Back to you. Now to a developing story. We continue to follow out of richmond for you this morning. A shelter in place is now lifted after a massive fire at a metal scrap yard. We have been we have pete suratos out there right now, he is gathering more information, but we can tell you that it started about 12 hours ago at sims metal management, which is on south Fourth Street near interstate 580 and it sent thick plumes of smoke into the air. Firefighters are still on scene this morning, thats who pete is working with this morning, because though the shelter in place has been lifted the fire fight there still continues. Caltrans tells us that tollbooths at the richmondsan rafael bridge will be stopped again because that shelter in place has lifted so perhaps traffic a little bit more normal in the area. Now to our other top story this morning, President Trump calls for unity in his state of the Union Address. A live look at washington this morning where were hearing new reaction from lawmakers on his beach. The president made that address amidst bitter fights in washington over the russia investigation, and healthcare. Edward lawrence is live on capitol hill with the full recap for us. The president started with the first half talking about the economy. President trump outlined his economic successes in his first state of the Union Address. He called on democrats to work with republicans to act on the immigration plan the president laid out. One where nobody gets everything they want, but where our country gets the Critical Reforms it needs. Reporter the president called for an end to chain migration. Under the current broken system a single immigrant can bring in virtually unlimited numbers of distant relatives. Under our plan we focus on reporter democrats also sending a silent message, wearing all black in support of the me too movement. A popular teacher is now being charged with child endangerment after allegations surface that had andres tobar held a young student over a second story balcony on campus back in september. He surrendered to Police Yesterday but some parents dont want him back in the classroom. Some say they do want him back. I dont think so. At least, i mean, not intentionally. I dont think he would do that. I mean, he would give his life for these kids so i dont think he would so i think its being handled really unfair. Now, the School District put tobar on paid leave. He is expected to answer to charges in court later this week. A followup now, Stanford University says its canceling plans to put a plaque on the campus site where a woman was sexual assaulted. That decision came after two sides couldnt agree on a quote for that marker. Representatives with the University Say they are deferring to the woman who decided not to participate after the school rejected several quotes she offered from a statement she read during the june 2016 sentencing of brock turner. A friend of the victim says the universitys poor handling of the situation scuttled this plaque meant to acknowledge the sexual assault. New details on whats next for a statue of Christopher Columbus at San Jose City hall. Late last night the city decided on a sixweek deadline to lock down a permanent home for the statue. It has been at city hall for decades but activists want it gone. Mayor sam liccardo suggested speaking with the Italian American community and having an answer in those six weeks. If there is no solution, it will go into storage. We should mention moving that 3 ton statue could cost up to 12,000. This is the culmination of a super moon, blue moon and blood moon. This is something a lot of people have been looking at and certainly one that is captivating a lot of eyes this morning. Take a look, there are about 200 people or more who showed up, they are still showing up because this totality will last until about 6 00, it happened at about 4 50 this morning and its continuing and it will end at about 6 00 this morning. We have three Different Things going on, we have a full moon, the full moon is happening when the moon is closest to the earth in its orbit and we have a Lunar Eclipse and weve got i guess thats it, yeah. And this hasnt happened since the civil war time. Yeah. Reporter so tell us what do you expect to see for the next hour . What can people see . Should they still head out . Right now we are in the middle of totality which is when the moon is in the earths inner shadow and that shadow is reddish in color. So when you look at the moon if you go outside right now and look at the moon you will see that its kind of a rusty red color. Thats not an issue in the south bay right now as we take a live look oq1zoutside with some clea skies and our temperature now at 45 degrees, thats a chilly one, but look at where were headed, up to 68 degrees. Our temperatures will be quickly warming with all of that sunshine. Adds we go into the afternoon it will be a really nice day and the weather stays on repeat. So all of us reaching into the mid to upper 60s today and mostly sunny skies. We will talk about the temperature trend for palo alto coming up in about four minutes. This is a typical spot at this early hour, westbound 580 at grant line road, it appears to be a minor traffic collision but it is blocking