Lets turn it over to jobin at the live desk. Governor newsom says that social distancing is paying off and although hes got a plan to reopen california, he warns us were not out of the woods yet. And now well turn to jobina fortson with a look at what this all means. Thank you. Governor newsom has a plan to full reopen our economy but its dependent on these six steps. Lets take a look at them. Governor newsom says we must expand coronavirus testing and trace everyone who may have been in contact with people who tested positive. Additional steps must be taken to ensure that seniors, Homeless People and others at risk of contracting the virus stay safe. The governor says he expects smaller outbreaks in the future, so medical facilities must be prepared to handle potential surges and also working with Research Hospitals to develop therapies for covid19 patients. Businesses, schools and other public spaces would be expected to continue social distancing after they reopen. The governor says we should be prepared to return to stricter measures, if the situation warrants it. As for a timeline, nothing is set in stone yet. If we see a continued decline, not just flattening, but a decline in hospitals and icus and we see this workforce and the infrastructure and ppe needs met as we anticipate around may, first week in may to start seeing the benefits and fruits of that, ask me the question then. The governor says even when businesses reopen, it will be different. For example, if you go to the restaurant, your server may wear a face mask, menus may be disposable and, also, your temperature may be taken before you enter the restaurant. Restaurant owners are saying they are going to follow whatever rules the governor is coming up with. The owner of tads steakhouse says the sales are down 90 and hes not sure how much longer he will be able to stay open. Aythey will follow any rules. We may get a lot of business but may have to shut down again if theres no restrictions in place. Well conduct business to make sure that our team is safe and were safe first. Business comes second. Johns grill was destroyed in the 1906 earthquake, but the first restaurant to reopen after the disaster and he says the restaurant wants to do the same following the pandemic. One of the major disagreements weve seen play out in San Francisco city hall is what to do with the Homeless Population during the pandemic. The mayor says it may sound simple, but she says this issue is actually been a difficult one. But the reality is, the problems that existed in this city with people who struggle with Substance Use disorder and who struggle with Mental Illness have not gone away because of this pandemic. She is asking for patience saying sometimes the Homeless Population wont comply with simple orders theyre pe and moving them into hotels also raises issues of food, staff, security and cleaning. Tonight you can see increasing clouds, high clouds and that will keep us in the upper 40s to mid 50s and also notice the winds coming ashore and lookt a that cloud deck. Governor newsom just laid out the framework for sheltering in place and how to go on after the pandemic. Six goals hell use to set a timeline. Number one is the ability to protect communities through testing and monitoring. Two, the ability to prevent infection in people who are high risk. Three, Health Systems have to be able to handle surges. Number four, the ability to develop drugs and treatment to meet the demand. We would have to work with our unions and management to figure something out. We just know we have to exercise extreme caution in just determining exactly when it is going to happen. Governor newsom also said schools and playgrounds will need to be cleaned and disinfected before reopening. Well, it actually may be years before everything goes back to normal for good. Harvard has a new study out right now that says we may need to practice social distancing on and off for the next two years. Researchers say once stayathome orders are lifted, new waves of infections are inft bound to aer coccur. By lighting and reimposing stat stayathome orders smaller outbreaks which hospitals can manage. If the virus is around in a few people and we arent imposing control measures, it will resurge. If we could get a vaccine, that would be a total game changer. Thats a long way off. Thats probably almost certainly a year off. Governor newsom understands this, as well.
