Coronavirus. He announced statewide religious gatherings of up to 10 people with strict social distancing allowed this week. This is about an hour. [inaudible] good morning. Good when you know the difference between morning and afternoon. Its a good way to start the day. To my left, we have budget director robert rithika. That is our financial forecast. All smiles. This is the secretary to the governor to my farright. Right speciale volunteer assignment. Working for her father, very pleasant boston. A little sad today. The boyfriend has left the premises, returned to his home state. Thats ok. Expression, if you love something, let it go. It will return to you. If it doesnt return, it was never meant to be. Words to that effect. Hospitalizations are down. Integrations are down again. The number of new cases is down. Road down. A long bike, slowe, fast decline. Thats what has happened all across the country. Number of deaths, still painfully high. Not down. A little bit. The overall direction is right. Painful, painful, tragic number of lives lost. They are all in our thoughts and prayers. You look at the entire , we are stabilized basically with where we were before we had this dramatic increase. One of the things weve learned through this is smart wins. Its not about politics. Its not about emotion. You are dealing with a virus. The virus doesnt respond to politics. The virus doesnt have an ideology. The virus isnt red or blue. It is a virus that is attacking people. Its about science, numbers, data. Smart wins the battle. Guidance and that that theory, we are always looking at and researching the numbers. Where are the cases coming from . How do we reduce the numbers . Look all across the country. Lower income communities, pride dominantly minority, we are still seeing an increase in the numbers. We look at that in new york city. We did a very Extensive Research project. Its true. You can look at where the cases are coming, look at the testing area, byury of graphic zip code. Find out where the cases are coming from. Northwell health is the Largest Health system in the state. We asked them to do an extensive test for us. We are in the midst of that test. Tests, a very large sample. The data is very powerful. It informs what we are doing moving forward. The test was done in new york city. Thats where we have the highest predominance of cases. Communities, we partnered with churches to conduct tests. 27 of the individuals testing positive. 27 compared to the new york city general population of about 19 . Ok . The bronx had the highest , compared to a citywide average of 19 . You take a place like the bronx, it is 34 compared to 19 . The data shows, not just a high , not just a high number of people with a positive, but the spread is continuing in those communities. Thats where the new cases are coming from. Ok . You can literally do that on the zip code basis. Example, in the bronx, 43 of the people tested positive. 43 . Compared to new york city general average of 19 . Rate, 3. 2 n 3. 2 people for every 100,000. Compared to 1. 8. It is double the hospitalization rate. Be smart. Lets use the numbers. Lets research. Where are the new cases coming from . Where is the spread continuing . Lowincome communities, communities of color. Latino,d to be high high africanamerican populations. Patterneeing that , lowere in zip codes income predominate. Brownsville, brooklyn, 41 . Double the city average. That happens to be 80 africanamerican. Double the about rate of hospitalization. Thats where the cases are still coming from. Thats where the virus is still spreading. Again, look at the data. You see it over and over again. By zip code, by selecting unitys within the city. 35 comparedhood, to 19 . Its all across the city. Less in staten island. Higher in communities of color. Lower income communities. I want to thank the congressional delegation who helped organize this partnership between us and the faithbased communities, getting 8000 tests in a short time is not easily done. Jefferies came up with this idea about 10 days ago, organized it quickly. I want to thank congresswoman velasquez and clark. Thank you for helping us get it organized. The Faithbased Community has been great. ,everend broglie and rivera organizing those churches for us. We have the data. We have the research. Now we have to take the next step. We did the research. We have the data. We know whats happening. Now what do we do about that . We will develop targeted strategies to these highly impacted communities. What we are seeing in new york city is going to be true across the state. Northwell health is going to double the number of churches that they are working in, 44 total churches. We are going to partner with community care. Thank you for stepping up. They will open 28 additional these zip codes that fit this profile. We are going to focus on Public Housing. When you think about everything we are talking about, social distance, etc. , think about Public Housing and how hard it is in Public Housing to do the things we are talking about. I worked in Public Housing all across this country when i was the housing entered in and urban secretary. How do you socially distance in an elevator in a Public Housing complex . How do you socially distance in the hallways of Public Housing, texas . In the lobby . In a small playground that is attached to Public Housing . We understand the challenge. Ready responders are going to increase the testing in 40 Public Housing developments in new york city. This will be a very extensive effort. 