As the raf jet flew close to the russian enclave of kaliningrad in the baltic sea. Well, it took place just after our reporter, ray addison, was given exclusive access to a nato Training Exercise in poland i they move from room to room , they move from room to room, breaching , clearing. These nato breaching, clearing. These nato soldiers may not speak the same language , but they are fluent in language, but they are fluent in the art of urban warfare , the art of urban warfare, working together to neutralise the enemy. With russias war in ukraine now in its third year, the defence secretary is urging western allies not to get fatigued, but to treat putins ongoing invasion as a wake up call, a message that we must have the resolve to spend what is required on defence, if not, it will only embolden those who may wish to test our resolve. Meanwhile, these nato forces stand ready to deploy within 48 hours. So if you were an organisation, say if you were an Environmental Organisation who were of were deemed to fall foul of Michael Goves scheme, there isnt any sort of way of appealing that the only way you could do it is the judicial review system, which is incredibly expensive and very long. So i think the detail of it is a little vague. It was announced in a very polite manner, as michael gove always does, but using parliamentary privilege to do it without any details, just it all feels a little bit like they dont quite know what what it is they want to get out, and you wonder whether he just named those organisations that he felt safe in naming . So the drive to, to have an electric ambulance out there, now you can look at this and say in, in a city areas, electric vehicles probably quite sensible if you live in a rural area with no charging facilities, i would be concerned. That said ambulance wouldnt make it either to you or to the hospital or , you know, or to the hospital or, you know, break down somewhere along a dark country road and the nhs is investing an awful lot of money into looking into the green agenda , when it realistically agenda, when it realistically should be looking at how its going to reduce the waiting lists and make hospitals more efficient and treat patients. Efficient and treat patients. And there is a process 135 question process to ensure that any decisions or services that they maintain or take on are within the green agenda. Well, look, i mean, its sensible for some things if you if you can be green without compromising anything, then great. But when it when it comes to ambulance and the like. But this is also its got to be bottom of the list hasnt it. I would have thought green ambulance. I would have thought so. And because because its the nhs, its now come with a team of, individuals who will take on this job with a combined salary bill of £3 million a year. Yeah. Joking. Joking. Joking. No, thats the problem, isnt it . And thats, thats somebody is in charge of this. There are departments within hospitals or trusts. Yeah, but they are in trusts. Yeah, but they are in charge this. Charge of this. This sort of relies on all this sort of relies on when you actually think, think its we should be its right that we should be going as society. Going green as a society. If thats of travel, thats the direction of travel, we going in. I mean, we should be going in. I mean, the nhs is the uks largest employer with 1. 7 Million People there, and the idea that an organisation like that should find different ways of being more environmentally friendly seems like to me, seems like a goodidea seems like to me, seems like a good idea on the ambulances front. I mean, im assuming theyre not going to send ambulances out, theyre not going to send ambulances out , to go to go and ambulances out, to go to go and run out of electricity , be run out of electricity, be somewhere in some rural area. But you dont know that. But you dont know that. And yes, its sensible to have a look at, im assuming that really your green credentials, but i dont think it demands a whole separate department to be set up, costing millions of pounds when procurement in the nhs is appalling anyway. Yes, its a huge organisation. There are enough people in it to be able to take that on as part of their job. Procurement is an enormous department. It doesnt do a particularly great job, but surely there are people there that could look into the green agenda without being part of another team, is three. Another team, which is three. Yes, a separate green department. Yeah. Well, i go see i go for that. I think that this is i mean a lot of companies are doing the same kind of thing. It goes back to and i know this is controversial, but if we want to get to net zero by 2050, these are all the things you must do. And you you must then manage it. And you you must then manage it. Weve known for a long time now, that there are lots of people who are claiming benefits with Mental Health problems. But the figures from the dwp today show the amount of people who are actually out of work because of Mental Health problems. It now stands at 873,000 people, of whom half a million have been deemed unfit to look for work in the near future. We know that the near future. We know that the cost of benefits has been rising ever since the start of lockdown, due to people out of work on long tum sick leave, but we didnt realise the extent of which these problems were down to Mental Health problems. 