Were so right now than any time, im a little startled at how alarmist the rhetoric is in washington about the koran peninsula. Im on a campaign to say everybody should just cool down. Were [inaudible] the edge of war, if ever strategy was clear as to build this out stronger south korea every day. This is what has been successful for the past 70 years. We dont need to be alarms. As i was saying to the minister, todays about deterrence. It is how do we help korea as it is modernizing its military was superior kit. Nuclear weapons we know north koreans have that. America has pledged its guarantee to defend korea. We dont need to be terribly alarmed about the prospect of nuclear war. We do need to be concerned that south korea has a competent enterprise able to put useful for the military. This conference is about the foundation of national security, not the rhetoric of peril on the cramp. Everybody, calm down. We will be just fine. All you say words of thanks for being our partner, this is a very successful ministry that has a new mission. How does it bring more advanced equipment and strengthened the organic foundation of confidence and said north korea. That means it must be a partnership. Not just sales relationship. Im grateful we will dig into this today. Im grateful that sean will be ours keynote today. I think seans longestserving executive we had ever had but his distinguished career in the premier intellectual had his hands dirty working in the department. Our two governments have shared or close interests between the two countries interest in our society when it comes to Defense Industry we maintain close cooperation. Recently when it comes to military corporation theres much competition with industry and scientific development. Aim big data have been the key words and accentuating the need for close operation between the two nations. I believe we need to heighten the cooperation. I like to accentuate the four areas we can develop. When it comes to military we need to make it more substantial by strengthening our dialogue. Last month when President Trump visited he talked about increasing cooperation. Secondly the fourth and just street revolution for these partners to be utilized and to apply it to realtime application. Are they when it comes to military condition we need to develop research between the two governments through this Research Network military government and Research Institutions can Work Together more effectively will deeper understand. Lastly, between the two nations industry the various areas are we should be strengthened for the highest training across the world which will be highlighted for two major that needs to be strengthened a very serious both horizontally by actively developing studies and morals. I believe this conference will be good for experts to discuss ideas so we can lay down a vision for the future and come up with policy for future. We will now move to the keynote address. We have two speakers, the minister of the defense acquisition. Hes had a long career in public service. After joining Civil Service he worked in National Defense in 1980 and served in important positions, and deputy minister of defense policy. Prior to that he worked as a research fellow. And as a visiting professor. The second speaker is sean, his head a very steam career. He began his career as a warfare officer and later went to advise programs on navy and marine corps. He has served as a professional staff member of the Senate Armed Service committee. His most recently the acting secretary of the navy. Prior was the assistant secretary of the navy for Research Development and acquisition. Following remarks will have a short q a session moderated by a senior fellow. Thank you. Hello. Thank you for the warm welcome. We have distinguish representatives of the u. S. And the republic of korea it is my great honor to address with my keynote speech, personally in washington d. C. I previously have been in washington, d. C. Many times. Now that im back as minister of. But its a great occasion to reminisce and i believe this is an important since events, after the summit meetings of last year we had opportunity to discuss many things. Goes back 135 years when we had treaty of peace between two nations. Theres a colonial time today marks the 64th year in second month of the signing of the mutual treaty. It was the linchpin of the korean peninsula. It has been a very successful model. It has been known as well it has been six years since we had the alliance after the korean war. At the time of the 1950 korean war we had very little as far as the armed forces were concerned. We had about a hundred thousand troops but in less than 60 years it is transformed into a powerhouse which include 25 menstrual and gives 110 navy ships of fighter jets. This would not be possible without the cooperation and help of the u. S. After the korean war the u. S. Provided many assistance personal technical. As such 60 year history was filled with Success Stories which are ongoing today. I believe the complementary nature of the relationship is what supports the u. S. Alliance. There are now ushering in a new challenge to the alliance. Its often known as information error. It is high time for countries to get solutions to ensure prosperity. We have this idea it is because neighboring are strong. Now the countries are preoccupied is now this region is in the final state and minimize this nuclear arms if you feel to make the efforts the region will not be a strategic. [inaudible] and at the same time would be possible even through only close mutual operation have no choice in the 1970s the release of the doctrine following the troops in korea. In an effort to help the military aid and assistance impossible for us for systems. [inaudible] [inaudible] [inaudible] today its presented by a new back would turn out to be either a crisis and how we must try to change it. They have already begun to widen the scope. There however we need to look at a wide range theres a need for growing cooperation. We are certain when it comes to joint research it can be winwin for the two nations. [inaudible] [inaudible] i think in the 19 90s it was a visiting fellow during that time i had that did not finish writing a and i will not be able to finish the book never was only recently i realized why is not able to do so. Unlike in the past when i looked at the National Defense i should be able to can plead this. It is my belief that ill be able to identify the complex please feel free to share your thoughts on possible areas of cooperation and vibrant defense that could result in a virtual cycle thank you so much for your undivided attention. Thank you for your insight and thoughtful remarks and having spent most of my area where transparency is paramount to improving our practice is a continuous effort. I congratulate you on your appointment. You can experience