As we take a live look outside in San Francisco, also in some spots, at times, we will have improved air quality starting out this week, but it will be very unhealthy in the north bay and in the valley. So, with that locally dense smoke moving into parts of the bay area, we will have to still limit our Time Outdoors today. As we look at the wind speeds blowing offshore, thats a very dry wind. We will only see the winds picking up to 5 or 6 Miles Per Hour into this afternoon. Good news there. Also cooler temperatures on the way and theres rain in the forecast. Ill have more on all of that coming up in a few minutes. Mike is checking in on a big rig on 680. I will talk about the north bay in a second. I wanted to zoom over here because im concerned about this big rig. Until it clears the slow lanes, the tow truck is on scene. The big rig is stuck in south 680. We dont have the big traffic yet. Know about that if that is your route and stay to the left as you are passing through the area. Meanwhile, through the north bay, i80, 37 and 101 are all moving smoothly. Local Traffic Control is in place. As evacuations were lifted, more traffic heading through the areas. Again, avoid the area unless you are told you can return to your home. Its pretty dramatic. Two roommates escaping from the growing cascade fire. You can see the flames approaching the two men as they try to get away in their suv from the growing wildfire. Oh, my god. More wildfire evacuees may soon return home now. Yeah, some Evacuation Orders and advisories are over. That includes the city of calistoga and the city of napa, along with the Gordon Valley area. Santa rosa, also allowing some residents to return home. Pete suratos is live in santa rosa this morning. I can imagine this was an emotional return home for many residents. Reporter yeah, good morning to you, marcus. You are right. It was a very emotional return as they came back to a city they probably didnt recognize z. We are at Carriage Lane and carriage court, an area where that Evacuation Order was lifted. Take a look behind me. This was presumably one of the homes you see, pretty much in ashes, in shambles, as we heard over the past week. The crews spoke with residents as they showed up for the first time to a neighborhood they probably didnt recognize. They look just like that couch across the street, level. Reporter now, thats dan who was accompanying his girlfriend last night. She was one of the few dozen homeowners on the street where we are standing who lost their home as a result of the fires. The darkness of the night couldnt hide the damage she was about to witness. Amongst that damage and the emotional pain she had, she explained, she is feeling a sense of relief. There are things left. There are things to salvage. Theres going to be some stuff to take away. All is not lost. That was our fear. Reporter now, its the areas that had evacuations lifted. We can expect to see more people showing up at some point this morning. This message from Sonoma County telling people to stay individuvigilant when it comes to the areas. As they return here, they are dealing with the emotion and the pain. Sonoma county officials are telling them to exercise plenty of caution and safety. Live in santa rosa, pete suratos, for today in the bay. So much emotion. Its got to be tough. Thank you, pete. Kaiser permanente is still closed. We saw the nurses running patients out of the building as flames got closer. That was some of the most powerful images we were able to see during this fire. Officials reseversed earlier comments they were ready to open. They are not ready to resume normal operations. The Fire Departments send engines and crews in to help. They battled a house fire last night. Kris sanchez is there. Firefighters told us how they were making sure they answered the call here at home and the bay area or north bay, rather. Reporter right. You know, they have crews up in the north bay, but there are still fires burning up here at home. This home right here went up in flames around midnight. You can see it is being boarded up as we speak. Likely, a lot of work we are seeing up in the north bay, some of those more recovered areas. When fire crews arrived here, after midnight, they thought the family might have been trapped inside. Fortunately, firefighters found the house was empty. The garage was engulfed, spreading to the rest of the house and the cars and the driveway. Earlier, san jose fire crews fought a grass fire on Hamilton Road where two homes were claimed by the blaze. Crews were working longer shifts. They sent crews to assist in the north bay fires. We have been on duty since 8 00 this morning. Well be on another 36 hours. Yeah, its been a long day so far, already. Reporter so, if you take a look at this map, you can see san jose fire did send three engines and crews to battle the north bay wildfires. 