Going to those who needed it most. So today, we are not taking any other action on the floor dealing with covid19 so weak that we would take this opportunity to ask unanimousne consent, to get Something Real done should have bipartisan support on both sidesot of the aisle. Who can be against transparency. Who can be against accountability. Know where close to 700 billion that taxpayers money is going, to the right places. And impartially today at least 200 publicly traded companies have managed to secure pp e and most of those are not very small. Including some companies, as owners are large contributors to present trump rating truly Small Businesses however, hundreds and thousands of momandpop shops with less than 20 in place, the bproverbial restaurant owner, e butcher the baker and candlestick maker, have been mostly shut out because he did not have a standing relationship with the big banks. There have been great disparities when it comes to minority businesses. According to the senator for responsible lending, over 90 percent of africanamerican and latino businesses were likely to shut out the ppe planning. Avit blew and owned businesses have also been neglected. We tried to fix some of these problems working closely with the senators from maryland and New Hampshire on the senator from florida but much more needs to be done rated we need data, to help further inform it would be left out. So we can continue to make the necessary fixes to see that all Small Businesses are helped. Sen. Charles schumer now myor friends, they have a bill, want to thank sen. John cornyn and sen. John thune. And they will talk more about this bill in a moment. This is a very simple piece of legislation, it requires the kind of transparency expected from any federal program of the size. Reregular public reporting on hw oland where trance and trent taxpayer dollars spent predict this is something my republican colleagues have always believed and so i hope that my republican colleagues will not object to this legislation. When ask unanimous consent in a few minutes after senators have spoken. I hope they want object to just because it comes from this side of the aisle. Its good idea. And theres noer reason to objet to this idea and get this body focused on covid19, not on extraneous matters between them seemed to be doing now. When covid19 is the most important issue we face. We are doing quite literally nothing else in the senate today. There is no other business before his credit none whatsoever. So we are here to enforce connection, and the progress and enforced focus on covid19 related legislation. I prefer to do this in a completely bipartisan way. From the getgo, democrats have a had to enforce the issue on many covid19 response programs. As no democratic input o on the bill, and then of course we have to work towards that we have. As the fact that the past 96 nothing was it attribute to that we can do this. We should being doing this the same way today. We should be working together read to enforce or support of our healthcare system, protect this, Unemployment Insurance and crucial Small Business lending. Our republican friends, first resistant and chemo led by the republican leader. In all of which passed with unanimous support. The same thing should happen today. We should pass it, we should get the oversight that this program so desperately needs. It. Let me think leader schumer or initiating this discussion. I am very pleased that we worked on the u democratic side with senator rubio and collins on the republican side. We are very proud of the tools that we have made available to Small Businesses. These are important tools to keep Small Businesses alive during covid19. The Paycheck Protection Program, that money out quickly. And help Small Businesses stay afloat. 660 billion we have provided none of the Paycheck Protection Program. The emergency Economic Injury disaster loan program, the loan and grant program, we have no provided 7 million for the program. Heres the issue. We had to adjust most of this programs without even knowing all of the specifics on how the first amount of money was distributed. And we are hearing there were going to be getting out of money again soon. In the congress is going to be asked to make additional changes they still now the specifics on how this money was distributed. We are all frustrated here. I really appreciate the leadership. Another term is on the floor, is been demanding this information is beenn able to not get it. Not going to pass without having specific information. Senator schumer is absolutely right on the first round, that those who had preferred relationships with Banking Institutions got priority. Sen. Ben cardin that we know we dont know how much. We do know how b many loans that the big banks have issued and which sites they have issued the compensations and how those decisions were made. We need to know that because we are relying on the private Banking Institutions to make loans and all of the communities. We expanded this program to nonprofits. I was a good thing. But what we dont notice how many of u the nonprofits receivd hope in the program. The dollar amount, the specific locations. And heres the challenge, i got a call yesterday where they want to expand eligibility under this program. We know there is difficulties in the program themselves in inattention. There