In fact, weve just sent a bipartisan letter from senators and members of this house to secretary vilsack rimming him the usda is required to report annually to Congress Describing activities conducted, accounting for the receipt and disbursement of all funds and including a independent analysis of the effectiveness of the program. Yet the usda hasnt submitted this report since 2019 since that time american Dairy Farmers have paid nearly 1 billion into this promotional program. At the same time weve witnessed the loss of more than 6,000 dairy operations across our communities. Let me talk about the Beef Checkoff Program. In 2010 an independent audit examining the equivalent of nine days of the Beef Checkoff Program spending found that the primary beef checkoff contractor, the national cattlemans beef association, thats right, im calling out names, had improperly spent more than 200,000 in checkoff dollars on lobbying and overseas vacations despite a freedom of information complaint and act, a full audit has not within released to the public. Additionally this organization, ncba gets 70 of their revenue from the checkoff program. They are prohibited from lobbying but theyre one of the biggest lobbyers up here in washington, d. C. They lobby against things that are antithetical to cattlemen. They were up here lobbying with the money paid to them by the cattlemen against cub of origin labeling and represent less than 5 of the industry. Its time to put them back to work for farmers. In fiscal year 2022, the fiscal year appropriations were about 24 billion. I believe that the agencies and programs includeed in this bill were able to operate effectively enough at those levels. In order to get the spending under control, federal agencies must operate at the same levels or at the very left receive modest increases.