17 states in all and australia sent 266 engines, 79 crews. We have a lot of dry grass all around the bay area right now. The humidity is still relatively low and the grasses dont recover very quickly. Be careful out there and be sure you dont spark a wildfire. Our crews are working hard, but they are stretched thin. Kris sanchez, today in the bay. We dont need anymore fires to break out. Now, breaking news out of louisiana overnight. Seven people are hurt, one person missing after an oil rig explosion. Search and rescue teams are searching for the missing worker. All were either on a platform or adjacent barge. This is in new orleans. Theres a possibility oil is leaking into the lake. In other news, a south bay man in custody after Authorities Say he drove more than 20 miles the wrong way on two freeways. It ended in a crash that sent both the suspect and the other driver to the hospital with major injuries. It played out yesterday morning when chp says a car driven by a 25yearold started going the wrong way on 680. He then continued on interstate 280. His car eventually crashed into a van in menlo park where chp set up spike strips. Rodriguez is facing dui charges. 5 09. New this morning, the city of San Francisco is falling short of its ambitious plan to reach zero Landfill Waste by the year 2020. Leaders mandated no more Landfill Waste by the end of this decade. Part of that plan involves trash bins half the size. The examiner reports, the city is not hitting the reduction targets. The report finds the amount of trash reaching landfills last year was almost double the target amount. As we approach 5 10 this morning, we start with Cool Temperatures and still fairly dry conditions around the bay area. As we look at what to expect in Sonoma County today, as we try to get more containment for those wildfires in the region, it will be at 42 degrees. A very cool start this morning. Also, still very smokey. As we go through the day, temperatures warm up quickly. The humidity going down, the winds will stay light. By early afternoon, well be in the low 80 s and temperatures continue to climb. Highs reaching the upper 80s for the afternoon. This will be the last really warm day before we have cooler temperatures and a shift in the wind. Ill talk more about that coming up in a few minutes. Mike has changes for the trivalley. The lack of discourse between he and the president. He insists it is manufactured by outsiders. Thats amid the report he called the president a moron. Im not going to deal with that petty stuff. This is a town that seems to relish gossip, rumor and they feed on it. Sources suggest relations are chilly. Tillerson said he and the president remain focused on the white house policy in iraq and the diplomacy with north korea. Back to our fire coverage in the north bay. Firefighters working to stop the flames from reaching the winery on highway 12. Flames surrounded the popular winery over the weekend. They said, at this time, we remain vigilant. We dont know the cause because the fires are still causing damage. Numbers. Its an estimate, but the state senator from sonoma says the fire destroyed more than 3800 properties, costing around 2 billion in damage. When you combine it with santa rosa, the state senator puts that estimate at 3 billion. As we pointed out, estimates are going to continue to grow because the fire is nowhere near from out. Tesla fired people from fremont and palo alto as it struggles to build the new model 3. The company says they built 260 of the new cars in the past quarter. Thats less than three cars coming off the Assembly Line in a single day. Hundreds of thousands of people put down 1,000 deposit each to reserve a new car. But, just a few hundred have received them. Tesla, of course, counting on the money as it retools the plan. The company said, at the time, they hoped to make 20,000 cars a month. Based on the last numbers, it is making 90 cars a month. It is still in the middle of summer when you think about our highs today in the upper 80s. Look at where we begin. Such a wide range in temperatures in the peninsula. A chilly start, 53 degrees. 54 in the south bay. Its 44 degrees in the north bay. So, a cold start. Lets get a look at these high temperatures for the afternoon. Los gatos up to 88. For the east bay, upper 80s there as well. Pleasanton, 88 degrees and hayward, a high of 84. Well have warm temperatures along the coast and halfmoon bay. 79 degrees and 80 in mateo. San francisco, upper 70s to lower 80s with a light wind. The north bay, also looking at light winds but blowing offshore. Thats going to carry a lot of wildfire smoke away from much of the bay area. In time for the morning commute, we will see mostly clear skies. In the east bay, temperatures in the mid50s. You may have to start out with the heater on, then look at later on this afternoon, around noon, as you head out for lunch, really comfortable. A lot of changes as we go through the week. Today, we have this offshore wind flow, a very warm and dry air. As we go into the day tomorrow, well start to see the clouds returning, especially along the coastline. Winds moving in on shore. Thats going to help drop the temperatures and also give us some much needed relief as far as the humidity and the recovery during the overnight hours. It will also help out the firefighters as we go into thursday night into friday. Some rain moving in. Its been such a dry month, its been since june since we have had. 2 inch of rain and longer since we had closer to a half inch of rain since april. Looking at a decent shot here between thursday night and friday, and clearing out in time for the weekend. Some of the computer models putting down decent amounts. Still not close to where we should be getting as far as the month of october. But, looking at the possibility of a tenth inch, maybe closer to. 25 in santa rosa. Normally in the month of october, we get over an inch of rain. Doesnt look like we will be quite there. At least we have the chance. We will also have cooler