Illinois governor gave an update on the States Coronavirus pandemic. He was joined by his sister former commerce secretary who spoke about efforts to raise money in her capacity as chair of the illinois covid19 relief fund. We will also hear from senator richard durbin. Good afternoon to everybody who is here in the room and our teleworking reporters and those joining us on television, radio or streaming service. I want to thank again the reporters and press working so hard to cover the vital stories of this pandemic. More than ever, people need clear, factual information to rely upon. I want to thank the Illinois Broadcasters Association and tv and radio stations all across the state that are joining forces today to come back hunger and shortages during this crisis. One of our hardest working Agency Directors during this crisis is department of Human Services secretary. Secretary is here to talk about the essential role in our response to covid19. And maintaining the continuity of Human Services. I am also incredibly glad to have with us today one of the nations most vulnerable voices for people, family and children who works hard for us every day representing the state of illinois and washington, d. C. That is senator durbin. I want to thank you for all the work you are doing to help us build a series of relief packages that actually aid working families and Small Businesses. I am really glad you are here in person to share more about that. I will have the pleasure of introducing our other guest in just a few moments. The director of the department of Public Health directors on our medical fight against covid19. Doctor. Continue to practice social distancing across the state. It may not seemed like it now, but you are helping us get to the end and eventually returning to our regular normal. Disregarding social distancing guidelines, i am begging you to think of your fellow man, woman and child. It is so clear. We need our entire community to form these important tasks or else we suffer the consequences for all. Today, unfortunately, we are sharing 673 new cases of covid19 which brings our total for illinois to 2538 individuals sadly, this also includes seven additional deaths which brings us to 26 lives that have been lost to covid19. Thirtyseven counties across the state are reporting cases. Even if you happen to live in a county that does not have a case right now, you should absolutely take precautions and follow all of the same guidance as you knew the virus was circulating in your community because it is. Please take the same precautions and stay home as much as possible. I urge us all to not become complacent. It is the only way we will and this pandemic. Lets actively Work Together for the betterment of all. I know that as the weather warms up, we are tempted to get together and socialize. We need to look forward and look at the big picture. There is a lot at stake. We cannot go for shortterm winds at the cost of our society. Let us not grow weary, lets stay strong and lets stay the course. We have to reduce the number of people who get ill. We have to reduce the number of deaths. We can end this pandemic. I will summarize my comments in spanish. [speaking in native tongue] with that i would like to bring back to the podium the governor. Thank you, doctor. Earlier today, we received word that my request to the president for federal major disaster declaration for illinois has been approved. This will provide emergency funding to increase hospital and housing capacity as we respond to this Unprecedented Health crisis. This declaration also provides resources to expand telehealth allowing us to safely reach more illinois annoyance in need of care. My administration is also seeking another debt disaster declaration for all 102 counties of illinois that would allow us to access femas individual assistance program. This would give us resources like more Unemployment Benefits for those not currently eligible for state Unemployment Insurance , enhance benefits for those seeking shelter, food and emergency supplies, new Legal Services and Financial Assistance to our underinsured households. I want to begin today by reiterating yet again how vital it is to follow the guidelines of our stayathome order. First let me say that the vast majority of you have been doing exactly what i have asked and what the doctors have recommended. Thank you. You are staying at home and you are following the cdc and other guidelines for staying healthy in the midst of this pandemic. Yesterday when temperatures across illinois went above 50 degrees, in chicago that meant people were breaking out shorts and heading to the lake front. That happened in other places across the state as well. Throwing all caution to the wind, in the midst of a deadly pandemic is not acceptable. You are putting not just yourself, but your family and friends in danger. You are also putting strangers in danger. As you come in contact with them sometimes it will be a parent or a child. Someone you do not know. Someone spouse or loved one. Folks, we live in a free country. We all want to maintain our freedoms even in the context of our stayathome order. I am begging you, please, if you do not have to be out, stay inside. If you go outside, please find a place to go that is not crowded. For the sake of everyones health. Follow