is no desire to expand eligibility. Also being asked what comes next. They are going to need additional d help. How do we go about crafting what we need to do if we do not know what is been done already. Weve been asking for this information over and over again we have not been able to get it. It is o our responsibility to oversight these programs. My chairman, and i agree with him, it is our responsibility to oversight these and we dont have the information but how can we oversight. Im concerned about underserved communities getting their fair share of the self. Yet we do not have the specifics on the number of minority Small Businesses. The number of women out at Small Businesses. And veteran owned Small Businesses. And how well they have done. We need to have that information in order to make the next judgment in this congress and yes we do need transparency. Have even heard from this administration that there may very well have been, Small Businesses who do not qualify for this loan that have gotten help read or have their own ability to handle this crisis but yet still ask the government for these funds. I may have violated this andrews in this legislation pretty clingy to have the transparency for oversight. It is our responsibility. And thats what we do need to act as a senate. The legislation that we bring forward, is very common sense. The Small Business administration, make available the information on the ppe loans, on the grant so that we can analyze it, know how these funds have been made and make a proper oversight and adjustment that we may need to make in these programs in order to make sure the Small Businesses get through covid19. I urge my colleagues, lets get this done and continue to work in a bipartisan way to make sure that Small Businesses in this country is protected. Senator from New Hampshire. I am pleased to be able to join my colleagues. As well as minority leader schumer, and i a am pleased that the chairman have a Small Business committee senator rubio is also here because the senators and myself all worked on then Paycheck Protection Program and the Small Business provisions that are in the cares package the past over five weeks ago. In front of our efforts to negotiate in a bipartisan way to help Small Businesses get through thiss. Crisis. Not only did we pass and that first cares patch package, 360 billion to help Small Business but just a couple of weeks ago, Congress Also came together to pass an additional 370 million for the paycheck p Protection Program and Economic Injury disaster programs. And in passing, the legislation was sold deliberately to Small Businesses that are truly part. Small business are the lifeblood of this economy nationally and certainly in New Hampshire where 99 percent of her businesses are considered Small Business. Es they employ over 50 percent of the New Hampshire workforce. In New Hampshire, 20000 and nonprofits have received over to have billion dollars in low interest forgivable loans under the Paycheck Protection Program. Sen. Jeanne shaheen there have been challenges. We have heard some of the stories from Small Businesses that were not able to access the system because some larger businesses got to the queue ahead of them. Some of this large probably traded companies who have ah relationship with the lender and so they were able to get an early. We need information if we were going to correct the things that have not been working about this program. That is why the legislation that the senators and i introduced income i think would be so helpful. The trumpum administration and Congress Need to be held accountable for implementation of these programs. Do that, but have oversight. But have transparency is fundamental. We need to ensure that the assistance is going to Small Businesses, nonprofits needed the most. And the senator, listed off a number of those companies. Womenowneden companies, minoriy owned companies, wee also need o think about those businesses that have fewer than ten employees. Those momandpop shops really need help may not have as long of a relationship with her lender. Army have no relationship with the lender. All we are asking for today is a measure that would provide the bare minimum that this administration should provide to ensure that these programs are functioning as congress intended. This is common sense legislation, all it would do is require that Small Businesses administration to provide dailyg reporting, ppe and other laws. To provide more detailed weekly reports on these programs. And they can make this information public available. Was it the same time protecting borrower and participant privacy. We have heard the Horror Stories about the problems with this program. There have also been a lot of Success Stories. But the public wont know both sides of that unless there is reporting and transparency so that people know what is working and what is not working. The bill would also ensure that ppe and idle funds and reaching and under banked borrowers. It would establish an Early Warning system for the fda and for congress so that we could figure out how to respond to things that were not working and when we are expecting an additional funding shortfall. These proposals should not be controversial. Ive heard both people on both sides of the aisles talking about supporting. What they will do is allow congress to perform