Former congresswoman tenney is looking to regain her seat after narrowly losing to representative brindisi in 2018. She represented the district from 27 to 2019. Health care, rachel justice, the u. S. Supreme court are just some of the topics we feature tonight. This is ny22, a league of women voters debate. We have the three candidates and members of our crew socially distant in our studio. Our candidates are congressman Anthony Brindisi, republican nominee former congresswoman tenney, and libertarian candidate keith price. Absentee ballots are already in the mail. Voting access has been expanded to address concerns amid the pandemic. Here are the ground rules. Each candidate has one minute for opening and closing statements. Drawing determined first position and that will go to mr. Price. We are still taking questions from voters and candidates will take turns answering questions. As i said, my name is keith price and i am a libertarian candidate. A little bit about me, i was born and raised here, i am a new york graduate. Why did i get involved in politics . Why the Libertarian Party . Quite simply put, i believe in small government. Transparency, responsibility and accountability area not just by local governments but at all levels. So what i am running on is the concept that we can do Better Together if we hold to these principles smaller government, transparency, responsibility and accountability. Moderator thank you, mr. I am committed to this community so much so that i live across the street from the house i grew up in. I raise my son as a single parent. I cared for my parents, wonderful people who suffered from grave illnesses, and i ran a business all at the same time. My son today is a graduate of the u. S. Naval academy and serving as a captain in the u. S. Marine corps. This campaign is about two very different candidates especially the two that serve in congress. My campaign i went to congress to work with President Trump to bring Historic Resources to our community and grow our economy. My opponents went and sided with the farleft and voted with nancy pelosi 90 of the time. While he was dragging our country through a failed impeachment proceeding, a dangerous virus was coming to our shores. We have a stark choice between someone who will preserve our american greatness or surrender to socialism. I would be grateful for your vote on november 3. Rep. Brindisi i also want to thank our moderator. Thank you to our host and components. And my opponents. We have a virus currently ravaging the country. My heart goes out to everyone impacted. Now is not the time for partisan politics in washington. What we need is for people to bring us together and heal the divisions in our country. Over my two years as a member of congress, i have showed up and i have listened to all the people in the district, got no results i have gotten results for everybody in the district, and i would stand up for anyone who would harm upstate new york. I am very proud to have worked in a bipartisan manner with both sides and the administration to have six of my bills signed into law by President Trump. On issues from ranging to support of our veterans to expanding Mental Health care and Suicide Prevention services, to bringing jobs back from overseas like places like china, and repealing Health Insurance taxes. That is what i will do as a member of congress, bring people together. Unfortunately, my predecessor had a different record. She worked more for special Interest Groups and corporations that bankrolled her campaign. That is why she voted to undermine health care. [bell] moderator thank you all. Mr. Price, we mentioned coronavirus. Covid19 relief is an obvious place to start. Partisanship has played a big role in debates over whether and how to include a new covid19 relief bill. Do you support another relief package, and how do you move closer to a solution with other congressional representatives who have a different point of view than yours . Mr. Price first and foremost, we do need to get the stimulus package done and avoid the partisan politics on it. But i have a better solution than just cutting americans a check for 1200. What if we just, for nine months or a year, economically dependent, went on a tax holiday and allowed our federal government, our state governments, and our county governments to repeal or temporarily pause all payroll and income taxes . That would put money directly in the checks of americans instead of it ever leaving. I get that a couple of years ago the big thing was President Trumps crumbs. And i agree they work to some extent. But instead, lets talk about the whole slice, lets give people back their money. Or never take it or never touch it. That would give them intermediate financial impact, dollars in their paychecks today. While we continue to iron out the message of how the stimulus checks will work going forward, we can repeal or temporarily holiday the income tax and the payroll tax to help americans now. Moving forward, talking about partisanship and the lag that is the covid19 relief checks, it is a shame that our nation has been politically divided over such an important issue. This issue, covid19 affects everyone in this room and everyone watching at home. It is terrible that our politicians are playing games. If they want to show the American People that they are serious, that