Tracking. This is all about the increase in the governor number of increase these and managing to the capacity of our Health Care System. There reducing the rate of spread to match the increase in the number of cases and increasing Hospital Capacity at the same time. How do our hospitals manage the rage of the spread. We are trying to reduce the spread to over a. A period of months. We have reduced nonessential workers to zero. You put out new rules on personal conduct and what people should be doing and how they should be behaving and where they should be. Matildas law, which is for the vulnerable populations, people with compromised immune systems underlying illnesses, that was very specific. I named it for my mother matilda because i went through this with my own siblings how do we help a mom . Mom . Where do we bring there is a difference in opinion. Leading Health Officials put together guidelines. I know it was helpful to my family. The question among siblings, these laws and guidelines answered. I do not want to mention which a sibling that turns out that he was wrong. The personal conduct rules and regulations are also very helpful. Isant to thank dr. Fauci who an extraordinary american and has given me great guidance and help and assistance in putting together these policies. I would like to thank him and we are doing those. We are working on every level. Every piston is firing. Everything that can be done is being done. New yorkers are lucky. Very experienced team working on this. This is not their first rodeo. Increasing Hospital Capacity, we want to get the capacity of 50,000 up to a minimum of 75,000. We told hospitals we will be all ending elective surgeries. We will reconfigure space in the hospital to get more beds and find more staff to manage those beds. We are working on building new beds. We will review a number of sites today. I will get the final list to the army corps of engineers today. Suny westking at berry Westchester Convention Center. I will look at those sites today. That would give us a regional distribution and a real capacity if we can get them up quickly enough and increasing supplies which is one of the most areical activities, we literally scouring the globe looking for a medical supplies. 2 million nified 95 masks. We have Apparel Companies that are converting to mask Manufacturing Companies in the state of new york. Them. To thank i put out a plea yesterday to ask them for help and we have been on the phone with those sorts of companies that are really doing great work. We are also exploring the state of new York Manufacturing masks ourselves. We are going to send one million 95 masks to new york city today. One Million Masks will not get us through the crisis but it will make significant contributions to new york citys mask issue. I want to thank mayor de blasio for working in partnership with 95 masks to000 n long island. Gathering ventilators. Ventilators are the most important piece of equipment and the piece of equipment that is most scarce. We are gathering them from all Different Health facilities across the state. We are going to use those in the most critical areas. Identified 6000 new ventilators that we can actually. Urchase, so thats a big deal from the federal governments point of view i have spoken to the president a number of times. I spoke to the Vice President a number of times. Federal disaster declaration, which is a technical act by the federal government. It allows the federal Emergency Management agency to step in and by thatinancially declaration female would pay 75 percent of the costs of a disaster in new york city. New york state would pay 25 the costs pay 75 of of a disaster in new york city. New york state would pay 25 percent. I have worked on many disasters. Fema has waived the 25 . If there is any situation where fema should waive the 25 of this is the situation. We are also working with the federal government. We are requesting for field each. Als at 250 capacity that would give us 1000 Field Hospital beds. People we will be looking at javits for those Field Hospitals. Be asking the army corps of engineers for temporary hospitals. Westberry, Westchester Convention Center and javits. That it can big take for Field Hospitals and and army corps of engineers temporary hospital. We are also requesting assistance with medical supplies, which has been a very big topic of conversation all across the country. Her federal asking congressional delegation to fix a law that was passed on the coronavirus federal aid because of a technical issue. The way the bill was written, new york does not qualify for aid. That is 6 billion. That is a lot of money. We need the federal delegation to fix that bill or else new york state gets nothing. New york state has more coronavirus cases than any other state in the United States of america. That we should not be included in the bill makes no sense. Conductlso going to immediately trials for the new drug therapy, which we have been discussing. I spoke to dr. Zucker about it. There is a theory that the drug treatment could be helpful. We have people who are in serious condition and dr. Zucker feels comfortable as well as another a number of other Health