildings and numerous communities have suffered serious and in some cases overwhelming damage. I stand today with those affected by this disaster and pledge every effort will be made to give shelter to those who need it, care to those who are hurt, and give assistance in the critical effort to recover and rebuild. I yield back the balance of my time. The speaker for what purpose does the gentleman from new york eek recognition . Without objection. Madam speaker, this week the house should consider legislation responding toth threat of covid19, called the vote in a viers, that poses a significant threat to our nation. Since the end of december, over 3,000 people worldwide have die fled virus and over 91,000 confirmed cases. Mr. Higgins without a specific treatment protocol or vaccine the virus is dangerous and will likely reach the level of a pandemic. We need to Fund Scientific Research that can quickly diagnose and provide therapies to prevent and treat the virus. We need to give first responders, doctors, nurses, and Public Health workers on the frontlines fighting this virus the resources and support they need. We need to all look after each other and hope to support this legislation and i urge my colleagues to do the same. I yield back. The speaker pro tempore for what purpose does the gentleman from South Carolina seek recognition . Unanimous consent to address the house for one minute. I ask unanimous consent to address the house for one minnesota and rhett rith and revise and extend my remarks. The speaker pro tempore without objection, the gentleman is recognized for one minute. Thank you, mr. Speaker. I rise in honor of national triplenegative Breast Cancer awareness day, recognized around the country on march 3 each year. This day is especially meaningful for me as my daughter lauren battled triple negative Breast Cancer for nearly two years before her death in august of 2017. Between 10 and 20 of Breast Cancer patients are triple negative, meaning they dont respond to traditional hormone therapies. They are considered more aggressive cancers and the prognosis is poorer. My daughter was public in her fight against Breast Cancer. I know she would want me to use today to raise awareness and encourage those at risk to be screened. I introduce a resolution designating this day in hopes that together we can bring greater awareness of triplenegative Breast Cancer and encourage treatment. May we resolve to fight together with the strength an courage lauren showed each and every day to find a cure for this awful and dreaded disease. Thank you and i yield back. The speaker pro tempore for what purpose does the gentleman from ohio seek recognition . I ask unanimous consent to address the house for one minute. The speaker pro tempore the gentleman is recognized without objection for one minute. I rise to speak on an somebody that touches the lives of countless ohioans. When a hardworking federal employee gives birth to a child or his parent is in apt hospital or needs to take leave for any medical or family related reason they are able to do so through paid family leave. Sadly, thousands of federal employees, many of whom live and work in ohios 12th congressional district, under the most recent reauthorization of the paid family leave for federal employees. These t. S. A. Agents and federal air controllers, and v. A. Providers such as doctors, dentists and nurses work hard. They deserve to take time off without affecting their pay. Thats why i introduced the value family act which would correct this oversight and extend 12 weeks of paid family leave to these forgotten employees. Fmla and the lives of federal employees should not be compromised. I urge my colleagues to cosponsor h. R. 5993, the value family act. With that, i yield. The speaker pro tempore for what purpose does the gentlewoman from the Virgin Islands seek recognition . Ms. Plaskett i ask unanimous consent to address the house for one minute and revise and extend my remarks. The speaker pro tempore without objection, the gentlewoman is recognized for one minute. Ms. Plaskett thank you. In 2017, due to Natural Disaster and lack of electricity, 200 die dial sis patients for force toad vack wait the Virgin Islands. Some never returned. Some are still hoping to and some who did may once again have to leave. Patients are still receiving treatment in a mobile unit that faces an uncertain future. Fema has slowwalked the release of funding and guidelines that will allow our hospitals to build a permanent and comfortable facility on the island for lifesaving dialysis treatment. The centers for medicaid and medicare services, c. M. S. Has received to recertify the temporary mobile unit. Instead giving the unit monthtomonth extensions, citing that by now there should have been a more permanent structure. Stuck between femas slowwalk and c. M. S. s decision are people. People who need stability and empathy. If these americans are forced to make the hard decision where to live whether to leave home again these federal agencies will have failed them. At least 15 dialysis patients forced to leave the first time are no longer with us and passed away. Before they were able to come home. This National Kidney month we must work to ensure this doesnt happen again. I yield back. The speaker pro tempore for what purpose does the gentleman from ohio seek recognition . Mr. Speaker, i ask unanimous consent to address the house for one minute and revise and extend my remarks. The speaker pro tempore without objection, the