Not as dramatic but still youll notice the difference 6 to 7 degrees warmer and as we go through the afternoon, more sunshine in the east bay and south bay, but plenty of cloud cover and outside chance of a sprinkle through the morning hours. And then looking at 60s and 70s by noontime. Unfortunately that eclipse viewing a lot of cloud cover around and by late in the day well be near average well talk about a sunnier and slightly warmer sunday coming up zach lisa thank you. New overnight israels military announced a six hour window for over a Million People to safely evacuate out of northern gaza today. That window just closed a decision on a ground offensive has not been announced, but israel has been massing troops along the gaza border. We also know israeli troops entered gaza friday, but left after conducting a raid on hamas. So this does not appear to be the start of a Ground Invasion. People are scrambling to get out of gaza after the Israeli Military dropped leaflets on friday warning them to leave. But hamas has reportedly been telling palestinians to stay home. The total number of deaths since fighting erupted last weekend is now more than 3200. Israel says it has also killed around 1500 hamas militants. Abc News Reporter derek dennis has more on the rush to get americans out of harms way. According to the idf, Israeli Special forces have already carried out raids inside gaza trying to locate hostages. But their presence, not part of a possible ground offensive. A surfer survived a suspected shark attack at linda mar beach in pacifica. He was reportedly knocked off his board and dragged into the water. We do have a picture of the injury to his leg that were blurring for you this morning. The man did not see what bit him, but says there is a clear shark bite mark. He was eventually taken to the hospital and now warning signs are posted at linda mar beach telling people there that there was a shark in the area within the last 48 hours, as in the south bay, Police Arrested a mother and daughter who are owners of a san jose daycare facility. Two girls died when they drowned in a backyard pool at that home daycare in a two year old boy was also found in the pool. He survived. Investigators say the children were left unattended in an outdoor play area. They then walked through a pool gate that was propped open. Abc seven News Reporter Lauren Martinez asked a legal expert to evaluate the case. The owners of a san jose home daycare where two toddlers drowned are facing felony child endangerment charges. The Santa Clara County District Attorneys Office says criminal negligence led to the fatal drownings of two one year old girls in the backyard pool. Many times, prosecutors dont want to compound a tragedy like this by filing criminal charges. But this is very different than the backyard accident that happens with a drowning. What you have here is the highest duty of care to these children because they were at a daycare. The das office says a mother and her adult daughter owned happy, happy daycare. Detectives outlined a timeline of events on sunday, october 1st. An employee called out of work on monday. The daughter was the only caretaker since her mother was at another daycare. According to the investigation, the mothers husband normally waters plants by the pool. It stated, quote, while doing so, he propped open the pool gate with a clothes hanging rack. He failed to close the gate after watering the plants. The allegations say while the daughter was making breakfast, she let the girls and a two year old boy into the rear patio play area unsupervised and out of her sight. An with access to the open gate. At least five minutes later is when she discovered the boy unconscious in the pool and then called for help for the girls. So its not just one violation, but a number of problems at the daycare that compounded this tragedy. And i think that will be key. Its possible able the das office could look at filing homicide charges. Pool Safety Advocates say better state regulations are needed. The license requirements for daycare or home daycare operations with pools or open water are nominal at best. Parents should take a really good, hard, long look at what happened here because, again, this is not just about the daycare operators. This is about a system that enables these daycare operators to exist in the first place. The two women are due in court in december in san jose. Lauren martinez, abc seven news. The east bay now in pinole. Some residents did not have Water Service friday after a water main break caused this large sinkhole. Officials blocked off the area near buxton road, which also saw some flooding. The Fire Department and east bay mud crews responded. They said they would be there working on repairs into the early hours of this morning. And oakland is one step closer to getting a new police chief. The time frame for applicants to submit their application is now over. Thats according to the east bay times. Now the Police