they represent them and that they care about what they have to say, they will get it done and get it done now. Not november 4 or november 5. Get it done now and help us remove the federal tax and remove the income tax. Thank you. Ms. Tenney as a Small Business owner in this community that has been negatively impacted by this terrible pandemic, i know how it feels to be suffering in this crisis. And many of our businesses have really been hurting. Some have been forced to close while partisan politics continue in washington. My opponent, Anthony Brindisi , actually voted to prevent a bipartisan bill from coming to the floor that would have helped our constituents, our school districts, our Small Business community, our individuals and local governments. That bill was a discharge position that he voted against. While he was doing that, he was siding with nancy pelosi you will hear him say this throughout the debate, i dont care if it is a good idea, if it is a republican or democratic idea, i will vote for it. I would like for him to explain what Nancy Pelosis ideas are, because he voted for the first h. E. R. O. E. S. Act which voted to release dangerous felons from prisons, Illegal Immigrants would be allowed to leave i. C. E. Detention centers, 1200 dollar stimulus checks to Illegal Immigrants, he voted numerous times to abolish voter i. D. , and he actually voted to decrease funding to farmers. The original c. A. R. E. S. Act had 50 billion for farmers. By the time Anthony Brindisi and nancy pelosi got done with it there was only 23 billion for farmers. For someone that claims to be for farmers, my family claims to be in farming. My family is in farming. We do not need a democratic a wish list. Nothing is worse than what is happening today in congress. Nancy pelosi is refusing to allow a bill to come to the floor while our communities, our businesses, and our schools suffer right now. The same goes for the senate. He will blame Mitch Mcconnell but it is actually Chuck Schumer today who said we will not put a stimulus package forth until we have Amy Coney Barretts nomination off the table. They boycotted a constitutional obligation today to vote on a Supreme Court candidate. So i will support the stimulus package. We must have it right now for our local communities. Moderator mr. Brindisi. Rep. Brindisi what my opponent said is simply not true. I voted against the h. E. R. O. E. S. Bill because it was not bipartisan. We need a bipartisan solution to get us through that pandemic and this economic crisis. What we need right now is we need another stimulus package. That is why i joined as a member of the problem solvers committee, a group of 25 democrats, 25 republicans in the house, tom reed is a republican cochair here, and we put together a bipartisan framework for another covid19 relief package that includes several things one, state and local assistance and direct assistance to our school districts. All those entities are looking at major budget cuts right now which will translate to more job loss in our communities for public safety, first responders, and teachers. We also have to have additional systems for our Small Businesses. That means another round of a paycheck protection program, more flexibility for small that for Small Businesses who take out loans lower than 100,000. Direct assistance to individuals and families. As well as additional unemployment assistance assistance for those industries that simply are not coming back as quickly as others. I would also like to see additional childcare. People are struggling right now to try balance work life and educate their children. They need help with childcare. We need food assistance. Our food banks have been seeing lines out the door. I have attended a number of food giveaways. I have talked to the food banks here in the Southern Tier. They are seeing so many people for the first time utilizing their services. So we have to get more food assistance. No i did not vote against , funding for farmers. I serve on the agricultural committee. I voted for additional funding for our farmers. It was instrumental in getting direct assistance to our farmers. When the Economic Injury disaster loans were not available, i went to bat and made sure they were available through the sba to our farmers in the region. That is my record and that is the truth. What my opponent says is simply not true. Moderator lets move on to the Supreme Court. After the death of Ruth Bader Ginsburg, there has been a lot of conversations about expanding the court. Is there a situation where you would ever agree with changing the size of the court . Ms. Tenney i do not support Court Packing, it is a politically motivated scheme thats going on with the democrats right now. We are talking about the constitutional obligation of the president to fill a vacancy. On the u. S. Supreme court. Happened 29this has times in our history and every time, the president of the united states, including president obama, nominated a candidate. We have an amazingly supportive bright candidate, Amy Coney Barrett, already given bipartisan support by the Senate Committee on judiciary. Today was unprecedented. The democrats actually boycotted Amy Coney Barrett nomination on the judiciary committee. Even the great notorious Ruth Bader Ginsburg actually said, the president serves for four years, not three years. I am