Welcome to todays virtual launch of the Brookings Center for Sustainable Development. We are absolutely delighted to have you join us for this important event. It is moments like these where even as we celebrate the start of an Exciting Initiative such as thet Brookings Center for Sustainable Development. It becomes immediately apparent when an unusual and indeed precarious times we are living in. Thein advent of the covid19 pandemic earlier this year. This is over 1 million lives worldwide. Because the greatest economic crisis since the Great Recession and perhaps even the great depression. The need to address issues of inequality, Structural Racism and at equity. Climate change in the troubling decline of International Cooperation has becomein even me paramount. All enshrined in the unitedd nations of 17, 20 and 30 sustainable goals, they were long considered and northstar for leaders across the world. Something to which we get old sphere our efforts. He could be argued this may be one of the greatest accomplishments of the United Nations in the modern era, securing the future of our children. Created to build a global commitment to common good, echoed much of the original tenants that inspired the creation of the United Nations 75 years ago. Unfortunately, despite having the team leaders, and implementing the svgs, the United States has since demonstrated in decline in his commitment to these values. Action such as withdrawing from crucialhd agreements like the climate accorded. Or disengaging from the World Health Organization, have only to the un in the world that is service, directly affecting both the u. S. And the worlds progress towards achieving these vital goals. I have to make the point there is a difference today between the u. S. Leadership vertically in this administration and traditional American Leadership meeting American National commitments and International Rules based values based leadership is largely defined world order in the last 70 plus years. America and our partners have been able to lead by example and be transformational all over the world and sadly thatt is not the case today. While the currentan leadership f thee u. S. Such as academia, business Philanthropy Civil Society local local governments any have stepped forwardd and mobilized their respective organizations and institutions. To make a real impact. I hope it will reunite these forms of leadership within the u. S. But for now, well go through these diverse parts of our society. Then we see a thriving type of leadership taking place vision who are at this event today, charting a new course towards economic and social and environmental progress in building a future the legs known behind. Indeed it is with a commitment today that we brookings decided to take part following our own mission. Always working in support of the public good to create such center or Sustainable Development. For us this is American Leadership in action as it should be. Will have an obligation to lead on these issues. It is not just our hope, it is our mission. I cannot be more honored. To the likes of John Macarthur and any of our amazing scholars have joined such an excellent and noble cause. This task will not be easy. The targets set by then by 2030, we must foster an inclusive recovery post covid19 and commitment to build back better. It i have little doubt that even within such a challenging environment, john and his colleagues will rise above our great expectations. To launch this bold new center that will tackle headon the worlds biggest Sustainable Development challenges. I would like to salute the team and have an eight some crisp signals to the world that the issues of Sustainable Development are center stage to all of humanity. It is a recently said in a lecture, the covid19 pandemic has demonstrated the fragility of our world. And in his line of bear that we have long ignored Inadequate Health systems, gap and social protections, structural inequalityty environmental degradation. The Sustainable Development goals im a i believe are the best roadmap, the best northstar that the general said in addressing fragility and for transitioning economic and social and viral mental resilience. We also simply need role models of collaboration and international corporations. One of the things that makes this effort unique, is the focus that we all have a Network Leadership. And no one left behind. None of us can achieve this alone. Of us need to pitch together and Everyone Needs to be at the table in our communities, around the globe. If we are to end extreme poverty and the pandemic of inequality and protect the climate and notions for future generations. In this respect i would like to challenge the center for Sustainable Development. To strive to be an inspiration to the Sustainable Development in all of our countries in the communities around the world where people take the most impact. Together with allies, i encourage you to leverage your independent voices to better understand the issues and to seek the insights of the young of the marginalized and think more clearly about the options and the solutions to extend our possibilities. It the brookings institutes has already contributed so much in helping the world to tackle the great challenges of Sustainable Development is so much more. I know we are only just getting started. We have a decadee to go. Perceiving the fdgs, and really cant wait to see what we do next together. Today and on behalf of the world to get us through this pandemic into the other side. Some of you might be asking me. What will the center do. While we have already heard some of the central themes ranging from leave no one