Nonessential travel across the border for the time being. In both our countries, we are encouraging people to stay home. We are telling our citizens not to visit their neighbors if they dont absolutely have to. This collaborative and reciprocal measure is an extension of that prudent approach. I want to be clear that essential travel will continue. Our governments recognize that it is critical we preserve supply chains between both countries. These supply chains ensure that food, fuel and lifesaving medicines reach people on both sides of the border including trucking will not be affected by this new measure. Canadians and americans cross the border every day to do essential work or other urgent reasons but that will not be impacted. All canadians are feeling the impact of covid19. To remain sure that you remain safe, were recommending that everyone work from home. Avoid Public Places and buy only what you need in the grocery store. Be kind, show empathy and compassion to those around you. We must all do our bit to protect our health and those of our loved ones. This is forcing us to change our ways and for many people, thats a huge adjustment. If you work in a restaurant, drive a restaurant, driver cap, organize events or freelance to pay your bills, working from home is not so simple. Just like if you work in the oil and gas sector or the tourism , and seafood industries, there is uncertainty in the Global Economy and wondering how long this will last but how long you your savings will last. No matter who you are or what you do, this is a time where you should be focused on your health and that of your neighbors. Not whether you will lose your job, not whether you will run out of money for things like groceries and medication. Last week, we announced a whole range of measures to protect jobs, Small Businesses and the economy from waiving the waiting period for Unemployment Insurance sick pay for employers , and businesses. We introduced special measures to help employers who fall on hard times during covid19. If your business faces a cash crunch, we will help you bridge to better times. We will work with our financial crown corporations through the Business CreditAvailability Program to protect jobs and businesses with 10 billion in credit. As we said last week, this is only the first step. Where we announce these measures and we said we were doing more and this brings me to where we are today. Our government is taking extraordinary measures. The measures we are announcing today will provide up to 27 billion dollars in direct support to Canadian Workers and businesses plus, 55 billion to meet liquidity needs of canadian businesses and households through tax deferral to help stabilize the economy. Combined, this 82 billion in support represents more than 3 of canadas gdp. Lets start with people who dont have access to paid sick leave. Our government will introduce the Emergency Care benefit which will provide money every two weeks to workers who have to stay home. People will receive this benefit for 14 weeks for an amount comparable to what would be paid through ei. This applies to people who fall ill or have been placed in quarantine or have to selfisolate. It applies to those who have to take care of a Family Member with covid19 but failed to qualify for ei. If you lose your job and do not qualify for ei, we will introduce a covid19 support benefit to help you. This will apply also to people who are selfemployed and have to close shop because of the virus. [speaking french] so lets talk about what were going to do with people who are eligible for ei, our government will create the Emergency Care benefit which will provide money to workers who have to remain in home because of covid19. His money will be given every two weeks and these benefits will last 14 weeks. The amount is comparable to what would be paid under ei. This measure is designed for people who feel ill during quarantine or have to selfisolate as well. Wholso applies to people have to take care of a member of their family who is affected by covid19 what who are not eligible for ei. If you lose your job and if you are not eligible for ei, we will create an Emergency Support benefit to help you. This benefit will also apply to selfemployed workers who have to stop working because of the virus. Our government will take additional steps to protect jobs. We will provide employers of Small Businesses with a temporary wage subsidy equal to 10 of salary paid to employees for three months. This will encourage employers to keep staff on the payroll during these uncertain times. [speaking french] the government will be providing Small Business owners a temporary wage subsidy equivalent to 10 of the total wage bill for three months. This is a measure which will encourage employers to keep their employees on during this time of uncertainty. Many people are wondering what covid19 means for their personal finances. For those who file their taxes and find out that they owe they will have until august, 2022 to pay. [speaking french] translator this is tax season and if you think you own money, you will have up to august, 2020 to pay and we are also planning more targeted eight over the coming months for various groups who are mostly affected by the virus or who are in a vulnerable situation as well. That brings me to the next measure we are announcing today which is designed for parents. Young kids will fd the coming months especially difficult with School Closures and additional childcare responsibilities. Parents already know how much the canada child benefit helps with the cost of raising kids. To take some of the pressure off, our government will temporarily boost the ccb in the coming months. [speaking french] translator to help get us through this tough time, we will provide a temporary boost to the canada child benefit over the coming months. We will also do more for lower income people. Our government will supple pit supplement the gst credit sent to low income canadians every few months to offset the consumer tax they pay. Every adult who qualifies will receive up to 300 with 150 for every child. [speaking french] our government will increase the gst credit in may and all those who are eligible will receive up to 300 and up to 100 two dollars per child. Prime minister trudeau some groups are particularly vulnerable. For people who are still paying off their Student Loans including young people and those starting a family, our government will put in place a sixmonth interestfree moratorium on their canada Student Loans. People experiencing homelessness, we are doubling the reaching home which provides money to help committees address their local needs. For anyone facing domestic or genderbased violence, we will boost funding for shelters that provide sanctuary when self isolating at home is not an option. To support immediate needs in First Nations and native communities, we are setting up a distinctions based Indigenous Community support fund. This list is by no means exhaustive. But these are some of the things our government is doing to make sure no matter where you live, what you do or who you are, you will get the support you need during this time. As i said from the outset, our response will change as the situation evolves as well. No matter what the future holds for us canadians, you can count on us. To help businesses navigate these uncertain economic times, export Development Canada will provide support to Canadian Companies affected by the global situation. For farmers and their primary food producers, we will boost