one of those lanes and thats why we are already starting to see heavy westbound 580. Also starting to see some delays from that earlier crash along southbound 880 right at highway 92, that was an earlier crash as well and they are working to clear that off to the side so this shouldnt be affecting too many commuters this morning. San jose Council Members yesterday approved a wide ranging Advisory Group that could help provide input. Group members will hold a series of Public Meetings for the next four months and then they will give that immediate back back to the city manager. There is this wag Dog Walking Service just raised 300 million from the soft bank fund, i used to pay a neighbor kid about a buck to walk my dog. I assume he knows more about investing than i do but he just dumped 300 million into a Dog Walking Service. But it is really amazing to see and its just like, wow, this hasnt happened since 1866 for north america and for the west coast were really getting the best of it because we do have the totality happening here while the east coast is not seeing the complete Lunar Eclipse. As we start out this morning we do have some drifts of fog rolling around, but here is a live look from our San Francisco camera, still has that reddish hue to it, so thats the reason why we call it the blood moon. Its kind of the shadow of the earth being shown on to the moon and its definitely a beautiful sight this morning. Im also tracking that fog for you this morning where weve seen the visibility in santa rosa down to threequarters of a mile, napa visibility at half a mile. We have seen dense fog over the Central Valley starting to move into the delta and also parts of the east bay and we have some fog along the coast. So this morning you do have to take it easy and allow extra time to get to where youre going. You want to check out that sevenday forecast at the bottom of the screen for the peninsula now showing some very warm temperatures over the next few days. We are heading into the upper 60s today in the south bay, 69 in danville and 70 in halfmoon bay. San francisco 62 in the Marina District and 65 today in santa rosa. If its a beach day for you, low 70s in santa cruz. This is the last day of january so why not celebrate with a day out at the beach. Were going to have more dry weather, High Pressure keeping any rain away from the bay area and it would be really nice to get some rain at this point because we do so desperately need it, but there is none in the sevenday forecast. Those three vehicles that were involved are now off to the right hand shoulder so we should start to see a lot of the people catching up to work. East bay drive times right now northbound 880 only about nine minutes but one place thats always a mess, taking a live look outside right now is the bay bridge camera. Coming up next on today in the bay, heading back to court, the reason former usa gymnastics doctor sentenced for molesting young girls will face a judge once again today. Disgraced forma gymnastics doctor larry nassar will be back in court to happening today, disgraced former team usa gymnastics doctor larry nassar will be back in court to face more victims. Last week a judge sentenced nassar to 175 years in prison for sexual abuse. The gymnasts tied to that case were able to confront nassar in court two weeks ago. Todays case is separate and it is tied to sentencing for an assault case at an elite michigan club. More than 50 victims are expected to present impact statements today. Also new this morning, u. S. Gold medalist simone biles is opening up about being victimized by nassar as well. A short time ago she appeared on the east coast airing of nbcs today show. She became emotional as she was talking about nassars sentencing. I think its very hard for someone to go through what ive gone through recently and its very hard to talk about, but other than that i think the judge is my hero just because she gave it to him straight and didnt let him get any power over any of the girls and letting the girls go and speak was very powerful. Biles and her teammates had to compartmentalize what happened in order to compete at a high level during olympics biles says. The interview airs for us during the 8 00 hour of today. Sonoma county is reportedly planning legal action against pg e for the destructive north bay wildfires. The press democrat reports the county plans to filed a 25 million lawsuit to cover the cost for cleaning and deb friday replacement and replacing infrastructure. Cal fire has still not determined the exact cause of the fires and says that utility still has its focus on the recovery efforts. This would be the first fiverelated lawsuit filed by a government entity. Happening today a reminder to employers. Today is the deadline to file w2 forms. This year the deadline was pushed up after a new federal law was passed to make it easier for the irs to detect and prevent refund fraud. Now, the irs must also hold some refunds until february 15th. A combination of a super moon, blue moon and blood moon and it is just a beautiful sight. We talked about this all day yesterday, but i didnt expect this. Im happy. Yeah . Were inside, though, we are not able to get outside so our director was kind in you have to put