behind to Network Leadership around the world. Take on fived too starting topics. First, defining the challenge. What we call Sustainable Developmentlo economics. Second, identifying instruments to advance mdg implementation in all countries around the world. Third, advancing Sustainable Development and local levels bringing peace issues to the communities for the matter most. And forth, advancing effective financing for Sustainable Development and fifth, advancing in the words of the general alan both u. S. Official and american societal leadership Global Sustainable development. In the next question might be wondering, both who exactly is i in the center i now would like o take a moment to talk about each of our starring scholars. It is quite an extraordinary community. Were so grateful to the general for mentioning them quite a bit could just bring up a few quick images to show the roster. Mentioned, our leader on somebody in the worlds hggest issues at the highest level. Shes our leader in Climate Action and infrastructure. And instrumental on strategies for home growth and improving Global Governance and i have to say the lead up to the summit on climate which is been postponed from the church next year. She is our guiding light. Second, the future initiative and shes looking at questions like how to confront the grossing into growing diversion between places and people party to job mobility for those in need of must. Just today, shes launching a mobility pathway. And new online tool to help mobile jobs in very specific locations across america. And third, is george ingram, her voice on u. S. Official strategies for Global Development. George focuses on this we have heardhe promoting bipartisan u. Leadership, policies to support responsiveness and environments and intersections between sustainable and business developments. Today george is actually releasing a very important paper on how use global moment structures can be updated two for the purposes for 2021. And forth, is another, or most scholar, w simply be no center today without him. And it is impossible to to grasp all of his work so let me just the mention a few recent examples. This morning, u. S. Cements the covid19 on extreme poverty around the world. And then weun just say, the news is not good. A few days ago, chinas influence on the global middle class and as a deputy secretary said hes been actively supporting the policy efforts to finance the covid19 recovery. And avoid debt crises around the world. In a few more days he will be releasing a paper on how to update the Global Development architecture and large. To tackle a post pandemic world. And fifth is tony. Our embodimentne of connection o the local to the global. Examining his work iss nearly impossible to summarize buddies assumed priorities like Global Corporations and aligning with the fdgs. And identified to improve equity and Racial Justice while taking action on Climate Change. At the same time he is working and abroad by. S. Leveraging the countries domestically leaders in the fdgs. For my own art, pay special attention to leave no one behind agenda. Inviting ways for diverse actors to come together. Especially with the partnership we been privileged to launch. And also focus on my own country canada and the United Nations. All of this is our starting point. Before long, we have the center can expand the focus to take on new topics. Things like gender equality andi things like private sector contribution who are at large. But this is our starting point. We are honored to be here today to take on the next wave of effort. Sowi without, in the context context i am honored and delighted and thrilled to be able to kick off this roundtable discussion where all the friends collaborators and inspirations, the deputy secretary general rated also i i would like to an entourage. The president of the Rockefeller Foundation and is latest in contribution to the world in that role. [inaudible]. And i should know first that the foundation has provided instrumental support and generous support for Sustainable Development which makes the work possible that we do. So that context, i do want to emphasize the brookings independence and underscore the views expressed today are solely those of the speaker. But i also want to emphasize the role that rush slated rockefeller has played in some of the most seminal issues of public wellbeing across the United States and around the world. He brings his own remarkable experience to the organization. If he was administrator under obama and plays a crucial role from the securities act to others. And more importantly the the u. S. Response to the west african bullett pandemic. He also played a crucial world eand the u. S. Commitment to an extreme poverty within a generation. Before that, and minerals with agriculture was also instrumental in creating international it helped re shape the topic of more than 14 we are so thrilled to have you here for this informal roundtable on a special day for us a brookings party maybe, we just heard from the deputy secretary general. And you bring so any of these Perspectives International and domestic and youve been at the forefront of the fight for justice in so any ways. I want to raise this issue of equity. And the acuity imperative the Sustainable Development both in the u. S. And internationally. How would you recommend that we all think about that issue. In a warm welcome again. Thank you in the me to start by congratulating you and general alan and the Extraordinary Team here. I am so glad that you are able to introduce the exceptional ways. S and experts in any today as described in her remarks as a celebration to honor