gentleman is recognized for one minute. I rise today to express my support for 003, the fair Debt Collection practices for Service Members act. Sponsored by representative dean, which passed the house unanimously. Im a proud cospon or of this bill and was glad to vote for it. As a former Army Infantry officer ive seen debt collectors harass Service Members. This is made worse by collectors who contact Service Members superiors, u. S. Military does , they are se debts the debt of the service member. Why should the debt collector be in contact with someone who doesnt owe the debt . From a readiness perspective, our Commanding Officers should be focused on training our soldiers to fight and win our nations war not on keeping track of who owes what money to what debt checkor. Just as debt collectors cant humiliate civilians by calling their bosses, neither should they be allowed to use such practices on four fighting men and women. Im glad to see we all believe debt collectors should abide by the same rules with Service Members as they do with private citizens. I urge the senate to take up this bill immediately and i yield. The speaker pro tempore for what purpose does the gentleman from rhode island seek recognition . I mr. Cicilline two Rhode Islanders have tested poof for coronavirus, dozens more are being monitored. 90,000 are sick and 3,000 have died. Riders and all americans deserve a strong response. The house will sote on emergency appropriations bill that addresses the scale and seriousness of the coronavirus epidemic. This bill will ensure Public Health officials have the resources they need right now. It is critical the senate send it to the president s desk and for his part the president needs to stop calling it a hoax. Its not about him but about protecting the American People. Step aside and let the scientists and Public Health experts do their jobs. This is no time for politics. Its about keeping the American People safe. The president should start doing his job. With that, i yield back. The speaker pro tempore for what purpose does the gentleman from california seek recognition . I request unanimous consent to address the house for one minute and revise and extend my remarks. The speaker pro tempore without objection. The gentleman is recognized for one minute. Mr. Lamalfa as compared to other historic viruses in recent years, the coronavirus is a lesser threat. Lets compare it to the swine flu of 2009. The c. D. C. Has estimated approximately 60 Million People in the u. S. Contracted that leading to the deaths of around 12,000 americans. Even more alarming dug this current 20192020 season, 18,000 people have died as a result of the more conventional flu. In the u. S. , there are 105 a confirmed cases of coronavirus resulting in the death of six people so far. We expect these numbers will go up. While this outbreak is a problem, the c. D. C. , not politicians continue to claim that the American Public are unlikely to be exposed to the coronavirus. During the republican majority in congress we made investments to prevent the spread of a virus including an increase of 24 in c. D. C. Funding and 70 in Infectious Disease response. Instead of sounding alarms, i encourage to remind americans is well adept to the challenges coming and for people individually work on cutting your own risk by washing your hands frequently. I yield back. The speaker pro tempore for what purpose does the gentleman from texas seek recognition . The speaker pro tempore without objection. Mr. Cicilline i rise in support of House Resolution 387 and thank my colleagues for their support of this bipartisan resolution. The disabling overthrow of the Central African republic in march of 2013 has led to proliferation of armed rebel groups which have been responsible for widespread atrocities based on ethnic identities. The Muslim Community had been the target of ethnic cleansing and multiple u. N. First warned of a risk of genocide. They engage in gross human rights developments violence and pillaging, which is ivory, gold and cattle and diamonds. C. A. R. Has made significant progress by conducting democratic elections and inaugurating the president in march of 2016. Yet armed groups still control much of the countrys territory and violence continues and they have failures in central governance. They signed a landmark peace deal in february of 2017 that lays out a path towards a unity government and creation of interim mixed Security Units compromising Security Forces and former rebels. The United States established diplomatic relations with them in 1960. 4 million in fiscal 2018 and food aid and security and development aid. The United Nations estimates 2. 9 Million People need humanitarian assistance and 640,000 people have been displaced, most of whom are children and women sm the United States has played an Important Role in brokering peace in c. A. R. And the Largest International donor and increasing security and maintaining peace. Russia has depaged with c. A. R. Therefore, it is vital to support the people of c. A. R. To achieve peace. Im proud to sponsor this resolution that congress and the United States government is committed to achieving peace in c. A. R. This resolution condemns violence against humanitarian workers and peacekeepers by all armed groups operating within the Central African republic. And welcomes the signing in 2019 and urges all parties to adhere to the agreement. All members of the United NationsSecurity Council as well as neighboring counts need to implement