Professionals in a situation where someone is in dire circumstance try what you can. The fda is going to accelerate to new york 10,000 doses as soon as we get those doses we will work with hospitals and families drugs into seeing seeing where and we get. I spoke to the president. I said that new york would be interested and we have the most number of cases and Health Professionals have all recommended to me that we try it , so we will try it. We are also trying on a number of other drug therapies an antibody therapy, possible vaccines. We have a company in new york reallyregeneron, that is showing some promising results. I have exempted them from the no work order. They could possibly have a really significant achievement for us. The new numbers the more tests you take the more positives you find. I give this caution because i think people misinterpret the number of new cases. They take that number of new cases as if it is reflective of the number of new cases, the spread. It is not. The number of new cases is only reflective of the number of cases you are taking. Our goal is to find the positive cases because if we find a positive case we can isolate that person and that stops the spread. We are actually looking for positives. The more tests you take, the more positives you will find. We are taking more tests in new york than any place else. We are taking more tests per capita than china or south korea. We are taking more tests than any state in the United States of america. That is a great accomplishment because if you remember two weeks what seems like a lifetime now the whole question was coming up to scale on tests. How do we get the number of tests bend how do we get it up quickly . I spoke to the president and Vice President and i said decentralize the testing. Let the states do it. I have 200 labs, i can mobilize quickly. Let us do the tests. They agreed. Tests. Done 45,000 23 thousand,s done washington has done 23,000. You see how many more tests we are doing. I created the team that is working here because this is exactly what the mandate was many tests as quickly as you can. Management our numbers should be higher and they are. Total number of positive cases is up to 10,000. The number of new cases has increased by 3000. Lets go back in case you cannot read as fast. City, 1200 inrk nassau. The number is slowing. We did a new rochelle containment area. The numbers what it suggest would suggest that has been helpful. You see nassau increasing, suffolk increasing. That is just the widespread increase that we have been anticipating but our hotspot of andchester is now slowing that is very good news. New york city, it is the most dense environment. His virus spreads in density that is what you are seeing in new york city. New york city obviously has more people then any other specific location in the state. The number of counties are increasing. You see the blue. I said to you early on that blue is going to take over the whole state just in the way every state in the u. S. Has been covered. The most impacted states, you look at the number of cases in new york is 10,000, washington, california, 1000 each. Does that mean we have 10 times the number of cases of california or that we are doing more tests than california or westchester . The truth is somewhere in the middle into no one can tell you. And no one can tell you. The number of new tests, this is a rate that we watch. What is the rate of hospitalization . Is all about Hospital Capacity. That is 10,000 roughly 15 of the cases. Ashas been gone as high 20 , 21 . 15 rate of hospitalization is not a bad number. In fact it is done down from where it was. Is more refined the number of how many are hospitalized, how many require ventilators because ventilators are the piece of equipment that is most scarce, that is the next refinement of these numbers that we have to do. Numbers is on the important. We are talking 10,000. You look at any World Health Organization or the nih or the other countries are saying you have to expect that 40 to 80 of the population is going to be infected. The only question is how fast is the rate to that 40 , 80 , and slow that rate so your hospitals can deal with it . 10 millionbetween and 15 million new yorkers will be infected at the end of the day. We are just trying to postpone the end of the day. This is not a Science Fiction movie. You do not have to wait until the end of the movie to find out what happens. Dons hopkins has studied every cases since it started, 280 4000 it studiedpkins has every case since it started. 284,000 total cases. Our first case, Health Care Worker, 30 nineyearold female who was in iran, she went home, she never went to a hospital, she recovered, she is now negative. Symptoms,ck, you get you recover. That is true for the overwhelming number of people. Again, context. People who died in the flue from the flue in 2018, 2019. 34,000 americans. When you hear these numbers of in perspective. 34,000 people died of the flu. 74 of the people were over 65. 