Some top Congressional Republicans are considering legislation to ban the bump stop device. Speaker ryan focusing on that action. Automatic weapons have been illegal for many many years. This seems to be a way to go around that. We need to tighten up compliance with that law. Charles joining me to discuss, rich lowry and steven loomis. Yesterday it started making the rounds that several republicans are considering this. What are your thoughts on removing this. A lot of folks are saying if while it sounds like it might be reasonable. Many are afraid it opens the door to a slippery slope. Sure it will be opening the door to a slippery slope. Politicians shouldnt be politicizing this at least not until the investigation is complete. Its like blaming the airplanes for 9 11. Its a ridiculous mission to. We need to its a are you digs pluit. To politicize it is. Charles its surprising how many republicans rm alluding to it. They are willing to vote on curbing this or bang it all together. On the regulatory front or legislatively on these twices, they are a loophole. We basically banned automatic weapons for a long time. If congress were acting rationally city the would make these devices harder to get and silencers easier to get. Charles what about the issue of reciprocity. The nra statement is this is an issue of that should be reviewed. See if fit meets the criteria of the law. But while we are at it for the mass majority. The 5 million members of the nra and others, what about the subject of rest prolsity. Finds a couple things that make sense and put them together. Something more regulation on bump stock and loosening up elsewhere would be a good deal. Charles when i hear the Mainstream Media and hollywood celebrities and the vocal critics on the left, the ginls the culprit here. We hear it all the time. 500 murders in chicago. Its not the people shooting each other. Its the availability of guns. Its an inan mat object that its an inanimate object thats becomes the villain. You cant legislate against crazy. But you can train to react to crazy. Thats what the Las Vegas Police department and thes first respondsers did in this case. At the end of the day, its not the gun, its the person pointing it and shooting it. Thats the problem that needs to be addressed. Most of proposals you hear have nothing to do with stopping this incident. Universal backgrounds checks. He passed backgrounds checks. When Hillary Clinton brought up suppressers shows the complete ignorance and most of gun control advocates have on the issue of firearms. Charles Mental Health economics, some sort of universal list. There is another area compromised out there . I think this is a legitimate concern. There has been a major evident to repeal or hamper the second amendment. I doubt there would be anything else. The nra will be there and its not that it buys people off as the lib ralss akites of its a citizens lobby that will bring pressure to bear on anyone who yields to pressure on this. Charles the world is applauding and i wanted your thoughts. They should be applauding. This happened in orlando and every one of these tragic events. These patrol guys are the First Responders. The guys on the ground. We have elite groups. S. W. A. T. Groups. But most of of the time when these things happen, its the guy on the ground, the basic patrol guy responding. They did a heroic job to get up to that room and divert that guys attention from what he was trying to do. He knew they were outside his door and he took his own life like the coward that he is. The first guy there was an unarmed Security Guard who ran to the sound of the guns and got shot in the leg. There was not a First Responder within earshot of those gunshots that did not immediately think about how to save people. How to help injured people and how to get this guy to stop shooting that gun. Its what we do, and im proud of the men and women of the Las Vegas Police department. Next, not the false narrative we are used to hearing on some of these other shows. But thats who we are. Charles i want to take a moment to show this incredible display of patriotism. Thomas gurks nderson found the strength to stand when the president and the first lady visited his hospital room. Its called basic respect for the office and the country. Well be right back. Charles House Republicans passing a budget outline. Todays house vote sets up the process for shielding the gone vote from a filibuster thats slated for the week of october 16. Thanks for joining us. Congratulations. Thank you. As a new member after several months we got our first budget out of the house. My first budget. We are pleads with the product and excited. Charles why are you excited . What is it about the product you are excited about . I think budgets reflect priorities. This budget prioritizes our constitutional responsibilities. We have got to make sure our military defends us to keep us safe and grow. Over the last self years, certainly in the obama administration, there were deep deep cuts upwards of 170 billion. So we have decimated the military and they are not prefired take on all the threats. This is a down payment for rebuilding the military. The second piece, admiral mullen said the National Debt is our biggest threat to our security. We cut the debt which will get us on a sustainable pathway of manage our resources. We are initiating tax reform and hopefully that will help us grow this economy and allow americans to keep more of their hardearned money. Charles lets talk about the tax reform. You have a core group of republicans who believe fiscal responsibility you touched on it with the debt and deficit. They will go against folks