Today is saturday of memorial day weekend, day 84 to talk my young, a number of superstars said to me, this is memorial day weekend coming up, and we have been working for 83 state days. Days, maybe we do something different, maybe we take a day off, it is what they are trying to suggest. I said tomorrow i will stay home. So, i am at home today, i never said i was going to work. I said tomorrow i would stay home. But, we are today, working. 84 straight days. When the covid virus takes a day off, we will take off. We are in the new york state executive mansion, it is not really my home, it is the peoples home, the residence for governors in new york. It was built in 1856 in the state acquired it in 1877. They were going to finish the state capital in 1899, which was and is a beautiful mac masterpiece, and the governors residence is a stones throw from the state capital. And, the two worked together. They capital was the place for business and the governors residence was the place for social events, gatherings, and to entertain legislatures. It has been home to 32 governors. You had three who served as president of the United States from new york, grover cleveland, isdy roosevelt, and fdr, who between fdr and Teddy Roosevelt, there were the two really historic governors. Nelsonesident rockefeller also lived in this home, but it is very much a museum, and it is beautiful. I do not know if you can fully appreciate it today, but we have great artifacts. Fdrave the wheelchair from that he used when he was in this house. It is a wheelchair that he also would go into a pool in the back of the house, which was a pool that he exercised in, it was important for him to keep his upper body strong. Swimming was his exercise, and that is his wheelchair. We have a great portrait from fdr that hangs in the drawing room. We have a great bust of teddy baker, andone by extraordinarily gifted artist, we have great art all through this home. The New York State Museum provides art, but we have pieces by durand, frederick church, and it is just, you can appreciate the scope of the home. But, the whole first floor is magnificent, it can hold 700 several hundred people and we do a lot of good work here. My mother did a restoration of the mansion back to the historical accurate portrayal when she was here, and it is still basically very much the same way. So, it is beautiful and open to the public. We have a website that people can go to and, it is really worth seeing. Today, the news is good news. , but every good news day is a new day, and it is good to see continuing. The number of hospitalizations are down. The change in hospitalizations is down, intos is down. The number of new covid cases walking in the door, that is down, and the number of lives lost is down to 84. Doubt. Till a tragedy, no the fact that it is down as low as it is is really overall good news. With a Conversation Health care professional and i said, what number should i be looking forward to get down as a bottom number on the deaths. The doctors said doctor said, i would look for 100. You want to be below 100, and i said why 100 . He said people will pass away when they are in, and often it is pneumonia or something else. I you can get under 100, think you can breathe a sigh of relief. When he said this, we were in the hundreds and hundreds, and getting below 100 was almost impossible, but i made a little note. You need something in life to shoot for, you need something to aim for, and it is not official and i do not know if it was 100 accurate. In my head, i was looking to get under 100. Good 100 does not do any for those 84 families feeling the pain, but for me, it is a sign that we are making progress and i feel good about that. We have been talking about reopening and how we proceed. It has been different in different regions across the state. We have criteria across the state that applies to every region. There is no variance region to region, there is no political difference, there is no local differences. Buffalo is safe in albany, is safe in new york city. I want people to know where we are, which is why they are on the website and i encourage people to look at them every day. They are controlling what is happening, this is a function of what people do. This has nothing to do with government or anything else, this is what people do. Been great inve understanding and responding. Area, putnam,son orange, sullivan, and oldster, we have met the criteria for the decline in the number of deaths, that was the issue we were having with the midhudson reason region. The only issue is that we have to train tracers, no region opens before it is ready to open. To be ready to open you need tracing and Testing Systems in place. We have identified the right number of tracers, they now need to be trained, it is an online course, and i spoke this morning to the representatives and said, we had a choice, if we can get them trained over memorial day weekend we can open on tuesday, you can do these trainings online, many of them are government employees, and we agreed, and i think that countys and supervisors agreed to ask people to be trained saturday, sunday, monday, and we will open on tuesday. So, that is good news. Long island, the number of deaths are dropping, and that continues. We also have to get tracing online. At this rate, we could open by wednesday, if the number of deaths continued to decline and we get the tracing up. That is also good news. Here, weday weekend is opened up the beaches and asked people to socially distance. This was jones beach, and people were great. They are doing what they are supposed to do, and i thank them. We stressf testing, this, and we should. Showingause you are not symptoms does not mean that you do not have the covid virus. About one third of people who have the virus never have symptoms, so they never know they have the virus, but you can still spread it if you have it, even if you do not know you that you have it. That is one of the insidious elements to this virus. So, get a test. We are trying to make it as easy as possible. We are opening more and more testing sites and we are working with Advantage Care physicians, we are bringing more testing to lower income communities, but we have 760 testing sites across the state. Please, go to the website and get a test. It protects you, your family, and everyone, and when we have made it as easy as possible but we have many sites that are that have higher capacity. If you have symptoms, get a test. If you were exposed to a person turned out to be positive, get a test. If you are a frontline worker, get a tester. Get a test. If you are working in a grocery ,tore and delivering products you are public facing, get a test. If you are a region opening up, get a test. Made it aswe have easy as possible, but this is something where we need people to continue to step up. By the way, just because you had a test one month ago does not mean you should not get another test. You can get a test and walk out of the testing site and pick up the virus in 10 minutes. , i amnot, i got one test done, it does not work that way. Again, that is up to people. Pleasese admonitions and , the good news, remember that it is working. What we are doing is working. You look at the new york curve and the number of deaths and you look at the decline, compare that with the