This year will overlap with the nations ongoing efforts to combat the coronavirus epidemic. Fema is the lead federal Agency Response for coordinating prevention mitigation in response andor Recovery Efforts for all domestic disasters including the ongoing coronavirus pandemic. In recent years, fema has struggled to anticipate the severity of multiple disasters in part to Climate Change, advancing security bands contractor supply, and retain and deploy key personnel. As the United States continues to respond to the coronavirus pandemic, and the recent surge in cases across the country, and is clear this unprecedented moment has left homeless including fema and unchartered territory. People will vote called that year of 2020 pop elective although some say is an exaggeration. His certainly at times does feel like were not too far off from the truth. More than 140,000 americans have lost their lives due to the current administrations lack of leadership distrust of science, and continued hesitation to meet the seriousness of the challenges associated with the coronavirus pandemic. Wasnt tragic enough, we know that Climate Change is increasingat the frequency and intensity of extreme weather events. Setting the stage to losing it more american lives as a result of Natural Disasters in coming months. Therefore, it is absolutely imperative that congress and the emergent public understand that deficit pumas preparing for and responding to Natural Disasters including hurricanes, wildfires, flooding, and extreme heat on top a nationwide effort to slow and stop the spread of the coronavirus. The 2020 Hurricane Season began on june 1st. The National Oceanic and Atmospheric Administration forecasters expect 13 to 19 names storms including succession hurricanes and three six major hurricanes. To bents and states known an artist but hurricanes like florida and north carolina, are facing some of the highest rates of confirmed cases of covid19. This years predicted higher than average Hurricane Season, increases the chances of large excavation. Evacuations enough people to northern states like new york and new jersey. Areas that would cause a potential for increase ind the spread in those states. For those who are for the staying and seek emergency shelters they do not have the means to evacuate, of accredited chokers from school gyms to convention centers, risk becoming infection hotspots. The current serious lagan covid19 testing, if it is not fixedd very related to a symptom of the people who have coronavirus staying in the shelters. Especially for children and older adults and those with underlying condition such as asthma, chronic Heart Disease and diabetes. Many of the these known to increase native Health Outcomes and mortality rates among those infected with the coronavirus. As a result many states territories governments may be more dependent on fema for supplies and personnel than in recent years. In the middle of the respiratory pandemic, lead to newest observe being taken to safeguard lives about that fema personnel and the disaster survivors. In one of the critical medical supplies could be successful for communities in need. Need to understand howie the fas are being adapted. Territories requested major disaster declarations. Today all 50 states, five u. S. Territories and the district of columbia have been approved for major disaster declarations rated according to fema, the major disaster declaration provides a wide range of federal assistance programs for individuals republic infrastructure including funds for both emergency and permanent work. As head of the White House Coronavirus task force, Vice President pins fema as a lead agency on march 19th. Fema transitioned into thiss new role and prioritize to protect the health and safety of all americans by utilizing the whole of government and whole of america approach. After this announcement, fema activated the National ResponseCoordination Center to its highest level. If became the focal point of federal ordination efforts. Fema has done a tremendous job in response to the covid19 and the make. Highlight a few numbers to support that. As of july 17th them a fema and the private sector coordinated delivery of four are currently shipping 189,000,095 respirators, 30 3m face shields, 341 million surgical gowns, coveralls and over 20 billion gloves. They have committed 135. 9 billion in support of coven 18 efforts as of july 22n. Has 2245 employees supporting the Pandemic Response out of the total 20000 Agency Employees responding to any other potential emergencies. These are truly staggering numbers theme is currently responding to 114 disasters and 97 emergency declarations concurrently. We want to ensure we are using all resources to address these critical shortfalls the federal government has utilized the defense production act to ensure the nations future not to be overreliance. This increase of domesticf manufacturing also pivots toward Hurricane Season preparation along with other Natural Disasters overlapping disaster environments will create newnt challenges and the covid19 environment has the widespread availability of non conduit sheltering so social distancing can be observed whenever possible. Critical supply like will haves and ppe to be secured to make sure they are available for use. So to prepare for other disasters from 2020 Hurricane Season to help local officials for more common disasters in the context of the pandemic it is scalable and flexible while this focuses on hurricane preparedness and with the covid19 environment no noted incidents. I want to be director the administrator had a bunch of questions to talk about but i feel compelled to tell you as i hear my colleagues talk about the approach and the fact we have done all this work with the pandemic with the statistics in my state are very alarming specifically talking about global communities more of my black neighbors died of covert culminating than any other community. And many were africanamerican. Even though it was less than 15 percent of the total population in the state of michigan. So how intentionalon are you to make sure your coverage in regards to how you handlepp the pandemic . Yes maam. Thank you