Coast guard crews are trying to swoop in, getting on top of rooftops. This is a family of five, including a newborn, two Young Children and the familys dog trapped by the mudslide. The horror they are going through. The most powerful images we have seen was this teenage girl. Can you see her emerging from the mud . She had a look of shock on her face. Rescuers worked so hard to rescue her. This is the beginning of what is expected to be a long recovery for hundreds of people. Today in the bays, kirk hawkins is live. You can see behind me where we are standing on the 101 freeway that is shut down, these dump trucks arrived. What they are hoping to do is remove the mud and debris that forced the shutdown of this highway. At the same time, an all out search is under way for survivors and access remains a concern for first responders. I got it. Reporter rescue crews racing against time, searching through homes buried under mud to find a 14yearold trapped inside. A miracle discovery. Firefighters used the jaws of life to pull lauren to safety. It was so hard to hear her. We could have easily taken two more steps and not be able to hear her at all. Reporter the coast guard called in to help with evacuation. It was bad up there. Certain neighborhoods got hit bad. Some houses completely wiped out. It was like in the middle of a river. You see water gushing down the hill. Reporter where there was once flames, now theres flooding and mud. Now, a developing story here at home. The Investigation Continues this morning, an officer involved shooting at a south bay power plant. Bob redell is live at the Energy Center in south san jose with what led up to the shooting. Good morning, bob. Reporter good morning to you, marcus. San Jose Police Department wrapped up its investigation at the met calf Energy Center. Its the large structure at the end of the road there that provides electricity. It is also the sight of the officerinvolved shooting. You can see the crime scene unit, the Police Department and convoy of squad cars leaving the facility. According to one Law Enforcement source, the person shot and killed by police had been trying to break into the facility. Reports at 5 15 last night, police approached the man sitting in a parked car near a gate. He reportedly got out of the car with an ax. At least one officer opened fire when he didnt drop the ax. He was killed. A spokesperson sent this statement, we can confirm there was an event involving an intruder and Law Enforcement. Our employees are safe and we are cooperating with authorities. This is the first officerinvolved shooting of 2018. There were eight last year. In 2013, at least one person with a rifle fired shots at the nearby substation run by pg e and damaged equipment there. However, it will not accept new applications at this point. We know that the u. S. Justice department could appeal this injunction and the five lawsuits challenging daca continue. Santa rosa got nearly 12 inches of rain, but we have lacking 4. 5 inches of rain to catch up to normal. We are doing better than we were. We are at 72 of normal. San francisco, seven inches of rain there. We have had good amounts for san jose, over four inches of rain. But we are still missing almost two inches of rain to catch up to normal, so we have 69 of normal. Look at the numbers where you live, how much rain is measured. Not all of us will see this, but we will see light rain moving through the north bay as well as the peninsula and also showers in San Francisco by 10 00 and that will be in and out of here by early afternoon. Reporter yeah, good morning to you, laura and marcus. The main concern for the crews is the stability of the road on highway 121. We drove up there not long ago, a few miles up. Once you drive on the road, you are blocked off as kenzo estates to Wooden Valley road as they continue to work on this issue. The concern here is the stability of the road. Well show you the video from overnight. Crews trying to get the car out of the embankment following this deadly incident. Chp says it happened around 5 00 p. M. When a rock dislodged, striking a car, sending it into an embankment. Now, we are on the usgs website saying it can be triggered by an earthquake, but more times than not, intense or prolonged rainfall, something we saw a couple days ago or yesterday. Recently burned areas are susceptible to seeing landslides as well. With the conditions described as dangerous by chp, the information on this victim is minimal. I dont have the information. Its treacherous terrain. They repelled down for lifesaving measures and confirmed fatalities. I dont have information beyond that right now. Reporter chp pointed out, we are in the vicinity of the atlas fire. Its too early to tell if its connected to it. Caltrans does plan on sending a geologist to check out the stability of the hillside. Right now, no reports of major damage. New this morning, a plan to use drones to inspect for potential quake damage on San Franciscos waterfront. The examiner is reporting commissioners unveiled the plan yesterday. Camera equipped drones would examine seawalls when a quake strikes. Following last weeks quake in berkeley, engineers did inspections by boat. They will likely approve the plan next month. Happening live, a look at north bay Human Trafficking. Here is how it works. They identify 50 people considered the most atrisk for committing gun violence and paying them not to do it. The program lasts 18 months. After six months, participants will be paid up to 1,000 a month. Stocktons mayor personally raised 1 million to fund the program. It will cost taxpayers nothing. I want to see a reduction. Trending in the right direction, ill be happy. Critics say theres no way to prove it will be successful and the wrong approach to rehabilitation.