strategies that demonstrate clear progress. It cails on the government of the Central African republic to ensure all Security State forces adhere to civilian command, refrain from human rights abuses and severe any and all links to armed groups. It urges the state department and usaid to ensure that assistance programs support local agricultural projects and wellbeing and peace in c. A. R. I resevere the balance of my time. The speaker pro tempore the gentleman from rhode island reserves. The gentleman from utah is recognized. Mr. Curtis i yield myself such time as i may consume. I rise in support of this resolution to condemn continued violence against civilians by armed groups in the Central African republic and supporting efforts to achieve lasting peace in the country. I thank my colleague, congressman cicilline and congressman fortenberry for their commitment to this important issue. Since the fighting began in 2013, thousands of civilians have been killed. Over half of the population is in need of humanitarian assistance and over one Million People have been displaced. Still today, most of the country remains under armed Group Control in a democraticicallyelected government continues to struggle. The humanitarian suffering is dire. Im deeply concerned with the rapid increase of russian activity across the country. There was testimony last month that russia is deploying contractors, extracting mingrals and attempting to buy influence, this includes the Wagner Group Mercenaries responsible for problems in libya and syria. They are destabilizing this wartorn country. This resolution requires adherence to the terms of the 2019 Peace Agreement. It calls on the International Community to increase engagement to support efforts to implement the Peace Agreement and combat russia maligned influence. I urge support of this bipartisan resolution. I want to thank my colleagues for their hard work to highlight the situation. The u. S. Is the largest donor of humanitarian assistance and contributor in Central African republic. It provides critical food and medicine. However, the critical needs remain and we must urge our partners to do more supporting lasting peace to destabilize the Central African republic is in the publics interest. I yield back. The speaker pro tempore the gentleman from rhode island. Mr. Cicilline i yield myself such time as i may consume for the purpose of closing. I thank the chairman and Ranking Member for their support and urge passage of this important resolution. With that, i yield back. The speaker pro tempore the question is will the house suspend the rules and agree to House Resolution 387 as amended. Those in favor say aye. Those opposed, no. For what purpose does the gentleman from rhode island seek recognition . Mr. Cicilline i move that the house suspend the rules and pass yousafzai the malala scholarship act as amended. The speaker pro tempore the clerk will report the title of the bill. The clerk a bill to expand the number of Scholarships Available to the pakistani women under the merit and needsbased Scholarship Program. The chair recognizes the gentleman from rhode island, mr. Cicilline. Mr. Cicilline i ask unanimous consent to all members have five legislative days to revise and extend their remarks and include extraneous material on h. R. 4508. The speaker pro tempore without objection. Mr. Cicilline i yield myself such time as i may consume. The speaker pro tempore the gentleman is recognized. Mr. Cicilline when we break down the Barriers Holding women back, it lifts the entire economy. Financing Girls Education has the highest return on investment in the developing world. And we know the impact isnt just economic. When girls have access to education, they can inspire millions, empower their communities and change the world. Who putmalala yousafzai her education to use by blogging about taliban rules in her ometown and advocating for womens education. The taliban attacked her but is the didnt back down. Her story resonated with millions and spurred action around the world. When we look at her we see an inspiring source of strength, of dedication, of bravery. We also see what women are capable of when they have an opportunity to go to school and use their voices. Im pleased were moving forward this bill named in her honor that will strengthen the United States investments in Educational Opportunities for pakistani girls. Yousafzai will radioer that at least 50 of the United States merit and needbased scholarships to those from pakistan will go to women. I am proud to support this measure and i urge my colleagues to join me in doing. So with that, mr. Speaker, i reserve the balance of my time. The speaker pro tempore the gentleman reserves. The gentleman from wruth is recognized. Mr. Curtis i yield myself such time as i may consume. The speaker pro tempore the gentleman is recognized. Mr. Curtis i rise in support of this bill which reauthorizes usaid merit and needsbased ogram named after malala yousafzai, an activist who began pushing for education for women the taliban. Pite she was shot in the head in realation. Shemy rack lousely survived an continues to figget for access to education for every child. I want to thank my colleagues, congressman jeff reese and congresswoman wagner, for introducing this bill and their work on this issue. Specifically this bill authorizes for three years, a usaid merit and needsbased Scholarship Program to academically talented pakistani students to pursue a bachelors or masters degree at pakistani