69 of those claiming incapacity benefits are claiming them for Mental Health problems. Now that is obviously a huge problem for britain. The benefits bill for this country is getting bigger and bigger by the year, and predictions suggest that over the next parliament we could be looking at billions of pounds spent on people of working age out of work for long term Mental Health problems. That is an unsustained situation. Jeremy hunt talked about it a little bit in his budget, but this seems to be a massive growing problem. Oh yeah, it does. Olivia, thanks very much indeed. And thats why the democrats are why the liberal democrats are calling today for a specific sewage tax and that money to sewage tax and for that money to go towards , cleaning up our go towards, cleaning up our rivers and waterways and rivers and our waterways and also to employ a new raft of environmental journalists and environmental journalists and environmental reporters at the local level who can look at these issues and make sure that they dont go under the radar ever again. I mean, it does, matter where you live , doesnt it . I dont you live, doesnt it . I dont know if you if you are in a particular area where there are real concerns about pollution and about sewage in rivers and all the rest of it, but in some areas it really is appalling. And isnt it even worse that the people at the top of our Water Companies just keep earning enormous salaries and give themselves bonuses as well . Thats exactly it. I mean, its really shocking that, Water Company profits have almost doubled since 2019, and at the same time, these are Water Companies who say they havent got the money to fix rusty pipes. They havent got the money to do the proper monitoring and reporting of sewage dumps, even when they measuring those when they are measuring those sewage dumps , often theyre when they are measuring those sewage atmps , often theyre when they are measuring those sewage at the , often theyre when they are measuring those sewage at the numbertheyre when they are measuring those sewage at the number of yre when they are measuring those sewage at the number of hours, looking at the number of hours, but overall volume. And but not the overall volume. And as you say, this has a really, really impact. I mean, really big impact. I mean, instant i am. We instant opens where i am. We have beautiful chalk stream, have a beautiful chalk stream, the ver , the sewage, the river ver, the sewage, theres sewage in my theres not so much sewage in my constituency, downstream as constituency, but downstream as the progresses, there the river progresses, there is sewage in that area. But it wasnt that long ago that i popped wasnt that long ago that i popped into my local hospital for a blood test, and the person i was sitting next to to i was sitting next to said to me he there get a blood test he was there to get a blood test because hed part, in because hed taken part, in a triathlon on a beach, on the south coast, and hed got really, really ill as a result of swimming in the sea. And his doctor thought it could have been because of sewage dumping, that its just not an acceptable situation for our country to be in. These companies in. Thats why these companies that billions of that are raking in billions of pounds profits really ought pounds in profits really ought to coughing the money, to be coughing up the money, paying to be coughing up the money, paying a new tax and cleaning up our rivers and waterways. Because isnt he still a toxic figure after the post Office Scandal and not whatever happened at the time when he was in office, but the fact that he still hasnt and when he did it on camera would not issue that apology. And thats why its so disappointing, actually, that rishi sunak has said there wont be a general election on the 2nd of may because people deserve to have choice. They have. Have that choice. And i think it needs to come clean with where this 46 billion is going to come from. If its more borrowing, its yet another unfunded spending commitment from this government. We saw what happened in liz trusss mini budget when they made unfunded spending commitments that crashed the economy, and people are still paying the price of that through higher mortgage costs. Its reckless by this chancellor to make these sorts of unfunded spending commitments. I suppose, given that were probably going to face an election in the latter half of this year, that gives you in labour more time to figure out how youre going to fund some of your ideas, because of course, that was scuppered just recently by the Prime Minister announcing that it was the non dom status. Is going to be, gotten rid of, as it were , which was one way as it were, which was one way that you were going to help fund some of your plans. So it gives you a bit more time to sort that out, doesnt it . Well, weve been calling for non dom status to be ended for several years now. And, you know, its great that the government decided to steal our policy does beg the question, why did it take them so long that money could have been put into our nhs and Public Services over the last couple of years , over the last couple of years, theyve stolen our policy. You know, these are the sorts of things we do also reform of planning so that we can get britain building again, 1. 