DOTr blames P2.159-B license plate backlog on budget constraints

The Department of Transportation (DOTr) blamed budget constraints of the Land Transportation Office (LTO) on the heels of a Commission on Audit (COA) report flagging lapses for around P2.159-billion worth of undelivered plates as of last year.