temperatures as we go through the week with the return of the on shore flow. Look at thursday as that system drops, inland areas will only reach the upper 60s. Well talk more about that in a few minutes. Mike is starting out with changes in the north bay. Thats right. We have talked about the evacuations that have been lifted. Folks living in the areas are able to return to many cities. Calistoga and santa rosa. That means more traffic in through the area and people are not afraid to travel through the area. I think thats whats happening this monday as opposed to last week. I80, that fire continues toward the atlas fire. It is no longer talking threats to i80 and the traffic flow. We had closures last week for short periods of time. No problems since then. Fairfield is seeing good amount of traffic across the car kequi bridge. Now, lets get a look at the bay bridge toll plaza. We have seen early back ups. The metering lights were turned on early this morning because of the amount of traffic coming down the freeway. A lot of folks held up travel through the last week. Things are more stable and progress. Well continue to follow that. See more slowing over here through richmond. Nothing major. We track that change in the volume. The rest of the bay is moving. Trivalley, south bay, peninsula, no delays on this big, green map. I want to show the transit around the bay. Bart, no delays. No other agencies reporting problems. These are good options for you. Even though we lost everything, we didnt lose our strength and our, that thing we have in our heart to help others. So beautiful to see them coming together. Pg e expects to restore power to most people in napa and Sonoma County. Here is what cal fire is telling us this morning. The tubbs fire that caused most of the destruction is at 60 containment. The atlas fire and napa and solano counties continue to sit at 65 . The pocket fire, north of geyserville is 30 contained. The nuns fire is at 40 . Nbc bay area has been bringing live coverage all week on air and online. Lets get a look at kari hall with the conditions firefighters are going to be facing today. It is going to be a warm day. We talk the low humidity and temperatures reaching the upper 80s, it does make conditions a little more difficult for the firefighters who have been working tirelessly over this past week. The high temperatures in the north bay, up to 88 degrees today. For the rest of the bay area, looking at mid to upper 80s this afternoon. The good news is we have rain on the way. That starts out late thursday evening into early friday. It will at least bring in a pretty decent amount, measurable rain for the north bay. That system will dry out as it works to the south. Well talk about the air quality and the wind direction as we go into this afternoon. Thats coming up in a few minutes. Mike has a new crash. Thats right. Ill talk about the north bay in a second. Traffic flow is light, we are starting to see a little build. Im concerned about an overturned crash, northbound 680 blocking the jacqueline off ramp. Folks traveling toward fremont and the commute. Lighter traffic over the last week. Look at that, 40 minutes from highway 4 to the back up at the bay bridge toll plaza. A lot of folks are no longer shy about traveling i80. The atlas fire getting more containment. Thats why we have more traffic traveling through this area, through vallejo and the bay bridge this morning. Its between santa rosa and kenwood. 500 acres have burned so far. That fire only 15 contained. Early this morning, we sent Sharon Katsuda to the area to report on the story. Moments ago, she found out something devastating from a family. Sharon, what did you find out . Reporter well, laura and marcus, we are here at the staging area of the fire. I want to show you how its looking right now. You can see on the ridge line, it is very active. When we first arrived here, it was dark, smokey. We can see flames coming from that ridge line. As i was talking to a firefighter, a volunteer came up to us here and shared with us the sad news. He says his sister just told him yesterday, her boyfriend, 27yearold joshua passed away at the hospital yesterday around 1 00 p. M. You can see from his Facebook Page his friends are sending condolences to family saying r. I. P. Josh. If you look at the post october 9th, glad you marked yourself safe. That was z october 9th. They say joshua lived in the Mobile Home Park in santa rosa. He had asthma and complained about the smoke from the fire. Joshua has a 5yearold son. Friends here, who is a volunteer says hes been so busy trying to help fuel up the fire trucks, he has not had a chance to help his sister set up a gofundme account for joshua that passed away yesterday. Poor family. Thank you. Evacuation orders and advisories are now over. Santa rosa allowing some residents to return home. So are people in parts of solano county. City of napa and Gordon Valley and calistoga, no longer under Evacuation Orders. Bob redell joins us from calistoga. No doubt, a lot of people happy to go back home. Reporter they are. Good morning to you. Cal fire lifted the mandatory evacuation for calistoga yesterday afternoon at 2 00. We have seen for the past hour, we have been in this town, it is slowly coming back to life. It is still obviously early monday morning. More than 5000 people in calistoga were evacuated as the flames swept down earlier last week. As you can imagine, with all those people anxious to return home, there was a long line of cars of people north on highway 29, waiting to clear the Police Check Points set up yesterday afternoon. The city, fortunately was largely spared. They returned to the neighborhood, their homes intact with ash on the streets, the smell of smoke in the air and memories of wednesday morning when they were told to get out. It was scary. 