totally opposed to Court Packing. Have a mission to telegraphic and turn the Supreme Court into a super legislature. It would be an auxiliary legislature filled with liberal judges so that none of us would ever be able to receive justice going there unless you are a supporter of liberal policies. The Supreme Court should be interpreting laws, not making laws. I was also someone who really honored and revered justice ginsburg. She wrote some of the most historic decisions. Her landmark decision in 2005 actually helped our community and the upper end of this district. She wrote a number of decisions that were protaxpayer, projustice and i am really grateful for her great work, her wonderful personal story. So i think we need to fill the seat in the event we have a controversial election. We need a full Supreme Court to be able to rule on these important issues coming before us in this election. Mr. Brindisi our system of checks and balances has worked well for over 200 years. I have not seen one single solitary proposal to add justices to the Supreme Court. This is a distraction from what is at stake in this election and a way to divert attention from a very important hearing coming up before the Supreme Court on november 10 to decide whether or not the aca is constitutional. Four the last four years, the Affordable Care act has been under constant attack. It was first under attack legislatively, when my opponent was a representative in congress. She voted to repeal the Affordable Care act which the Congressional Budget Office said would force 23 million americans to lose their Health Insurance. 30,000 people who benefited from Medicaid Expansion in this district, and gut protections and allow Insurance Companies to , charge more for preexisting conditions like asthma, heart disease, covid19 now. It is also something that is now happening in the courts. Because they could not diminish it legislatively or repeal it legislatively thanks to john mccain, they are now in the courts the department of justice has joined into the lawsuit to declare it unconstitutional. I asked my opponent what she thinks about that lawsuit and she dodged the question last time in our debate. It is an important thing. Peoples health care is hanging in the balance. We want to make sure health care is affordable and accessible to everyone in this country. No child should go without a doctor. No one should have to worry about how they will afford their Health Insurance. We could be doing more to lower Health Insurance costs by allowing medicare to negotiate drug prices, by capping outofpocket prices for seniors, not taking people out of their Health Insurance and a allowing Insurance Companies to discriminate for preexisting conditions. That is appalling. That is one of the big reasons why my appointment lost her seat in congress, and we should not send her back to do the same thing. Moderator mr. Price. Mr. Price we have to remember that it is a constitution that empowers the president to appoint Supreme Court justices. The Supreme Court currently has a particular number of justices. And the constitution doesnt necessarily say exactly how many the president can or cannot appoint. While i believe that Court Packing is a way of creating a legislative branch with the judiciary system, it is not my place to call, it would be the responsibility of the president , whomever that may be. I would encourage the president to not court pack. That would sully our great constitution. But i also believe it is the current sitting president s responsibility and duty to make an appointment. The appointment should go through the proper, fair and due processes and set a timetable by the appropriate body. It is very important that we point out, both major parties have played this game. They did it to president obama, now they are doing it to President Trump. Why . Why does this happen . It happens because of continued and relentless partisan bickering. When we elect thirdparty candidates like myself, or we look at individuals who may not be part of the establishment, we end up with government that thinks beyond d and r, red or blue issue. That is what we need to do with all issues. We need to look beyond party. We need to look beyond leadership. We need to do what is right for the united states. If that is putting this individual on the Supreme Court, then that is the authority of the individuals involved and i say go for it. Now, who knows what happens at the election . With us tonight, the candidates are incumbent representative Anthony Brindisi, former representative claudia tenney, and libertarian candidate keith price. We mentioned health care during that last question and the Supreme Court case. Looking at the issue of the Affordable Care act with the Supreme Court . Even if it strikes down just part of the Affordable Care act, like say the individual mandate how do you ensure that those , currently covered do not lose that coverage . Lets start with congressman brindisi. Rep. Brindisi what we have to do is what we did in the house of representatives this year. This year we passed a bill to make sure we protected people with preexisting conditions. If you look at all the protections enshrined under the Affordable Care act, the protection to prevent Insurance Companies from discriminating against people with preexisting conditions, almost one of two