72 faithbased sites. Ready responders in Public Housing. We want to take the next step, outreach programs, getting the ppe into the community, getting Hand Sanitizer into the community. Explaining social distancing and why that is so important. Explain how this high risk spreads. Its a Public Health education effort. Ive been all across the state. You drive through some of these communities and you can see that social distancing isnt happening. Ppe is not being used. Hence, the virus spreads. Again, we did the research in new york city. Thats where we have the predominance of cases. It will be true in every Community Across this state and across this nation. You tell me the zip codes that have the predominantly minority communities, lower income communities, i will value the communities where you will have a higher positive and you will have increased spread and increased hospitalization. Governmentsll local to do the same thing that we did in new york city. Focus on low income communities. Do the testing. Do the outreach. Do the testing. Is the outreach. Thats where the cases are coming from. Thats where the new hospitalizations are coming from. Thats whats going into the hospital system. Thats right you are going to see the highest number of deaths. That is our challenge. On reopening, which we are doing across the state, we do it on the numbers and metrics. Every new yorker can go to the website to find out where the community is. Capital district will be open today. We are working with religious institutions right now. They can have up to 10 people, with strict social distancing guidelines. Weve asked them to consider drivein and Parking Lot Services for religious ceremonies. We are going to be working with. Ur Interfaith Advisory Council they have representatives of the religious Community Across the state, all different religions. I understand their desire to get back to religious or moneys as soon as possible. As a former altar boy, i get it. Stress ands time of when people are so anxious and confused, i think those religious ceremonies can be very comforting. We need to find out how to do it and do it safely and smartly. The last thing we want to do is have a religious ceremony that winds up having more people infected. Definitioneremony by is a gathering, right . A large number of people coming together. We know from new rochelle, the first hotspot, that religious ceremonies can be very dangerous. We dont want to do the same thing. How do we will do this smartly and efficiently . I will talk with members of the religious community in doing just that. Im sure we can come up with a way that does it but does it intelligently. Time, whatall the will happen . What will happen is what we make happen. There is no predestined course. There is nothing that is preordained. What will happen is a consequence of our choices and a consequence of our actions. Its that simple. If people are smart and if people are responsible and if the employers who are opening those businesses do it responsibly, if employees are responsible, if individuals are responsible, then you will see the infection rate stay low. If people get arrogant, if people get cocky, if people get casual, if people become undisciplined, you will see that infection rate go up. It is that simple. This has always been about what we do. Its never been about what government mandates. Government cannot mandate behavior of people. It certainly cant mandate behavior of 19 million people. It can give you the facts. It can give you the facts that lead to an inevitable conclusion. New yorkers have been great about following the facts. But we are at another tipping point. Yes, we are reopening. Yes, the numbers are down. Yes, we can increase economic activity. What is the consequence of that . It depends on what we do. Do your part. Where a mask. Wearing a mask, i have been trying to communicate in a set of different ways. Maria is heading up a project that she will report on in a moment. It seems like a simple thing, wearing a mask. Its apparently so simple that people think it is of no consequence. It happens to be of tremendous consequence. Amazing how effective that mask actually is. Dont take my word for it. Im not a doctor or a Public Health expert. Look at the facts. To this day, how do frontline workers have a lower infection rate than the general population . If i said to you, who is going to have a higher infection rate, nurses in an emergency room, doctors in an emergency room, or the general population . Say the nursesld in the emergency room. Doctors in the emergency room. The hospital staff will have a higher infection rate because they are dealing with covid positive people all day long. Not true. How do nurses and doctors have a lower infection rate than the general population . How do transit workers who are on the buses and subways all day long have a lower infection rate than the general population . How does the nypd, Police Officers who show up, dealing with people all day long, how do they have a lower infection rate . Almost half the infection rate of new york city. How can it be . They are the Police Officers. They are wearing the masks. The masks work. Those surgical masks work. Its in the data. Its not that im saying it. Its in the data. Otherwise, it is inexplicable. Look at that list. Transit workers are lower. Health care workers are lower. The Police Department is lower. The Fire Department is lower. Emts who show up first and help a person get into an ambulance. They have a lower infection rate. Dockworkers are the correction officials. Officers. They are at 7 . State police, 3 . They were the masks. Ear a mask. Remember all those pictures of china, always Wearing Masks . I wonder