the contributions to each of them has made over time. Im so proud to have learned from so any and continue to. So i guess the views are expressed are yours or mine for the deputy secretary generals, alone, its their ideas they keep permeating all of our collective thinking. I have such high hopes for this center in this moment in history. Ththink the moment in history calls for embracing and challenge that she laid out in her remarks. For example in your example has been one of resilient determination to support those who are left behind. I think her career has demonstrated how for any decades how possible it is if we all come together with that determination and analytics measurements and a focus on results. I think in any ways it is easy to acknowledge today the fight to achieve has been sent back by this crisis. We see the world estimates that 41,205,000,000 people pushed back under an expanded version of the poverty line is a result of the Global Economic consequences of covid19. We certainly see in the goalkeepers report that we all just reviewed and discussed the potentially decades of progress on basic indicators of health and education and welfare are going to be significantly impaired by the crisis in the shifting and resources to other areas of necessary Public Health concerns. And i suspect when you look at the big picture of footage is taking to recover and wealthier economies with strong central banks, the answer is a tremendous amount of monetary and fiscal action that is simply notmp possible under current circumstances for billions and billions of people around the world. And perhaps this the central underlying concern i had for the center to address which is after world war ii we created the institution and embarked on a mindset and approach to the Marshall Plan was determined to achieve certain types of developmental objectives in fact left out some important considerations with respect to the climate and governance shall essay for any decades. I think now the center and you all as experts with such extraordinary influence had the chance to may be reshape only think of the Global Development pathway looks like going forward. So any of your points are defining of that. Local ownership and leadership. The local governance and economy and Economic Management being derhaps at the very top of the list. Glad you highlighted that. Would also rethinking global institutions in the way we have executed and development of the level off resources necessary ad what types of new institutional and Financial Arrangements need to be put into place to really support a global Green Recovery from this crisis thatom is fundamentally including those that are left behind. I behalf of the foundation, in addition to supporting the mission very broadly, we are fully committed to ending Energy Poverty is a core driver of addressing and perhaps sending much of that iniquity. That is just one of any issues that your indicating that will need to work on. But where we see certain solutions that we believe we have to act in a bold and significant way. We are prepared to do that as a single institution. But the Global Community i think really has a chance to step back and say, what is the Marshall Plan for this year. Its not going to come from the United States or china are any one nation. Its going toin come from dozens or hundreds of local leaders working together to shape a vision of how to recover from covid19 in a t way that includs those that we otherwise will be left behind. In this environment pride i know that you having had the privilege to work with you for so any years, are struggling these issues in your own mind every day. Between your own village in nigeria, the highest level of Global Politics and i see you talking moment to moment between each reality. And i am curious how you suggest we think about this universal challenge and creating anio architecture in our use the word to summarize his insights. Theyll meet the needs of the coming future. Amina mohammed thanknk you jo. And both of you, its great to hear you and be privileged to have this conversation together. Actually look at what we sort of process. We have new wouldve never gotten the ambition or the 70 goals and had not been a prospect of everybody been engaged in. As i was very much a Global Response to what everyone sees themselves in. Maybe not quite leonard that gets everywhere. But it is about a global plan and like all politics, it is local. Its very local. An navy investing in everyone selfinterest. We are so connected. So as i think about that issues here and what happens in my village. Every day you have to have a reality check of context. So if youre willing to apply this, and does have to be the politics it need to be responsive and if you need to have tailormade solutions at the country level and depending on what kind of country, maybe you would see within the National Level the soap different from one part of the other in the key to that is really going to understand what the context is. In one of the areas that we have a lot of work to do is laying out the baselines. To give us a proper picture in the context of what we need to do. Capacity, stakeholders, and governments really getting its head around the spending that it must do that is more specific than weve had before. I think the frame for the fdg has helped us had that discussion. Its remarkable that breath covid19. His throne is offtrack. Once covid19 came along, we do now. It was in zone plain sight. If no global issue, everyone has been affected. We all checked down to try to lvsee how we could protect ourselves individually and collectively and then suddenly found out that