And as you take a look at live doppler 7 not done yet. The focus has been since this morning right around the big sur area, the Central Coast, you will notice some heavier rain right around morgan hill, gil gilroy. As we take you back in time the last few hours, this is why the biggest concern has been focused here where this Atmospheric River has stalled out and slowly started shifting toward the bay area. Flash Flood Warning until 6 30 for the czu lightning burn area. Flash flooding already happening. Debris flows are possible. Flash flood watch for the other burn scar areas. Risk of mudslides is there until 4 00 p. M. Tomorrow. We have a flood advisory because the rainfall rates have been so intense. Until 7 15 you can see the area shaded in green. Potential for runoff. Obviously turn around dont drown. As you look at the south bay, we are seeing moderate pockets of rain on streetlevel radar. Its a level 2 on our storm impact scale. Scattered showers, downpours tonight, tomorrow. And that burn scar flood threat continues with gusty winds at times. Lets take you to Monterey County where the rain has already led to mudslides. First responders say more than half a dozen buildings are damaged, many near river road which winds south of salinas. Abc 7 News Reporter chris nguyen is there live with the story tonight. Chris . Reporter thats right, dan. Its been a very busy day for First Responders here in Monterey County. As you said, were live on river road just south of salinas. Were in between the towns of spence and gonzalez where if you can see in the distance there there is a mud flow. The rain continues to fall. And dan, this area remains under an Evacuation Order as officials try to avoid a repeat of some of the scenes that played out earlier today. In Monterey County this is the danger many were fearing. Mudslides and debris flows caused by heavy rain throughout the region. On river road south of salinas the danger evident all around as fire crews tried to rescue people from their homes. Local ranchers coming in to assist with their heavy equipment. We have a lot of private property damage. People lost a lot of mobile equipment. Motor homes, vehicles and tractors. And were still trying to get our arms around the total loss. Reporter residents in the area were ordered to evacuate yesterday but many chose to stay. At a property up the road county Officials Say at least one woman broke her arm after a powerful mudslide burst through her front door. People are worried about looters. People believe that they can stay and try to save their property. And sometimes this is what we deal with. Reporter the scene here not a surprise to some because of its close proximity to a burn scar from last years river fire. When a fire occurs in an area, that heat and flame changes the chemical composition of the soil. Reporter professor Laura Sullivan green from San Jose State University says this is why people should listen when theyre told to evacuate. All of that precipitation that falls runs off, and as it does it collects all of the ash, burnt debris, and loose soil with it and creates those mud flows or debris flows. Reporter closer to the bay officials in the Santa Cruz Mountains are pleading with the public to steer clear of the san lorenzo valley, an area that faces a similar threat because of the rain. Powerful winds last night tore down tent coverings used for outdoor dining. It happened just two days after rules were relaxed in Sonoma County and people could eat outside again. In the east bay many residents felt the impact of the storm first thing this morning when they woke up to no power. Abc 7 News ReporterLaura Anthony has that part of our story. Reporter in the east bay the overnight deluge and wind storm left its mark as the rains gave way to relative calm by mornings first light. Like the downed lines that left some residents starting their day without power. Early in the morning big flash. I could see out my bedroom window. Then the power went out. And its been out since. Reporter pg e crews were out in various neighborhoods trying to restore power due to dozens of small outages throughout alameda and contra costa counties. Im using a hot spot thankfully in order to get the kids on their zoom, and then had to go pick up some breakfast for the kids at a restaurant. I dont have a generator, so im kind of just dealing with it. Reporter at t crews were also out restoring phone and Internet Service in some areas. In the Oakland Hills as seen from sky 7 high above skyline boulevard crews worked to remove dirt from a small mudslide. Along the same road tree limbs littered the way like this one that fortunately did not land with anything or anyone beneath it. And in albany the owners of this floor store had to deploy sandbags to prevent water from coming inside the front doors. That is, until low tide and a sump pump could help steer it away. Despite some inconvenience most people seemed to take the Stormy Weather in stride. Its a good thing. We need the weather. We need the water for the mountains. And i think long term it will be good. That clinic is now prohibited from receiving vaccines and as iteam reporter stephanie sierra explains the doctor is defending herself against those who claim she unfairly distributed the vaccine. Rebecca parish made bold promises, carved out 60 hours to convince Contra Costa Health officials to give her hundreds of Covid Vaccine doses, and ended up with this is so amazing. Reporter yet support shifted this week as the supply of 500 doses that supposedly went to elderly seniors ran dry. Multiple sources close to the abc 7 iteam allege people with connections to her concierge medical practice, comprehensive wellness reportedly not eligible for the shot jumped the line while seniors sat on the wait list at the drivethru clinic. At least three physicians have filed formal complaints to the Contra Costa CountyPublic Health ethics board, and another complaint was filed to the state medical board. [ phone ringing ] reporter i visited dr. Parishs office but she was unavailable. I later spoke to her on the phone for clarification. She denied the allegations but did confirm her practice actually received more than 500 doses. We realized at 1 00 p. M. On sunday that we had more doses than we had people scheduled. We didnt have enough needles. Reporter patricia garretty, a nursepractitioner working in her office, says 418 doses were given to people over the age of 75, plus an additional 160 doses administered to those 65 and older. Just to clarify, are you saying not one person who was under the age of 65 and not a health care worker, received the vaccine . So by the end of the day i dont know the numbers, i know that i dont know the numbers in terms of Security Breaches of people that came through and lied. Reporter later in the interview i asked the same question. When the vaccine doses were at the risk of being discarded at the end of sunday night, yes, under 65 was vaccinated. As happens in every clinic. Every effort was made to make sure that no one under 65 was vaccinated in those two days at the clinic. Reporter Contra Costa Health services confirmed the county has stopped giving additional doses to this clinic while records are reviewed. Im not surprised that Something Like this could happen. Reporter abc 7s analysis of newly released data from walgreens shows only 18 of assisted living and other longterm care facilities have been vaccinated across the state. Its slightly better with cvs. Data shows 27 have been vaccinated within the same groups. There will be those that will try to get the vaccine for whomever, whatever they can get them for.