universities. At least half the scholarships shall go to women and the ad mrtors shall maken effort to award at least half to pakistani women. I reserve. The speaker pro tempore the gentleman reserves. The gentleman from rhode island is recognized. Mr. Sis lee mi i yield myself as much time as i may consume. The speaker pro tempore the jell is recognize. Cicilline i want to again speak to the importance of this resolution. We have examples all over the world where when women are empowered, it lifts up an entire community. When swrim a voice, they not only contribute to their own empowerment, their own development, their own success but have enormous positive im on their local community and the regions in which they live. Its often been said one of this best investments we can make is an education. I think malalas story is an example of that. Not only in terms of Economic Security but Building Democracy and civil society. This legislation will ensure that we intentionally, purposely invest in young women and girls because of not only the impact it will have on their own lives but what it will mean to the communities they are part of. I want to applaud the chief sponsor of this, my friend and colleague hakeem jeffries, the chair of the Democratic Caucus who has made this a priority in his work. And during the discussions in the Foreign Affairs committee, there was bipartisan recognition of the significant investment in women and girls that had to be a priority. It would be a tool to advancing economic success, advancing educational success and to really help build civil society. These are very often regions which for a very long time women and girls were excluded from those opportunities. So this resolution will be really transformative and will help really to ensure that pakistan can serve as a model for what happens when you actually invest in women and girls and the difference it can make in societies and that country that will be an example to the rest of the world. With that, mr. Speaker i reserve the balance of my time. The speaker pro tempore the gentleman reserves, the gentleman from utah is ecognized. Grew upis my mother in idaho, she traveled to new york city to get a masters degree from new york university. Im pleased for the women in my life and our community who have led the way but acknowledge, mr. Speaker, that so many people around the world dont have the same opportunity. And for that, i applaud my colleagues for their work on this bill and promoting this very important issue and with that, i reserve the balance of my time. The speaker pro tempore the gentleman reserves. The gentleman from rhode island is recognized. Mr. Cicilline thank you, mr. Speaker. I would now like to yield five minutes to the author of this very important piece of legislation, the Democratic Caucus chair, my friend, very distinguished gentleman from new york, mr. Jeffries. The speaker pro tempore the gentleman is recognized. Mr. Jeffries i thank my friend, the gentleman from rhode island, for yielding and for his leadership. I rise in support of h. R. 4508, a bill to expand the pipeline of women and girls in pakistan entering Higher Education. At home and abroad, women and girls face barriers to obtaining education, hindering their ability to fulfill their potential. Barriers include the cost of education, inadequate infrastructure, violence, cultural norms and gender discrimination. As a result, today at least 500 million women and girls across the globe struggle with literacy. In pakistan, the hurdles that women and girls face in seeking education are especially pronounced. In late 2008, malala, whose name this bill is in honor of, began making the case for education for women and girls in pakistan. Despate objections from the taliban, she continued to advocate at great personal risk. On october 9, 2012, she was on the way home when the taliban ambushed her bus and shot her in the head. Remarkably, she survived. Instead of stopping her efforts, she continued to speak out. To stand up. To step out. Becoming a world renowned figure in the fight for education. As she said before the United Nations general assembly, let us wage a glorious struggle against illiteracy, poverty, and terrorism. Let us pick up our books and our pens. They are the most powerful weapons. Education is the only solution. In october of 2014, malala became a corecipient of the Nobel Peace Prize for her struggle against the suppression of Young Children and children ander if right of all children to education. To this day she continues her work. In this area. Still, despite all the progress thats been made, only 32 of Primary School age girls are in school in pakistan. At the primary and secondary school, the rate of Higher Education enrollment for girls drops to 9 . Less than 6 of women 25 and older obtain a bachelors degree or equivalent in pakistan. The u. S. Agency for International Development merit an needsbased Scholarship Program currently funds full tuition for financially strained pakistani youth to complete a bachelors or masters degree at partner universities in pakistan. This legislation would ensure that at least half of those Scholarship Recipients go to pakistani women. Empowering girls with access to education is not just the right thing to do, its the smart thing to do, for pakistan and for the global community. I want to thank chairman engel and Ranking Member mccaul of the Foreign Affairs committee for their leadership. I want to thank for her tremendous leadership congresswoman ann