York we have a much higher minimum wage and other states do as well. It does point out how a low minimum wage in the way People Choose unemployment instead of going to work that says volumes of what we need to do a better minimum wage. I do appreciate mr. Chair the moment to thank the two chairs here, obviously i have special regard for the chair of the Appropriations Committee a great new yorker and someone who has been working tirelessly on all of these issues. I very much appreciate your leadership. Particularly as it goes to states and local governments. Theyre working with colleagues to make sure state governments go with the need local and the governments get what they need thats been dramatic income derived from income there so many different issues to try to piece together enough healthcare assisting for testing all the things our Healthcare Professionals insist we need to do to get past the Public Health crisis and begin to rebuild the economy. Want to thank all of you the staff, i think is chairman lowy mentioned the fed chair is the worst thing we could do was underinvest right now pulls up short with the crisis the of not did not your credit and hopefully the house will act today and the house will act on friday and begin in earnest negotiation the senate realizes the urgency facing the American Public enjoins all of us in moving ahead. Your usual firstrate job my district is devastated by this virus. Just to give you an example of why the state and local money is important in the other money that is here for unemployment miami beach has about 90000 residents has 10 million visitors thats what had last year the restaurants cannot open up because i represent the hotels on the beach, the port of miami, the crews lines that came in, so all of those conventions and cruise lines florida now has 2 Million People who have applied for unemployment and in my district, almost everyone that was involved in anything related to the Hospitality Industry which probably is 80 of my district have lost their jobs and are applying for unemployment they are applying for ppp. I hope on ppp we can at some point talk about the transition for those restaurants they will not fully open up and they are concerned that if they open up and they only have 25 of the business because they have to spread people out, theyre still going to need some support. I think as we talk to Small Businesses, we need to learn some things about transition money as we are going through. The healthcare money thats here is critical. We do not have enough testing in this country and we have not even gotten around weve not even gotten around to Contact Tracing without those two things, my own judgment as were opening up too soon were not following cdc guidelines, i worry that we are going to need a lot more testing a lot more Contact Tracing, that we have not starved this virus to a point that theyre telling us were really ready to open it up. This investment and our teachers, and our police officers, and all of our in our fire officers, first responders, is absolutely critical. Not because we want the government to survives they have a say safety that institutions need that particularly individuals need during an extraordinary crisis like this one. I strongly support this bill, i could not be more worried about the future of the people of my district. This absolutely will help us. This absolutely will help us. Its very possible by this Time Next Year to be signed into law i have three and benenson want to go to the mall quickly. The first one, i view this is built with two kinds of separate related problems when we have a healthcare problem which of the most important of the 22nd we have an economic problem. I do not think we are doing a good enough job of addressing the healthcare problem, therefore have the First Amendment for the center for Disease Control to report to congress by july 31 on the interrelationship of vitamin d and covid19. Im handing out for you folks to articles, one called the science tech daily one is one bite northwest now, showing adequate doses of vitamin d has had a dramatic impact on the number of peoples who get an even more at the number of people who die from covid19 in europe. I do not feel we are focusing at all on that scene down the road we are not doing enough of a job of focusing on a more natural sort of cure at this time. To a certain extent i blame the cdc for that which is why i am asking them to address this issue. If you look at fatalities in place like sweden, norway, finland and denmark and compared to fatalities in spain and italy, one of the big differences is the amount of vitamin d. Tim poured that were encouraging people to take vitamin d supplement, also report in regard to vitamin d like you were told we were children, get outside and get some sun. Right now, a lot of governors, shelter in place is encouraging people to stay out of the sun. Hopefully, the cdc can look into this a little bit and hopefully we get some press telling people back home if you dont to die from covid, make sure you got your vitamin d levels up. There is one. I know we all read stuff, but it is worthwhile, and that local Radio Station and save some lives. The next two amendments are regard to economic situations the first is regard to the ppp were asking the Small Business administration to come up with a more exact guidance out of the Paycheck Protection Program is my belief or spending more on that program than