rest of the nation where you still see the rest of the nations curve going up. It is working, and what are we doing . Acceptance andl culture of being new york tough, which is smart. Smart is get the test, protect reward, do not put yourself in a situation where it is not worth it. If you can stay home, stay home. If you do not have to go into a store, do not go into a store. We are united and disciplined, this is all about discipline now. This is doing the same thing we did the day before, even though it is day 84. It is showing respect and love society family, and for , and operating that way. Again, it is working in new york, because what we have seen in the rest of the country, we have seen the numbers go up. They are talking about the second wave in the south that may have reopened too fast. They are talking about a higher. Umber of deaths in california how these counties reopen, how states reopen, they can make all the difference. That they mayests have still uncontrolled spread, so do not underestimate the virus. Itsnow that it can rear ugly head at any moment. But, what do we need to do . It is not rocket science. Where a mask, use hand sanitizer, but most of all wear a mask. Those masks can save your life. Those masks can save another persons life. , the most astonishing fact this, thatthrough the emergency room Health Professionals have a lower infection rate than the general population. Bus drivers, transit workers, Police Officers have a lower rate of infection, because the masks work, and we gave them the masks, and they wore the masks. Wear a mask. They are talking about the fall and a possible second wave. We have to get back to activity, but we have to do it in a different way, a smarter way. Finding the commonality among people, and connecting among people. His definition of toughness. At its bestion is only when we see ourselves as one family. And he brought it back to the metaphor of a family. What is society or community . You are a family. Just treat each others as you would treat your own family members, sharing benefits and burdens. That was his version of tough, so you can have a number of iterations of the same concept, but the concept is right, and the concept is new york. Questions . I know there has been a lot of discussion on the subject and many were concerned about hospital capacity. Everybody remembers that the numbers were in the 140 bed range. And so, obviously any death is unfortunate, that when you look at it in comparison to other new york has 3094. Has 1487. Its an International Tragedy everyone has to grapple with and something we are trying to learn from everyday moving forward. We are in a political environment here. I get it. I understand it. Im a big boy. Refusedy all day long i to politicize this discussion. I have not and will not because i represent democrats and republicans and independents and atheists and short people and tall people. The politics makes no difference to me. I have no political agenda. I have no political aspirations. There are no politics here. I can say that. It is still an Election Year and people are still playing politics and this is a hyperpartisan environment. To the extent people want to politicize this issue, and republicans are saying, well, new york did this. New york followed the president s agency guidance. That depoliticize is it. Followw york did was what the Republican Administration said to do. That is not my attempt at politicizing it. It is my attempt to depoliticize it. Dont criticize the state for following the president s policies. Patients coming into Nursing Homes [indiscernible] throughmo we have gone the infection rate many times. Nothing has changed. How likely they will interface two . Gov. Cuomo we are watching the numbers. We said two weeks between phases. Magic or science to that. That is not a hard and fast number. Is the two weeks comes from experts saying that is the time you need to see if an infection did increase and the infection incubated, and then they incubation manifested and the person got ill and went to the hospital. That would take about two weeks. Anyou see no increase in numbers, could you accelerate . Yes. 4 did you decide gov. Cuomo phase two is different than phase one. Phase one is basically a hard start or stop, right . Either you hit this number or you dont have this number. Two is more of a judgment when have the numbers stabilized to the extent there is an increase . Can you explain the increase. Or is the increase problematic . I dont think we have a the theys, i explained are hard set of numbers for phase two. Two weeks is not set. It relates to the cdc guidelines in relation to the 14day incubation period. Twover, to go to phase would not apply the executive order and put all the guidelines for all the phase two industries. Those are being prepared. Those will be ready. If we dont see any uptick in the health metrics, and as the governor pointed out we still have a green light, nothing has gone to yellow, those regions would move to phase two. Gatherings up to 10. It is the same answer to all of these questions, right . It depends on how people act. You can have a safe gathering of 10 people. You can also have a wholly unsafe gathering of 10 people. You can have an unsafe gathering of three people. You have an unsafe gathering of two people. It only takes two. Is it worth the risk . It has nothing to do with government at the end of the day. What is my role as governor . I have a whole operational role to get hospitals running, get tracing, etc. These are people. I just give them the information and say please, here are the facts. Exercise diligence and judgment. Please, please. Here is what happens if you dont. You the riskreward. If you dont have to be with a group of 10 people, dont be with a group of 10 people. It does not mean the governor signed an executive order up to 10. Lets not have a party of 10 people. No. Last one. You have less tourism, less business travelers, etc. On the numbers i dont know how big an influx that is. Also i dont know that legally that one state can bar other states from entrance. And i dont think its good policy. I know when the shoe was on the other foot there was talk of other states saying, well, im going to quarantine against new yorkers coming here. They could be bringing the coronavirus. By the time we closed down china, the virus had already left china and was in europe. Then we had 3 million europeans come. That is how this happened. Which is still mindboggling to global with all these organizations, with always Global Health experts, Public Health experts, federal agencies, the whole alphabet soup, nobody realized the virus had left china and gone to europe . Nobody realized people from europe where than traveling all over the world and bringing the virus . Nobody realized planes from europe landed at jfk and Newark Airport . That is still to me mindboggling. That is how we came here in the first place. A State Government does not have the capacity. I could not have done anything about it anyway except yell. Legally the state cant close its borders to european visitors. That is a federal action. I dont believe a state can control close its borders to other states. I believe legally that would be im not even sure the federal government can do that. So, i dont believe theres a state role in setting borders.