Commission hired an outside firm to lead the search for a new chief after the firing of former chief lauren armstrong. A publicized list of candidates included armstrongs name along with six other candidates. New developments. A woman accused of killing an elite cyclist from San Francisco tried to escape this week. Caitlin armstrong is accused of shooting and killing Mariah Wilson in her austin home. Then leaving to costa rica in 2022. Now, this week, Authorities Say armstrong ran from Corrections Officers when leaving a doctors appointment on wednesday. She was caught shortly after. Armstrongs trial is scheduled for later this month. Well, right now, a stretch of highway 101 is shut down for the entire weekend. Qualcomm and San Francisco based flexport plan to lay off hundreds of workers. According to the sf chronicle, qualcomm will cut about 2. 5 of its more than 50,000 employees, about 194 workers based in santa clara will be affected. A notice sent to the state says the cuts will begin in december. This is the companys second round of cuts this year. In may, they laid off more than 80 people in the south bay Software Startup flexport announced it would also lay off about 20 of its workforce. Thats nearly 700 of their reported 3500 employees. Its unclear right now how many local positions would be affected by those layoffs. Well employees have reached a tentative agreement with Kaiser Permanente after seven months of negotiations and a three day strike. The deal includes higher wages with a 21 pay increase over the next four years. Minimum wage is set at 25 in california, with 23 in other states. There is a commitment to on the job training, too. So employees can advance their careers. People under this tentative agreement can rightfully expect to make real economic progress in real terms, which is really important right now. This new contract will actually help us continue to have some of the best employees in health care. Acting us secretary of labor julie su is at the bargaining table. The unions represent 85,000 workers, says they will vote on whether to ratify the contract next week. New this morning, an incentive to slow down speeding drivers. Governor gavin newsom signed a bill into law which will allow the use of speed cameras. This means drivers going at least 11mph over the speed limit will be issued. Automated speeding tickets. A bay area cities, including San Francisco, oakland and san jose will be part of the pilot programs. Oakland mayor shengtao released a statement supporting the move. She says in part, quote, i am grateful the state legislature and the governor recognized the value of this tool and our efforts to make oakland a safer place to walk, roll and ride in. Also signed into law the nations first statewide minimum wage of 25 an hour for all health care workers. The action comes after years of lobbying and protesting by labor unions. The wage increase will go into effect over the next decade. Uc Berkeley Labor Center says about 455,000 workers will benefit from the increase. Three out of four are women of color are women, and 76 are workers of color. A new agreement is expected to ensure Patient Access to paxlovid. For several years, the department of health and Human Services says people who are uninsured or on medicare or medicaid can get paxlovid through the department for free until the end of 2024. After that, pfizer will continue to offer a Patient Assistance Program for those who dont have insurance or are underinsured through 2028 packs. So a lot milder than we have been and good visibility here for our live camera. East bay, south bay, for the most part out a little bit in the north bay later on and then into sunday morning, still some cloud cover. We get warmer, though. High pressure is going to begin to build in. But then another weak front brings temperatures down monday. So we will be looking at numbers coming up. Big time by the time we get to about wednesday, thursday. So lets go through the next several days as we look at this morning, a lot of clouds and a few sprinkles. We found basically we were, for the most part, wasting our time that most of the prices we saw over and over again, no matter which website we went to, whether we called the hotel desk directly, whether we visited the hotels website, did a quick check this morning looking to book a room at the fairmont in San Francisco for two days later this month at the hotels website. The price was 371. 50 a night. A travelocity, 0. 