the social distancing guidelines that we talk about here every single day. 6 feet apart and dont gather in groups of 10 or more. Right now, hosting a party, crowding down by the lake, playing a pickup basketball game in a public park, if you are doing these things, you are spitting in the face of doctors, nurses and First Responders risking everything so that you can survive. We are quite literally in the middle of a battle to save your life. Every day i look at the number of positive cases of tests conducted of deaths. I pour over Hospital Capacity and that utilization and availability of ventilators and stocking of ppe and increasing the number of makeshift icu beds around the state. We were to chase down literally every lead for personal protective equipment. Your Public Workers are engaged in this activity every single day all across our state. Right this moment, emergency workers are delivering new containers of nearly a Million Units of personal protective equipment like masks and gloves to healthcare workers in edwardsville and champaign and peoria. Every day i asked myself what kind of measures i can take to help the spread of this virus. To be very clear, this virus does not care you are bored and you want to hang out with your friends. It does not care you dont believe it is dangerous. The virus could care less if you think i am overreacting. It has infected infants. It has killed people in their 20s and 30s and 40s. It has forced doctors around the world to make terrible decisions about who will live and who will die. If you get a loved one sick because you did not stay inside, they will have to travel alone to the hospital without you by their side to comfort them and look after them because hospitals and Healthcare Centers cannot afford to accommodate visitors right now. I dont tell you all of this just to scare you. I tell you this to save your life. We all have to own our actions right now. All of us. Ultimately, you will be judged by what you do in this moment. I have one job and one job only. To save as many lives as possible. Keep as many people healthy as possible until we can develop a treatment and vaccine. Please, please follow instructions and stayathome. In addition to the Health Challenges that we are all facing, the economic pull of this virus has been difficult for most people to bear. We must confront that headon as well. Since the beginning of the month, illinois has received over 100,000 more unemployment claims that we had by this point of march last year. 2019. Total u. S. Unemployment claims this week broke the previous single week record nearly five times over. We have surveys reflecting that one in five american households have seen a reduction in work hours or a layoff dropping one in four households below 50,000 income. That information was collected a week ago amid circumstances evolving by the hour. Events that once seemed unimaginable have quickly become a daily reality. Let me tell you something amazingly great about our state. Since i put out the call for retired and former healthcare workers to rejoin the Healthcare Workforce to staff our hospitals and our Healthcare Centers statewide, 450 have submitted applications to do just that. More doing so even now. Your fellow people continue to show up for each other. No matter how hard things get. I know that because i see it happening every single day in every corner of our state. I see our young people volunteering to deliver meals to seniors. Our retired healthcare workers jumping at the chance to serve once more. Our illinois manufacturers retooling to produce the goods that will keep us all safe and our teachers finding new ways to enrich the lives of their children. I see members of the Illinois National guard waving their families to staff Testing Centers for First Responders and working to help stand up mobile hospitals. I see our grassroots organizations on the ground in communities across illinois stepping up to answer the most fundamental calling they have to do the most good for the most people possible. It is so often the case for illinois people, for all americans that during our darkest days we live our finest hours. With that in mind, i am thrilled to announce a new initiative to support the nonprofit organizations caring for those most in need as we combat this virus. In partnership with the united way of illinois in the alliance of Illinois Community foundations, establishing the illinois covid19 Response Fund. It will support local Community Foundations and organizations of nonprofits across the state that are doing the work that matters the most of those hit hardest by covid19. Providing emergency food and basic supplies. Offering interim housing and shelter to those that need it. Expanding primary health care services, assisting with utility costs and other Financial Burdens and supporting children and families who are enduring school closings. Already the illinois covid19 Response Fund has raised nearly 22 million from an unprecedented Founding Coalition that has rallied together around the state that they call home. My team and i are incredibly grateful for all the businesses and leaders and organizations that have stepped up to meet this moment. Of course i want to thank the funds chair. Former United States secretary of commerce, longtime entrepreneur and civic