a basic oversight response abilities and foster public complements and the integrity of these programs. And perhaps most important, these improvements will helpke make sure that the limited resources that are available are getting to the Small Businesses that need them the most. Thank you very much madam llpresident. I want f to thank the colleagues for the hard work. Sen. Charles schumer another senator rubio has an appointment. And the legislative session, i ask unanimous consent that the senate proceed to the many consideration of a bill that would require the administrator of the Small Businessis administration to reports on covid19 recovery Small Business programs. Tfurther asked that the bill be considered red three times the past and the most to be reconsidered be considered made and laid upon the table with no intervening action or debate. Without objection. Let me first begin by saying, we have a chance to speak in the floor about the Paycheck Protection Program. I want to say that despite everything you read out there, in my mind i dont think theres any question that this is been the most successful part of the cares act. To put it in perspective, this is something that we worked on in a bipartisan way in less than a week. And in the agencies had less than six days to put together the rules. Until friday april 4th, no bank in american had ever made a ppe loan. No one had never applied for one. And the fda never approved one. It was a massive program. If we look at the results, we have seen. Now it doespr the program have problems, sure. I think anytime that you create something that is been 500 or 600 million it reaches over 50 percent of the u. S. Economy is put together so quickly, theres going to be unintended consequences i will come back to that point in a moments braided leading to his problem this program has had from o the very beginning was created in the that we have read about in the press. From the very beginning, the demand greater supply even potentially right now at the easecond round. We have for the report about publicly tradedow companies we l know how we feel about them. As one put it in perspective. They have taken. 35 percent of the funds that were approved, none 35 percent or 3. 5 percent. 35 percent of the money that has been n lent. Sen. Marco rubio is not likely took half of the money which is what the perception has been created and some of the coverage. Meanwhile it means that theod rt of us, who is not publicly traded pretty so thats a historic achievement. Now and transparency. Myself, friday and saturday, i was really upset that we were not getting those numbers. The reason why all of those numbers, would make sure this program that we put our name on we worked hard on all of us have, is reaching its intended audience. And to the extent the changes have to be, one mission that future funding is targeted in the right way but the problem is that. I am is as upset as anybody. It hope its understanding why s so important that our members have accurate details regular information about how this program is rolling out. But we do know is these numbers on saturday, in round two, the average loan went from two to 6000 in round one, to 76000 or so in round number two. Yes reaching Small Businesses. We do know that 72 percent of the loans made in round two, were under 50000. An 85 percent were under a,0 hundred thousand dollars. We do know that 4400 of the 5200 letters in the program, have less than a million in assets. Swing open is reaching the regional banks of the small ranks in the credit unions. In terms of some of the information that the regional wide, is doing what is to be problematic is twofold. The first Demographic Data is not on the applications. So its notot even clear that ty would be able to produce that for us unless they stop the process and created a new application and begin the process. We will know the answer that question the forgiveness phase. And sorry valid to ask that information on demographics be included in the forgiveness application of people that will have to file. I think the best path forward for my view, not to pass Something Like this today although something may be necessary if we cantum get thee numbers but lets find out first andin foremost, what data points do they have. What data points is the fda have at their a disposal. And see if we can get them to do what they should be doing already which is producing in on a regular, maybe not daily basis but what i dont want to say is an already overburdened agency, small begin with and struggling to get all of these programs running. I dont pull people off getting people money to fill out this information and went to understand in the end this is the administrator of the treasury secretary [things up and collected. Theyre working from home, living in this region under all the restrictions that are there. I just think the agencies are already struggling to manage this massive program and add an additional requirement without thinking it through when have unintended consequences and potentially slowing the program down. My view that we will find out information and in a timely fashion so we can do something about it. I do not believe the passing this is the right approach even the fact that person to know what they had at their disposal before we can ask them to produce it otherwise i fear it will