4 00 in the morning, getting a knock on the door and its very terrifying. They are telling you you have to leave, and trying to get my kids up is very hard. Fire is everywhere. Reporter you werent sure what you would come back to . Yeah. Its something i tried not to think about. But it did come up in my mind a lot. It was scary. Reporter Police Check Point that we showed you appears to be gone. Anyone can enter the town now. Grocery and Hardware Stores are open. Many businesses remain closed but we expect them to open today or later this week. Bob redell, today in the bay. Thank you very much, bob. Happening today, some School Districts that closed because of the fire, from the air quality will reopen. That includes some in Sonoma County. Many will stay closed, that includes santa rosa schools, which will be closed all week. We have a list at www. Nbcbayarea. Com. Full rail service in sonoma and marin are set to resume today. Sonoma and marin transit is offering free rides through wednesday for those affected by the fires. The line runs from Sonoma County airport to downtown san rafael with several spots in between. Not only was service affected, but the system was operating on generator power until recently. Kari hall has a look at the forecast and hopefully better news when it comes to if Fire Fighting efforts. Today, that comes in the form of lighter winds. We get a look at the temperature trend for Sonoma County today, it will start out very cool and also very high humidity as well. Then, as we go through the day, those temperatures quickly warm up into the low 80s by early afternoon. Its going to be hot. Napa valley today, trying to get containment once again. The hot temperatures may cause more exhaustion for the firefighters, but this will be the last day well have the temperatures this warm. Well talk about the reversal of the winds and what we are expecting as far as the rain coming up. Mike has changes for the trivalley and the bridge. Both are getting more volume of traffic. Volume is increasing through the a altamont area. They are seeing a bigger build. The south bay, this new crash northbound at 680, sorry, 680 coming southbound, off the 101 transition. Just before you get there, reports of three right lanes blocked. This was reported five minutes ago, after the last report, i checked for back up and we still dont see it. Chp is going to arrive on scene and give us a confirmation of whats going on. Watch out through the area. Lots of activity at the very least. Northbound 680 over here, the off ramp continues to be closed because of a crash. A single car involved. It went off the roadway and rolled over there. Tracking to see if we can find out about the people involved and whether or not its going to be an extended problem. Meanwhile, as you get over here, the upper east shore freeway, this is the source of most of our slowing. The right lane is blocked. That is a problem. You are in the fast lane. Off the carquinez bridge, the build out of vallejo for highway 29 as well as highway 37. This area here, posted more traffic through this area, traveling to the navato area and out of vallejo and across the carquinez bridge. Still, moving smoothly across the richmond bridge. Back to you. Also, the most dangerous air quality well have in the bay area. It is going to slowly improve as we go through the week. I want to show you how much rain we normally get in october. Mind you, we havent measured a drop anywhere. This is what we normally get for the month, three quarters inch in the south bay and over a half in the north bay. We are going to have a chance of showers in the forecast for thursday evening into friday. By tomorrow, we see things changing here with the winds blowing on shore. A little more humidity and some cooler temperatures, by thursday, once again, the showers start to move in from north to south. Unfortunately, it looks like a lot of rain fizzles out in San Francisco and the east bay and farther to the south. We will have a good chance of measuring rain in the north bay. Looking at what one computer model is forecasting for us, looking at a possibility of about a quarter inch of rain in santa rosa. Higher amounts to the north. As we go into today, we are looking at very warm weather reaching into the upper 80s in the north bay over the next several days. The temperatures cooling off. The breezy wind and a northern on shore flow that will bring the temperatures closer to normal. Rain chances move in thursday afternoon into friday, clearing out for the weekend. This is going to be the last day of warm temperatures. A little more breezy and slightly cooler tomorrow and looking much better for the end of the week. Firefighters continue to try to get containment on those north bay wildfires. Well talk more about that. Mike has more on the crash in san jose. A little bit. We have a little slowing as well. The crash moved to the shoulder, just a distraction westbound 80 coming through the richmond area. We have slower travel times. Better, though, in fact, 15 minutes better than the last report.