saying if we grow this economy in the right way well bring enough money into government coffers that it will take care of itself. Where do you stand on that issue . We are working through that. The dynamic scoring and assuming we are going to get growth is the right way to approach that. We saw that with president kennedy and his tax cuts and we saw it with reagan and bush. And an important piece is finding offsets. If we are going to reduce the burden on families and businesses we need to simplify the code. The combination of dynamic scoring and the offsets should make this a budgetneutral exercise. Charles congratulations and thank you for joining the show. Speaker ryan addressed rates earlier today. There are two things well do on the tax reform bill which is get rates down so we are on par with on the are parts of the world. And encourage businesses to invest in their businesses in the america. Charles paul ryan is talking about the corporate side getting those rates down. Yesterday he floated out there once more of a fourth tax bracket that seems to fly in the face of the norquist pledge. They may be talking about not taking the present top rate down to 35. I hope they will. Its correct for the speak tore say. Everything is on the table. Well have a debate in the house and senate. I think at the end of the day well be cutting tax rates for every single american. Its what President Trump wants to do and speaker ryan want to do as well. Thats why todays budget vote, you had to pass the budget to do taxes. You can get wrapped around the axle with coming up with a perfect budget. It doesnt matter. What matters is this is the vehicle for tax reform. For the house and senate to recognize that and get it done is a real step forward. I think well see this tax bill move quicker because budget issue is moving well. Charles in the media there have been attacks against the potential tax plan. While every American Benefits ultimately perhaps, the Economic Policy institute is saying the top 1 will get 79 of that benefit. That doesnt echo very well on main street. How does the part are you articulate to the American Public not to be concerned about the size of someone elses tax cut but enjoy the one you are getting. The big winners of this tax reduction are the people who didnt have jobs the last 8 years and have now now. When reagans thanks cuts took effect, there were the equivalent of 6 million jobs created. This is the opportunity to create jobs. Someone who has no income today to gets 35,000, or 45,000 in a new job. Its amazing these front line groups, they could care less about people with jobs. Raising their tax for obamacare, taking away their doctor and health insurance. Now they want to tell us they care about middle income people and the people they left behind . Too late for that. We are going to get jobs, we are going to get the economy going. Cutting taxes is what we needed to do. We have the lousiest recovery in recent american history. Charles the 2016 election was a referendum ask. Even if you could by pass the filibuster, how would the bill look in terms of democratic support. How would it change it . Its like asking knee what unicorns look like. You can imagine a democrat voting for this, but which wont happen. There are no democrats who want to cut taxes. There are no democrats. Charles we have breaking news, buddy. Well be looking into that in the next short period of time. Thank you all have much. Thank you. You will be hear being iran very shortly. Thank you. Appreciate it. Charles President Trump. When we came necessity was cut off. He was saying well be looking into the bump stock situation. Surrounded by all the heavyweights. Kelly on one side, mattis next to him. A lot of things are brewing respect to the foreign policies and the important decisions that have to be made. Im sorry, we are going to go past this break. Again, earlier today, we have got a few things coming up. North korea is a big issue. Iran is a big issue. We saw with respect to Foreign Policy and the fake news debacle. We have more silent tape here. Thank you very much. And thank you all for being here tonight. Welcome back to the white house. In particular i want to thank secretary mattis and general dunford for their incredible leadership and service. I want to stha general kelly and general mcmaster for joining us this evening and for their dedication to the administration. Its wonderful to be with all of you again. As i said during my last meeting my number one priority as commanderinchief is to keep our people safe and to empower you, our senior military leaders to do what you do best. Nobody does it better than the people in this room. We have many pressing National Security issues facing our country. In addition to national disasters, and some of you know exactly because your people have done an incredible job and i appreciate it. But recently we have had challenges that we should have taken care of a long time ago like north korea, iran , afghanistan, isis, and the revisionist powers that threaten our interests around the world. Tremendous progress has been made with respect to isis, and the media will be find out about that over the next short period of time. It falls on the people in this room to defend the American People from these threats. I know we share a belief in putting the safety and wellbeing of the American People first. And i look forward to hearing from you and your ideas. Well be going to dinner right after this and discussing it further. But i look have much forward to discussing certain things right now and we have certain critical areas that well be discussing. North korea, our goal is denuclearization. We