Hospital says Henrico cops 'interrupted' Irvo Otieno's care

Parham Doctor’s Hospital says that the intervention of Henrico police officers interrupted their care of Irvo Otieno. The statement comes from a plan of corrective action the hospital gave to the state on Dec. 21.