25 were under 65. If you have an underlying illness, you catch the flu, you can die. More likely, if you have an underlying illness, but not necessarily. You have 25 under 65 die from the flu. In terms of context perspective, do not listen to rumors. You have such wild rumors out there and people call me with the craziest theories. I understand this anxiety and , but letsstress remember some basic context. Society functions, everything works, there is going to be food in the grocery stores, there is no reason to buy 100 rolls of toilet paper, there really isnt. Where do you even put 100 rolls of toilet paper . Transportation system functions. The pharmacy system functions. These things are all going to work. Nonessential workers stay home, but the essential workers are staying home, especially the Health Care Workers. There is not going to be any roadblock when you wake up in the morning that says you cannot leave this place, you cannot leave that place. Questionve a real because you think there is a real concern from a credible contact my team. We have a special website coronavirus. Health. Ny. Gov. Ask the question and you will get a factual response. I have not hidden anything from the people of this state. I have not tilted facts. In glen Delano Roosevelt the American People franklin Delano Roosevelt the American People deserve the truth. If i think i am being deceived or there is something you are not telling me, or you are shading the truth, now i am i know ieverything have told you and i will continue to tell you. These are facts. You hear a rumor and you want to check it out, go to that website. These are people who work for me directly and you will have the truth. We do have an issue with younger people who are not complying. I have mentioned this before but it has not gotten better. You can have your own opinion. You cannot have your own facts. You want to have an opinion, have an opinion, but you cannot have your own facts. Young people do not get this disease you are wrong. That is not a fact. Are 549 years old percent of the cases in new york state. 49 years old. You are not superman and you are not superwoman. And youget this virus can transfer the virus and you can wind up hurting someone who you love or hurting someone inadvertently. Works and youing need social distancing everywhere. There is a significant amount of noncompliance especially in new york city, especially in the parks. Im going to go down there today and see what the situation is myself but it has to be stopped because you are endangering people and if it is because of misinformation, if it is because of noncompliance, i do not care frankly. This is a Public Health issue and you cannot endanger other peoples health. You should not be in and date endangering your own but you definitely dont have the right to endanger someone elses. This is my personal opinion. This is not a fact. To me it is very important that in a situation like this tell me the facts then tell me your opinion. This is my opinion. We talk about social responsibility especially young people talk about social responsibility and they should. We passed a lot of groundbreaking legislation in this building, national for its. Firsts first state to pass a Marriage Equality, which i believe was a human rights issue, we talk about environmental responsibility, this state has the most aggressive environmental laws in the United States of america and i am proud of it but i want people to think about social responsibility when it comes to Public Health. We have not talked about it before. It is not really an issue. Tag. S not really a hash applies toonsibility Public Health just as it does to environmental rights, Public Health especially in a moment like this is probably most critical, so lets think about that and lets act on that. In this crisis, think of yourselves. We are all First Responders. Can either save or endanger a life. E are all First Responders what is going to happen . We are going to get through this. We do not know how long it will take us to get through this, but the fact is we are trying to slow the spread of the virus to a number of months so the Health Care System can deal with it so by definition it will be a number of months. I know people want to hear it will only be a matter of weeks and then everything will be fine. I do not believe it is going to be a matter of weeks. It is going to be a matter of months. We are going to get through it. How long and how well it takes us to get through it is up to us. It depends on what we do. When you are second you say to the doctor, how long until i get better . It is up toays you. If you follow my advice you will get better faster but it is up to you. No news now reporting cases. Lets assume thats true. Look at that part trajectory. Look at that turnaround. We know what they did. So how long is it going to take . It depends on how smart we are and how responsible we are and how diligent we are. You tell me the percentage of andliance and intelligence compliance discipline, i will long. Ou tell you how Start Talking about the economic consequences of this situation. They are going to be significant, and we are going to have to deal with it and new york will be right on top of it and as aggressive as we are with everything else. Economic consequences come second. First is dealing with this crisis. Talk about the social