cannot allow this dictatorship to threaten this nation or around allies with unimaginable loss of life. Well do what we must do to prevernlt that from happening to prevent that from happening. In addition we must not allow iran to obtain nuclear weapons. The Iranian Regime supports terrorism and exports violence and blood head across the middle east. Thats why we should put an end to irans continued nuclear ambitions. They have not lived up to their conditions. In afghanistan i expanded authorities for commanders in the field. You know that very well and everyone in this room is happy it has been done finally. We made more progress to defeat isis in the last 8 nos than. Previous years combined. I put my trust in you to execute our mission aggressively and effectively and you are delivering. We are ridding our world of terrorism and terrorists as much as it can be done. In all areas i want to insure our armed forces have the funding, readiness and the force capacity to be successful. Our budget this year as you know, well over 700 billion is getting us back to the position we have to be. Almost never have we needed great powerful strong and brilliant military. And thats where we are and thats where we are going, and going very rapidly. Moving forward i expect you to provide me with a broad range of military options when needed at a much faster pace. I know that government bureaucracy is slow. But im depending on you to overcome the stobs cals of bureaucracy. Finally i want to thank each and every one of you for the immense personal sacrifices each of you make on behalf our great country. Yourselflessness and courage are an inspiration to me and an inspiration to our entire nation. I look forward to our discussion today and i look forward to being with you and your spouses a little bit late everywhere well have dinner but well still be talking about what we all enjoy talking about. And perhaps our spouses have some better ideas than even we do. But i hope not. But i think that could be possible. Thank you all for being here. We appreciate it have much. And thank you all have much. I appreciate it. Well be looking into that over the next short period of time. Thank you all have much. Thank you all very much. You will be hear being iran shortly. Appreciate it. Charles President Trump surrounded by his military brass. President trump started stalking about the myriad challenges we have focusing on isis. He says there is a lot of progress being made, the media will find out by the shortly. He reiterated his goal of denuclearization of north korea. He said well do what we must do with respect to senate goal. With iran he said iran is not living up to the spirit of the deal, the nuclear deal. Remember he has to make a decision on whether to declassify that pretty soon. He talked about our budget, 700 billion. And then he posed a challenge to everyone in that room. He says he needs his military options to be much faster. He needs those options at his disposal quickly. Now with us to discuss, democratic strategist robin byro and steve cortes. Robin, you were a member of the military as well. President trump everyone involved in the security and safety of our country and the world was sitting there at that meeting. He was straightforward reiterating his goals and ideas and allude together fact there are different ideas in the room as well. What are your thoughts . I give credit where its due. Forget partisan politics. Im a veteran army ranger and have done two deployments overseas. President trump has surround himself with military brass. Hes listening to their leadership. Hes honestly listening to what they have to say, and i have every confidence well make the right decision there, charles. Charles yesterday we had news that mattis, for instance, would like to see us stay committed to the iranian deal. It does not sounds like thats what President Trump has in minds. We also heard there are different opinions with how to deal with north korea. Although there doesnt seem any other way to stop this madman. Obviously full disclaimer. Im a partisan when it comes to trump. But i think he often gets attacked for there will almost the inclination to rule on his own. The reality is quite the office. He well comes a team of rivals and disparate opinions. And clearly the iran deem is something thats been debated within the white house. I think and believe hes going to come down on the side of much harsher terms versus iran. But the point is hes listening to these disparate voices. Thats leadership. Charles thank you both very much. Well be right back. The House Homeland Security committee approving a security bill that includes 10 billion in border wall funding a significant ten towarding making President Trumps Campaign Promise a reality this unfolding in washington while down south Construction Companies are building eight different border wall prototypes half of which will be concrete the other half is made by other materials. Joining me don cameron manager of border walls llc, and robert young a regional manager along with michael barns former policy advisor to president george w. Bush. Let me start with you, don. Youre down there putting together this prototype, how confident are all of the folks involved in this that this will become reality . Well i dont know as far as the reality of it becoming funded and that, but i know that the effectiveness of our fence, we are confident that our fence and here is a prototype example of it, is the welded wire mesh fence that we believe will stop and prevent at least 99 of illegal entry across river into texas and so weve developed this and i submitted a rfi proposal to the dhs and we