This independent forensic report just released says that the state of california failed to use modern engineering standards to address the issues with the spillway that failed that you just saw there. But our sixmonth investigation uncovered warning after warning that the dam itself needs serious attention and repair. Problems that two former insiders tell us are being kicked down the road and not fully addressed. All summer and into the fall work on the collapsed spillway has forged on at a furious pace. As they race the clock to repair the spillway before the next rainy season. But its whats not currently getting the attention that concerns several engineers we spoke with. They dont know what to do. Reporter don kolson retired 20 years ago after working on many facilities, including the dam and its spillway. I think it has failed. It hasnt collapsed. Reporter we exam ind two decades of reports, studies and memos, they identify safety concerns. Issues such as a 15foot long crack in the concrete at gate 8 that appears to be growing. Falling or deterioration of concrete in other areas. Cracking rods that help move the gate which control the flow of water through the dam. And failure to come up with a Long Term Plan acceptable to inspectors that would monitor the flow of water that goes through theert and dam. If the water comes out at the wrong place and speed, it could watch the dam away. My driving force is out of concern for the public. This recently retired worker, asked to be called mark, worked on the state water project. Theyre not working on issues that have been documented in previous dam Safety Inspection reports. He joined at retired engineer, tony, who worked on projects, including orville dam. They wanted to share their knowledge from the inside on how they run, manage and maintain the dams. They have a tendency to try to reduce the Maintenance Cost by trying to do things themselves and not getting adequate help. They asked us to hide their identities because they fear their pensions could be taken away for speaking out. Youre going to have a catastrophic structural failure. Were confident that the dam is save. Joe la december ka was there when the dam began to fail. We lose that, its uncontrolled and we knew that was a problem not only for Public Safety but the environment itself. This is his first extensive interview since that spillway failure in february. Is the rest of the dam safe . Yes. I think from todays assessments, inspections, weve had, you know, Structural Engineers looking at those cracks. Today, yes. Obviously we need to keep monitoring. We need to improve our maintenance program. Critics such as the engineers that used to work there say they need to be addressed now. Cracks like that can weaken the structure to the point it could lead to a failure. I think thats probably a miscommunication. I had conversations with our dam safety engineers, it and has not grown. Reporter the cracks in the tendons or rods that support the floodgates worry engineers we spoke to even more. Initial tests e shows 28 of those have cracked one 38th of an inch or bigger. More comprehensive and precise tests are called for. Back, 10, 15 years ago when we were looking at it, these were cracking and failing. If this fails, youre not going to be able to control the releases out of orville. Reporter when i show you that, what does that say to you as an engineer . It tells me we have a problem. And it tells me were lucky it hasnt manifested itself to a great problem and a crisis. Reporter what draws the largest critical questions from the half dozen engineers we spoke to was this. Dwr has failed to develop a plan for long term monitoring of water that leaks through the earth and dam. Inspectors raise this concern repeatedly in report after report over the last five years. It was listed on the most recent inspection report as the top issue to address. The reason to keep the dam safe, experts say dwr must know with certainly how much water is coming out and where. Because if water flows out of the face instead of the toe, erosion could occur and the entire dam would wash away clearly federal monitors are concerned about this issue. We have a monitoring situation today. Obviously they want us to improve that. The fact they keep repeating and pointing it out means it hasnt been addressed yesterday. Whats taking so long to address the issues . Thats something i cant answer. I can get back to you on why so long. I i dont have an answer to that. Reporter despite several long email explanations after that interview from dwr, they never did get back to us on the question of why this important stuff is taking so long to fix. They would not let us take pictures or get pictures to that large crack at gate 8. But they continue to insist the dam is safe. Even after they admitted, they never expected the spillway to fail like it did in february. Well stay on the story.