wagner, for her partnership on this legislation to support every girls right to an education. I urge my colleagues to support this bill and i yield back the balance of my time. The speaker pro tempore the gentleman yields back. The gentleman from rhode island. Mr. Cicilline i reserve. The speaker pro tempore the gentleman from utah is recognized. Mr. Curtis in closing, i again want to thank my colleagues for their hard work to expand the number of Scholarships Available to pakistani women in the usaids merit and needsbased Scholarship Program. I yield back the balance of my time. The speaker pro tempore the gentleman yields back the balance. He the gentleman from rhode island is recognized. Mr. Cicilline i yield myself such time as i may consume for the pup of closing. The speaker pro tempore the gentleman is recognized. Mr. Cicilline i want to recognize the work of usaid and their focus on education, and how critical it is to the development of communities arn the world and how important it is we fully fund usaids effort and to recognize that the focus on session a focus that ontinues to pay dividends. I want to thank chairman jeffries in recognizing the particular responsibility we have to invest in women and girl what a transformative difference that makes in country and pakistan will be able to show the world the difference it makes when you give women and girls the opportunity to realize their full potential. This act will ensure at least half of those scholarships go to girls. Its a very important piece of legislation. I urge my colleagues to support it and with that, mr. Speaker, i yield back the balance of my time. The speaker pro tempore the gentleman yields back. The question is will the house suspend the rules and pass the bill h. R. 4508 as amended. Those in favor say aye. Those opposed, no. In the opinion of the chair, 2 3 being in the affirmative, the rules are suspended the gentleman from rhode island. Mr. Cicilline i request the yeas and nays. The speaker pro tempore the yeas and nays are requested. Those in favor of taking this vote by the yeas and nays will rise and remain standing until counted. A sufficient number having risen, the yeas and nays are ordered. Pursuant to clause 8 of rule 20, further proceedings on the uestion will be postponed. For what purpose does the gentleman from rhode island seek recognition . Mr. Cicilline i move that the house suspend the rules and pass s. 1678 as amended. The speaker pro tempore the clerk will report the title of the bill. The clerk senate 1678 an act to express United States support for taiwans diplomatic alliances arn the world. The speaker pro tempore pursuant to the rule, the gentleman from rhode island, mr. Mr. Cicilline i would like to submit an exchange of letters between chairman engel and the chairman of the ways and Means Committee on s. 1678. The speaker pro tempore without objection. Mr. Cicilline the United States shares a special relationship with taiwan rooted in a wide range of shared values. Taiwan is a vibrant democracy, thats the core of our friendship. At the same time theyre a model global citizen, making extraordinary contributions to global health, aviation safety and other areas aimed at improving peoples lives. Its this spirit of generosity and commitment to building a safer, more stable world that makes taiwan such a valuable partner. This stands in sharp relief to the record of the peoples republic of china. Its a comparison the Chinese Government doesnt seem to like based on the p. R. C. s constant attempt to restrict taiwans ability to operate on the global stage, including efforts by beijing to poach taiwans diplomatic partners. They want to isolate taiwan and their tactics shouldnt go unanswered. This bill would help us provide part of that answer. It calls on the administration to examine our policies toward countries that take steps to undermine taiwan. It calls on the administration to take additional steps to ensure that taiwan can participate in International Organizations and support taiwans efforts to build stronger partnerships with other countries around the world. However, perhaps the most important thing we can do for taiwan is to push the u. S. Trade representative to look for new ways to ramp up bilateral trade and economic ties with taiwan, giving taiwan economic alternatives will be critical for taiwans Economic Future and the benefit and will benefit the United States. This is good legislation. It sends a strong and Important Message to our friends in taiwan and to the Chinese Government. Im glad to support this measure. With that, mr. Speaker, i reserve the balance of my time. The speaker pro tempore the speaker pro tempore the gentleman from utah is recognized. Mr. Curtis mr. Speaker, i rise today to support my bill, the taipei act, which does three important things. First, it endorses the u. S. Tie juan free trade taiwan free trade agreement. And this bill helps taiwan maintainal jice and partners around the world. When i was living there in 1979 i could hardly imagine the day would come when i would stand here and help return the favor of their friendship and kindness to me as a young man. My time in the region gave me unique understanding for the history and culture. The taipei agget strengthens our relationship with our partner taiwan and does it without ending a single u. S. The dollar. I thank senator gardner and Bipartisan Group of 47 representatives who cosponsored this legislation. I urge all of my colleagues to support this bill. And i reserve.