leader and most importantly, my big sister. She has taken on this project like no one else could. Already she has catapulted it to incredible heights in just a few short days. Jb called me last week to talk about the need for a fund to support basic needs for all illinois people during this critical time. He said there was nothing more important than we can do to help the too many people across our great state that are desperate for assistance. That is what this effort is all about. I am honored that jb asked me to chair this endeavor that we are announcing today. A new statewide fundraising effort to quickly deploy needed and Critical Resources and support to our states most vulnerable residents in the wake of this terrible pandemic. Make no mistake, these funds will help many people across our state that are really, really hurting now. Today, the illinois covid19 Response Fund is pleased to announce we have raised, and governor, i hate to correct you, we have raised nearly 23 million since you were last briefed. Individuals, corporations and foundation donors. These funds, and with your help, hopefully much more. These monies will be dispersed to nonprofit organizations across our state serving individuals, families and communities hardest hit by covid19 pandemic. While it is me standing here today representing this effort, there are many, many others that we owe a deep appreciation for making this happen. We are particularly grateful to the united way of illinois and the alliance of Illinois Community foundations who are working in collaboration with the office of the governor for helping us establish this effort and serve as the organizations that will house this effort. We also want to thank the Incredible Team that has worked for the last few days helping us build this effort. Lead in the short term by Gretchen Sims crosby from the university of chicago to Boston Consulting Group accenture, so many others that have stepped up to volunteer their time and their energy on behalf of our fellow illinois people. The illinois covid19 Response Fund will work in tandem with other funds set up around the state to ensure resources are directed where they are needed most. In particular, we are modeled on and will work closely to complement the chicago covid19 Response Fund whose leaders have been extraordinary partners to us already. The fund will provide flexible resources to local nonprofit organizations across the state to supply essential resources to the individuals and households most impacted by the pandemic. We designed the fund to be flexible so we can deploy resources to address possible additional areas of Community Need as they develop. While i am honored again to chair this effort, we have an incredible diverse Steering Committee made up of social sectors and Corporate Leaders from across illinois who will determine where to deploy these funds. Good afternoon. Thank you, secretary. I have spent my entire career and Mission Driven work and ive had the pleasure to work in the Nonprofit Sector philanthropy and government as a secretary the department of illinois Human Services now. In my view and experience, we together Mission Driven organizations for a belt for the public good must Work Together like pieces of a puzzle to maximize our efforts, reach those most in need and create change for good. This is a moment for us to do that. Before i left my position to accept this amazing position to be a part of the cabinet, my parting conversations with my colleagues was about how in my new role we wanted to maintain our connections, we committed continuing to Work Together and connect our institutions. Once i began a secretary, i formed a phila traffic roundtable chaired by the Chicago Community trust and gathered a statewide group of Foundation Leaders to learn about the department of Human Services our state needs and developed partnerships to leverage our assets across the state. We did not know at that time that we would be called together to work on a crisis of this magnitude. I have faith in the ties that we have developed to rise to this challenge. As a former member of the Philanthropic Community convene, catalyze, inform and inspire. This coupled with the strong and compassionate leadership of our governor and our administration, the magnitude and reach of our state government, i know we can produce results together that separately would not be possible further, our nonprofit partners are on the ground experts to deliver services, aid, care, food and comfort across the state. This is the triple threat of medicine driven organizations. Today we see that coming to life. The illinois covid19 Response Fund will complement and support the efforts of the Illinois Department of Human Services and our sister agencies and enable us to fill the gaps while our administration has been responsive, there are places where philanthropic resources can move more quickly and more directly. Together we can maximize and leverage our assets to provide a safety net for providers and those individuals who are experiencing crisis situations during this pandemic. We, i have committed to being a transparent eager partner to this fund so that we can be in true alignment. I think the founders for your foresight and Swift Response to meeting the needs of all in our state. At this time, it is my pleasure