50 more at 372 and a kayak, which promises to check hundreds of sites. The price was the same 372. Most of those websites are owned by one of two companies. One is expedia, the other is booking holdings. And they, together with hotels, have come up with agreements that essentially say theyre all going to charge the same prices for the same stays across all the different booking platforms as yesterday. I was talking with tourists visiting San Francisco. So when i ran into a dallas man in the hotel business, he confirms those arrangements. They said there was no difference in prices anymore, which is absolutely correct. Why is that . Because as the brands dictate that to us, we cant have different price points at different websites. Now there are a handful of ways to get a discount. One is to book a Nonrefundable Hotel Room a bit risky, but there are discounts of around 10. You can sign up for a Loyalty Program at a hotel, which sometimes can get you a 10 discount. Costco travel has discounted rooms, but it is fairly limited checkbooks. Brasler says the best prices are the mystery deals found on priceline and hotwire, where you dont know the exact hotel until after you have booked and paid. The reason i think these these deals are worth looking at is that it was the only way we significantly cut our costs on average, we found that booking one of these mystery deals saved us about 25 to 30 off. But we go closer to the bay low 60s in alameda, 61 in novato 59, downtown and that 24 hour temperature change keeps us anywhere from about 5 to 15 degrees warmer compared to yesterday. So we go through the morning hours, including the peak eclipse at 920 peak darkness with mostly cloudy conditions and then by the afternoon it is sunnier in the south bay, our east bay valleys and a few peeks of sun in the north bay. That window just closed. It ended at 4 p. M. Local time, which was about 30 minutes ago. And right now, thousands of people are rushing to safely get out of northern gaza. But the Israeli Military says hamas is trying to stop people from evacuating. You know, well have to assess the situation on the ground, see how many civilians are left in the area, understand how many of them have been blocked by hamas from actually evacuate. And weve seen active efforts by hamas to block these people from leaving, which i think is appalling at a whole a whole new level. And once well see that the situation will be permissible for significant combat operations, then they will commence the advisory to evacuate comes amid signs israel is set to ramp up its offensive against hamas as the total number of deaths since fighting erupted last weekend is now more than 3200. Israel says it has also killed around 1500 hamas militants. As of this morning, 27 americans have been killed and 14 are missing. And as our nation watches the situation escalate abroad, leaders across the us are ramping up security in their cities. A Jewish Day School in nearby rockville, maryland, canceled classes friday after the Israeli Embassy warned of potential violence, even though there were no direct threats to the school. Republican members met for hours on friday for speaker liz and a closed door vote and nominated house judiciary chairman jim jordan. Jordan beat out georgia congressman austin scott, a member of the Armed Services committee, who threw his hat into the ring friday morning. The secret ballot vote was 124 to 81. Its more than jordan received earlier in the week when he ran against majority leader Steve Scalise. But far fewer than the 217 needed on the house floor. Scalise who dropped out of the race late thursday, blaming his gop colleagues for putting personal interests over the country. There are still some people that have their own agendas and i was very clear we have to have everybody put their agendas on on the side and focus on what this country needs. One florida congressman says that the war in israel and other global conflicts add new urgency to their speaker selection process. We need to get over it, get our heads out of our rear end, as we say in the army and get back to work because we have a sacred obligation to them. Across the aisle, democratic minority leader Hakeem Jeffries continue to offer himself as a unity type candidate. But along with democrats, that would require just a handful of republican votes to support him. Traditional republicans can break away from the extremism party, either with democrats on an enlightened bipartisan path forward. So we can end the recklessness and get back to doing the business of the american people. And democrats are ready, willing and able to get that done. President biden has indicated that he wants congress to pass an additional supplemental funding package for israel, but that can only be passed once a speaker of the house has been sworn in. Butler was at the royal school of film and Television Production magnet, which teaches students from underserved communities about jobs in hollywood. Ed butler has been silent, though, on whether she will enter the senate race to replace feinstein at the end of next year. Three big names have been in that race for several months. She has until december 8th to file for the march 2024 primary closer to home, an lgbtq artist is calling for a peaceful response after he says his mural in San Francisco was defaced last month. The artwork was on a utility box at the corner of 22nd avenue in valencia street in the mission district. But artist jay Manuel Carmona says