individuals in this Congressional District alone suffers from preexisting conditions. It offers essential Health Benefits so that Insurance Companies cannot discriminate between maternity care, Prescription Drug coverage, emergency room treatment, they have to provide that now. It allows students and young people to stay on their parents insurance plans until the age of 26. So many things that are important. If we can stop all the attacks on the Affordable Care act, shore it up, then we can look at what is really driving up the cost of health care in this country, and the number one culprit right now is the high cost of Prescription Drugs. I was talking to a woman at a town hall in binghamton. She told me she was paying 2000 every single month or her for her insulin. Insulin is not exactly a new drug. No one should be paying that much for her Prescription Drugs. We can do something about that and we did do Something Like that in the house of representatives. I voted for a bill, one of those bills now sitting on Mitch Mcconnells desk collecting dust over in the senate. What the bill would do is allow medicare to negotiate drug prices. I cant understand why the v. A. Is allowed to negotiate drug prices for veterans, the department of defense is allowed to negotiate drug prices for military personnel, but medicare cannot do it for medicare beneficiaries. Our bill would go further and cap outofpocket expenses for seniors to know more than 2000 a year. No one would pay more than 2000 a year for medical costs. For Health Insurance costs. My opponent said she would never support that bill. How can you not support allowing medicare to negotiate drug prices . Against capping outofpocket expenses . When you take hundreds of thousands of dollars from the Prescription Drug companies, you understand why, which is something she did. Moderator mr. Price. Mr. Price first and foremost, again, we have created this large legislation, this extraordinarily expensive piece of material that is supposed to help Everyday Americans. We were told, if you liked your doctor, you got to keep your doctor. We found out that was not the case. But what we need to do is that we need to realize that government is not always the solution. Maybe in this instance, government isnt the solution. How about a Free Market Health care system where prices are driven down by competition not by government regulation . How about we look into canada and mexico for competition and we allow american citizens to go there and compete, or allow their companies to come here and compete . I believe in free market system will simply drive down costs. When we drive down costs, Everyday Americans can afford their needs. Now there are some americans who will always assistance, whether they are disabled or have special needs or otherwise. That is where states come in. Communities, counties, states. The federal government does not need to be involved in your health care. Why are they . Simply put, money. Follow the dollars. My opponent would like to add money. Maybe ms. Tenney would like to take money away. I say get rid of it altogether. Lets stop spending money federally on health care and telling americans what they have to choose. A onesizefitsall plan does not work, and in binghamton, the same way as it works in manhattan, the same way it works in omaha, nebraska. Lets get the federal government out of health care. It doesnt need to be there. Thank you very much. Moderator ms. Tenney. Ms. Tenney can you imagine a representative that we elected to congress saying stop attacking or criticizing something that isnt working and that is somehow why it is working . It is like a First Amendment attack on the Affordable Care act, and that is why it is not working. That is what my opponent is telling you. There is only one person who dodges the answers. Everyone knows if you ask me a question, you will get an answer whether you like it or not. I am going to tell you about the affordable. He is talking about how great it is, yet he is citing examples of people who are struggling. I represented people in this Community Just like he does who are suffering because of the Affordable Care act. They have higher premiums sometimes two or three times , more expensive than they were before the Affordable Care act. They have high deductibles. In essence, they basically get a plastic insurance card and they are selfinsured, because they cant afford to go to the doctor. Anthonys solution is more big government, more monopoly, more power for the Insurance Companies. Which is why he has raised and spent more money on his campaign than any candidate in our region in history. So when he talks to you about all the special interests, this is a guy who said i will not take corporate pac money. But on this station, said yes, he is lying about the fact that he does take corporate pac money because in fact he does. He just does it through backdoor methods. Dark money through super pacs. So on the Affordable Care act, we tried to fix it. I voted for a bill, that the language is included in the floor of the house, that guaranteed people with preexisting conditions would be covered. It is personal to me. I have people in my family who have insulindependent diabetes and many of those issues that need to be covered. I am the person in this room who won two National Awards for preserving our Public Health