is necessary. I know other people in this building that dont care how much we spend but believe it or not it should matter and i will argue that, thousand democrat id argue Even Stronger but there are some people getting this program should not be getting this program. Not to mention under all cases, and sure weve all got constituent contacts, people do not know if theyre eligible or not. I am afraid there are people who are going to find out five or six or even eight months from now they got a loan they should not be getting or could be penalized in any event thats amendment number two. Amendment number three deals with an issue that representative lesko just brought up. We are already having a problem in my district that people are being paid more not to work and then to work it is a problem for businesses that reopen up probably the biggest mistake in that big bill we passed over a month ago now was adding 600 a week to unemployment. In wisconsin, that means you are getting paid on an annual basis about 50000 a year to not work. I dont know whether the people put that thing and were intentionally trying to destroy the economy or not, cant think of a quicker way to destroy the economy is to pay people more not to work then to work for it to the amendment takes at 600 back in with the reader dollars and no longer extends it passed july 31. Something has really got to be done. I really cannot imagine the economy taking off if youre paying more people not to work then to work. I will point out, there is a benefit to not working too. I think most people a lot of people would rather not work for 50000 that work for 70000. This is a problem we have in wisconsin as we tried to get the economy going again. I hope you guys make that adjustment. With more observation with ppp in unemployment, eventually there will be a compromise on this bill with the senate. One of the problems around here is when the republicans and democrats get together, the compromise they reach is i will spend more on your program if you spend more in my program. Okay, thats why we are so in debt. He looked at the ppp and unemployment maybe somebody doesnt negotiation and approach with i will spend less on my program if you spend less on your program. The bill is written restores the state and local tax deduction, commonly called salts. That was capped in the 2017 tax cuts and jobs act. After the tax cut in jobs act was passed, beginning in 2018 the self deduction was capped at 10000 through 2025. The cap applies to all state and local Income Property and sales tax, the greatest beneficiaries of the self deduction are wealthy people and states that have high tax rates. The deduction really only benefits high tax states. It is better understood as benefiting high income individuals, many of whom reside in high Tax Jurisdictions with high property values. Has a larger benefit to states with high level of income and wellbeing compared to other states. You know i thought we were supposed to be in this bill, my colleagues they were helping the people really in need. The people of may be low income are out of work. But this does, is putting back in the deduction is actually helping the wealthy people in high tax states, and taxpayers in my state which is a low tax state, those taxpayers are subsidizing others wealthy constituents and high tax states. Think that is wrong. And i asked my colleagues to please support my amendments and i yield back. Instead of requiring Social Security number, illegal aliens with individual taxpayer identification numbers are allowed to receive recovery rebate checks. It would also give these illegal aliens the ability to receive 1200 checks retroactively from the cares act. I just think that is wrong. I think we need to prioritize our u. S. The cares act left out a particular group of individuals who pay their taxes. Immigrants, who used a taxpayer id number rather than a Social Security number. These individuals contribute to the country through their hard work and through their taxes. Yet, we are not allowing them to receive this extra help in the time of need. My constituents have called my office about this concern and desperation and shock that they were left out. Because they are taxpayers. One constituent called and said he has a Social Security number, but he would not be receiving the stimulus payment because his wife does not. In his words, and i quote, sadly, congress blocked me from getting a stimulus payment because of who i fell in love with. And who i choose to spend my life with. This is an american citizen that we are denying assistance. That is hard brick and turn heartbreaking is not family values thats not standing up for American People. The heroes act is an issue for this gentleman. His wife and millions of others across this country. It allows individuals who file taxes using taxpayer id numbers to the payment sent through the cares act as well as the second round of payments in this bill. It ensures immigrants and people in my district are not left out. This amendment prevents the working core, the people who are supporting you well this pandemic is rampant. Keeping many people from getting during this Global Pandemic it is harmful, it is shameful, and i urge members to vote against this amendment. So thank you. Since not a way to help those on the front lines helping people who save lives are risking their own prethis is not the time to play politics, its a time to put patients first.