for the question. Im glad you are talking aboutdo that because we have those that are structurally racist but i do want to ask you i heard in a Different Committee one said that during katrina they were very aggressive about getting people direct debit cards so they could get diapers and formula it was a huge barrier during that time. So even though we want to claim we went civil rights for everyone and we have this policy come i dont think it is resulting in taking care of the most vulnerable. Already by not having access to healthcare with environmental racism all of those things like homelessness and all of that is to say that this is a pandemic it seems like they should be doing a lot more direct contact with these Communities Just beyond you dont want them to get hurt more the fact is we have acknowledge theres all these other conditions those that have been broken for a longte t time and thats why we see the uprising across the country but i want to urge you not only from detroit but the large communities, i hear all the time i know you have been working closely with me in my community but also to acknowledge you have access to resources with costsharing requirements. Soso communities now have to cut City Services because you decided not to do that were to push against this reimbursement. When youo do that and those governments which are in the line we are shortchanged. We are already in survival mode we ought to be doing more. And it goes just beyond statements and so forth and i appreciate that but people are dying and getting sick and they dont have access to what you acknowledge because of all the systems up against them i really appreciate this chairman i hope you hear me mr. Administrator, please help black and brown communities they are dying at a highert a ratedo than others in this country. I yield back. Just to follow up, used to live in detroit so i understand some of the challenges locally that they have. We are actively looking under active examination the unprecedented response to covid19 never in the history of fema have we had every single state and territory and tribe with a major disaster. We are looking at cost share. That as for the reference and ill be happy to get you this bulletin secretary of Homeland Security waived fiscal year 19 and 20 blanket waivers. Administrator, can you briefly describe the actions taken by fema at the onset of the covert outbreak . Yes sir. Unprecedented for the country and f fema on march 13 the president declared a nationwide disaster which again gave everyone a major disaster. Prior to that, more than one month fema had support to help hhs in their fight with covid and then we learn more as the disease progressed and became larger the president p direct fema to leave federal coordinating operations and on that very night, i moved all hhs and other members to the National Response center also in the ten regions across the country as far west as American Samoa in the Virgin Islands to make sure we had a coordinated response from covid19. What about from the middle of march from today. This is a dynamic situation if you can remember back to march and april the epicenter was new york and new jersey and New England States detroit and chicago and louisiana and los angeles so all that happened and now again with covid19 we activated by counties. So now we continue to adapt as we understand ithe more. We needed Surge Capacity and ppe and pharmaceuticals. Today, and i have talked to most of all governors in the outbreak states, its really about staffing to those that we depend on. Can you detail the most important strategies of the Hurricane Season operation guidance . Yes sir. What we knew early on in march that Hurricane Season was coming with a deliberate effort to collect Lessons Learned partnering with cdc and other medical professionals for best. Practices and in midmay we issued the 2020 official guidance for covid19 and Hurricane Season. What weve been encouraging since then tribes and territories and local governments look at existing plans to apply those Lessons Learned it is a complicated response on a good day but its further complicated by the consideration of covid19 if you think of evacuations and shelterings, and needing more space and more time asking everyone to lead and i just came back from a sixday tour of the gulf coast of louisiana and mississippi and alabama checking on how the states were doingh was pretty impressive how much work has been done at the local and state and tribal levels. I have confidence mother hurricanes or wildfires or flooding they are embracing those best practices. Is Planning Operations can be applied during covid19 . Yes sir. We did a couple Different Things we think of ourselves as flexible but so the Hurricane Season we took a deeper dive with the additional guide the couple weeks later things that would be the most problematic in a disaster like wild fire evacuations and disasters if you move those people are shelter them how do you keep them safe . If you move the threat of a wildfire but then theres a bigger threat of sheltering operations all of those considerations and that framework to stay in locals. Keep up the good work i yield back. Thank you so much chairman and Ranking Member for calling this in a specialy welcome in my colleague from the great city of new york i had the honor of joining her to puerto rico with the ms. Work on the island and of course oi watchig all you have done in new york it was shortly after the first time you testified in front of this committee at our request you declared new york a disaster zone shortly after that the president declared the entire country a disaster zone. One of the areas we continue to have challenges is the shortfall of ppe during the disaster we couldnt get ppe in new york and medical professionals were going to work in garbage bags. At one time one hospital had 250 people out sick because i would say they didnt have the right protective equipment and i dont want to see that happen again. In response new york started to manufacture our own ppe because we could not get it with our supply chain and developers wouldnt send it to us with they didnt have it with four manufacturing plants