in Defense Ministry where you have earned a strong reputation and it makes you uniquely qualified for your position our two countries are pursuing reforms to the way we do business. I like to discuss our efforts in the u. S. But first i want to take this opportunity to commemorate an event in the history of our bilateral alliance. Sixtyseven years ago today, december 11, 1950 the epic battle name for the chosen reservoir would conclude as the first burning division preach the court in northeast korea. Chronicling the battle of his book titled the coldest winter, author David Halverson described the first marine breakout from the chosen reservoir is a classic moment in the history. A masterpiece of leadership on the part of their officers and their courage on the part of the ordinary fighting men fighting a larger force in the unbearable cold this sometimes reached down to minus 40. Of all the battles is probably the most celebrated. There were six chinese divisions roughly 60000 chinese soldiers by the end of the twoweek battle the marines fought their way back to the coast. An estimated 40000 chinese were killed compared to the 743 marines killed or missing. At that moment the first marines with the Strongest Division in the world. For the rest of history there are known as the chosen few. Fourteen what are the congressional medal of honor. As u. S. Veterans return to visit south korea they were impressed. First the success of the country itself. This remarkable modernization and by the sense of gratitude they felt by the part of the cream people. They took pride. Although it had not been a victory in the classic sense. In some way what they had done works. Because it was an existing border of the cold war and because they made their stand with the public created an army, it had not happened again. And ensuring it does not happen again is our Great Mission so our great on the 67th anniversary marketing the heroism of the chosen few rattling to the north has again drawn the eyes to the korean peninsula. As we consider the measures necessary to maintain peace and security we need to look at the means and methods by which security has been maintained since the coldest winter. In doing so i want to look at the transformation of south korea into the vibrant democracy in Critical Military ally and trade partner to the United States. Thanks to the efforts of both countries the u. S. Republic of korea alliances stronger, more important today than it has ever been. It is other was a secretary mattis who symbolically chose to visit on his First International trip it is ironclad. Second, appoint to the training and readiness of our combined forces. This past november when speaking to south korean troops following his return to the dac secretary mattis make clear u. S. And south korea were doing Everything Possible to reach a diplomatic solution. That ultimately our diplomats have to be backed up by the strength of our soldiers, airmen and marines who enable them to speak from a position of combined strength, shoulder to shoulder, south korea the u. S. Together. In the short weeks that followed we would demonstrate that combined strength during joint naval exercises involving theodore roosevelt, and Aircraft Battle groups including seven service worships and during joint aviation exercises involving more than 230 u. S. Republic airport and aircraft. Third a point to our economy into the Industrial Base that underpins it. We have raise the quality of life and create while also raising the quality of life in military. There has to be the number 11 economy in the world like samsung, kia, hyundai, unlucky goldstar has emerged as World Leaders in electronics, manufacturing, and shipbuilding. Alongside their more counterparts. And fourth, or point to the technological superiority that has provided our military with the advantage in any calculati calculation. From the 15 to 16 Fighter Aircraft to the destroyer equipped with the Weapon System upgraded with integrated air to the pack three missile to the ptc to the global hawk and from the k1 e1 main battle tank to the infantry fighting vehicle. The modernization of cream forces has long relied upon her the advancement of the cream base its critical to any Security Strategy in the region. The last point is the stuff of defense acquisition. And with koreas threepronged focus on preemptive, defensive and retaliatory strict capability technological superiority underpins koreans Defense Strategy. It is been the thrust of past administrations and is about the defense acquisition. As described in the recent report the department of defenses doing priority placed an innovation within the department well but looking at the affordability of our Weapon System. Congress provided the department with broad Sweeping Authority and the mandate to employ these authorities to increase acquisition to streamline the business processes. To accelerate the delivery and to improve the affordability of our Weapon Systems. All without compromising which is been the trademark of our legacy system. Theres can be strategic heading for the Research Technology and investments needed. To set an increase our prototyping efforts will be given the latitude to take risks process technology envelope. Ultimately expanding our technology on capabilities. In expanding the best practices demonstrated by darpa and more recently the defense and the distributed capabilities office. Meanwhile the new secretary will maintain our focus on joint system to maximize the affordability of Sustainability Systems in the health and welfare of our Industrial Base that supports it. Given this principle will have a direct result to both feature under secretaries while this process of reform and reorganization is not easy but they recognize the imperative house begun the process is committed to the rate success will be working together with the police. Today is were reminded of the coldest winter were reminded that the powerful deterrent by the u. S. Republic of Security Alliance has kept the peace for the past 64 years. We are in committed tour ensuring the Security Alliance more important today than ever continues to grow in strength to cooperative exchanges as that hosted here. Thank you for your keynote addresses. In your speech you mentioned, talk a lot about the hyper uncertainty of the fierce competition in northeast asia. Strong leaders, were determined to an arms race, can you talk about south koreas relation when it comes to china and japan. [inaudible] [speaking in native language] i think the president is meeting with the president this week for four days. [speaking in native language] there is a little bit the concern that theyre trying to play little bit and put a wedge and lead of what china [speaking in native language] just on japan what is south korea arms relationship in terms of japanese efforts to expand its capabilities. [speaking