consequences. It is hard to gauge and measure because there is no dow jones index that we can watch on the screen that is measuring the social consequences and the stress, ecline, but the the anxiety, the emotions that are provoked by this crisis are truly significant and people are struggling with the emotions as much as they are struggling with the economics. This state wants to start to address that. Im asking psychiatrists, psychologists, therapists who are willing to volunteer their time to contact the state. If this works out, i would like to set up a voluntary network where people can go for Mental Health assistance where they can contact a professional to talk through how they are feeling nervous,s they are they are anxious, they are isolated. Can bring all sorts of emotions and feelings to the surface. When you are isolated, you do not have people to talk to, so i am asking the professional until Health Establishment to contact us, let us know if you are willing to volunteer time. It would obviously all be electronic. It would be over the telephone. I ask you to seriously consider this many are doing extraordinary things during this Public Health crisis. How toe looking participate. Mental healthgh professionals wanting to volunteer their time, we will set up a Mental HealthElectronic Center and we will talk about that more in the next few days. What happens behind besides how long . The bigger question to me is what do we learn about ourselves through this. As a society we have never gone through this. Thank god we have never gone through a world war. We have never gone through any great social crisis here in new york. We went through 9 11, which i think is relevant in terms of may be peoplethat experiencing. 9 11 transformed society. I was there. You were never the same after 9 11. Vulnerabilitye of you never had before, which i feel to this day. Bute was a trauma to 9 11 as a society, as a country, we have been blessed and that we have not gone through something as abrupt as this. What do we learn about ourselves . What we are seeing already is a crisis really brings out the truth about ourselves first of all and about others. You see peoples strength and you see peoples weaknesses. You see is societys strengths and societies weaknesses. You see both the beauty and the vulnerability. You see the best in people and you see the worst in people. You see people rise to the occasion and you see people fall from the burden of the emotion. Hink you take a step back first at there are people doing extraordinary work who deserve our thanks. When you see a Health Care Worker on the way to work, when you see a grocer who has been working a double shift trying to deal with the demand in the stores, when you see a pharmacist who is underwhelmed overwhelmed with a long line, when you see a Police Officer or firefighter doing their job, opening doors, they do not know who is on the other of the door, walking up to car windows, these are extraordinary heroes. Ask yourself, would you do that . What kind of selflessness and courage . What does Public Service mean . This is Public Service. Service onlic steroids. These are people really stepping up. You you see them say thank , the Public Transit workers, the bus drivers, these are people leaving their family, they are just as nervous as you are but they are doing their job. Childcare workers were watching peoples children so they can go work in a hospital or do their essential function, they deserve our thanks. Understanding what they do in some ways gives us perspective on how Beautiful People can be be how courageous people can and how great americans can be. , my last is point is, practice humanity. We do not talk about practicing amanity, but if ever there is time to practice humanity, the time is now. Show somes now to kindness, some compassion, some gentility even as a new yorker. Yeah, we can be tough. Yeah, this is a dense environment. It can also be the most supportive,s Courageous Community you have ever seen. This is the time for a little gentility. This the time for a smile when e. U walk past someon it is a time to say hello, it is a time for patients and to do nce and the patie dont let the Little Things get you annoyed. That was new york after 9 11. Yes we have a problem, yes we will deal with it, i we will overcome it, but lets find that out ourselves in doing that and let new york lead the way in finding their better selves and demonstrating their better selves. That is the new york destiny and that is the new york legacy and that is why i am proud to be a new yorker. That is why i am proud to be the governor of this great state. We are going to do it like we have always done it before. Questions . Where aretors they located and how soon can they be available to new york . Gov. Cuomo they were available in places all around the globe, jesse. They will be coming in over the next several weeks. We are also the king at technologies that would allow you to use one ventilator for multiple patients. For example could serve to patients. We are getting as creative and can. As aggressive as we to be assumed the bulk of those end up in new york city . Gov. Cuomo yes. Saidrochelle dr. Locally they have