it in one of the monitors so we get to watch it all morning long, you get to watch it here at the bottom of the screen. At least now you can see it, earlier it just looked like a black box because we did have that totality. Meteorologist kari hall is tracking the visibility factors as well. Some folks out of luck in the north bay. Weve seen that fog drifting around and doesnt the full moon and blood moon look exactly mike my graphic here. We still have about 37 minutes left before we will still have the visibility here, the issue as we see that bright red moon. Weve been talking about that patchy fog and its been blocking the view in parts of the north bay. Until about 7 11 thats when we will see the complete end of that, but thats also when the sun will be rising. Here is a look at our visibility now. Napa is down to a half of a mile, santa rosa a mile and a quarter. Weve seen is also drifting around parts of the east bay coming out of the Central Valley. I will have an eye on that and a also an eye on the weekend. Thats coming up in about seven minutes, but vianey has been tracking some of the issues out there on roads, but it looks pretty good, right . Looking good so far, the only thing im starting to see is the typical morning buildup in terms of the commute. Not a lot of accidents. We did have that earlier crash along westbound 580 at grant line road, that is off to the shoulder. The yellow that you see up there, thats that fog that kari is talk being in the north bay. Both hands on the wheel and turn on those low lights or fog lights if you have them. Now, we are expecting to still see a little bit of this backup out here near grant line road. Reporter yeah, marcus, it really is. I will tell you i am in the south bay and this is sort of what we call backyard astronomy. There are people who gather by the dozens and some people who are alone in a parking lot, but nonetheless its a really cool way to get out and see it wherever you are. Im in the south bay in san jose, south part of the city. There is some cloud cover coming in, that and the combination of what youre talking about, how rare this lunar event actually is making it a little tough to see either with the naked eye or telescope, but if you get it just right and try to go in an area where there is not much light i think you will have success. We have also seen a couple people come by with their smart phones and they have taken some pictures. This is all over social media. But, yeah, i will tell you its a good morning to actually get out a little bit early and just even see it with the naked eye like kari was talking about. We are very near totality. It is red, it is a very unusual thing to see and like you guys mentioned, it doesnt happen all that often and its pretty cool to see, again, whether with the naked eye or if you can find one of these. San joses oak grove district plans to close four schools at the end of the school year. District leaders say enrollment dropped by about 1,000 over the past four years adding up to losses of about 50 million in revenue. In all six schools are being floated as possible closure candidates. The bay area ballet instructor accused of molester a minor is expected in court today. Viktor kabaniaev is expected to be arraigned in a Martinez Court this afternoon. Contra costa county prosecutors say he molested a girl under the anyone of 14. That instructor was working or has worked with several local Ballet Companies including in San Francisco, walnut creek and daly city. Investigators say its possible there are more victims out there. And new this morning, Sonoma County deputies credit an alert resident with noticing this truck in an area destroyed by last octobers wildfires and then reporting it to authorities. This may look like a work truck but investigators say the two suspects were actually a bogus cleanup crew complete with fake uniforms, hard hats, stealing from burned out properties. They are accused of taking medal and tools and stealing the items for profit. The men are facing felony theft charges. You might notice new street signs in parts of the south bay, those signs come after last years bear fire. Take a look, we got video this morning. These are new wildfire Evacuation Route signs along los gatos and month serene know. The need came to light after the bear fight last october. It burned six structures and 400 acres in the Santa Cruz Mountains last october. Some folks found themselves on small back roads they might not have used before. In order to help folks be ready to evacuate quickly los gatos and the Santa Clara County Fire Department are hosting a Community Meeting that will address escape routes, also how to build that critical 72hour survival kit. They are also going to talk about Defensible Space and any other questions that iz is might have. That meeting is tonight from 7 00 to 9 00 at the Jewish Community center on oka road in los gatos. You can preregister through event bright. Com but you dont have to. Our exclusive investigation into a Popular Grocery store chain continues to grow he this morning. Last week we exposed the 99 ranch market in san jose. Raw meat was being transported in shopping carts and our reporting sparked a federal response on food safety. This morning another photo of raw meat sitting uncovered on a loading dock. A viewer sent us this from the 99 ranch market in richmond. One of our sources who says he works closely at the store tells us that this picture that picture was taken in november. After we broke the story on our 5 00 newscast last night Contra Costa Environmental Health inspectors went to the 99 ranch market and they tell us that they are satisfied with the way raw meat is being handled inside the store, but our investigation our investigating the way that that meat is being delivered. Its very disturbing because you would think such a big operation should know better. Now, here are the photos we uncovered last week. The shopping cart filled with meat at a san jose store. 