stop, slow down, and real business, Small Businesses and nonprofits will beay delayed and so i will object to this. Sen. Charles schumer i just wantedm take my leg from florida. I believe he has the best of intentions to make this program work. I two quick points. First one. Morning and we have, the sooner we have in the better we can make the program. It wont slow it down, it will implement to make it better. The sooner the better. And second about demographic information, understandnd the problem but there are a lot of ways to skin that cat. They look at zip codes, we might be able easily ablel to tell demographic information. So i think my colleague, i regret that we cannot move this legislation. The only legislation that would be talked about in the floor, thus far even though we were passed by the majority leader to quebec during the crisis, and how we can move forward quickly in the future. To get the kind of information we need and with that i yield the floor. Only think my colleagues, the senators for their leadership on this issue. If seeking better transparency and oversight. With regard to a program that involves now, almost a trillion taxpayer dollars. I doing the senators in a sentiment our colleagues from florida has been both sincere and bipartisan in his efforts on this program to the fact of the matter is, that this program Paycheck Protection Program, cries out for stronger oversight as does the entire cares package. We will be spending an authorized 3 trillion in federal budget in half again. With little or no oversight we know that this program meets the need among Small Businesses is absolutely critical. I have traveled my state by videoconference and telephone calls and communications all kinds, with Small Businesses around connecticut. And ive seen and heard firsthand, how they were hanging and struggling to keep the doors open and to stay alive. This Program Gives them a lifetime and it has in fact provided many powerful Success Stories as my colleagues said pretty but also has produced some Horror Stories about big customers, big banks receiving favors to the detriment of smaller businesses that were supposed to be the beneficiaries of this program. We need to make sure that these funds go to the businesses and they should be Small Businesses that really need it. Sen. Richard blumenthal we should make sure that a this program is adequately and effectively administered. We need to make sure that there is transparency and disclosure about who is receiving these loans. They can be converted and forgiven. They can become grants rated so the real need of this businesses and employees are continued to be employed. Those kinds of imperatives, mr. Shore. We know the Ripple Effect of the closures of businesses is tragic and traumatic. That is why we need to continue this program but, do so with oversight that ensures the purposes are met. In businesses that have told me her example, any more flexibility. Those needs need to be met. Number have indicated they would like to extend the time, provided for them to hire back their employees. And half the time in which a state is likely to allow them to open. Any more funding. Basically many flexibility because every business is different. And oversight, and this bill will help the fda and the congress to those needs. Finally, the oversight needed here, is simply one example of the accountability should be opposed on the entire cares act. Real accountability demands a watchdog. On a lapdog. To stop their s marriages and st seen all too common. That is why i have been working with my colleagues, senator warren and oversight created by the cares act during this pandemic. We need to make sure theres an active enforcement and hammer to detour and preserve and disturb credibility. Strong and to make sure that it reaches the right hands. All of us played, for example conflict of interest should be barred. Retaliation against whistleblowers should be prevented. Hiring of the Inspector General without just cause should be stopped. And that means keeping an eye on these programs not just a wandering eye, but he focused strict scrutiny that will assure transparency. Make sure that this program serves the needs that it was intended to mean. The only people who feel threatened by the kind of oversight ofo the lines were trying to gain the system or hide them. The rest of us, which means of the workers, the families, Small Businesses, want us to demand oversight. This bill is a good way to begin. It is a start. Not a finished. Thanki you madam president. Senator from iowa rated. When it comes to the virus pandemic, the face of the world, the World Health Organization is not serving its member nations the way i it should. The World Health Organizations mission is to promote health and reduce the burdens of disease and poverty and the bride access to healthcare, especially for the worlds most vulnerable populations. The World Health Organizations as a guiding principle that all people should enjoy the highest standard of health, regardless of race, religion, economics or social condition. Our political beliefs. It serves primarily as it body to share information and best practices by connecting experts in different countries. The virus, then emerge in wilpon china, is caused the disease now known as covid19. Sen. Chuck grassley s had a devastating impact on the health