to introduce u. S. Senator durbin thank you very much. It is an honor to be here and part of this presentation. I want to thank the governor. When you stand for office, you never know what challenge you will face if you are elected. No one could possibly imagine the challenge which is governor and our entire team leading the state at this moment are facing. Each in every day. We hear these statistics and these are human lives. This governor has made it clear he is addressing this challenge in the most serious, professional manner with professionalism, determination and compassion. He has put together an Incredible Team. Thank you, doctor. Its been my pleasure to work with her. The secretary and others that are here. I want to shout out as well to the big sister. Personal friend for many years. A leader at the federal level as our secretary of commerce. Governor, i cannot think of a better person to choose then your sister to lead this effort to bring together the caring and charitable people that want to help illinois through this crisis. Thank you all for what you have done to this point and i stand ready to work with you moving forward. Something miraculous has happened in washington. We have actually done something. [laughter] on a timely basis. Think about it. We have enacted three major pieces of legislation. Just four weeks ago that on a bipartisan basis we said to the president that his request for 2 billion was not enough to face this crisis. In a matter of days we raised that number 28 billion and it passed quickly. Then we realized that was not even close. In a matter of days again, we passed the second piece of legislation which raise the amount to 100 billion focusing on making sure that testing would be free. People have enough to eat in the midst of this crisis. Sending more money back to the state to compensate for hospital care. Family leave and medical leave available to the employees who are feeling sick could leave work and still get a paycheck, feed their families. That was a 100 billion undertaking. We did it on a bipartisan basis. Last night, close to midnight, in washington, d. C. , we passed something nothing short of miraculous by federal standards. The cost of the rescue package that we enacted last night is about 2. 2 trillion. 2. 2 trillion. That is larger than the federal budget for an entire year end domestic and discretionary spending. They are the highest priorities. We thought them through. We debated them. We disagreed we came back to the table over and over again. At the end of the day, this measure passed with a unanimous bipartisan vote in the senate. Ninetysixzero. The four senators that did not vote, two of them are facing diagnoses and two are under self quarantine at this moment. To think that every senator, democrat and republican came together tells that we understand the gravity and we move quickly to put politics aside when it comes to the wellbeing and future of our nation. Let me touch a few highlights of that measure last night. Let me say at the outset it is not officially done. The house of representatives need to take their action. Speaker pelosi, for majority leader, suggesting they will do it as early as tomorrow. Maybe by voice vote so members of the house do not have to return. I am hopeful if that is not the case that whatever debate will be short and we will get it signed into law by the president. What does it mean for people following and asking . They made a lot of noise in washington. There are some very basic things that you ought to take into consideration. The white house suggested both parties agreed with the cash payment. Primarily the people making less than 75,000 a year and not more than 100,000 a year as individuals will receive 1200 for each adult in the household and 500 for each child. For some people, that really is money that they desperately need to get through this difficult time. The second thing we did was to really focus on our healthcare system. We said we needed a Marshall Fund when it came to healthcare. I know the governor feels as i do. Our hospitals are facing a moment of challenge and testing the likes of which they have never seen. When i was on a Conference Call with hospital administrators across the state just last week, a number of them from downstate illinois told me as they have told you they are hanging on by a thread. The question is whether the doors will be open, not whether they can have the capacity to meet the need in this crisis. Why . Because a hospital makes money on out patient treatment and elective surgery. Those have been pushed aside because of the people coming in with symptoms of covid19. The good news is that our priority of a Marshall Plan for hospitals will provide over 120 billion to the hospitals Healthcare Providers across the United States, including, of course, the state of illinois to help these hospital stay open and respond. Not only for the hospitals keeping the lights on, but it is money as well for them to expand their services to meet this need and have the protective equipment they need to be able to achieve it. In addition to that, we are working on helping Small Businesses. The Illinois Hospital Association came out to see me a few weeks ago, it was a sad meeting. We want to get this under control. They worried about reopening. We had a proposal. A