no masks. Could potentially have been exposed to a patient with covid19 gov. Cuomo this is a national problem, the medical supplies. States are scrambling all across the board. I am proud of everything this estate has done and the extraordinary efforts this te has done and we have Apparel Companies that are going to begin into the gown manufacturing business. We are trying to secure material now. Youre working on getting new york state manufacture new york state manufactures uniforms. If i can get the material, we will make them in the state. I have companies in new york equipment,e buying sewing equipment for them so they can manufacture them. We have a gown shortage statewide. It is worse than that. It is a gown shortage statewide. Masks, doing better with we are doing better with ventilators, nowhere near where we need to be with ventilators. We need 30,000 ventilators. We have 6000, but at least we got to 6000. The masks, the medical community has told me the masks are the priority for the covid19. Masks. Made progress on gowns are also very important, no doubt, but we have not been successful as of yet with finding the supply of gowns. We are searching high and low. With a number of masks, i think you said 2 million, one million are going to the city, and the others are what about upstate new york . Masksuomo we have enough to cover upstates needs. What does that mean . Gov. Cuomo the numbers are different between albini and new york city, right . Albany alberni and new york city, right . Do the distribution according to need. We can prove that need as of now. All people are wondering have you been tested . Gov. Cuomo no. Why not . Gov. Cuomo i have not been exposed to anyone who is positive. I have no symptoms and i do not want to waste a test. Hospitals in albany are saying they will not be able to test members of the public even though they have symptoms. They have to save it for the Health Care Workers. Is that a concern . Gov. Cuomo we are testing by the same protocol all across the state, karen. Thenu meet that protocol you get a test. It is on the website. If you have been exposed to someone positive, if you are showing symptoms, if you meet that protocol, you get a test. Again, we are testing more than any state in the United States of america. We are testing more per capita than china or korea. Yes, no state, no country can give everybody a test to once a test, but that should not be the goal either. This is not just i want a test to make me feel better. By the way, it wont make you feel better. You tested negative at 10 00, but then you went and talked to six people. To be your positive again . You will never solve that neurosis maybe you are positive again . You will never solve that neurosis. Anyone who fits that protocol can get a test. Or people are getting tests in this state than anywhere else more people are getting tests in this state than anywhere else. I am proud of what we did. For us to come up to scale that quickly, that was great. Have you guys figured out how many people have recovered . Gov. Cuomo we can get to those numbers. I do not have them. What about the technical issue with federal what do you mean by that . Is that in the hospital . Gov. Cuomo the house bill that passed this is a little weedy the house bill that passed said that for a state to get the federal money, it cannot make any changes in the medicaid procedures. In this estate since january i announced to the mrt the Medicaid Redesign Team they changed procedures in the medicare program. I have been doing that since january. He cannot do a budget without changes to medicaid we cannot do a budget without changes to medicaid. We need changes to medicaid because there is a lot of waste. Y even wrote a bill, some it is sad, but you either cry or you laugh if you change any procedures on medicaid you do not qualify for federal funding but we were changing procedures since january. Are those potentially outdoor mass units . What would those look like . Gov. Cuomo you have two types of i called them pop up hospitals and they say do not say pop up hospitals, which only makes me say pop up hospital more. Field hospitals are done by fema. Hospitals, 250ed people each, they are basically beds, configuration with with medical equipment, with staff. In 250 bed capacities. We requested four of those, so 1000. The army corps of engineers, they basically do a tent like facility. They can do it in a gymnasium, in the Westchester Convention Center, they can do it outside, but then it needs a hva, Climate Control system. Itselft structure without the beds were medical equipment and without the staff there would be set up where . Would they be adjacent to hospitals . The Field Hospitals, 1000 beds in javits, this is all preliminary, i would have to talk to the javits people about electric service etc. , but 1000 beds in javits. We do not have a number yet and the other four locations. Where is gareth . Is that all correct . Yet. Yep are watching that situation very closely. We do not have a significant issue yet of spread in the prison system. We have taken certain precautions. We have stopped circle visitation stopped visitation. Do not have that problem yet. Yet. Gov. Cuomo if we have a problem, we will address it. [indiscernible] millionmo those are 2 we are requiring. How many new n95s have we . Dentified two by gecko buy we are looking to buy in bulk and get as many as we can. Gov. Cuomo 2 million is as many masks as we have identified two by to buy. Say wee companies who have the masks, we will sell you the masks, i will send these to you by this date for this amount of money. Ares that usually cost . 