have constructed this prototype in brownsville and have invited dhs to come down and see it and theyre going to do that. Charles robert real quick. I want to ask you the same thing the funding is starting to build there. Theres a great chance its going to happen. How will the wall ultimately look . Its going to look like what don just showed you. We have some slides there thats probably pretty hard to see what we want to do but the main thing is protecting the border and were capable of doing that and weve got like 50 Years Experience in doing this kind of construction, not only with border wall problems but with prison inmate corrections and places like that, but we have the tools, we have the people, we have the knowledge, and we have the fence that will stop the illegals from coming into our country. More than likely what id like to see happen if we get this project, if we get the project, what we want to do is hire a lot of those illegals, not illegals but american mexicans down there that need work. They need work badly and we would put those people to work to help us complete this job. Charles it sounds like a good deal guys, thank you both very much i want to switch gears to another form of National Security and thats cybersecurity because wall street journal is reporting Russian Hackers stole classified documents of u. S. Cyber defense methods off the home computer of an nsa contractor joining me to discuss the ceo of vectra networks. Hetesh, its amazing when theres Russian Hackers are stealing critical cyber information from the folks who are supposed to be putting this together, does it mean theres no hope in fighting against this you know, charles, good to talk to you. I would say a couple of things. First of all theres absolutely an epidemic of breaches going on everywhere, and i think, you know, i would say that theres little hope in trying to stop attacks from coming through. Thats a fact. At the end of the day, the nsa, you and i can both agree the nsa has really really smart people and equifax which is the other major event that occurred not too long ago im pretty sure is made up of really smart people as well but in both cases they were breached. I think the issue we have here fundamentally is that especially when youre dealing with Corporate America, you know Corporate Companies in europe et cetera, Companies Still think they can stop these attacks from coming in and they have this mind set of prevention which is really archaic and the fact of the matter is that whether it was equifax, whether it was yahoo, whether it was impact charles what about the most important agencies tasked with keeping america safe, its one thing in the corporate world but its another when you tell us that we have no hope but the entities out there, this is their main task is to keep us safe from cybercrimes and cyberattacks. Sure, yeah, look i mean as far as the nsa is concerned with this event that was tied to a single individual, i would think this kind of thing that occurred with the nsa is an aboration. I have intense respect with the guys there that are super smart. I dont think you can expect this to be a regular occurrence. For Corporate America on the other hand it is a regular occurrence. Charles thank you very very much really appreciate it. Thank you charles. Charles another record day on wall street all the major averages closing at new highs ill tell you all about whats happening and well preview that job support tomorrow because i think its going to be bigger than wall street expects, next. Charles it was another great day for investors as all the major indices closing at record highs and the s p 500 enjoying its hottest winning streak in 20 years and obviously stock market bias is to the up side, but we had a modest start to this session and it took a real sharp turn higher after the House Republicans passed the budgets. After the close costco posted earnings beat the street on revenue and earnings as u. S. Samestore sales rose almost 7 but the stock you can see is edging a little bit lower for me the big news with costco, theyre selling 1000 emergency food kits thats right you can keep your family fed for a year. Costco . Ill see you on saturday. Now, the biggest economic reporter of the month is out in the morning were talking about the job support from the bureau of labor statistics. Coming into the week consensus was for 90,000 although these estimates are crazy running from 45,000 to almost a quarter of a million, there will be some noise in this report because of those hurricanes harvey and irma but also serious conundrums or as Winston Churchill put it the riddle wrapped in a mystery inside an in inigaa. The official Unemployment Rate 4. 4 the better measure is the rate which takes into account the total unemployed all marginally attached workers plus people working part time but only because of economic reasons that number came down dramatically in the past year but stuck at 8. 6 for three months and remains significantly higher than 6. 9 we achieved in december of 2000 so the question is how much room is there for greater job creation . And then there are record job openings for the mystery of it all so near full employment, how can there be a record 6. 2 million job openings and finally the inigma, job quits and wages so there seems to be a perfect storm out there right . More openings and small worker pools theres nobody out there, so why are people reluctant to quit . This is a time people should be quitting in droves and demanding bigger paychecks somewhere else. Its just not happening so whats the key some here to discuss the president and chief operating officer of employee bridge. Nice see youing. Great to be here. Charles okay, what the heck is going on . Because this is so weird its like the wages arent going up we keep hearing about these amazing jobs expecting only 90,000 full employment. Are we at full employment . Some people say we are. I say we are not and the reason i say we are not is because Labor Participation is still so low, charles. Weve talked about that. Its at 62. 