bipartisan proposal. Senator rubio, senator cardin, democrat of maryland, this was included last night. It will allow these hospitals, pardon me, restaurants and many other Small Businesses to continue to pay their payroll, pay their rent and be ready to reopen as soon as we have finally reached the point where it is safe to do that. That is a critical part of what we are doing. Fewer than 500 employees, they are eligible for loans through the sba through their local banks. They can use them for payroll benefits and rent are forgiven. They dont have to pay them back. We want to make sure that there is continuity in these entrepreneurial undertakings even in this difficult time. There are funds that will be available for organizations that are notforprofit organizations for corporations that are larger than 400 employees and we come to the rescue of industries that are critical to our state and nation starting with the aviation industry. I flew out of washington this morning to chicago. It is good to be home. I will tell you, there were 10 people on my plane from washington and three of them were flight attendants. Nobody is flying. The airports are empty. We know what that means to these airlines and their revenues. These are major employers in our state and nation as well as a major part of our national economy. They have become a focal point in terms of rescuing the economy of this nation. I will just tell you this. I have been proud to serve in the senate with my colleagues, especially senator tammy. We have worked together on everything. We do everything together jointly. All the letters, all the meetings, all the Conference Calls. It is a great benefit to have a colleague you can trust completely who will work with you for the good of your state and nation. My hats off to the congressional delegation republicans and democrats alike. So far we have been able to Work Together put aside political differences. Isnt that exactly what the people of illinois want at this moment in history . I think that it is. Said that te help coming back to the state and local governments. Problems with the budget multiplying. It will mean revenues coming back to the state will help us through this challenging time. I can tell him that as long as he needs our help, he can pick up the phone and know we will be there in washington to help out. Thank you. Thank you, senator. I cannot tell you the number of times he has reached out to me to say what more can i do . What calls can i make . Who else do you need me to contact. What else can i get done. I am very grateful for them. They have been terrific partners working with us at the state level. Obviously in washington, d. C. To help us get done what is necessary for the safety and health of our state. I am happy to take questions from those in the room. Then we will take questions from those online. [inaudible] let me comment, we had a call with the president just before that letter arrived. You know, all i can say is, i am concerned about the desire of the president to ignore potentially the science to try to do something that i know key has a desire to deal. People will die. People will get sick. We need to make sure that we are operating on the same playbook together to save peoples lives and of course simultaneously we are all thinking about how we will keep the economy going during this time. And as we reach peak and beyond it. To the question about unemployment, we have been working on this, and i have spoken with our technical leads on this issue. Today alone we had a Record Number of people successfully able to file their unemployment claims. Over 17,000 just as of 2 00 oclock today which is an amazing number considering they are literally building this airplane while it is trying to take off. I am very proud of the work they are doing. There is still more to do. I literally spoke with our chief Information Officer for the state this morning. I woke him up because he only went to bed at 4 00 oclock in the morning. Unfortunately, i think i ended his sleep for the day because hes gone to work right after i spoke with him this morning. We will get this right and we will make sure everybody has the opportunity to file for unemployment claims. We have sped up the process for people to receive those claims as well. [inaudible] we have in fact told people they should stay 6 feet apart. I know that there are stores enforcing that. Please space out as you are waiting in line, for whatever it is you need. I have seen the pictures you have seen. Maybe you have experienced it personally, too. People need to take responsibility for themselves. There are many people who are. I dont know if you saw the video of bonnie from chicago who made a video of herself and posted it on twitter about her, you know, social distancing herself from somebody. That person essentially calling her a kook. There are still people out there that dont believe this is real. They should go to the hospital today. Go walk in. See what is happening at the hospitals. I dont want them to go to the hospital because i dont want them to get infected and i dont want them to infect anyone, but they should see what is happening around them. They will see that bonnie is right. The people that are social distancing and managing that are right. Please, everybody, take responsibility for