farm credit canada. And we know some sectors of our economy are more vulnerable to covid19 than others. Thats why in the coming days, we will look at ways in which we can support them all, including through instruments like the canada account. The Health Minister has obtained a commitment from canadian banks to support businesses and people affected by covid19. I know that he is in regular contact on this file and he is in contact also with business leaders, Union Leaders as well as his International Counterparts. On monday, i announced that canada was closing its air borders to people not canadian citizens or permanent residents with some exceptions. We also announced a range of other measures on travel. Travel restrictions will not apply to congress or trait. We are working continuously to ensure the supply of important goods to canada. I want to close by recognizing everyone on the front lines who is doing an incredible job of keeping canadians safe and healthy. Grocers keeping their shelves full and our families fed, postal workers helping us stay home, pharmacists filling our prescriptions. Health care professionals, caring for our most vulnerable and Public Health officials and First Responders looking out for our safety. We are talking about 2 billion in trade crossing the border. Its essential really, its crucial not just for the health of the economy but the health of our citizens that this continue. We will also be making sure that these measures protect canadians while at the same time allowing the import and export of essential goods. In terms of the length of time it will be in force, we will continue to keep this in place as long as it needs to be in place but we will coordinate between our two countries. Is it inevitable we are heading into a recession because of this . Prime minister trudeau we want to make sure that people who are not getting income or revenue because of this covid19 challenge have the money to be able to pay for groceries, to pay the rent and support their families through this difficult time. We recognize that many businesses are closed, many workplaces have significant slowdowns if not stoppages and that is going to have an Economic Impact. We also know the fundamentals of the canadian economy are strong and in a number of weeks or a number of months or however long it takes, once we get rolling again, the capacity of the federal government to invest in the economy, to support businesses and individuals will ensure that we bounce back strongly. We have the fiscal room to do this because of prudent decisionmaking over the past five years. We will be able to ensure that our economy gets back up to speed very quickly. How close are you to imposing restrictions across canada and specifically are you considering limiting travel within canada as well . Prime minister trudeau i have said time and time again that we are looking at all options. We are not taking any options off the table. Every day, we have announced new measures that we have been able that we have been able to and we will look at measures as they become necessary and the tools that exist to make those measures necessary. I will highlight the emergency measures act is a significant step, not one that we feel we need today, but not one that we are closing the door to in the future if necessary. Today we have announced measures and every day we have been announcing additional measures. We have the Necessary Authority to announce the measures that we need to put in place. Nothing is off the table, of course. There are other tools we could use like the emergency measures act, for example. It would be a serious step, of course. As long as we dont need it, we intend not to use it. We are considering the fact that it might be necessary at one point but to date, we are using the tools we have to keep people safe. You talked about economic and stimulus measures to put in force. What reassurances can you give that the government has the infrastructure and people in place . Considering the directive to work from home so that this , money will roll out in a timely and efficient manner. Prime minister trudeau there are many families across this country who are looking at their sources of income dry up because of covid19. Many of them qualify for ei as do many workers and we are making sure that with the elimination of the oneweek waiting period, that money can flow quickly and efficiently to them. Many families do not qualify for ei. Therefore, we are putting in place exceptional measures that will flow money to them every two weeks. Our capacity to do this is something we have spent a lot of time over the past days ensuring because we know that that could make the difference not just between one family facing tougher times or not, but it could make a difference on the health of all canadians. People need to be able to selfisolate, need to be able to stay home, need to be able to care for their families when their ordinary sources of revenue dry up. That is why we are putting forward 27 million in direct support to canadians and businesses. That is why we are moving forward on freeing up 55 billion that will stay in the economy because of delayed tax payments, to make sure that people can cover the things they need in the coming days. Along with all our extra measures for shelters, indigenous communities, the canada child benefit and others that will ensure that canadians have the confidence that they will be ok through this difficult time because we are all in this together and we are there for you. Vice Prime Minister freeland called Vice President pence yesterday to start the discussions, the final phase of the discussions and today we are making announcement that will help a lot of people across the country. Prime minister trudeau we recognize we took significant steps over the past few days. We closed the borders to overseas travel on monday and two days later, we announce that we are restricting nonessential travel between canada and the United States. This is something we have been coordinating with the United States on over the past days. Yesterday, deputy Prime Minister freeland reached out to Vice President pence to really advance these negotiations and we are able to announce this in a coordinated fashion on both sides of the border this morning. This is something we need to move forward on to protect canadians. Please go ahead. We are seeing in the United States, some lawmakers discussing sending checks to way toricans as a sacrifice targeting the most needed but the benefit it gets there faster. You have gone with some existing programs that might involve people applying for these programs that could sacrifice speed. Can you talk about your thought process and going with this route as opposed to direct checks which may be simpler . Prime minister trudeau i know the finance minister will give a press conference where he will answer many of these questions but i can say that we are confident that getting these measures out, particularly around ei and folks who dont qualify for ei in the next few weeks to compensate for lost income will make a significant difference to people who had an income but have seen it dry up over these days because of covid19. Many people on pensions or benefits or supports of various types will still of course receive those supports. We wanted to target those people who would lose their income specifically. We have also put on the table, significant support for businesses and employers to be able to support their workers and be able to support their fellow canadians.