why they where all those masks. They were right. The masks work. They are protective and they work. So, on may 5, we launched a contest to come up with a video message, prepared by new yorkers to try to communicate the message of wearing a mask better than i was communicating the message of wearing a mask. Maybe it was my communication skills. They were preventing the Effective Communication of the wearing the mask message. The caveat is my daughters often say it is my communication skills which are the problem in the home, in society at large. Volunteered to run a competition where we ask new yorkers to do a 32nd ad and the would of the competition be the ad that the state runs. With that, i will turn it over to maria for update and report. Today, we are excited to be sharing the five finalists that our team has selected for the wear a mask ad contest. [inaudible] Governor Cuomo every state wants to test every person in a nursing home. Every state wants to test every arson in the facility, in prison. It becomes a question of how. Ast you can get the testing up we have the most ambitious testing program. We are testing twice a week. We have about 180,000 people in Nursing Homes, right . Do you want to speak to do you know the testing protocol in Nursing Homes . We mandated twice a week testing for staff last wednesday. Nursing homes had to turn in their proposals to meet that mandate. We found out that many were struggling. And tuesdaymonday of this week to have kits at every nursing home to do the testing. We paired Nursing Homes with commercial labs to be able to run the actual tests. That is off the ground. About 100,000 residents in our Nursing Homes betweent 180,000 staff adult facilities and Nursing Homes. We are leading the nation on this and we believe we are going to meet the goal. Between adult facilities and Nursing Homes. They got the kits on monday and tuesday. Im sorry . Oh, the residence. Kits outhe residents last week. There is a phase three opening plan for casinos to reopen. For thed reopening plan open. What do you think about that . For casinos to reopen. What do you think about that . Gov. Cuomo casinos are by definition a large gathering spot. A lot for casinos to reopen. Of people are touching equipment. Then someone else touches the equipment. Challenges. L we do not have a deadline or date to open casinos. We do not have a date for that yet. Bybal nations are not bound state laws. Some of the tribes are. Some are federally recognized and are not bound by state laws. Testing,ing antibody you said that the rates have been lower for first responders. Have you started testing people like delivery drivers and people who do not necessarily have access to medical grade masks . Your point, we just started looking at people who work in pharmacies and grocery stores. Underway. Ust gotten and we are very eager to get those results. Data back,have that we will report it. We wanted to get a random sample from grocery workers across the state. A pipeline permit would island. As through long given mayor bill de blasios opposition [inaudible] the long island gas provider, the Utility Company said they did not need that gas supply because the demand has dropped. It is warmer weather. The Utility Companies are the ones who say they dont need additional gas. On the alternatives, i have gone through the mall. Whatever we need to do, we will do. The Utility Companies themselves said they did not need the pipeline. We cannot have a moratorium. That doesnt work. The big question was, where we were last year, we need the pipeline, if we dont get a pipeline than the world is going to end as we know it and we have to have a new pipeline. Now, we dont have a new pipeline in the utility and the utility provider say they dont even think in the future we will need a new pipeline because of reduced demand. That is actually good news. What will we need . I dont know. We will work with them on it and make sure there is enough supply because there cannot be a moratorium. What has been the effective reopening . Are infections taking up . Gov. Cuomo on the data coming in so far, we have not seen any increases. Myself, but the day to day numbers we have to take with a grain of salt because the whole reporting system this does not come from the old testament. This is not gospel. This is a system we have just put up. You will see a day to day bounce, but we have not seen anything significant anywhere that is worth mentioning. Like saratoga, they are Going Forward without fans. Gov. Cuomo watch the numbers. Watch the data. Watch the infection rate. Then you will know as well as i know. You just said you have not seen anything significant in terms of an increase in the metrics to be able to reopen. Do you have any intention of rolling back the reopening process, slowing it down, stopping it because of hospitalization . Hospitalization you are seeing today i will ask jim if that is true. Not that i doubt your credibility. , to bedefinition hospitalized, that means you had to have the virus, it had to incubate, you had to have symptoms, get very ill, go to the hospital. There is about a two week lag on the hospitalization rate, so by definition it could not be linked to the reopening, but those are the data we will be looking at. We have seen upticks. To a specific issue like the Madison County agriculture business where, if you can address a problem right away the department of health addresses it . We have seen a little uptick, but the rate of transmission is still relatively low. In the next couple of days we will know if it has changed. Gov. Cuomo is that daily . Three days, five days . It is we look at it daily. Its not just hospitalization rate. We also look at gross hospitalization and net. Thats a little different. Gross hospitalization in both regions right now are down. Thats a good sign. New people are not walking in the door. We look at all of these things together. A 24 houra pop on basis, we notify the department of health. Gov. Cuomo let me just give you a little context because things get lost in the details. You are looking at a number of indicators. The reason we have global experts who help us is because this is not really it is new a us, but this has been Global Experience with other countries, etc. The hospitalization rate, they will tell you, is the lagging indicator. Because it takes a couple of weeks. You want to look at the number of new infections. Your diagnostic testing rate, is that going up . You cases walking in the door, is that number going up . That goingsting, is up . They are very keen at looking at nursing home staffing numbers, which is an interesting idea, because what they are saying is the nursing home staffing numbers are indicative of Community Spread because they thenot getting it from nursing home facility. So watching nursing home staffing which is twice a week so you have two measures every week, right . You look at the earlier indicators before the , becausezation hospitalization is a two week lag. If you see a problem there, it is indicative. Its from two weeks ago, and now you are going to have a wave from the past two weeks. Your dashboard is based on hospitalizations. I know that every day there are more tests, but it has been spotty. Testing is not spotty at all. What is the number per week . Upwards of 40,000 a day there are two Different Things to me. How do you start a reopening phase and how do you monitor realtime infection, which, to the governors point, as regions are reopening, we are going to take a broader look at new infection rates. That is realtime. We dont want to be on a lag anymore. The reopening was, what were the problems we had . How did those dissipate or not dissipate . Now that we have reopened, hospitalization is one component, but the gross population, people walking in is more important because we are trying to do it in real time. Is the new system but it works with the dial back. Not a spottyt is system. Week,250,000 tests per the largest percentage of tests done in the United States of america, the largest percentage done of any country on the globe. So, that probably would not qualify as spotty. Qualify as a comprehensive, exhaustive look at whats going on. 250,000 tests. Test and those 250,000 that number tests and that number. The experts have pointed to the ,ursing home staffing tests which will be twice weekly as opposed to once weekly. You look at that data, and you are looking for a shift in that data. If you see a shift, they will do a deeper dive, more tests, where is it coming from . You can increase tests overnight. You could say we might have a problem in buffalo, lets increase the number of tests in buffalo. If you see a shift, then deeper , and lete attention them understand whats going on. They look for clusters of activity. If you see a shift, you may have a cluster. , and let them understand whats going on. You may have a hotspot. Or you may not. It may just be a dramatically increased Community Spread, and that would trigger a more systemic issue. Last week i asked you about a group home policy. There are 7200 group homes that. Ouse disabled people there are issues of crosscontamination because of how shortstaffed the homes are. They fear another situation like what we have seen in Nursing Homes. You said you would check the policy. Did you have a chance to check it . Gov. Cuomo who wants to speak to the group homes . It is something they do is an absolutely last resort, if there is a staff shortage, if there are people out sick and they need people with certain skill levels to cover. As to the issue you raised last week, we have been having internal discussions. We keep people more restricted to the homes they work into address this issue. We are doing temperature checks. We are working out a whole list of other things we are going to implement. A call to reverse the executive order allowing nursing home patients back in. Why was that executive order made at the time . Look, this is a political season, i get it. I have refrained from politics. I am not going to get into the political backandforth, but anybody who wants to ask why did the state do that with Covid Patients in Nursing Homes, it is because the state followed president trumps cdc guidance, so ask president trump. I think that will stop. There are accusations that you are changing the numbers. Gov. Cuomo lets do one at a time. Your first point, why did the state do that . Because the state followed president trumps cdcs guidance. Thats that answer. No numbers were changed. Why on march 25 did you not did you follow cdc guidance, and do you regret that . I know you are the new york times, but fact is still fact, even at the new york times. Here is the fact. Nursingguidance set a home cannot discriminate against a covid patient because at that time the issue was Hospital Capacity. Remember Hospital Capacity . We were dramatically increasing Hospital Capacity. If a person does not need an urgent care bed in a hospital because they are not urgently ill and they have it can take two weeks to test negative when you are no longer urgently ill. Is the best use of the hospital bed to have somebody sit there for two weeks when they dont need the hospital bed because ill, theyot urgently are just waiting to be