yourself. You dont need to be at the Grocery Store if it is crowded. They are open for hours. They are not crowded for all hours. Those shelves are being restocked. Grocery stores are operating reasonably well across the state. Do the right thing. Time for one more in the room. [inaudible] thank you. Regarding our numbers, of course we know we are in a period of exponential growth. We know that the numbers will have these giant rises. When we looked at our initial predictions and forecasts, it did predict these large numbers. We are a little bit under some of the predictions from the very beginning because of so many measures enacted by the governor , limiting mass gatherings, closing schools and then we will hopefully see more improvement from the shelter in place as we get through the incubation. After that. We know that these numbers will really grow like this. Slightly under predictions which is good. We hope that we continue to enact measures that will help us follow under predicted. We have lots of people working on the hospital planning the surge capacity. We know that there will be a lot of need for ventilators. Cpap machines, oxygen, all of those needs are being assessed. Different kinds of ventilators that can be used. A lot of resources that will be needed. All of the team working on the Hospital Capacity and the surge are identifying all the different needs and trying to secure as much as we can in preparation for what is still coming. Thank you. We will have to go to some of our reporters on the phone. Governor cuomo called the stimulus bill irresponsible and reckless because it does not provide enough money to cover his states losses. Do you agree new york has spent 1 billion, how much has illinois spent . Lets recognize a win when we see one. I think you heard senator durbin say so. Does moore need to be done . Yes. We are frankly doing everything in our power to get the supplies that we need, the equipment that we need to expand hospital capability, icu beds, everything you can think of. Frankly, at this moment, my biggest concern is not the expenditure that we are making to save lives, it is are we saving the lives . Are we bending the curve . We are beginning to do that. We have only had five days under stayathome. We need to have more days under our belt before we see the bending of that curve further. More needs to be done in washington, d. C. I know senator durbin has said there is likely to be potentially a relief package for, maybe even five. I dont know if you want to address that, senator. There is work being done now on whats next. What shall the return to normal order look like much of mark could some parts of the state reopen earlier . I will be guided by science on this. The virus knows no regional boundaries. As you see, we have covid cases all across the state. People did not believe me when i was saying that it was just in cook county, other parts saying it is just a chicago problem or just a cook county problem. An increasing number of cases in southern illinois. We need to make sure we are tracking all of that. We are doing everything we can for all the areas of the state. This is for the doctor, are you considering a statewide do not resuscitate order for coronavirus patients . No. Governor pritzker, are you set aside with a portion of the stemless that relates to the defense production act and doesnt go far enough or only applied production of ppe or could President Trump use it to build a wall . There is nothing that has been exercised with regard to the defense production act. Every day of pounded the table on the defense production act to make sure that the president is doing what he can do and is not doing everything he can to break he talked about hoarding and price gouging as a reason why he had signed the defense production act executive order but nothing has been enacted so when we are out in the marketplace we are not seen any order to the markets. That is what we want is order. We are willing to pay reasonable prices for the goods that are made here in the United States that will save peoples lives but what we cant do is be competing one against the other, one state against the other each state against the United States government and against the 150 governments around the world that are competing for those goods as well. We need to protect the United States prayed he has the power to do that. I implore him to take up the defense production act and utilize it from industry to industry. With some continuing to congregate in outdoor spaces and the mayors known what are you considering any additional statewide actions to enforce the stayathome order . You have heard me in an impassioned fashion today and i will do it every day if necessary, remind people that they need to take response will be for themselves. I think the mayor was right in reaction to what she saw on a sunny day on a warmer day and frankly, people are just now beginning to understand what we have said over and over again at this podium and elsewhere could we will try to get the message further out to people to make them understand and i think the decisions about how this will be enforced will be done at the local level but i have encouraged lawenforcement to remind people that this is not an opportunity for Law Enforcement to stop people and to harass them in any way.
