DWG Rockfall Mitigation Project: How did we get here?

How did we get here and how do we stop the NJDOT from wasting our tax dollar on this boondoggle?
We may have found the source of the controversy over the I-80Rockfall Project. We also found that we are not alone, as a similar pattern appears with other rockfall projects in Hunterdon County. 
They seem to be getting twisted up trying to justify the unjustifiable, explain the inexplicable and fix the unfixable. It appears NJDOT may have violated their own policy and procedures related to scope development, community involvement and the limited scope provision.
The only solution is for these projects to start over!
