The other top story, a live look at washington after a very busy night for senators. The senate voted along party lines to pass a sweeping tax reform bill. Its a bill win for republicans and the president. Today in the bays ed lawrence is live in washington with whats next for the bill. Good morning, edward. Reporter good morning, marcus. This is supposed to be easy to get through the house of representatives. Now, the republicans have to make another vote in the house today. The tax plan did pass the senate. On this vote, the yes reporter the Vice President presided over the vote. The tax cuts and jobs act is passed. Reporter Vice President , mike pence, didnt have to cast the deciding vote. No democrats voted for the bill. After eight years of slow growth and under performance, we are ready to take off. Reporter they say families will not win under this tax plan. It is dramatically opposite of what america needs. There is no reason for a single middle class family to pay more while every Single Corporation pays less. When you conduct your business behind closed doors, not only do you end up with legislation that represents the needs of the billionaire class, but you also make a number of mistakes. Reporter in the house, an embarrassment, members have to revote because of procedural issues. Parts of the bill did not meet house rules. The revised bill set to be on the president s desk later today. This is a great example of a promise being made and a promise being kept. An overnight fire at a south bay homeless encampment. This is video just into the news room. The crews said the fires extended up into the trees. The fire started around 1 00 in the morning near campable south of 280. Authorities say they did not find anyone there at the homeless encampment. Authorities in the north bay are investigating a Police Shooting that sent a man to the hospital. It happened around 8 00 last night on san clemente drive, east of highway 101. The Central Marin Police say officers were called about the missing at risk man. Shortly after officers arrived, the man returned home. Police say he was harmed and making gestures toward his waistband. The man who was shot is not suffering life threatening injuries. A dangerous light show in oakland. California Highway Patrol officers say someone aimed a laser at airplanes. This is after lasers were used at a side show over the weekend. Aviation expects say it caused a potentially dangerous situation during this busy air travel season. Extremely essentialtive to light. They havent seen light. Its like walking from a darkroom to getting a flashbulb in your face. They dont realize how dangerous that is. Not just one person, but thousands and hundreds of people in our family. Its crazy. If someone is caught using laser to target aircraft, they could face state and federal charges as well. That includes prison time and a fine. 5 05. New this morning, frustrated flyers who were supposed to be in hawaii are now on their way. Hawaiian airlines 433 took off today. It was supposed to take off yesterday but had a mechanical issue. The crew had a mandatory rest period of eight hours. We are told most of the passengers got a hotel and taxi. Happening today amid a bay area housing crunch, a lottery for first time home buyers will be held in livermore. According to an estimate, you need at least 170,000 in income to afford a home here in the bay area. That is well above many of our household incomes. Every year, the city of livermore holds one of these lotteries for limited supply affordable homes. This year, they have 755 people who entered their names. Thats the most in a decade. All of them are vying for 15 homes, brandnew homes sold at the low market rate. River mor is one of the few cities that requires developers to sell a few of their homes at a steep discount like the one behind us. That means the 34 bedroom house normally priced in the mid7s to high nines sell in the mid twos. You dont automatically get a home. You must meet the low to moderate income limit. 3 down for closing costs, fica score of 660 and a first time home buyer. The city gives special preference to people like veterans, First Responders and teachers. The benefits of having a schoolteacher, one of your schoolteachers able to live in their area that they work in is great to the school and your children and the whole community. It continues to move through san jose as well as the east bay. Starting to clear santa clara and campbell. Its soggy in evergreen. The winds blowing that rain around. As we look in san jose, the streets are wet. The temperature, only 48 degrees. Its going to be a really cold day. Well talk about that and also whats ahead for the weekend coming up in seven minutes. Vianey is tracking a slow spot at the bridge. We may be dealing with a crash just before the toll plaza. Those two vehicles may be blocking the fast track lane. Thats causing delays. You can see the slowing. The metering lights have been on all morning long for the bay bridge and now chp has issued a high wind advisory for the bay bridge, the dumbarton and the san mateo bridge. Keep that in mind this morning as you head out. It may not be raining in those areas, it is definitely windy. Im going to keep a close eye on that. The fast track lane is blocked. We have breaking news out of the south bay where investigators are blocking off part of a neighborhood. There are a lot of Unanswered Questions this morning. Today in the bays anser hassan just arrived on scene. What are you being told about what is happening there . We know there is Law Enforcement there. Reporter yeah, good morning kris and marcus. Right now, we have little information. We reached out to San Jose Police department and the deputies office. No information at this time. They just moved a vehicle from the scene. They are coming back now. You can see here, they did block off this neighborhood. We were told there may have been some kind of Home Invasion in the area. A suspect was injured and made calls to the neighbors to help. At this time, we havent had opportunity to confirm this information. We know deputies are looking for suspects at this time. There have been police