The challenges we face. We can meet these challenges with your power that transcends human understanding. When you whispers into the darkness the sound of your footsteps causes tribulations to hide. Pervades our lawmakers to be aware of your providential guidance. May they depend on you to lead them according to your will. Give them the wisdom to trust you when they cannot see the road before them be leaving that you will be their life in the darkness. We pray in your name, amen. Would you please join me in the pledge of allegiance to the flag. I pledge allegiance to the flag of the United States of america and to the republic for which it stands, one nation under god, indivisible with liberty and justice for all. Permission to address the senate for one minute. Without objection. Americans from coast to coast hunkered down to stop the spread of the virus. Office workers including my staff here adapted to work from home but not all americans can do their job from home. Many must work away from home to provide essential services for the communities. I am talking about workers that harvest, process and deliver our food. Those that provide Sanitation Services and keep communicatio communications, transportation and energy grades running aroundtheclock. Americas postal workers and Truck Drivers that deliver mail and transfer goods across the country. The Grocery Store clerks and factory workers who make toilet paper, diapers and Consumer Products we cannot live without. I think the frontline workers who are on the job working away from home in the line of duty, thank you all for your service and sacrifice. I yield the floor. The senate is back in session. In this unusual pure code for the nation its been more than five weeks since the full senate last convened. The senate has kept right on working this fulltime. The largest ski package is strengthened where necessary. We passed further legislation to provide more economic assistan assistance, even more support for testing, even more relief for hospitals and healthcare workers. This deadly virus doesnt take days off and so the senate has not either. For more than a month we were among those that have found creative ways to continue doing the jobs remotely. For this period the senate will shift out of the ranks of those working remotely and into the ranks of the central sectors who are listening to expert guidance and modifying their routine is to modify the post to keep the country running. For the Grocery Store workers, Truck Drivers and so many continue to carefully show up for work then its essential to senators carefully show apostles and support them. I want to thank the dedicated men and women who worked hard to develop solutions so the senate can take these steps back to the operations. The entire office of the attending physicians, well done. Everyone in the offices an offin the architect of the capitol, sergeant arms, secretary of the senate and colleagues on the rules committee of course the teams that support the networks and telecommunications are working hard day in and night. I want to recognize and thank all the essential staff here with us today in person so the senate can function whether they be Staff Members in our own offices and Committee Offices with the nonpartisan professionals who served the institution itself. In particular the facility employees, Food Service Staff and of course the men and women of the capitol police. We are grateful for your service and more importantly, your country is grateful for your service. You are helping the government function in the midst of this crisis. The senate is back in session because we have important work to do for the nation. Critical posts throughout the federal government from Public Health to National Security and beyond remain vacant. Qualified nominees have been held up for too long and have already become even more necessary in fees uncertain times. On the floor and in committees the senate will be acting on key nominations that really directly to the safety of the American People, oversight of the virus legislation and more. We need to continue to maintain a safeguard Domestic Nuclear resources. That is our first nominee. We need to keep protecting the nation against foreign intelligence services, that is another nominee moving soon. Those around the world who wish harm on americans are not going to get a free pass until the pandemic is over. So the senate needs to overcome obstruction and continue to act. So, mr. President i dont think anybody could seriously argue that this is an essential senate business, but to any of my colleagues who may wish we didnt have to devote more time to these kind of nominations, i would simply say that i agree with you. For more than three years now my colleagues and democratic leadership is acrosstheboard obstruction to force overtime and even cloture votes for the kind of nominations that used to travel easily by voice vote. If any of my colleagues on the other side wish that we could recover the tradition and spend less for time on the nominations i would invite them to share the view with the democratic leadership but as long as they remain the only way for the senate to pull the post we cannot let the nuclear watchdogs or leaders stay on the sidelines. Its going to be as smart and safe as we possibly can and show up as the essential workers that they are. Our bosses or the American People and counting on us to keep observing. The senate convenes as we speak millions of our citizens are respecting stayathome orders and doing their part to stop the spread of this pernicious