in native language] i said sure it is a sensitive topic. I find it hard for me to answer because it is so. [inaudible question] and it comes to Foreign Relations i find it difficult for me to answer. But when it comes im in a place we went to keep Good Relationship with them. Politically speaking the surrounding countries and if you just focus on one particular nation you will not benefit as much. Of course the United States is the most trustworthy and thats insurance thing i can assure you. Without u. S. Alliance cannot be compared at the same level as our relationship with other relationship. Is something we have to really the cats. Another problem should be dealt with in cooperation with japan as well. Our cooperation with japan is samos. We can put one nation against all others, we should work with all nations to bring closer and even after the days of reunification we can make it sustainable permanent. We need to apply some wisdom. They say we have to take a chill pill and relax. I think the latest test showed greater range so later that in some agreement and the Intelligence Community that this has occurred in we have successful reentry capability my question is, career efficacy by some circles of potential doing something beyond sanctions. One on Missile Defense and south korea and what can we do and just because is being talked about its better to address it, whether the possibility of success and the risk associated with that. But the risk involved let me try to restrain your question. Its regarding the effectiveness of our missiledefense. Let me start with missiledefense, the most successful step in ensuring the missile never leaves the launcher. So we first look to his intelligence, recognizance to identify when theres a potential move towards the Missile Launch and prevent the missile from ever leaving the launcher. In the event it will launch you have to pursue you dont want to wait for the last opportunity to take a shot. We have multiple stages of addressing normal launch. Today, stay in the region we talked about factory capability and the deployment of that missile batteries. As well the missiledefense capability created on board the katie x and the destroyers and cruisers. Continuing the development of further capabilities to increase our likelihood that in the event of a launch feeling to stop that throughout the initial flight we can engage each step to minimize each potential impact i will put up to the audience for ten or 12 minutes. Please stand up and identify yourself. My name is erin im a reporter with defense move. I wanna ask about the development and career right now. Many questions about why korea continues to go forward if its always buying the f35. Can you walk us through the justification of spending in that program. And what is that factor into north koreas plan to defend against north koreas well. [speaking in native language] [speaking in native language] our k fx project began in 1960s up until 1970s. During the time of five was developed and it became to replace that. The main purpose was that the major planes in the past needed to be replaced. So k fx projects were created in a indonesia. We are doing it through the joint project. Also we are receiving those technologies from the United States when it comes to the fighter jets how are they going to be used against north korea, thats related to military confidential information. I find it difficult to disclose that. Whether a private jet or destroyed something there to be used when we are threatened. At the end of the day when we have a hostile nation we need to be stronger than that. The end result will be good because we dont have to use it because we can maintain peace so i find it improper for me to go any deeper for that. So the k fx program is intended to replace those of the f for the f5. As were experiencing that is way we started to initiate. And while this involves the transport from the United States. I think there is the questions about using that. But its related to marva strategy ideas of the military forces. Unrestricted from going into details. For joining us, i am andrew from csi s. You talked about some of the changes happening in the u. S. Acquisition system. I wanted to ask about one area which is the increased role the services are taking in establishing Acquisition Priorities and guiding acquisition programs, so my question is how do you see that interacting with our foreign partners pursuing complementary production of the systems and how they should expect the military services to think about International Partnerships in these efforts. Thanks for the question. Let me first describe the department of chemistry in fact the military to military interaction is the greatest in terms of touch points and the challenges and demands, so the dialogue that takes place today and determining the development of the Weapon Systems that they will take the battle i believe the relationship that exists today will also carry over and strengthen the development and procurement activities associated with the Weapon Systems that are combined. There are process aspects to death that we have to make sure are not dropped in the cracks get in the course of the reauthorization. The infrastructure that is in place today, the International Cooperation and the Program Offices with respect to the services they need to continue to conduct the mission in support of the u. S. And our allies as we develop the Weapon Systems. So, i think that there is a new dynamic in place, but i think that the surface chiefs are eager to carry on the responsibilities that they have been handed and foster dialogue that they have with their allies around the world. A question in the back. I wanted to ask the panel quickly about other areas specifically on submarines. I know that its been more detailed and german aspect but with the coming of phase three which is supposed to be delivered by 2025 and prospects of the Nuclear Attack where the prospects in that aspect . Thank you. I dont have a clear understanding myself. I know we have Nuclear Submarines that are being discussed. I am sorry to say i do not have a clear understanding and i dont have anybody here that can respond to the question. Im restricted from mentioning anything regarding the development. Is with peril that i added to this response i would describe that when we look ahead in terms of the challenges and the threat we consider this to be the principled Defense Strategy in as we also considered our allies that are likewise developing new underwater capabilities, we draw a line between Nuclear Power and submarine capabilities. So, in fact we are closely holding the design characteristics in spite of the reactor plant and certain survivability. But we do share technologies and capabilities with our allies with regards to underwater Weapon Systems capabilities and that would be an area