it was inspired by his friend drag queen and activist juanita moore. Theyre struggling to understand why. A study by the American Cancer Society found women between 35 to 54 were diagnosed at a higher rate of men the same age over a 20 year period. Experts say theres a common perception lung cancer happens only in older men who have smoked for decades, a lack of understanding about the gender trend is helping fuel a push for more funding to launch more studies in the north bay, a nonprofit is finding success renting shared homes to people who were once unhoused and highlighting solutions to our ongoing housing crisis is one way. Amy appleton created the program which acts as landlord and property manager. Residents pay what they can in rent based on their income. Each house has a case manager to help tenants with medical financial or employment needs. They check on me if im having problems and issues, theyll tell me to come to the office or theyll come here. Amy appleton says she started small several years ago with just one house today. Believe it or not, shes got 22 homes and more than 80 clients since last year. Weve now got additional grants because its been recognized that this is a viable housing solution, even for the homeless population, then its a win win for everybody. Sheila peterson has leased two homes to the share program. It gets people off the streets. They get a place to live. We get people in our homes. You know, obviously, this is our rentals. If you look up at the sky around 930 this morning, youll see about 70 of the sun covered by the moon. At least theoretically you will. But its known as the ring of fire. Experts recommend you look through special eclipse glasses or by using the shade from trees. The eclipse starts at around 8 a. M. As the moon blocks the sun during its orbit. Its expected to last three hours. So lets turn to meteorologist lisa argen now. Lisa, are we expected to see much of that eclipse here in the bay area . Well, you know, the early call was no and still right now, no really because of the cloud cover, we are so cloudy out there. But as you said, it starts at 805 and then total darkness at about 920. So despite the cloud cover, its going to get dark out there. And it ends at 1042. So unless youre in the San Joaquin Valley , id say bakersfield or fresno, a lot of clouds around much of california. Unfortunately and due to the cloud cover, we have some sprinkles. In fact, a weak front pulling through the north bay, but not amounting to much. But if you look at mount tam, upper elevations, certainly picking up on a few sprinkles, maybe sonoma county, it is 60 in San Francisco, 62 in oakland, 61, mountain view, san jose, 59, palo alto and Half Moon Bay. And a look at our sutro tower camera. It is cloudy and by the afternoon maybe a few peeks of sun. But sunnier in the east bay and south bay. 59 Santa Rosa Novato 58. Livermore was 62. Napa, fairfield and 60 in concord. So our pier 39 camera confirming the cloud cover the Golden Gate Bridge there in the distance. So we have the sprinkles this morning. The clouds today partly sunny in the afternoon. The clouds linger through your sunday and then as we get to that warmer sunday afternoon, well have a cooler monday. But after that, its all about a big, big warm up. So a couple of sprinkles dotting the landscape. Not a big deal throughout the afternoon. East bay sun, south bay, sun, even the north bay brightening up a bit, but more cloud cover pushing through your sunday, sunday afternoon. Were warmer. We are partly sunny, so well get some sun again. But by monday, here comes another system. Unfortunately not going to make it far south, but we have had a little bit of rain here. So certainly some good news. But as we dry out the next couple of days, we certainly will be elevating our fire danger. Monday is one of the cooler days with partly sunny skies in the afternoon. Heres a look at the week ahead where well see upper 70s today in livermore low 80s tomorrow dropping off the numbers monday with that cold front and then 83 tuesday with numbers in the upper 80s to low 90s on thursday and the warming trend making its way all the way to San Francisco and the coast. So were cool near or below average. The first few days of the upcoming workweek. And then by wednesday and thursday, its all about near 80 and low 80s downtown. So that gives you an idea of how warm were going to be. 72in oakland today, mostly cloudy to start out 75 in fremont. Then well thin out that cloud cover with 75 in san rafael, the pumpkin festival could see partly sunny conditions and that early chance of showers more like a little bit of drizzle out there otherwise well look for a warmer sunday with mid 80s inland upper 70s bayshore and a chance of showers late in the day on monday. But once again missing most of us and then that warm up tuesday, wednesday, thursday, our warmest day and staying warm for friday. So were going to just keep it october lake, keep it october lake.