that we set up now in the process of disbanding them i personally believe we should never be dependent on other countries for our ppe we should manufacture a portion of thatof here and i put in a bill to require 35 percent of our Strategic National stockpile be manufactured in america and we give tax breaks and incentives to manufacturers so we can prepare a certain percentage of ppe here in our own country so people will not die or become sick because they cannot have access. I like to send a copy of this proposal for you to look at and get back with us with suggestions to be strengthened or changed or other ideas. Also to call upon the Ranking Member to take a serious look at it. But to look at this issue with jim clyburn they are telling republicans and democrats have called for manufacturing ppe here in her own country. That should be a goal that we all supportrt. But getting back to the supply chain one of your documents with the supply Stabilization Task force shows it was projecting triple shortages of 3 million with 35 respirators these projections were developed from the surge we are now seeing in coronavirus cases in the country so the situation is much worse and appoints to the need we should have some production here at onhome. Yes or no does the administration now have updated supply and demand for the rest of the year . If i could give a more detaileds answer so to put some context of all the numbers. I would be happy to look atat that proposal i think they are right on how critical ppe is to National Security i applied you for that. And it is lifesaving. Absolutely lifesaving to think the workers were going to thed frontline its not the equipment they needed to protect themselves. At the very least we should be able to ensure our medical , janitors and technicians have protective equipment they need. I agree its lifesaving and minimizing suffering whereabouts on in a much better place and in context of the majority of ppe weather mask or gloves not made in the us theres more made now than there was a couple months ago. N95, honeywell they have all either increased or they have started new production. N95 masks is the premium standard Everyone Wants and we realize that. As we move through increased production, we will close the gap how we see supply and demand. We just pulled the Emergency Management director is about how much ppe was on hand every state is a great statistic hospitals have done the same. We practice day by day. And then to fill all the request from states and again doing that from day number one. Puerto rico has had a surge in infections on the mainland. So today there is a story it is great to hear how much money has been obligated so why is it they still do not have a home . First of all even his commitment to puerto rico by those we have on the ground today. I recognize that. I really appreciate the great work i will say three or four times im not questioning that but there are thousands of families who might be confronting another here on hurricane with no place to go. That partnership from the beginning with the governor has never been stronger theres no easy simple answer the partnership between fema and temporary work to keep people in theirer homes. I am reclaiming my time. These requirements so it is a very difficult task. To be able to make repairs on those homes. Lets talk about dhs. And then to operate the u. S. Navy for so many years. And then there is a commitment and then to have the highest rate of cancer. So seven months ago and then this happens between fema and myself. And here we are seven months later. And to get those Healthcare Services is impossible. So given w the fact low income people caught up from the main island. What are we say its sentiments after. So early on we will continue to fund that that process is underway and to make sure there is healthcare for those that need it. The money was approved that we can send a message that their lives matter. And then those wienvironmental issues. This is the local government doingla a hospital. So what about reciprocity so the big kids get their act together . And to the many governors or the mayors across puerto rico. There is a partnership doesnt happen overnight but we are committed and as long as it takes. We are the highest in the world never see a Natural Disaster in more countries so to make it happen. Administrator there has been a lot of discussion of the pandemic and the challenges w facing fema going into hurricane and wildfire season do we have americas back going into these challenges the next few months . We have demonstrated it is an organization the safety of aamerica and for context with the earthquake in puerto rico. And that every day this is made more complicated. But you got this. Thank you. I am encouraged to hear you say that thats what america wants to hear that fema is ready to take on these challenges. Focusing on the wildfire season a particular interest and of course other western states that could be facing severe wildfires. How are they currently prepared to respond . St i know the number on top of my head but the purpose of those grants with Early Intervention and as a major disaster typically in a year to intervene early on there has to be some sense with more major wildfires during the season do you have an estimate as to what those anticipated numbersi might be . Im not sure that one exist but ready for wildfires hurricanes and the response of federal coordination and covid19 have a tremendous workforce everyone is fully committed and is grateful. With those evacuation orders. Unlike other major disasters and with the spread of covid19 and who do they anticipate for evacuate is. And the shelters. Its what we executed so all of those elements now the federal administrator we all have to worker together. I will use my time as a local emergency manager with all those response plans at the local level. Im just talking about testing. If you have infected individuals going to shelters and it is femas position of the municipalities responsibility at we dont have sufficient testing in place, humble fema address the spread of covid19 in shelters if there is not adequate test available . The states have plans to have screening and testing. So that responsibility is it does state with the municipalities to ensure the shelters are not being affected . We are partners in all that. Fema will address that we provide framework and guidance. And the federalt operation plan. s President Trump cut the theme a budget while fighting wildfires. And in those efforts for those recovery challenges associated with the anticipated suldfires. s. And then around Hurricane Season with 45 billion and Congress Passed another 45 million inn assistance. And with eight. 