care system. I worked with President Trump to increase funding for those health care centers. I was given this award in new york. [bell ringing] my opponent voted to impeach the president moderator i want to get to immigration now and a question from donna. She wants to know, should the u. S. Adopt a meritbased immigration policy, meaning should individual skills be a determining factor in whether someone is allowed to stay in the country . Mr. Price . Mr. Price first and foremost, allow me to be very clear on this issue. There is no such thing as an illegal human being. I cannot stomach when we call someone an illegal. They may not be here based on our jurisdictional system, or based on our laws, but that never makes a human being an illegal. People come to our country to seek refuge from war for Economic Empowerment or just the basic needs of everyday life like clean water, fresh air, and food. Simply put, i would like a meritbased system, but that only is part of the system. The first thing we need to do is get the individuals we have unfavorably brandished as illegals here in our country. We need to give them a media pathway to american citizenship. We to give them the opportunity to vote and pay taxes and become a part of our system. Then we need to increase our meritbased system. And there we need to do what is right for the people in our country. I do not have the best solutions yet. Ive not talked to all of the experts. But i can tell you this. If we have positive conversations and we stop talking about numbers. Peopleonsider that these are human beings, and our decisions in washington and albany affect their lives each and every day, then we can make actual, positive forward progression. It is important to remember we have a history. Our history as a nation is good in some areas when it comes to immigration and bad in others. But we can do better if we put partisan politics aside and have actual open conversation. , thank you. Moderator ms. Tenney. Ms. Tenney thank you. Yes. I do not agree that we should have a meritbased system unless that includes somebody who wants to come to this country and live the American Dream. I know that there are a lot who believe we should only let engineers and doctors come. And skilled people come here. I would like to see people like my grandparents, who came here from europe, very poor, had the chance to live the American Dream without any skills. And that is the kind of people that we have got to let him. We do have a country that has sovereign borders. Unlike mr. Price, i do not agree with open borders. I think we have to protect our borders to protect the integrity of this country. Mr. Brindisi is going to tell you he does not support open borders, but he votes down the line with open borders bills. That would really put us at risk. When he talks about Social Security and medicare, nothing could be worse than flooding our flooding over our borders people are bringing illegal fentanyl, bringing illegal drugs, coming here without going through our system legally. I completely support anyone who comes here is a refugee. I worked very closely with the Refugee Center in utica. I lived in the former yugoslavia. One of our largest refugee communities is the Bosnian Community. I did the very first Bosnian Community newspaper in our community. I am proud of that. I think our community of refugees have really enriched and brought a lot to the city of utica and around our region. We should have people come in on a system that means if you are coming in go through the process , legally, lets reward the people that go through legally. I talked to the president about this issue, oneonone. We would like to give those people a path to citizenship as long as they met certain parameters and standards. That they had not committed a crime, they were not dependent on the system, and they were here through no fault of their own. Those are people who would be welcomed into our community. As everyone would, as long as you go through the system legally. I do not want to prioritize people who have come here illegally. [bell ringing] mr. Brindisi when my opponent says i am for open borders, that is not true. She knows i have split with my own party on that. We need to have immigrants of all skills in this country. My grandparents came to this country as well. My grandfather had to work 10 years to save up enough money to bring over my grandmother and aunt. And my mother was born in this country. We had Immigration Reform in 2013. The Senate Passed conference of Immigration Reform. That bill still has not been taken up. We need to have Immigration Reform. So that we have folks of all skills coming to this country. We have to have strong borders, but we also have to have a humane immigration policy. Let me tell you about a bill that i worked on that passed the house of representatives this year. As a member of the agriculture committee, one of the big concerns i hear from farmers is the need for additional workers to come to places like upstate new york to work on our apple farms, to work on our dairy farms, but because of the current immigration policy, they cannot find enough workers. We did something on that in a bipartisan manner in the house of representatives, a bill i got to lead on the house floor, a Farm Workforce modernization bill. It would reform our Agricultural Labor laws. It