9 , still kind of a 40 year low. There are many people that are eligible to work in the United States that are deciding not to, so i think we can get some people back to work. We need the message to be. There are absolutely jobs out there. Just like you spoke about before , 6. 2 million openings out there, companies are looking to hire but there is still a skills gap. There is still a challenge there charles that skills gap is not only about College Educated folks. Theres a lack of welders out there, a lack of oil rig hands, construction workers. Acrosstheboard there is a lack of skills something went wrong in this Great Recession and younger adults were not taught skills were they . Well, i think we got away from the trades, you know, and i know President Trump has talked about bringing back apprenticeships and training and i think there really is something to that, because those are skills that are needed. Were also starting to see construction jobs come back, housing is starting to do a little bit better. Were going to have a lot of rebuilding. Charles the industry complains theres not enough workers to meet demands so let me ask you about wages. The needle is not moving on wages what is going on there . We havent seen waynes move for a long time. Weve been talking about it for years were only up 2. 5 on hourly wages. I can tell you based on what im seeing from our customers in the market, they are moving wages and theyre not just moving wages 0. 50 or 1 theyre moving them a few dollars. They have to. The market is getting so tight right now. Charles the moral is we should start to see that in Government Data as well . We should and you should see Household Income increase so it is moving in the right direction charles great seeing you. Well democrats calling for other democrats to step down. That is right, theres a revolt in the Democratic Party maybe listen to main street after all. Well be right back. Think your Large Cap Equity Fund has exposure to Energy Infrastructure mlps . Data, applications, customer experience. Which is why comcast business delivers Consistent Network Performance and speed across all your locations. Fast connections everywhere. Thats how you outmaneuver. Charles the question now is is this high turning in the Democratic Party . I do think that its time to pass the torch to a new generation of leaders and i want to be apart of that transition. I want to see that happen. Charles that was vice chairman of the House Democratic caucus Linda Sanchez saying its time for nancy pelosi and all these other leaders to go. Back to discuss this bold statement on house leadership, members michael barns is with us and steve cortez returns as well michael let me start with you because ive got to tell you, since the election, the Democratic Party has been so tone deaf and so just in denial about the fact theyre following an old playbook with old leaders and now were starting to hear people within that party say well maybe we should. Thats true, charles but leadership is not a handout. Its not a giveaway. It has to be earned so what were seeing is lack of leadership where people are compelling to the individuals who had put them in these positions and you no one thing we should note also about congresswoman sanchezs comment is any other sector of society they would be discriminatory and where shes a 48 year old talking about 77 and 78 year old s, where else is that permissible right . This is an issue where if she has an issue with their leadership and their substantive skills she makes it about that and somebody else should step up and do better but dont make it about the generational basically code word for age. Charles although you could argue the ideas are old and theyve been tried and they failed. Charles im in washington right now visiting. This is the only town where you can fail repeatedly and somehow gain more power. As part of the perversion of washington. The Democratic Party and here is the story over the last decade. Because of the success and popularity of president obama it really masked what was going on underneath the surface which is absolute systemic decline. A part of it lost a thousand state legislator seats during his tenure. The Democratic Party right now is like a Washington Generals going up against the harlem globetrotters. They lose every single time. Well guess what generals . Try a new defense. Try some new players so yes i think, listen i hope they dont as a partisan. I want them to keep playing the way theyre playing but it seems like charles on that note i know you want to jump in but i want to stay within this but we have breaking news late today in cook county the board commissioner john daley changed its mind about the county controversial penny announcement tax on soda. Steve ill start with you mike you can finish. This is an Old School Democrat who said listen, he never ever ever saw this kind of a visceral rejection on the tax and the bottom line is this is something that crippled the core constituents and now someone listening. Right, no thank goodness charles its my hometown of chicago where i live and its amazing that even in chicago, even in a one party totally blue town it seems like some sanity entering the equation. Were worrying about sodas when people are being