seeing how this is what we already knew and talked redesigning the covid19 and think opportunity is for us to look at country by country and community and community. How you respond to this now. Whether we have the response or not. It will be embedded in the local response because those are needed for women and youth greater thehe opportunity or Energy Transitions and the opportunity of connectivity. In the Digital World of financing that is going to require a different kind of architecture that we have right now. So think the Global Players need for us to have a conversation about whether the trillions that are available in the pool, that we have seen spent in one part of the world have any way that we can interlock them to be more accessible in response to covid19 but in the response to the Sustainable Development. To give a more equal Playing Field and stable world. It is important that we have that reality check. We have thee unfinished busines. Often people say, the fdg has taken over. They have not. Remember say dumb forget them. There Unfinished Business. Thus the Unfinished Business but it is routing and remaining goals interconnected part of issues are set of issues. [inaudible]. I would say its about understanding what the locals hahave to bring to the global parked. And having that discussion in a way that i think i know that you have faith to convene on that. But as we have the faith to convene across the world. That intellect that is needed to have those discussions and bring it to a real place. You amina. I think at this point of what is possible, comes up very quickly. And raj, youve been a technology expert. Ranging from things from healthcare and energy as you mentioned. As part of your day today right now. But what it seems is that, the frontier is shifting and what is becoming possible is Getting Better all the time. Chris has had a you suggest that all of us on daytoday think about the role of access to technology as an advancing frontier for the world. Dr. Rajiv shahy the compact one thing first. I think the brookings is maybe one of the very few places on the planet that could convene the types of leaders in the right intellectual and analytic next to actually define and design a new approach to ensure we meet the challenge that she just outlined which is it will take literally trillions of dollars of public support alongside private investment to drive the emerging economy forwarded in an equitable manner coming out of covid19. And i the world just has not figured out how to do that. Right now our politics are so fractured. The note see a lot of leadership on the topic. I will be following you walk closely for your ideas now put there. We desperately need it. On the issue of technology,think it is actually related to that. Theres no need to build back an industrial economy that looks like it was in 1958. The reality is today, the rockefeller loan, partnerships have power in india, we are trying to build 10000 rural any grids to reach 10 million people. And those who dont have meaningful reliable electricity today. The last few years we w seen the cost of them from 60 or 70 cents a kilowatt hour to close to 22 23 and a target and just 18 months is to get in under 15 cents a kilowatt hour. Only use that as an example because these are solar panel types of lithium ion batteries and other types of batteries and technologies and Energy Storage managed by artificial intelligence. Usually executed remotely. And fed by smart meters that allow people who otherwise were not getting electricity to pay a variable rate. We see extremely high repayment rates. In reality is that is just one example of leapfrog technologies like the mobile fronts and the context of micro financing. Also baking for women who are lower incomes. We need to embrace and scale far more rapidly. Appreciate all of the kind wors but look. He used to take 20 years, jamaican vaccine was effectively immunizing kids and will 300 for their countries introduced a lower one. And big diversions rated and then somebi convergence. But outside of that example, there still is far too much of a lack of focus on technology and the new frontiers in our development thinking. I think we desperately need to break through that. We need to embrace new strategies to be inclusive in green across everything we do. And thats fundamentally going to be driven by technology. Is interesting. Cochair of course just recently pointed out to me, these breakthroughs and thinking about infrastructure for technology and equitable access is how a can come together for platform for the world. So we are so grateful to all of the insights that you are generating in addition to the ones that your whole team is doing as well. So thank you raj. We will have to adjourn in a moment. The planning and implementation. I think its really important. We need to shift the already being demonstrated by young people and by women. The prophet point. The convenin convening must also shows a different space. People want the solutions. They want the policy options. That they can come and you can see themit without so they can o back to the realities and say how do we figure this out. We are able to go back and forth and be independent. A cutting edge and ahead of the curve. And negotiate with the option is. There is power in that you have an amazing team we are looking very much forward to working with you on the road ahead. Its extraordinarily difficult to. Nk but its full of opportunities. I dont think we have ever seen a time in our history when we have so any tools created and potentials and inventions that can be fulfilled. It is about just getting us together and doing it. T.