of the people worldwide. As well as to the global economy. Nations including the United States, i been scrambling to deal with the impact of the virus since the beginning of the year. Without a doubt, the worldwide effort to come but the covid19 wouldve been greatly benefited from independent unbiased and informative data from the world leader in health, the World Health Organization. Unfortunately, information coming from this organization from the beginning of the year, has left much to be desired. Often providing information that we know now to be inaccurate at least incomplete. The American People, and citizens of every country, all of whom live on direct and truthful information deserve better from the doctor said in his team to lead the World Health Organization. China, with the Current Crisis beganot in wuhan, has not done s part either in seeking or providing that very crucial information that if it had come out sooner, but saved many lives. For example, china not cooperating, a doctor in wuhan, china by the name of doctor lee, raise concerns about a growing pandemic in early january. Doctor lee tried to blow the whistle on the spread of one of the worlds deadliest diseases. You know i got for doing this. He was punished by the communist Chinese Government for spreading rumors. Tragically, doctor lee passed away in early february due to this virus. Covid19. After the death of doctor lee, he actually became a rallying point for chinese citizens that work very upset by the governments coverup. This virus. Only then, after he died and after the public outub roar, did the Chinese Government apologize to his family and dropped doctor lees reprimand. Throughout this time, the World Health Organization demonstrated no interest in the accurate and verifiable information on the two dangers of this virus. I now know that a late decembe december 2019, taiwan, officials and sounded the alarm about the transition of the virus directly irto the world of organization. Prior to that, it was only thought animals to humans transmission. The timeline officials with the whistle. Taiwans center for Disease Control sent an email to the World Health Organization which has now been forwarded to my office h and has been widely reported morning of quote at least 70 typical pneumonia cases and wuhan, china. Additionally, this email communication noted that those individuals had an isolated we now know has to be Standard Operating Procedure for preventing human to human transmissiotransmission. But still that time, it was considered animals to humans. Taken together, this information should have been very much a red flag for the World Health Organizations leadership. That the buyers was capable of them into human transmission. Unfortunately, the World Health Organization chose to ignore these warnings. Thus they failed to pass on this lcritical information to other countries. Instead, we did this World Health Organization do. Itit was complicit in the chinee governments coverup stating the opposite. It is not human to human transmission. In fact the World Health Organization even read tweeted that chinese propaganda on january 14th, there was no clear evidence of human to human transmission contrary to the information that the World Health Organization got from the taiwan. That would beer very clear that this misleading the public like this, is simply egregious. By sidelining taiwans participation which is one of the lowest known covid19 9infection rates per capita despite this proximity to mainland, china. The World Health Organization stymied information about a more Effective Response to the pandemic. As these critical days, back in january, when the spread of the virus could have been greatly slowed and even contained and saved a lot of lives. The World Health Organization mandate is to coordinate responses and facilitate information sharing unhealthy emergency to all of its members. Which is probably every country so this gross mishandling of the organizations most important mandate, has cost countless lives around the world. While china covered of the extent of the viruses spread, World Health Organization continued to praise china for socalled proactive response and transparency. The general secretary waited a special six days until january 20th before announcing news by Chinas National Health Commission about the danger of wide spread human to human coronavirus. By xi. Just think for a while, the time between taiwans morning to the World Health Organization and they december the 2019, and the general secretary xi, admitting human to human transmission on january the 20th. That time lost, could have saved the whole world thousands of lives. It couldve been on top of the situation about it was. Much more than anybody knew at that particular time. The general secretary xi governments, also delayed in excess requirement request for the World Health Organization experts to visit expected affected regions at the end of january i almost two weeks. Another two weeks lost. And, yet continually fed disinformation to foreign citizens by several misleading tweets by his Foreign Ministry and unfounded claims posted on state run media websites. Despite this, and also other evidence in china actively silenced the whistleblowers, and that the communist Party Officials were aware of the spread well before reporting it. The World Health