5 billion was 70 million with twice as much than any other season. And doing recovery at the same time in puerto rico and ready to respond. And we are ready for whatever disaster comes to us. And turning the chair over. But i do appreciate you taking the time think anyone in america and these those challenges and then to keep america safe during this time. I will try to get to all of them to visit all Three Islands inov early january that we are addressing all of the issues the territory was experiencing and to get schools reopened and that partnership with the governor and today in preparedness for Hurricane Season and then more commodities on puerto rico h than before when it comes to covid19 working with the governor with the Surge Capacity and then to make sure they have adequate ventilators and if there is a need and all that capability they require. What is the plan . I would have to talk to find out the steps that they have but well see what the plan is and how we support that. s. But that this was permanently the responsibility of the federal government and is not eligible forr reimbursement wide is fema feel its not responsible for protective equipment. And not see it as a emergency protective measure . And i will look into that and get back to you with an answer. I really appreciate that. In terms of cost share. How much is the federal governments responsibility. Within a short period of time to have guidancey with hhs and the responsibility of that we are all working and as this pandemic continues and congress has appropriated 45 billion for the Disaster Relief fund from the cares act for the agencys response effort. Is there a commitment. Yes maam you are correct we have a bulletin for Covid Response and Natural Disastersrr for Hurricane Season. On a major storm we are working out those details. And the cost is Different Things so when we went to be deliberate about that. So just hope like the other agencies that guidance would be sooner rather than later with that clear delineation and with the chairs indulgence i would ask every time you have a commitment to be in the Virgin Islands to honor thats to close out the shelter and then i yield back. So with the territory from our point of view to provide Technical Support that Public Assistance Program is reimbursable for expenses the issue is now between the government of puerto rico and then we e will reimburse from that program. Im not asking about puerto rico but the virginl islands. And then to be resolved by a august. The last check i got we were still waiting on paperwork. We have no problem to identify the funding and then absolutely and then will be happy to go back with our latest understanding in the territory and the vendors. We are very appreciative of you being here today. And withth the exception of doctor four g. I am astounded we have not taken full advantage but in california in my district they are grappling with that problem on a daily basis and are always in need. How can we better use ppa this pandemic will be with us for another year. And early on to understand to operate that. And to work on this every day but no harm on the existing landscape. What you mean do no harm we have people dying in this country. Those that have n95 masks so they stopped to make gowns then there was a gown shortage. That you have the authority to exercise ppa as the director of fema. Yes maam. You can call upon Manufacturing Companies that dont engage this type ofof work we can and we have there are new manufacturers in the United States that did not do atn95 masks. Those new manufacturers like honeywell to start new production lines it is happening and for context global competition for all thes medical supplies it is a National Security issue and we are doing that. So it takes time to make that happen. I have companies in my district taking advantage of the ppp with milliondollar loans to become the middleman and cannot get ppe from china. Brought them to the United States. They were charging eight dollars and then doing that in the unitedmo states. And to the cares act and then to work on a host of initiatives for pharmaceuticals and n95 masks. I appreciate that but hospitals are still clamoring for ppe. It shouldnt have to happen. We are in a much better place. We have come a long way. But we get healthier every day but we have to do in america and then to forget about how important it is. And then we are focusing on that so we dont fall into this trap in five or ten or 13 years. Over the past five months. The price gouging going on in the United States that those masks are long gone why should they be if we can get the production . Why shouldnt they be providing those at 70 cents a y mass . Im not an economist and they are in high demand not just the environment that we live in but and we live in the justin time world and then it comes from china tomorrow and then the next day we need to change that dynamic that we are selfsufficient as a nation. t its all those other t things. Let me ask you do you believe in Climate Change . I believe im not a scientist but i do use the changes i will use hurricanes over the last 75 years or more more costly and damaged so what has changed but no matter the cause whether a hurricane and responsibility is to respondib. So it would make sense were did not you would have Climate Change you would consider in Strategic Planning for when these calamity occur. Er we did it reference Climate Change. You removed it. So fema requires every state to have a Hazard Mitigation plan the changing conditions and to use infrastructure and climate. And then to fully embrace and the readiness and states and locals.