80 now four dollars. Look, it is price gouging, but we need them and most of these are coming from overseas. So far, 2 million new masks we have identified. [indiscernible] a trademo there is association called the Greater New York trade association. Between the voluntary hospitals and the public hospitals, they will be distributed proportionately. Regarding the consequences to the state treasury, i agree that Public Health is important of course. I drove in here thinking governor mario cuomo once said about this or that, this or that. Said thatacario once the days of ryan wine and roses are over. So in this climate it seems to me that some of the press releases i see are rather pollyanna ask. Que. Ollyannaes they havent really adapted to this new reality. Is it time for a reboot to expectations for what this state can do . Do we need a pay freeze . Going forward we see some heavyduty measures . Gov. Cuomo joe, thank you for remembering my father. My father governed at a time where frankly you could be a little more candid and blunt and he was. He also did not have a lot of , orrance for frivolity nonsense. Look, the advocacy community, there job is to ask for there job is to ask for more money. it ising you 100 more not enough. Enough . Ber would be no number, because i get paid to ask for more. Is enough ever say it because then they put themselves out of a business. We did a Budget Proposal that was very rich to begin with. To be advocating for more state funding in this estate this situation is beyond the pale of a colorable claim. The state is obviously broke to use a term. The revenues are devastating. We are spending money on health care at an alarming rate. It is trivial, it is petty politics, and not just my father. I have never had patients for the petty politics. Ience for the petty politics. It is not why i am here. Iencee never had the pat for the petty politics and neither did he. I am here for the real issues. I do not even take those press releases seriously in the first place. Can you talk about the executive order to suspend the trial . We signed an executive order it couple of weeks ago because the court system was closed down and if we did not address it cases could be closed due to technicalities. We had no choice. A mortgage question are those mandatory orders to lenders and landlords . Out the d ff the they are being burned. D ff dead what is called a circular letter that provides guidance. They struck an agreement with the banks. Who wereme people detracting and formalizing by executive order today. Foro it will be mandatory lenders and landlords not to evict . Correct. What happens with the remaining dust gov. Cuomo gov. Cuomo pass the budget. Police officers i took a hard stance government must function especially now. Especially now. I made the point to joe about petty politics . From my point of view, 80 of the stuff we do is all petty politics. Minimum wage it mattered, Marriage Equality mattered, what we did on superstorm sit andy sandy matter. What we do in this moment of time matters. This is government if it is done well it saves lives. That is not a rhetorical statement, it is not overly dramatic. Government professionals know what they are doing can save lives. Ontotally changes the lens government. I thought government was about celebrity and who can tweet the most end who had the most twitter followers. No. Now government is about do you actually know what you are doing . Does your government actually work . Can you mobilize it quickly . Now governor government is serious. Oh, wow i did not even think of this a whole generation has never had to see government to step up and function. That is where we are at now. What should government do for the rest of session . It should do its job. This is the high point of government necessity and competence and performance and accuracy. This is when you need government to work like you have never needed it to work in your lifetime, with the highest consequences. Police officers are showing up at work, firefighters are showing up at work, Public Transit workers are showing up at work. Youre telling me the elected officials cant show up and work . Come on. [indiscernible] gov. Cuomo they followed the same rules that apply to everyone. But can a legislator do their job . Of course. Can a Police Officer their job . Can a prison guard do their job . In a firefighter do their job . Can a nurse to their job . Can a bus driver do their job . Yes. And certainly an elected to this can come convert cavernous complex and do their job. Im going to work. Thank you, guys. It is easy to follow the federal response to the coronavirus outbreak at cspan. Org. Track the spread throughout the u. S. And the world with interactive maps and charts.