Organization officials yet, continued to praise chinas response and transparency. The World Health Organization lauded china from releasing the viruses genome in midjanuary. It took china at least 14 days to do this. Even as the virus continues spreading acrossea europe, and reaching america. The doctor said, in early february that there was w no ned for majors that unnecessarily interfere with International Travel trade. In trying to hold the spread of that coronavirus. Early february was few days after President Trump stopped travel from china except for american citizens coming c home. During that period of time, the doctor thought it was unnecessary to interfere with International Travel. Time and time again, the World Health Organization endorsed and also repeated Chinese Government talking points. And they did it all to the rest of the worlds detriment. We now know, there was a continuum full of misinformation coming from t the Chinese Government since the onset of the pandemic. With a little to no pushback. By the World Health Organization on whether that information was accurate. In midfebruary, the officials from the World Health Organization, yet again paireda that chinese propaganda by saying that there were signs that confirmed and suspected cases of covid19 had declined in china. United states Intelligence Committee has effect asserted the china is represented by the number of cases in this death toll from the virus. The real extent of the outbreak in this country, and in china, intentionally and raven destroyed evidence of the virus outbreak. An dossier was linked to the australian daily telegraph, its alleged china began censoring information as early as decembe. Precisely when taiwan caring about the whole world that might be going on with sounding thats alarm. To the World Health Organization. Previously, chinese leaders came under incredible scrutiny by the World Health Organization back in 2003. For the sars outbreak. China was not transparent with sars likeik they were transparet until too late in regards to this virus pandemic that we are fighting today. Back then, the Chinese Government make sure that information regarding the outbreak of sars was not made public. At that point, the World Health Organizationhe did the what theyre responsible for doing. They publicly reprimanded china back in 2003 on the sars outbreak. Chinese leaders then quickly fell in line with the rest of the world. Was the World Health Organization every country. The World Health Organization had been doing his job on this pandemic, and maybe china would have been quicker and admitting that it was human to human and how that is even in their own vcountry. However, we are seeing a very different approach now to the organizations handling chinas information suppression campaign for the World Health Organization often praising china prince information sharing. But make no mistake, china has been nothing but deceptive in this mishandling of covid19. We must remember that china is a long history of not being transparent with respect to the outbreaks of viruses. With the sentiment against the Chinese Communist party at the highest since 1989 crackdown. Is important that World Leaders including President Trump, keep pressure on china to finally be transparent with its data so that we can join together in combating this deadly disease. Now we have a report from the apartment of Homeland Security, that report says that china quote intentionally concealed the severity of the pandemic from the world. To make matters worse, the report further states that while china continued to downplay the pandemic, it began to increase imports and decrease exports of medical hisupplies. So this report from the department of Homeland Security suggests china was beginning to hoard these medical supplies from the rest of the world. They knew how bad this was in their own country. Secretary pompeo recently stated there is a significant amount of evidence that this virus came from theon laboratory in wuhan china, contrary to what Chinese Communist party propagandists have been pushing throughout the world. On april 9, i wrote to the World Health Organization, seeking answers toqu several questions regarding the organizations handling of covid19. I i wanted to know with the World Health Organization knew, and when they knew it. I asked that my questions be answered no later than may 1. Much to my dismay, the World Health Organization has refused to answer my questions about its handling of the virus. It would seem that the organization is much more focused on covering for china than it is answering questions that every single american has a right to know. Not only does the United States have the right to f know this information, for the benefit of the whole world because transparency brings giaccountability, but because we give about 400 billion 400 million a year to support the World Health Organization. And i believe we are the largest contributor to it. I believe china gives about 10 about what the United States taxpayers put in. So i want you to know i will continue to push the World Health Organization for answers to my letter, probably a lot of other questions that ought to be asked other than the one my letterhead. Ultimately, the primary responsibility for the pandemic lies with the Chinese Communist government authorities who actively concealed