would allow for yearround programs so yearround producers would have access to workers that would include additional protections for workers. This is actually the first Agricultural Labor built we have done since the reagan administration. It shows what you can do you come together as republicans and democrats. Again, it is another bill sitting in the senate collecting dust. Hopefully that can get done in a new congress. We have to have Immigration Reform. We have to pass the dream act to support our dreamers who are here, came here through no fault of their own. We can get this done if we have people who are willing to compromise and move forward on this issue. Moderator earlier this year, a man died in rochester at the hands of police. His family said he was having a Mental Health crisis. Should Police Department funding be reallocated to address issues like Mental Health or addiction . Ms. Tenney, first to you. Ms. Tenney that death, the George Floyd Death are heart wrenching to watch. We need to increase funding, not defund the police as my opponent has done and not to take away protections such as qualified immunity, which protects Police Officers from personal Injury Lawyers suing them and putting their families at risk, having their houses or cars taken away. My opponent in his personal injury practice has sued police nd my opponent his personal injury the practice has sued Police Officers to obtain money from them and he voted on that right after from receiving money from a very leftwing so if you follow the money and thats how we vote he also voted for the bill to defend the police and hes trying to backpedal on that but i 187 pbas and the state investigators were supporting my campaign he has the support of one share for as a democrat and the one common donor was donated significant amounts of money. So with bipartisan support he doesnt have it on that issue. Going back to the immigration the bill he is talking about was a bill that i sponsored in congress. We couldnt get it passed because the partisans like nancy pelosi wanted to include sanctuary cities and funding for them to put our communities and families at risk and he supports that. Is what the viewers to know i would not support those bills but there was a similar legislation and imitation is the sincerest form of flattery most of the bills in on anthony introduced on the floor. I appreciate that. Brindisi let me start by saying doing some Fact Checking i have voted as a member of the assembly and in congress again sanctuary cities she has all these endorsements so we have to talk about a tragic situation these are situations and we are all condemned with police brutality. We need to make sure at the accountability with the criminal Justice System i do not support defending the police. And that has been proven false by many in the media. I go a step further to introduce Bipartisan Legislation and down in the Southern Tier to prohibit cities from defending the police. I also called for a doubling of the cops of justice that they have utilized to hire more officers to do community engagement. We want to make sure we have officers engaged in the Community Building trust and then talk about Mental Health and then we have to invest in Mental Health and Substance Abuse treatment and Police Officers are being asked to do so many Different Things their teachers and they still have to do their work as Police Officers. So if we invest more in Mental Health and Substance Abuse, go back to health care to repeal the aca they would have lost access to Mental Health treatment and Substance Abuse treatment thats not the representative we want in washington. Price all lives matter. First and foremost our lives matter. And with those hundreds of thousands of Police Officers across one across the great country and occasionally mistakes, poor choices and bad decisions are made. So when we take the funds we are using by local Police Departments not every Department Needs these military goods but reinvest that money into Mental Health care treatment and advanced training programs. What i would like to see is each community by the community to gather and talk and have your Police Representatives there and Community Leaders there and community representatives. To determine a strategy that is good for your community that will get officers more ingrained in the community and the training they need to advance the 2021 year. And these techniques will replace those but once you have Community Experts give us a report to have one single document one item this is the way forward in this will help each and every community and instead of making it a big piece of legislation that this is our recommendation from federal government to you we strongly encourage you choose not to adopt these positions or continue to have problems. Lets let the experts in policing and criminal justice and in communities decide where to go not federal regulation. Thank you. Brindisi their bills pending i have to see the legislation but the point she raises about the Climate Crisis is a point we all have to take very seriously and coming to the Climate Crisis we cannot wait till next year to help reduce Carbon Emissions and cut down on pollution across the globe. I word we join from the house of representatives with the paris climate accord. We need to invest and incentives and efficiency programs.