negative on the antibody test, which can take two weeks. A nursing home cannot accept a patient who they are not qualified to handle. , a nursing patient home has to be able to say i can quarantine, i have the right staff, i have ppe, or else the nursing home should not take that patient. Third, any nursing home that that covidot take patient, for whatever reason i dont even care what the reason is. I dont have the time. I am overstressed, i dont have the ppe, we always have alternative beds. We have had alternative beds all throughout this. We never got to a place where we were bumping up against the the ppe, we always havecapacity. Home can say i cannot take a covid patient in my facility. In retrospect, do you think it was a bad decision, the march 15 memo, do you think it contributed to the death toll . Gov. Cuomo no, because you would be saying the Nursing Homes were wrong and accepting inpositive patients accepting covid positive patients. Thats what you would have to be saying. Most have legal liability. Gov. Cuomo do you believe a nursing home operator would accept a patient they knew they could not care for . Why would a nursing home operator do that . Why . We always have alternative beds. If they did not think they could , they a covid patient would say i cannot handle the covid patient. Why are you so resistant to an outside probe here . Resistant, i am not i am just not playing politics. Democrats, republicans, short people, tall people. Gov. Cuomo if the federal government wants to start a probe, they can start a probe. Irrelevant to me. I have no role in determining the federal probe. I dont welcome or not welcome it doesnt matter. President trump does what he wants to do. He doesnt listen to a governor. Think the numbers here are so much higher than in california . Gov. Cuomo first of all, we are 34th in per capita deaths in nursing home. You take 50 states, where is new york . Were four. Even though 34. Even though we had the highest number of cases, per capita, we are 34. You could say wow, how come you are only number 34 . But thats the new york times. Who hasnt asked a question . There are concerns that could destroying , andtudentteacher ratio the Teachers Union will say a low studentteacher ratio is the best Case Scenario for a student learn. Partst true and are there of reimagine education that dont include Distance Learning . Yes, reimagine education means lets go through and look at what happened. What can we learn that is positive . There is no substitute for a classroom teacher. A teacher on the others of a saying aying teacher on the other of a computer, remote, is the classroom experience, it is not. That is why we have worked so hard to reduce class sizes, so the teacher has more time with each student. Is 100 right. What happened here was you could not do the classroom experience because of the coronavirus, so you had to go to Remote Learning. School believe every district was ready for this abrupt shift to Remote Learning, and how could they be . Nobody was ready. With this abrupt shift, what did we learn . What skills do teachers need . Do students need . Remote learning suggests every child has the equipment at home, parents know how to do it, they can get a signal for every student in every locale. None of these things existed. What can we learn, how can we do better . The students to open up as soon as possible. There is no way, in my opinion, that Remote Learning can ever be a replacement or a substitute for the classroom experience. What does reimagine mean . Does it mean we need to be prepared for a spike in cases or a second wave is to mark ways . Gov. Cuomo wave . Gov. Cuomo if you assume this is the last time Something Like this is going to happen, i think thats a foolish assumption. Thinking. s wishful it reminds me of the first time s andd the superstorm floods, and tornadoes. Everybody said that will never happen again. But it did. Again and again. I think we should say lets prepare for Something Like this again. First, lets and floods, and look at what happened and make sure it doesnt happen again. Response system . Where was the Early Warning system . China virus probably went to did the by the time we european travel ban, we had 3 million europeans come through this country. Now we have a Hospital Capacity question. The publicredesign Health System to increase Hospital Capacity. Lets prepare for all of these things. It may not be another coronavirus. Maybe another virus. Maybe some other Public Health threat. Maybe a terrorist threat. Who knows . But the world is full of surprises now, and i think this was an eyeopener for all of us. But for me once, you know. Speakinggislature is is considering legislation that would limit an Emergency Declaration to 30 days. For annties are hoping update on fares. Fairs. Gov. Cuomo we have no update on fairs. It all depends on the numbers. Nobody can tell you what the numbers are. People who try to make projections on the numbers are frankly all wrong. We watch the actual numbers. Patternstart to see a in the numbers. We see a pattern now where the numbers are going down. That is why we are taking the actions we are taking. A point where anyone can forecast when phase four will happen . No, not at this point. What was the first part of the question . Legislation that would require a governor to submit a weekly report gov. Cuomo whatever they want to propose they can propose and i will look at it. I have not heard anything and i have not seen anything. Think through this, in terms of my updates or informing people, i probably have been the most informative elected official all through this.