5 million houses in the course of the parliament and the First Parliament and a National Wealth fund to create good jobs. The jobs of the future in things like electric vehicle manufacturing, Carbon Capture of storage. Weve had capture of storage. Weve had such low growth in this country for so long. Growth has stagnated under the conservatives. Weve now got rashes, recession, working. People are worse off. Were facing the highest tax burden in 70 years. But were still in a situation where were we havent got the waiting list sorted out. And that is what jeremy hunt should have spent that non dom money on, that he decided to give away and give away in tax cuts if hed used it for what labour would have used it for, or that would have would have created 2 million more operations i operations a year. I just i dont know, nigel, in that there are people with Mental Health problems that need hospital treatment and all the rest of it, and that can be very serious. But are we are we really seeing an escalation with that . I mean, marians been in touch and says, im afraid Mental Health is a new bad back, but not working cant be disproved. Im sure there are genuine people with Mental Health problems, but there are also a lot of people use it as an excuse. Excuse. I mean, it may well be some people do and you may be right about the bad, bad back thing, but theres no question that Mental Health in this country has been deteriorating and some of people will be of these people will be seriously of these people will be seriandy of these people will be seriand the trouble is, yes, i and the trouble is, yes, i mean, i mean, there are people with serious Mental Health problems, talk it we talk problems, but we talk it we talk about it a lot, but im not sure we do anything about it. The real help is not out there. So maybe its easier to sign them off on an incapacity benefit and just of get rid of the problem. I think thats half the and i think thats half the problem. What, what worries problem. And what, what worries me were now going to me is that were now going to look with a serious look at somebody with a serious mental problem going Mental Health problem is going to with the, oh, to be lumped in with the, oh, you must be work shy if you start overdiagnosing people, which i do think there is a tendency do, those who tendency to do, then those who really suffer get diluted in all of that, and they just sort of lumped in and people assume that theyre, you know, swinging the lead and they should be out. But the biggest, the worrying rise is, almost quarter of 17 to is, is almost a quarter of 17 to 19 year olds, younger people. Whats going what is whats going on . What is bringing on an epidemic of bad Mental Health that age group . Mental health in that age group . Why we looking at the why arent we looking at the reasons behind it again . Is it over diagnosing a problem if somebody is just not coping because life is a bit difficult at as it sometimes is, at that age, as it sometimes is, are they just feeling a bit sad and stressed, or do they actually have a proper Mental Health problem . And i dont think understand enough about think we understand enough about it. So the figures themselves arent helpful when it. So the figures themselves arent want helpful when it. No, i think it needs to be a bit a little bit more specific on it all. Dont we, can we have a look at Angela Rayner, who is, adamant that she is not a tax dodger . Yeah. This has been rumbling on now for some time. And this is, Angela Rayner, who had, bought her ex Council House perfectly within rights to do so. And this was in sort of two thousand and seven and then sold it for a profit. It was the profit she made was 48,500 pounds. None of this on the surface, looks as though shes done anything wrong. However, done anything wrong. However, she was registered also living at another address, she married her husband, had children. The address. That she put down was address. That she put down was was his address, which was in the same city up the road. So there is some question about the property that she sold. Was it her main principal residence or was it indeed second home . And was it indeed a second home . And if it was a second home, then there is extra paid. There is extra tax to be paid. So have got away with so she could have got away with not paying £3,000 in tax. And i think the problem, because she has gone incredibly quiet over this, everybody thinks that there now is some kind of problem with it. I dont know if there is or there isnt , but she there is or there isnt, but she needs to face it really. She ought to face up to this now, because several weeks from this story, first breaking and were still talking about it. And now shes asking for privacy. Yeah. I mean, its they do keep sort hounding angela keep sort of hounding Angela Rayner on this particular issue. As claire just said, nothing wrong at all with making a profit on selling your Council House. I mean, its not something that would have been a labour policy. It was a Margaret Thatcher policy. My take is that anybody that genuinely needs to be on benefits that are sick or incapable or, you know, disabilities or looking after somebody, then theyre genuine cases. But all the rest of them need to get up and go to work and start contributing to the tax system. Weeks and weeks, months and months of speculation. Unfortunately, i think it probably does. The final deadune probably does.