the outbreak since the fall of 2019. And they suppress the spread of aggregates information about the virus. The World Health Organization bears responsibility for aiding and abetting the Chinese Communist party coverup. Thats why i support a full congressional investigation into how the World Health Organization has bowed to chinese pressure with the covid19 outbreak. The leaders of the World Health Organization new to be held for their role in promoting this information and helping china cover up this Global Pandemic. Americans deserve to know what the World Health Organization leaders knew, and when they d knew it. I yield the floor. Madam president , senator from wyoming. Stu mack met t a president i come to the floor today is a set it returns to help the country recover from coronavirus. This Global Pandemic is hopefully a onceinalifetime , once in the century shot. It has been an earthquake that continues to shake the world to its core. Tragically, we have lost tens of thousands of americans to the disease and our hearts go out as well as our prayers to each of those impacted and all of their loved ones. Adam president , or than 30 million americans have lost their jobs in the last six weeks due to the virus. And due to the state lockdown set up and put in place as a result of the virus. People want and need to get back to work as soon as possible. Its vital that we reopen america smartly and safely and we do to soon as we can. Many states are starting to open. Wyoming did this past friday. I can tell you, we must all be prepared an alert for any aftershocks that will occur from the virus. The economy could not reopen had it not been for the Major Medical progress we have been experiencing. Our heroic nurses, doctors, and others on thero front lines have saved many lives. Testing and the United States has been dramatically expanded. Theyre promising treatments. The American People deserve a lot of credit for their tremendous sacrifices to contain the spread of theus fvirus. Everyone in my home state of wyoming, is suffering from the economic file it as americans all across the country. The best way to helpop these people is to push the start button on the economy. The senate is in session will consider taking additional temporary and bipartisan relief measures. We are now assessing the impact of the relief money thats already been spent. Now we do know what has worked, we know the Paycheck Protection Program, the funds to the momandpops esses that are part of the care zac, we know that program has saved 30 million jobs. Small businesses are the backbone of our economy, the engine of job creation and it wyoming the program has been very successful and very popular. You know before the pandemic, meta president , the United States had record job growth and recordd unemployment. Our economy will bounce back theres no question in my mind. As we look to the future of we need to prevent a second epidemic and i have great concern, madam president for that second emmett gent epidemic will be that of a fervor lists coronavirus lawsuits. Any future legislation must focus on the virus and must include reasonable Liability Protections for the hardhit healthcare workers and for american employers. Opportunistic trial lawyers are already advertising and they are targeting the same healthcare workers and the same Small Businesses that we have assisted during the crisis. Ironically, the relief money could end up lining the pockets of greedy trial lawyers. As a business is bravely reopen, class action lawsuits are being planned nationwide. Ambulance chasers are running recruitment ads right now that read quote receive a free coronavirus loss review. It goes on to say call if your loved one has been diagnosed with covid19. And you believe another partys negligence because exposure. Nursing home seems to be the prime target and from one Florida Health lawyer who described himself as a coronavirus exposure lawyer, encourages action from nursing home negligence. That is why nurses, doctors, hospitals are hoping congress will pass commonsense liability reform. Yet Speaker Pelosi and senator schumer say they oppose this critical liabilityia protection. Ocinstead democrats are demanding more from more aid for states and local government. H they went american taxpayers to bail out states with long histories of financial mismanagement. Now thats already, madam president , on top of the 150 billion that the states received in the last two weeks. Nancy pelosi now once a lot, a more. Madam president we put the full force of the American Government in this fight against the coronavirus. We cannot afford to allow an avalanche of abusive lawsuits to crash our awakening economy. Republicans willnd insist on a legal shield for essential workers and for businesses before spending another dime. It is our job to do everything we can to get people back to work and back to work safely. Madam president , the physical and Economic Health of our country is at stake today. We continue to deliver Financial Support plus medical help to all people across the country and one thing is clear. Trial lawyers should not profit from our nations pain. Together, america will come back and americans will come back and be stronger than ever. Thank you madam president , i yield the floor and suggest the absence of a quorum. Mehta president we are here in the united