cars up and down this road, in this neighborhood and also the roads leading into the area. Now, again, we reached out to the santa clara deputys office and have not heard information at this time. The there are some deputies on scene. They cant talk. New this morning, an overnight investigation into a string of carjackings and robberies in san jose. It was late last night that Police Brought out their entire robbery unit, then arrested someone. You can see them take that person into custody. The crimes actually happened last week. They search for stolen property or weapons. Police have seen a dramatic rise in carjackings and robberies. We have one person that is under arrest who has a warrant as an escapee from the juvenile ranch. He will be arrested on a warrant. San jose police say they are in the early stages of the investigation. Developing this morning, police in the south bay are investigating a shooting that rattled neighbors and took one man to the hospital. It happened a little after 7 00 on scott street in san jose not far from the 280 880 interchange. A man was riding a bike when he was struck by gunfire. Neighbors say its normally a quiet area. They are shocked this could have happened during this festive time of year. Out looking at christmas lights, its almost christmas. What are we doing shooting people . Scary scene. The victim is in the hospital with nonlife threatening injuries. They are not sure if the victim was targeted or a random shooting. Developing news out of washington state. A live look at the scene of the deadly amtrak train derailment. Its been 48 hours and investigators are still trying to figure out what happened and why. Three people were killed and dozens of others were injured after the train jumped the track on monday. Todays show is in dupont wa r, washington with the progress they are making. They are hoping to reopen i5 later today after the rush hour commute, possibly. The southbound lanes, headed toward portland are still closed. Ntsb is releasing more information into what happened. They are saying there was somebody else inside the cab with the engineer when this happened. They are looking at the possibility a distraction played a role in this case. We are going to have more on that coming up in the report. Back to you. 5 35. Sonoma county will soon provide a new resource designed to get fire storm victims back on their feet. The press democrat reports supervisors approved a Government Office to help bounce back from the wildfires. The office of recovery and resiliency will have its own budget and start with seven staff members. They plan to fund the office for at least five years. Looking live at the bay bridge, drivers already packing the road as they head to work and some for school. Today, we expect an update on the plan aimed at raising money to ease congestion. Transportation leaders will meet this afternoon to discuss exactly when to put regional measure 3 on the ballot. It could be june. It will hike the toll to cross the bridges. They could decide the amount the toll increase would be. Money could fund the traffic projects. 5 36 right now. Maybe you are hitting the roads today, but not going to the office. Aaa says drivers will deal with peak holiday congestion today and tomorrow. Holiday travelers will mix with regular commuters. Aaa says drivers could see travel times up to three times longer than normal. A record 107 Million People are projected to travel this holiday season. The roads are busy already. We have seen a couple issues. I want to say that the rain may have had something to do with it. Right now, taking an overall look at the pay area, the Speed Sensors looking good. I want to get to an issue along westbound 80 before the toll plaza at the bay bridge. The fast track lane is blocked into a traffic collision. You can see that we are already seeing delays in that area. Chp is reporting they are working to move the vehicles out of the way. Its a minor accident. No injuries. It will be sunny and from the coast to the inland areas, going to be cool with those temperatures mid50s along the coast and the inland area, 60 degrees. On sunday, all around the bay area, mostly 50s. Then very cold morning temperatures as you get ready for that going out early for shopping. Then maybe you are going to christmas in the park. Its going to be a busy weekend for that. A lot of crowds. Get there early. Mostly cloudy. Highs in the mid50s there and cooling off quickly. Christmas eve, you go for a stroll on pier 39. Ill have an update on that coming up. 5 43. You have to see this video. It shows an officer being dragged by a suspects car. The body camera on the officer captures those terrifying moments. Whoa, whoa, whoa whoa this happened in pembroke pines, florida, just yesterday. Police say the officer responded to a call for a possible overdose victim and somehow that led to a highspeed chase. After the officer confronted the driver, the driver sped off with him hanging on to the door and the side of the car. The officer eventually fell off after being dragged for a minute. The officer is expected to be okay. The suspect was eventually arrested a short time later. Scary video there. Happening today, a hearing on the white house decision to end daca. Hundreds of thousands of people are closely watching these developments. In San Francisco, a federal judge will hear arguments tied to a series of lawsuits tied to trumps order to eliminate the program. U. S. Lawmakers, this week, agreed to table any vote on data until next year. New this morning, House Speaker paul ryan is touting the republican tax reform plan ahead of a final vote in the house. Here is part of the interview this morning with savannah guthrie. You are counting on corporations to take that money they have and plow it back into the economy, hire people, raise wages. What we are seeing right now on the roads, it is still very soggy and those winds have picked up. I want to show you some of the highest rainfall totals we have had or not so high. Mt. Tam had a half inch of rain. That was the highest i have seen around the bay area. Napa,. 05 inch. Santa rosa, very light and San Francisco. 1 inch of rain.
