This comes as we learn about a fourth death on the tracks. A smart train in santa rosa struck a man yesterday afternoon, but authorities are now calling it an apparently suicide. It happened just before 3 00 where the tracks cross san miguel avenue. This was the fourth death on the tracks in just the past two weeks and the second in the past two days. In addition to more fencing, officials have also discussed increasing patrols along the tracks. The family of a 2yearold santa rosa girl who was the victim of a hitandrun says it is going to be a very long recovery. Theyve started a gofundme page to raise money for her medical expenses. The girl is being treated at ucsf benioffs Childrens Hospital in oakland. Police say the toddler ran into the street near the mall thursday afternoon. A van hit her and the driver took off. Police later arrested the suspect, hector larios, in jail on felony dui and hitandrun charges. Police say he has four prior dui convictions in the last six years. We have the Mississippi River at 17 feet, well within its banks of what the pumps and levees can handle at about 20 feet, but still looking at some very heavy rain with flash flooding, river flooding and the storm surge, all happening on the righthand side of this system. So by today, 1 00, we are looking at winds of 70 Miles Per Hour and that heavy rain continues up through the Mississippi River valley, the ohio river valley. Although the actual speed of the system slows down, thats not necessarily good because were going to get that rain, hopefully not two and three inches per hour but still looking at a lot of rain here. The concern for flooding. So isolate it areas, some to 20 inches in the column here in yellow indicates over a foot of rain. You can see that happening in parts of louisiana, but so far theyre optimistic there with holding a lot of that water at bay. This is the highest the Mississippi River has ever been with a storm of this magnitude slamming louisiana. The governor is remaining cautiously optimistic while the army corps of engineers confident the upgraded levees will contain the mississippi, at least in new orleans.
