Reporter the budget analysis puts the implementation of tasers at a cost of 8 million, including outfitting units with defibrillators to counter the effects of taser electricity. Theres a definitive risk for sudden death. There could be some tight policies that we put forth to try to mitigate some of those risks. I would like to ask those of you who are thinking about endorsing tasers to please try it on yourself before you make that decision. This morning a san jose man is in jail accused of taking pictures and video of an underage girl on a city bus. Theres more to the story. Abc 7 News Reporter Katie Marzullo has the latest from san jose. Reporter a 16yearold girl told authorities a man was taking pictures and video of her on a bus in san jose. The Sheriffs Office investigated and identified 70yearold florencio hernandezpalmo as the suspect. The Sheriffs Office says on at least one occasion when the girl got off the bus, hernandezpalmo followed her and kept recording. They arrested him at a bus stop. The whole situation is gross, its creepy, its unfortunate. Its sad, really. Hopefully the guy will get some kind of mental help. Reporter the Sheriffs Office believes hernandezpalmo has been recording girls for three years. Theyre asking other potential victims to come forward. I would send a message, be more cautious as a parent. I mean, anything can happen. Reporter we talked with the suspects landlords. They were shocked to learn of his arrest. Offcamera they told us hernandezpalmo and his wife have rented a room in their house for five years. They called them good, hard working people. In san jose, Katie Marzullo, abc 7 news. Dozens of people are back in their homes this morning after a fire in San Franciscos chinatown. It started just before 6 00 last night at mason and washington across from the San Francisco cable car museum. 30 people were evacuated. A child went to the emergency room to be evaluated. No one else was hurt. The former twitter employee who temporarily disabled President Trumps personal twitter account could face criminal charges. The stillunidentified person who was contracting for twitter may have violated the Computer Fraud and abuse act. Experts say that person had the power to tweet something that could start a war or compromise national security. If charged and found guilty, the person responsible could face up to ten years in prison. Happening today, nationwide protests against President Trump. The group refuse fascism has organized rallies in 22 cities. Theres one in San Francisco today at union square. Protesters will rally starting at 3 00 p. M. , then march at 4 00. San jose residents are being told that they will get earlier warnings if creeks threaten to flood their homes. Homes were flooded in september after the coyote creek flooded. Abc 7s david louie has more. Reporter crews are clearing did he bring from coyote creek. A new action plan has been approved to provide residents earlier warnings of rising floodwaters. No one wants to see a repeat of last februarys disaster when residents had to be evacuated when caught by surprise. They never had time to move their vehicles. Because of those floods, weve been able to kind of take action and prepare a plan for ourselves and what we need to do is maintain that commitment day in and day out. Reporter a major step forward is joint meetings of the San Jose City council and valley Water District board. The new plan they approved sends out alerts by cellphone and key emergency teams will do periodic drills to test their response to flood warnings and watches. The idea is that every year we would have at least one exercise, one drill, one sitdown discussion, what needs to change, did it work last time, did what we say work in preparedness, response, and everything else. Reporter 41 families made homeless by februarys coyote creek flood remain in temporary housing. The reason is high rent, which some victims cannot afford. Many of the displaced want to stay close to their kids schools and to friends and family. While people have been wanting to move back in the areas that they were in, perhaps looking at different parts of the city or perhaps even relocating to another city, may be the only viable option, or looking at another housing type. Live doppler 7 shows the heavy remember returns from around hayward, southwest ward right on through Half Moon Bay. As it continues to push to the south and east, youll get some rain in the south bay but not as much as we had in the north bay, anywhere from a third of an inch so far. But range now from vallejo through walnut creek. You can see the yellows here, that indicates some more moderate downpours around san mateo, some good rain across the bay year, 92 and right on through redwood city. And just kind of sitting here slowly inching its way through woodside, and not yet really in mountain view, just a little bit of drizzle. To the south bay, you can see how it shuts off here, light rain in fremont, nothing happening from san jose through milpitas and east of the foothills here. Back west ward its Holding Together along the coast. Atascadero, youll get into some light rain in the south bay. Were just talking a couple of hundredths. You can see that weve got more showers offshore. In the mountains, upper 30s from lake tahoe, light drizzle here, not snow yet. But we are expecting the snow and some heavy iier mounts with foot expected in the evening hours. 60 in san jose. Were looking live outside right now, San Francisco with scattered showers throughout the morning hours. Second half of the day, partly cloudy. Tomorrow looks dry as well. Looking at the time change tonight, gaining that extra hour of sleep. Your hour by hour forecast shows the front clearly defined here. And it weakens as it continues to push south through the 8 00 hour. You can see some showers still around the peninsula. Then by the time it gets to the south bay, 10 00, 11 00, not much left of it. Well begin to see some clearing from north to south as well. Still a little light rain in the north bay, but amounts will range from a few hundredths in the south bay to a third to a quarter inch in San Francisco through the midday hour. In terms of the snow, through 11 00 tonight up to two feet higher elevations, wind gusts from 40 miles an hour to 100 miles an hour along the highest peaks. Some pretty dangerous conditions there. And the snow anywhere from about a half a foot around tahoe city to a foot in kirkwood. So weve got another chance of rain coming our way, wednesday night into thursday. Reporter President Trump, quick to tweet, the decision on Sergeant Bergdahl is a complete and total disgrace to our country and to our military. The president has long been critical of bergdahl. The 31yearold faced up to life in prison after admitting to walking off his base in afghanistan in 2009, eventually getting captured and held by the taliban for five years. Two soldiers were seriously wounded while searching for him. Hes a traitor, a nogood traitor who should have been executed. Bing, bong, hes gone. Reporter bergdahls lawyers countered that his captivity was punishment enough and claim that the president s comments made a fair trial impossible.