99 ranch tells us that this was an isolated incident. Walgreens is paying three bay area counties more than 2 million to settle a lawsuit alleging that the company was selling some expired products. Those products included baby food, infant formula and over the counter drugs. Santa clara, san mateo and Contra Costa County are the main cities getting the money as part of that settlement. Santa cruz county will also get some of that cash. Investigators found that the walgreens chain also charged customers more than those posted items posted prices for some items. We have seen a little bit of that fog or dense fog in novato and unfortunately that is making it difficult for some folks to see the blood super moon. East bay also looking food, we are starting to see some delays along westbound 24 from fish ranch road towards the bay bridge, about 15 minutes. Those metering lights came on fairly early this morning, i think they were on by like 4 35. So you already know there is a heavy delay on the bay bridge. Right now we are wednesday hump day. Thank you very much. 5 43 right now, developing story in Southern California this morning, the Investigation Continues after this deadly Helicopter Crash in newport beach. Three people died and two others were injured in that crash. Now, police say that four people were on board that helicopter as it slammed into a home yesterday afternoon. The helicopter appeared to clip the tile roof of one home, then it skidded along the ground through an intersection before then smashing into the side wall of another home. So far we dont know why this happened. A new frightening video this morning, it shows the u. S. Navy plane flying over the black sea having very Close Encounter with a russian war plane this week. Its so close it almost looks like one plane. The navy says the russian jet came within five feet of the american ep 3 aries in the International Air space. The state department protested that maneuver as an unsafe interaction. They are calling on russia to seize these unsafe actions. Happening today in San Francisco the u. S. Navy is holding a Community Meeting on the ongoing cleanup at Hunters Point shipyard. Our Investigative Unit has been unearthing new information about that cleanup. Navy officials tell us theyve been reviewing radiation data from cleaning contractor tetra tech. Officials believe 50 of that data showed inconsistencies and that a good portion of it is likely fraudulent. That could lead to more cleanup. The 900 acre site was once home to a radiological defense lab, its now set to become one of San Franciscos largest redevelopment projects which will include new homes, parks and shops. The board of trustees says that the governors new proposed budget just doesnt have enough money for their 23 campuses. Trustees are discussing a proposed hike that would raise instate tuition by 228 for the 201 201 school year. That would bring the cost of under graduate tuition to nearly 6,000. Csu is the largest University System in the country. Time is running out to sign up for healthcare through covered california. That deadline is midnight tonight. Despite the trump administrations attempt to weaken the Affordable Care act signup for healthcare here in california has been strong this year as ten days ago more than 340,000 new consumers have signed up for insurance through covered california. This morning we are learning about an fbi raid on a skydiving center in San Joaquin County this was at the Lodi Parachute Center which has been linked to multiple deaths as well as training issues and unpaid fines. Agents were seen leaving the parachute center with boxes and garbage bags though we dont know at this point what was inside. The business has a troubled past including 15 skydiving deaths since 2000. In 2016 an 18yearold and his instructor died from a tandem jump. Investigators later determined that the instructor was not certified. Earlier in 2016 a plane carrying 18 people lost power and crashed in a vineyard. Everyone walked away from that one. The owner of the center spoke at that time saying he believes his operation is safe. No, we havent done anything that would contribute. We may, you know, see one issue, we straightened that out, then the next day, next week or two years later we have another incident totally unrelated. I dont think were unsafe. Now the owner did refuse to speak to reporters as the fbi raid was going on this time. There are now growing questions about what fbi agents seized, but the search warrant is sealed.