slaughtered in the streets of chicago . Lets get real and stop worrying Charles Michael . This is a money grab. This is an 11 budget shortfall on the part of the county commission and they have to find a better way to fix it because people are not accepting these taxes on top of income tax as well as other taxes that are hitting people the property taxes for example, so theyve got to cut the budget its that simple. Charles i think people also saying the disin again use us factor dont tell me youre helping me. Its not about Public Health its about money. Charles thank you both very much. President trump offering choice words. Breaking news, were going to recap this, next. Its easy to think that all Money Managers are pretty much the same. But while some push High Commission investment products, Fisher Investments avoids them. Some advisers have hidden and layered fees. Fisher investments never does. And while some advisers are happy to earn commissions from you whether you do well or not, Fisher Investments fees are structured so we do better when you do better. Maybe thats why most of our clients come from other Money Managers. Fisher investments. Clearly better money management. President trump in north korea our goal is denuclearization. We cannot allow this dictator ship to threaten our nation after allies with unimaginable loss of life. We will do what we must do to prevent that from happening and it will be done if necessary, believe me. Charles that was President Trump speaking just a short time ago during a briefing with his most senior military staff, talking really tough on north korea, iran and isis, with me now retired Sargent Jessie jane duff, a senior fellow at the London Center for policy research and mike waller Information OperationsVice President at the center for security policy. Mike let me start with you. You know, whats really interesting about that scene and i think you could actually sense or feel the tension there is that some of those, some of the be men there, some of these military leaders recently have said or suggested policies that counter some of the things weve heard or believe that President Trump believes in. Now everyone applauds the fact that theyre getting there. They get together and talk about this, but President Trump pretty stern about north korea being de nuclearized about iran and them not being in the spirit of this nuclear deal and some of the other things including a 700 billion budget so whats your take ultimately on what happens after tonight . After tonight on the charles with respect to policy in general. For instance mattis comes out and says we should stay in the iran deal. I dont think its going to happen. Its a mess. We dont know whether we stay in or stay out. Theres no idea and we have the issue today where we had lost three special forces guys and another policy mess the president inherited where we didnt listen to the locals who could have done the job for us and now were starting to lose our best people. Charles we were there to train the locals and we lost three of our best and brightest two others injured but again though, this is critical stuff. I mean were coming down to a deadline on iran, north korea making their own deadlines with their provocative actions and President Trump wants to take a very stern approach to this and i thought it was telling also and want to remind the audience who told them i also expect broad military options were needed at a much faster pace. Kind of letting these guys know listen step it up. Oh, absolutely. I think it was a surprise to many people when secretary mattis had testified that he supported the iran deal; however when he had testified for his confirmation hearings, he said he supported it so its not a surprise; however President Trump assured us that that was a absurd deal that the United States came out with the shortened and i find its going to be very difficult for him to back talk that and suggest that were going to stay involved. The United States benefited nothing out of this and basically legalized irans capability to pursue nuclear capability. When it comes to north korea i agree. We have to be able to be firm and strong because right now, we are at risk in the middle east and north korea and theyre joined up paired up completely and thats where iran is getting its Nuclear Knowledge from, north korea. Charles President Trump tweet ing to tillerson you can do this negotiating stuff all you want. It hasnt worked it wont work. They played the world particularly america for years and today saying we must, we must do what we must. What does that sound like to you sounds like we have to go through with it. The president has to view this whole crisis as Chinese Nuclear weapons in north korea. This is a chinesemade problem. We have to hold the chinese accountable and if the president doesnt stand fast the whole thing is off. Charles does standing fast mean military option . Thats what our military is for. Charles military option . I agree and as far as the troops loss we need to keep those families in our prayers. Charles absolutely, three green berrets. Thank you very much. Now here is lynn. Good evening everybody. The man who killed 58 people and wounded nearly 500 others in las vegas researched other locations where he could have possibly pulled off a very similar attack investigators say stephen pad dock scouted hotels in boston , even booked a room in chicago during the lollapaloosa musical festival but never showed up, a motive that goes to explains what may have driven him remains ill lieus ever but authorities continue to piece together a portrait of a man they describe as disturbed and obviously very
